REGULAR MEETING DECEMBER 5, 1955.
A regular meeting of the City Council was called to order by Mayor
Fernstrom at 8:13 P. M.
The following Council Members were present at roll call:
H. J. Bolmgren
H. C. Davis
Torval Jorvig
C. R. Middleton
H. W. Perkins
R. C. Fernstrom.
Also present were City Manager, Tom Chenoweth, City Attorney, Edmund T.
Montgomery, and City Clerk (Secretary) Joseph Justad.
Petition for Rezoning NE Corner Cedar Lake Road and County Road 18. H. J. Aretz
Petition signed by H. J. Aretz, 2230 Flag Avenue received November 29,
1955, for rezoning the following described property from Residential Use to Com-
mercial Use:
"That part of the NWir, of the SW4 of Section 7, Township 117,
Range 21 described as follows: Beginning at the intersection
of the west line of said Section 7 and the center line of Cedar
Lake Road; thence north along the west line'of said Section 7 440 feet;
thence east at right angles 300 feet; thence south parallel with the west
line of said section to the center line of Cedar Lake Road; thence west
along the center line of said Cedar Lake Road to the point of beginning.
Subject to Roads." `
On motion of Councilman Bolmgren, seconded by Councilman Jorvig, the above
petition was referred to the Planning Commission for checking and recommendation,
by unanimous vote of all Members of the Council present.
Letter Re: T. H. 12, Jct. Henn. Co. SAR 18. Minn. Highway Dept.
Letter from E. J. Mc Cubrey, District Engineer, Minnesota Highway Department,
dated November 30, 1955, regarding layout for development of interchange at Jct.
of Trunk Highway No. 12 (Wayzata Boulevard) and Hennepin County Road 18, was read G
by the Secretary. Council Members present agreed that a meeting should be arranged
for an early date.
Resolution to Provide Access to Minnetonka Boulevard School Site
(From Minutes of Meeting of School Board)
Extract of minutes of meeting of School Board, Independent School District
No. 205, held November 21, 1955, and copy of RESOLUTION TO PROVIDE ACCESS TO
MINNETONKA BOULEVARD SCHOOL SITE, were read by the Secretary. Also read was a
report of the City Engineer on same, dated November 30, 1955.
On motion of Councilman Davis, seconded by Councilman Bo]mgren, the above
matter was referred back to the City Engineer for further study on the extension
of Aquila, north from 33rd Street, by unanimous vote of all Members of, the Council
present.
Request for Permission to Use Property for Gas Station - Skelly Oil Co.
Letter from Skelly Oil Company, dated December 1, 1955, requesting permission
to use property at the SE Corner of Wayzata Boulevard and Louisiana Avenue for
proposed gas station, was read by the Secretary. (Plans accompanied request).
On motion of Councilman Davis, seconded by Councilman Jorvig, the above
request was referred to the Planning Commission for checking and recommendation,
by unanimous vote of all Members of the Council present.
Letter Re: Change on Portion of Mtka. Blvd. Between France & Inglewood
Letter from J. E. P. Darrell, Director, Traffic and Planning, Minnesota
Highway Department in reply to our letters to them dated November 23, 1955, relative
to the change of regulations on a portion of Minnetonka Boulevard between France
and Inglewood Avenue which carries westbound traffic on Trunk Highway No. 7,
stating that they feel that the one-way regulation on this portion of Minnetonka
Boulevard should not be changed as it would materially increase the hazards to
travel both on Minnetonka Boulevard, and. on Trunk Highway No. 7.
On motion of Councilman Bolmgren, seconded by Councilman Jorvig, the above
matter was referred to a meeting to be held with the County and State Highway

