REGULAR MEETING - FEBRUARY 20, 1956
A regular meeting of the City Council was called to order by Mayor
Fernstrom at 8:03 P. M.
Invocation was given by Reverend Robert Landis of Grace Presbyterian
Church.
The following Councilmen were present at roll call:

Also present were the City Manager, City Attorney, and Secretary.
Minute s
On motion of Councilman Bolmgren, seconded by Councilman Jorvig,
the minutes of meeting held February 13, 1956 were approved, by unanimous
vote of all members of the Council present,
Request for Special Zoning Exception to Locate Billboard
Request for special zoning exception to permit the use of premises at,
6009 Excelsior Boulevard for the location of a 10' x 40' roof mounted bill-
board by Meyers Outdoor Advertising, Inc. for Ed Charles was read.
On motion of Councilman Davis, seconded by Councilman Jorvig, the
above request was referred to the Planning Commission for checking and recom-
mendation, by unanimous vote of all Members of the Council present.
Resolution No. 217
On motion of Councilman Bolmgren, seconded by Councilman Wolfe,
Resolution No. 217, granting permits under Section 10. 3 of the Zoning Ordi-
nance of the City of St. Louis Park to Ernie Jacobsen to maintain two ground
signs - one 3' x 30' (90 sq. ft. ), and one 4' x 20' (80 sq. ft. ) at Wooddale
Avenue and Highway No. 100 for Ernie Jacobsen Dump, having been read,
was adopted by unanimous vote of all members of the Council present.
Request for Permit to Construct Addition to Industrial Building
Request of Minnesota Rubber and Gasket Company for a permit to cons-
truct an addition to their industrial building to be located at Alabama Avenue
and West 37th Street was presented to the Council together with plans for
same.
On motion of Councilman Bolmgren, seconded by Councilman Jorvig,
the above request was approved, and the Building Inspector was authorized to
issue permit for same, subject to compliance with all applicable codes and
ordinances, by unanimous vote of all members of the Council present.
Request for Installation of Electric School Flasher Signals
Letter from Home and School Association, Holy Family Catholic Church,
dated February 15, 1956, requesting a set of electric school flasher signals
placed on Lake Street - at the intersection of Alabama Avenue and Zarthan
Avenue with West Lake Street, was read.
On motion of Councilman Jorvig, seconded by Councilman Ehrenberg,
the above request was referred to the City Manager for traffic study and
recommendation, by unanimous vote of all Members of the Council present.

Request for Special Permission to Connect to Water Main
Letter from Zolle Baratz, dated February 13, 1956, requesting
special permission to connect two new houses he is building at 5210 and 5200
West 29th Street to city water main at 29th Street and Salem Avenue, as at
present, water main does not run in street adjacent to the property; and
stating further that he is willing to pay necessary assessment cost at this
time, with the understanding that same will be credited to said property
when water main is constructed past same.
On motion of Councilman Bolmgren, seconded by Councilman-Schadow,
the above request was approved with the understanding that Mr. Baratz
pay an assessment of $173. 27 at the time the permits are taken out, and
that credit be given for said payment when water main is constructed past
said property, and that the work shall be done under the supervision of the
Superintendent of the Water Department, by unanimous vote of all Members
of the Council present.
Request for Approval of Preliminary Plat
Request was made by Penn Realty Company for approval of preliminary
plat of Penn Realty Plaza Addition - bounded by Minnetonka Boulevard,
33rd Street, Utah_ Avenue, and Great Northern tracks except school property.
Paul Schwartz, President of Penn Realty Company and his Engineer, Mr.
Caswell were present.
On motion of Councilman Schadow, seconded by Councilman Ehrenberg,
the preliminary plat of Penn Realty Plaza Addition was referred to the
Planning Commission, calling particular attention to the need of park area,
size of lots, and need of crosstown street extensions to the west section of
the City, by unanimous vote of all Members of the Council present.
Request for Approval of Land List "403-C"
Request of Hennepin County Land Department, dated February 15,
1956, for approval of classification and sale of tax forfeited land in St. Louis
Park, designated as List 11403-C", was read.
On motion of Councilman Ehrenberg, seconded by Councilman Jorvig,
the above request was referred to the City Manager for checking and recom-
mendation, by unanimous vote of all members of the Council present.
Request for Approval of Building Permit for ,Addition to Building
Request made by T. J. Arneson and H. E. Arneson for approval of
building permit for an addition to building at 6824 West Lake Street as per
plan presented, was discussed.
On motion of Councilman Ehrenberg, seconded by Councilman Jorvig,
the City Manager and the Building Inspector were authorized to issue permit
for above proposed addition to building at 6824 West Lake Street, subject to ,
compliance with all applicable codes and ordinances, by unanimous vote of
all members of the Council present.
Re:; Special Planning Commission Meeting
Gil Chandler appeared and asked if the Planning Commission could
call a -special meeting to discuss the Roto-Rooter project on property owned
by himself and Erwin Johnson. Mayor Fernstrom said that the Chairman
could call a special meeting if he can secure a quorum, and that he will
contact L. P. Pederson.
Ordinance No. 517
First reading of Ordinance No. 517 entitled AN ORDINANCE AMENDING
THE ZONING ORDINANCE OF THE CITY OF ST. LOUIS PARK, amending
Section 10. 3 thereof, was read by the Secretary.
On motion of Councilman Jorvig, seconded by Councilman Schadow,
February 27, 1956 was set as date of second reading of Ordinance No. 517,
by unanimous vote of all Members of the Council present.

