REGULAR MEETING FEBRUARY 7, 1955
A regular meeting of the City Council was called to order by Mayor R. C.
Fernstrom at 8:04 P. M.
The following Councilmen were present at roll call:

Bids for Half Ton Pickup Truck for Water Department
As advertised in the St. Louis Park Dispatch January 13 and 20, 1955, sealed
bids were received from the following bidders for furnishing One (1) 1/2 ton pickup
truck according to specifications therefore described therein, with trade-in of a
1951 Ford 1/2 ton pickup, six cylinder truck:

On motion of Councilman Middleton, seconded by Councilman Hurd, the above bids

mendation, Lby unanimous vote of all Members of the Council.
Hearing on Petition-to- Vacate Streets and Alleys - Carlson Brothers
Pursuant to notice published in the St. Louis Park Dispatch January 27 and February
3, 1955, a public hearing was had on petition of Carlson Brothers to vacate streets and
alleys described as follows:
Alleys in Block 267 and Block 266 lying Southwesterly
of Gorham Avenue; 3rd Street NW lying between Blocks
204 and 267; Brownlow Avenue lying between Blocks 266
and 267, all in Rearrangement of St. Louis Park, accord-
ing to the plat thereof on file and of record in the
office of the Register of Deeds of Hennepin County,
Minnesota.
No persons appeared.
First reading of ordinance vacating above streets and alleys was made.
On motion of Councilman Davis, seconded by Councilman Jorvig, February 14, 1955
was date set for second reading of above mentioned ordinance, by unanimous vote of
all Members of the Council.

The following resolution, having been read by the Secretary, it was moved by
Counoilman ,Middleton, seconded by Councilman Bolmgren, and adopted by unanimous vote
of all Members of the Council:
RESOLUTION ADOPTING AND RATIFYING CORPORATE SEAL
BE IT RESOLVED by the City Council of the City of St. Louis Park that the seal
an impression of which is hereto attached be hereby adopted as the official seal of
the City of St.. Louis Park, and its use by the Clerk prior to this date be hereby
ratified and approved.

Application for Permit to Erect Sign - Macey Signs
Building Inspector's report dated February 7, 1955 was read on the application
of Macey Signs for a permit to erect an advertising sign on steel pole in front of
building at 6408 Minnetonka Boulevard for Pilgrim Cleaners, stating that location of
sign will be placed right up to the building, said building having a setback of 20
feet.
On motion of Councilman Hurd, sec`ondecirby' Councilman Middleton, the application
of Macey Signs for a permit to erectcaavertising sign on steel pole in bront of

Planning
6Planning Commission's Report on Request for Rezoning - Thomas Wheaton
Planning Commission's report dated February 21 1955, on the request of Thomas
Wheaton for rezoning Lot 1, Highland Avenue Rearrangement of St. Louis Park from
Multiple Dwelling Use-to Light Industrial Use, stating that same was approved by them
with a further recommendation that the setback requirement appearing in Section 19.5
of the Zoning Ordinance be waived with respect to the setback on adjoining Webster
Avenue because of the particular hsape and location of lot, was read.
Hearing Date Set
On motion of Councilman Perkins, seconded by Councilman Middleton, February
2$, 1955 was set as date of hearing on the request of Thomas Wheaton for rezoning Lot
1, Highland Avenue Rearrangement of St. Louis Park from Multiple Dwelling Use to
Light Industrial Use, by unanimous vote of all Members of the Council.
Report of Planning Commission on Request for Rezoning - Charles M. Freidheim
Planning Commission's report dated February 2, 1955 on the request of Charles
M. Freidheim to rezone his property south of 36th Street and east of the Belt Line,
from Open Development to Heavy Industrial Use, stating that this matter was tabled
for further study with Mr. Law of Morelo & Nichols, Incorporated, Planners, was read.
The report of Morell and Nichols was discussed. Councilman Jorvig offered
to bring in a complete report on this matter, February los 1955•

On motion of Councilman Bolmgren, seconded by Councilman Middleton, the follow-
ing bond which has been approved by City Attorney, Edmund T. Montgomery, was accepted