Department to be held in the near future, by unanimous vote of all Members of
the Council present.
Letter Re: Regrading, Blacktop, Etc. at New Senior High - SLP Public Schools
Letter from Harold R. Enesvedt, Superintendent, St. Louis Park Public
Schools, dated November 25, 1955, requesting the City tore-grade, blacktop and
make other necessary changes on Dakota Avenue and 33rd Street, in accordance
with the new grade set for street on the site of the new Senior High School
Building, was read.
On motion of Councilman Bolmgren, seconded by Councilman Jorvig, the
above matter was referred to the City Manager for a report on December 12, 19552
by unanimous vote of all Members of the Council present.
Report on Additional Traffic Control at Joppa - 39th - 40th
With regard'to-additional traffic control on Joppa Avenue between 39th
and 40th Streets. The City Manager reported that same was being studied. `)
Letter Re: South Trunk Interceptor - Village of Golden Valley
-Letter from Royce W. Owens, Village Administrator, Village of Golden Valley,
dated November 23, 1955, stating that their Village Council had ordered the
construction of what is known as "The South Trunk Interceptor", and sincerely
hopes that the Village of Golden Valley and the City of St. Louis Park will at
a very early time, execute an agreement by which both municipalities agree to under-
take the construction of this sanitary sewer, was read by the Secretary.
On motion of Councilman Bolmgren, seconded by Councilman Davis, the City
Manager was instructed to make a request to Minneapolis for permit to enter the
Interceptor Sewer thru Golden Valley, by unanimous vote of all Members of the
Council present.
On motion of Councilman Bolmgren, seconded by Councilman -Middleton, the
City Manager and Mayor were authorized to execute in behalf of the City the
"Agreement between the Village of Golden Valley and City of St. Louis Park for
Joint Construction and for Joint Use and Maintenance of Sanitary Sewer Facilities"
as prepared by the City -Attorney, by unanimous vote of all Members of the 6ouncil
present. e
Offer to Purchase City Pro ert Morten Arneson
First reading of 12e from Morten Arneson, dated December 1, 1955,
offering to purchase City owned property located at the NW Corner of Quentin
Avenue and 40th Street, formerly used by the City for a storm water sump, and
not used now because storm sewer has been constructed was made by the Secretary.
On motion of Councilman Bolmgren, seconded by Councilman, Middleton, }�
December 12, 1955 was set for second reading of aboue-leiter, by unanimous vote
of all Members of the Council present.
Commission for Purchase of Schmitz Property Approved
On motion of Councilman Bolmgren, seconded by Councilman Middleton, com-
mission in the amount of $2,250.00 for purchasing the Schmitz property, payable
to Resop Realtors, Inc., was approved, and the City Manager, City Clerk, and City
Treasurer were authorized to issue check for same, by unanimous vote of all
Members of the Council present.
Payments on Contract Work
On motion of Councilman Bolmgren, seconded by Councilman Perkins, the
following payments on contract work in progress, presented by the City Engineer,
were approved, and the City Manager, City Clerk and City Treasurer were authorized
to- issue checks for their respective amounts, by unanimous vote of X11 Members
of the Council present:

Reports
On motion of Councilman Middleton, seconded by Councilman Bolmgren, the
following reports were read and ordered filed, by unanimous vote of all Members
of the Council present:
Animal Report for period of November 7 to November 27, 1955•
Building Inspector's report for week ending December 2, 1955,
showing that 23 building permits were issued, totaling $265,700.00.
Building Inspector's report for November, 1955, showing that 57
building permits were issued, totaling $673,650.00.
Fire Department's report for November, 1955•
Justice of Peace report of fines, dated November 30, 1955• Linnee.

Letter of Commendation to Street Department for Snow Removal
On motion of Councilman Middleton, seconded by Councilman Jorvig, the Secretary
was instructed to write a letter of commendation to the Street Department for the
job well done on snow removal this past weekend, by unanimous vote of all Members
of the Council present.
Official Police Uniform
On motion of Councilman Jorvig, seconded by Councilman Perkins, the official
police uniform as outlined in letter to the City Manager from Police Officers �U
Federation, dated November 16, 1955, was approved by unanimous vote of all Members
of the Council present.
Verified Claims
On motion of Councilman Middleton, seconded by Councilman Bolmgren, the list
of verified claims prepared by the City Clerk and presented to the Council, dated
December 5, 1955 in the total amount of $41,294-19 for vendors was approved, and
the City Manager, City Clerk, and City Treasurer were authorized to issue checks / U
covering same, by the following roll call vote: Councilman Bolmgren, yea;
Councilman Davis, yea; Councilman Jorvig, yea; Councilman Middleton, yea; Council-
man Perkins, yea; and Mayor Fernstrom, yea.
Minutes
On motion of Councilman Middleton, seconded by Councilman Davis, the minutes
of meeting held November 28, 1955 were approved, by unanimous vote of all Members
of the Council present.
Meeting Adjourned
On motion of Councilman Davis, seconded by Councilman Middleton, the meeting
was adjourned at 12:20 A. M.J. December 6, 1955, by unanimous vote of all Members
of the Council present.