Report on Application for License to Erect Signs and Billboards
The City Manager made a report on the application of Macey Sign
Company for a license to erect signs and billboards. Said he was holding
up the application for 1956 license and that Macey does not expect it to be
approved at' once. It was the consensus of opinion of Council Members
that the City Manager was handling this matter alright.

On motion of Councilman Davis, seconded by Councilman Ehrenberg,
the following reports of City Departments were read and ordered filed, by
unanimous vote of all Members of the Council present:

Building Inspector's Report for 1955.
Report on Request for Water Bill Adjustment
City Manager made a report on the request of David Z. Johnson, 4201
Sunset Boulevard for an adjustment on his water bill for the past quarter.
It was suggested that the City Manager discuss this bill with Mr. Johnson
and bring in a recommendation.
Councilman Wolfe
Councilman Wolfe left the meeting at this time - 10:22 P. M.
Bids for Road Materials
As advertised in the St. Louis Park Dispatch February 9 and 16, 1956,
sealed bids were received by the City Manager at 10:00 A. M. this date for
9 separate items of road materials as follows:

On motion of Councilman Davis, seconded by Councilman Jorvig, the

Letter Opposing Erection of Steel Building
City Manager read a letter from Earl F. Anderson, 4314 West 36th Street
objecting to the steel building erected back of Anderson Cadillac Building.
It was marved by Councilman Davis, seconded by Councilman Ehrenberg
that the City Manager --ariswer; Mr. Anderson's letter, explaining that our
ordinances or building code does not require the types of finish of buildings
and that he send Anderson Cadillac a copy of Mr. Anderson's letter. Further
discussion ensued. Councilmen Davis and Erhenberg withdrew their motion.
On motion ,of Councilman Davis, seconded by Councilman Ehrenberg,
the City Manager was directed to acknowledge receipt of Mr. Anderson's
letter, and that a gist of his complaint be given to the builder of the steel
building, by unanimous vote of all Members of the Council present.
Salary Increases for Incinerator Employees
On motion of Councilman Bolmgren, seconded by Councilman Schadow,
the Incinerator Operator's salary was increased to $2. 30 per hour, and
Laborer's salary to $2. 00 per hour, effective March 1, 1956, by unanimous
vote of all Members of the Council present.
Minnetonka Boulevard Paving
Mr. Mc Coy of Hennepin County Highway Department was present, and
a' number of the phases of the Minnetonka Boulevard paving project was dis-
cussed. No action taken.

On motion of Councilman Davis, seconded by Councilman Schadow, the

by unanimous vote of all members of the Council present:

dated February 20, 1956 in the total amounts of $653. 95 for payroll, and
$2, 577. 35 for vendors were approved, and the City Manager, City Clerk, and
City Treasurer were authorized to issue checks covering same, by the following
roll call vote: Councilman Bolmgren, yea; Councilman Davis, yea; Councilman
Ehrenberg, yea; Councilman Jorvig, yea; Councilman Schadow, yea; and Mayor

Meeting Adjourned
On motion of Councilman Jorvig, seconded by Councilman Bolmgren, the
meeting was adjourned at 11:30 P. M. , by unanimous vote of all Members
of the Council present.