Advertise for Bids for Cleaning Well #5 and Repair Pumping Equipment
On motion of Councilman Bolmgren, seconded by Councilman Perkins, the Acting
City Manager was authorized to advertise for bids for cleaning Well #5 and repairing
pumping equipment, in accordance with specifications approved by the City Manager and
City Attorney; bids to be opened February 28, 19552 by unanimous vote of all Members
of the Council.
City Employees Working .on Lincoln's Birthday
Richard Senander inquired regarding the men working on Lincoln's Birthday,
February 12th, which falls on Saturday this year.
On motion of Councilman Davis, seconded by Councilman Hurd that inasmuch as
Lincoln's Birthday, February 12th falls on Saturday this year, the men paid on hourly
basis, actually engaged in service on an emergency basis, or standby service be paid
double time for that day. Motion was passed by unanimous vote of all Members of the
Council except Councilman Perkins who did not vote.,
Bingo - Home and School Association, Holy Family Church
Letter from Mrs. Elizabeth Higgins, Secretary, Home and School Association,
Holy Family Church, dated February 2, 1955, requesting permission to sponsor a Bingo
Game in the School Auditorium, Sunday, February 27, 1955, was read. No objections
raised. No action taken.
Request for Raise in Hourly Wage Rate for Planning Commission Secretary
Request of Planning Commission, dated February 2, 1955s to raise the hourly wage
rate of Lois E. Williams, Secretary for the Commission from $1.25 to x$1.50, was read.
On motion of Councilman Perkins, seconded by Councilman Jorvig, the foregoing
request was approved, effective February 1, 19552 by unanimous vote of all Members
of the Council.
Memo from Planning Commission Re: Arterial and Heavy Traffic Streets
A report from the Planning Commission, dated February 2, 1955 was read, regard-
ing a map showing proposed arterial and heavy traffic streets in St. Louis Park,
stating that they would like the Council to set a convenient date for the Council to
meet with L. P. Pederson, Chairman of the Planning Commission to explain this map.
Mayor Fernstrom told of Northwest Traffic Institute and International Association of
Police Chiefs who could give us information on this matter also.
On motion of Councilman Davis, seconded by Councilman Hurd, the above rep-
resentative of the Planning Commission was invited to meet with the Council at 7 PM,
February 14, 1955s at City Hall, by unanimous vote of all Members of the Council.

Planning Commission's Report on Request for Street Name Change - L. H. Heller L�'9
Planning Commission's report dated February 2, 1955, on the request of- L. H.
Heller to change the name of West 26th Street east of France Avenue to Cedar. Shore
Dftve, recommending same, was read.
On motion of Councilman Middleton, seconded by Councilman Jorvig the recom-
mendation of the Planning Commission was concurred with, 'and the City Attorney was
requested to prepare an ordinance to change the name of 26th Street east of France
Avenue to Cedar Shore Drive, and change the present Cedar Shore Drive to 24th
Street, by unanimous vote of all Members of the Council. (See Ordinance #346)
Permission to Burn Down Stable at Stageberg Property
Richard -Senander asked for permission for the Volunteer Reserve Firemen to
burn down stable at Stageberg property on West 28th Street as a practice project
on Thursday, February 24, 1955 at 7:30 P. M. On motion of Councilman Hurd,_
seconded by Councilman Davis, permission for burning down stable was granted, by
unanimous vote of all Members of the Council.
Complaint Re: Snow Removal - E. L. Lukens
Letter from E. L. Lukens, 3952 Zarthan Avenue, dated February 6, 1955,-Com-
plaining that snow removal operators of the City completely covered their sidewalk
with snow after they paid someone to shovel it off, was read and referred to_
Acting City Manager, Phil W. Smith. _
Plans for 2,000,000 Gallon Water Reservoir _
It was moved by Councilman Bolmgren that the Acting City Manager be instructed
to proceed with his plans for reservoir, and that G. M. Orr Engineering Company
proceed with plans for wells, pumps and pump houses at once. No second.
Councilman Middleton asked why the reservoir has to be at Louisiana Avenue and
Cedar Lake Road. Councilman Bolmgren said because someday we will have to have a
water treating plant. Considerable discussion ensued on the water situation. Max
Renner was present and answered many questions. He offered to bring in some estimates
on amount of water that can be obtained by pumps without overhead reservoir. _ Council-
man Bolmgren called attention to the number of new industrial users coming in to the
Park that would need additional water. Max Renner said he would bring in some
information for the Council on this matter. Action was deferred at the suggestion
of Councilman Bolmgren.
Police Relief Association
Patrolman, Clyde Sorenson spoke regarding the forming of a Police Relief
Association. He presented a bill now before the Legislature. Copies were given to
each Member of the Council. Mayor Fernstrom asked the Councilmen to study this
bill entitled AN ACT TO PROVIDE FOR A POLICE14AN'S PIIVSION ASSOCIATION IN EACH CITY
OF SECOND CLASS, etc., and be ready to pass a resolution on same February 14, 1955•
Letter Re: Application for Off-Sale Liquor License - Louis Solender
Letter from Louis Solender, dated February 7, 1955s Applicant for an off-sale
intoxicating liquor license to be used at 7113 Cedar Lake Road, stating that he is at
a loss to understand that a second Applicant has filed for same kind of a license
at the same address, was read and ordered placed on file.
Salary Increase for Patrolman John Parker
On motion of Councilman Davis, seconded by Councilman Middleton, the salary
of Patrolman, John Parker was increased from $348.30 per month to $371.30 per month,
effective February 1, 1955 to conform with automatic increase, by unanimous vote of
all Members of the Council. (this increase covers the $10.00 automatic increase and
$13.00 salary increase given January 1, 1955• )
Appointment -of City Assessor
On motion of Councilman Davis, seconded by Councilman Middleton, R. B. Connery
was appointed City Assessor at salary set by the City Council, January 17, 1955, by
unanimous vote of all Members of the Council.
Lease of Premises for Parking Purposes - MINNESOTA RUBBER GASKET CO.
On motion of Councilman Hurd, seconded by Councilman Middleton, the Mayor and City
Manager were authorized to execute leash for the City with Minnesota Rubber and Gasket
Company for use -of Lots 1, 2, 3, and 4, Block 1, Collins's Second Addition to St. Louis
Park for parking purposes, by unanimous vote of all Members of the Council.

