Regular Meeting - December 27, 1955
A regular meeting of the City Council was called to order by Mayor
R. C. Fernstrom at 8:06 P. M.
The following Council Members were present at roll call:
H. J. Bolmgren
H. C. Davis
Torval Jorvig
C. R. Middleton
H. W. Perkins
C. L. Hurd
R. C. Fernstrom
Also present were City Manager, Tom Chenoweth; City Attorney,
Edmund T. Montgomery; and City Clerk (Secretary), Joseph Justad.
Plans for Rules for Police Department
Eldon C. Rempfer of the Police Civil Service Commission appeared.
Plans for rules for the Police Department were discussed. A luncheon meet-
ing on Tuesday noon, January 3, 1956 was proposed. Mayor Fernstrom and
City Manager Tom Chenoweth were directed to meet with the Members of
the Police Civil Service Commission on proposed date to further discuss rules
for the Police Department. , ti
Application for Permit Under Section 10. 3 of Zoning Ordinance (Billboard)
Application of General Outdoor Advertising Company for permit under
Section 10. 3 of the Zoning Ordinance of the City of St. Louis Park to erect
a billboard at 5100 West 31st Street for Lumber Stores, Inc. was read by
the Secretary. 3
On motion of Councilman Davis, seconded by Councilman Bolmgren,
the above request was referred to the Planning Commission for study and
recommendation, by unanimous vote of all Members of the Council present.
Application for Permit Under Section 10. 3 of Zoning Ordinance (Billboard)
Application of General Outdoor Advertising Company for permit under
Section 10. 3 of the Zoning Ordinance of the City of St. Louis Park to erect
a billboard for themselves at 5925 Highway No. 7, was read by the
Secretary.

On motion of Councilman Davis, seconded by Councilman Bolmgren,
the above application was referred to the Planning Commission for study and
recommendation, by unanimous vote of all Members of the Council present.
Letter Re: Two Signs - Robert G. Ridgway
Letter from Robert G. Ridgway of Ridgway Construction, dated December
22, 1955, requesting permission to erect two 6' x 10' signs to the south of
and to the west of the tract office at 8800 Minnetonka Boulevard, was read.
On motion of Coumilman Davis, seconded by Councilman Jorvig, the
City Manager was directed to advise Mr. Ridgway to come in and make
application for the above signs, by unanimous vote of all Members of the
Council present.
Request for Vacation of Utility Easements in Westwood Hills First Addition
Letter from Mackall, Crounse, Moore, Helmey & Palmer, Attorneys
for The Presbytery of Minneapolis, Incorporated, dated December 20, 1955,
requesting vacation of utility easements through Lots 14 to' 19, inclusive in
Westwood Hills First Addition, was read. Block 1
On motion of Councilman Middleton, seconded by Councilman Jorvig,
the above matter was referred to the City, Engineer for his recommendation,
and to check with Utilities as to their need of easements, by unanimous
vote of all Members of the Council present.

Resolution No. 195
Resolution No. 195, refunding garbage disposal assessment to G. C.
Strasburg, 6114 Cedar Lake Road for Parcel 2030, Plat 49604, Section
4-117-21 as these premises were vacant during 1954 and should not have
been charged, in the total amount of $16. 90, was read by the Secretary""
On motion of Councilman Bolmgren, seconded by Councilman Hurd,
Resolution No. 195 was adopted by unanimous vote of all Members of the
Council present.
Use of Property at 37th and Quentin - Glenn Johnson
Glenn Johnson appeared to discuss the use of his property --- Lots 17,
18, 19, 20, 4, 5, 6, 7, 8, Block 11, Westmoreland Addition. Asked if the
City is planning on a park in Westmoreland. The �swer was yes. He asked
if the City would be interested in his land. He -,was told that it all depends )U
on what plans are worked out. Mr. Johnson said he would come back to
the Council early in the Spring and discuss this matter again.
Payment on Contract Work
On motion of Councilman Middleton, seconded by Councilman Jorvig,
the following payment on contract work in progress, presented by the City
Engineer was approved, and the City Manager, City Clerk, and City Treasurer
were authorized to issue check for same, by unanimous vote of all Members
of the Council present:

Safety Deposit Box
It was moved by Councilman Middleton, seconded by Councilman Jorvig
that motion passed by the City Council on February 14, 1955, "Authorizing
the City Clerk to arrange for the continuance of the safety deposit box at the
Citizens State Bank of St. Louis Park, for the safekeeping of city-owned
securities; and that the box may be opened by the Treasurer with the Clerk,
or by the Treasurer with the City Manager", be hereby amended to read
"That the box may be opened by any two of the following three persons:
City Manager, Tom Chenoweth 1-0
City Clerk, Joseph Justad
City Treasurer , Mildred H. Melbourne
Motion was passed by unanimous vote of all Members of the Council
present.
Letter Requesting Rezoning for Restricted Commercial Use
Letter from Thomas E. Wheaton of Wheaton-Thomas Investment Company,
dated December 22, 1955, requesting that property at 3996-98 Brunswick
Avenue which is now zoned for multiple dwelling use (double bungalow) be
rezoned for restricted commercial use so that same may be used for offices,
was read by the Secretary.

On motion of Councilman Davis, seconded by Councilman Bolmgren,
the above request was referred to the Planning Commission for checking and
recommendation, by unanimous vote of all Members of the Council present.
Payment of Current and Delinquent Taxes
On motion of Councilman Hurd, seconded by Councilman Bolmgren,
payment of current and delinquent taxes on Lots 21, 23, 24, and 26, Block 4,
Boulevard Heights purchased by the City as authorized by motion on October
10, 1955, the prices therein specified having been negotiated on the basis of
conveyance subject to taxes, was approved by unanimous vote of all Members
of the Council present. I-b
Designation of Salaries and Wages to become Effective January 1, 1956
On motion of Councilman Davis, seconded by Councilman Bolmgren, the
salaries and wages respectively set forth in the following schedule entitled
"SALARIES and WAGES to take effect January 1, 1956 resulting from the
adoption of the proposed Public Administration Service Proposed Position
Classification and Pay Plan Report" be hereby approved and authorized,
effective January 1, 1956; the respective salaries to continue until further
action by the Council, by unanimous vote of all Members of the Council
present:

Verified Claims
On motion of Councilman Davis, seconded by Councilman Middleton,
the list of verified claims prepared by the City Clerk and presented to
the Council, dated December 27, 1955 in the total amount of $8, 321. 44
for vendors was approved, and the City Manager, City Clerk and City
Treasurer were authorized to issue checks covering same, by the follow-
ing roll call vote: Councilman Bolmgren, yea; Councilman Davis, yea;
Councilman Hurd, yea; Councilman Jorvig, yea; Councilman Middleton, yea;
Councilman Perkins, yea; Mayor Fernstrom, yea. D
Minutes
On motion of Councilman Middleton, seconded by Councilman Jorvig,
the minutes of meetings held December 8, 1955 and December 19, 1955,
were approved by unanimous vote of all Members of the Council present.

the meeting was adjourned by unanimous vote of all Members of the Council