yard purposes for period of five years from February 1, 19552 by unanimous vote of
all Members of the Council.

_Deferred Action on Wage Rates for Incinerator Employees
The matter of wage rates for incinerator-employees, deferred from meeting of
January 31, 1955 to this meeting, was presented to the Council by Secretary Justad.
On motion of Councilman Davis, seconded by Councilman Jorvig, the City Attorney

Deferred Action on Wage Rates for Incinerator Employees, Cont'd.
was asked to prepare an amendment to incinerator and garbage agreement dated February
1, 1954, and supplementary agreement dated June 21, 1954 to provide for wages of
$2.20 per hour for two furnace operators, and $1.872 per hour for one laborer, based
on 173 hours work per month, with two weeks vacation with pay, and with same paid
, holidays accorded to other City Employees, effective February lj, 1955, by unanimous
vote of all Members of the Council.

' .i Planning Commission's Report on Petition for Rezoning - Gil J. Chandler
Planning Commission's report dated February 2, 1955 on petition of Gil J.
Chandler to rezone a 52 acre plot of ground lying south of Cedar Lake Road, west of
the Belt Line, and east of that line which would be a southern extension of Zarthan
t' Avenue, to industrial use, stating that same was denied because applicant did not
show what particular use he intended to make of the proposed area, and that the
Planning Commission does not approve the rezoning to light industrial use and area
that borders directly upon a district which has been developed for residential use,
etc., was read.

Erwin Johnson spoke on his conversation with L. P. Pederson of the Planning
Commission regarding the changing of Cedar Lake Road and was told that no definite
date for change has been made. He also said that they should have asked for com-
mercial zoning instead of industrial, but feels that the rezoning should not be held
up years waiting for the County Board to decide where Cedar Lake Road is going.
Mayor Fernstrom told of his converation with County Engineer, L. P. Zimmerman,
who gave him a general idea of what they had in mind, and that the County Engineer
is working on same. Mr. Johnson said he does not intend to charge an excessive price
for right-of-way, and is willing to make up an agreement now to that effect. Mayor
Fernstrom said that the County Engineer told him that on March 10th, at the latest,
the location of'Cedar Lake Road will have been determined. Mr. Johnson said if
this property is to be used for residential purposes, they would not cut down the
hill, but if it is changed to commercial, they can sell the gravel in the hill.
Councilman Bolmgren asked what commercial use the property would be used for.
Mr. Chandler said primarily office space. Erwin Johnson said primarily office space.
Mr. Johnson said filling station and office space for major oil company. Mayor
Fernstrom suggested that they explain to the Planning Commission the uses they intend
to put the property to if zoned for commercial use. Mr. Johnson said they bought
the land originally for residential use, but on looking around the area, he changed
his mind and figured commercial would be better. Mr. Chandler asked that his request
for rezoning be changed from industrial use to commercial use and presented a letter
stating that he misunderstood the proper zoning necessary for desired use.
On motion of Councilman Perkins, seconded by Councilman Jorvig, the request
of Gil Chandler to change his request for rezoning above mentioned property from
industrial use to commercial use was referred back to the Planning Commission for
reconsideration, by unanimous vote of all Members of the Council.
Minutes
On motion of Councilman Davis, seconded by Councilman Bolmgren, the minutes
