REGULAR MEETING OCTOBER 31, 1955
A regular meeting of the City Council was called to order by Mayor R. C.
Fernstrom at 8:08 P. M.
The following Council Members were present at roll call:
Councilman H. J. Bolmgren
Councilman H. C. Davis
Councilman C. L. Hurd
Councilman Torval Jorvig
Councilman C. R. Middleton
Councilman H. W. Perkins
Mayor R. C. 'Fernstrom
Also present were City Manager, Tom Chenoweth, City Attorney, E. T. Montgomery,
and City Clerk (Secretary), Joseph Justad.
Hearing on Petition for Rezoning for Two-family Dwelling - Gjermundson
Pursuant to notice published in the St. Louis Park Dispatch October 20 and 27,
1955, a public hearing was had on the petition of 0. N. Gjermundson, 3036 Idaho
Avenue to rezone the North 108 feet of Lot 3, Block 15, St. Louis Park, and that
part'lying West of the East 7 feet thereof and lying South of the North 108 feet,
from Residential Use District to Multiple Dwelling Use District for the purpose of
constructing a two-family dwelling. No persons appeared in opposition.
Ordinance No. 510
First reading of Ordinance No. 510, entitled AN ORDINANCE AMENDING THE ZONING
ORDINANCE OF THE CITY OF ST. LOUIS PARK (resoning above described property from
Residential Use to Multiple Dwelling Use for the purpose of constructing a two-
family dwelling), was made by the Secretary.
On motion of Councilman Middleton, seconded by Councilman Jorvig, November
7, 1955 was set as date for second reading of Ordinance No. 510, by unanimous vote
of all Members of the Council present.
Plans for Presbyterian Church
Liebenberg & Kaplan, Architects, presented a plot plan for construction of a
Presbyterian Church on Lots 14 thru 19, Block 1, Westwood Hills First Addition,
and requested for permit for same under Section 10.3 of the Zoning Ordinance. Mr.
Merrill Nelson of Minneapolis Presbytery also appeared and explained some of the
details concerning their plans.
On motion of Councilman Davis, seconded by Councilman Jorvig, the above
request was referred to the Planning Commission for checking and recommendation,
by unanimous vote of all Members of the Council present.
Proposed Plans for New Intersection - State Highway No. 12 and County Road #18
Mr. Van Krevlin of the Minnesota State Highway Department appeared with plans
for a new proposed intersection of State Highway No. 12 with County Highway No. 18,
for the Council's approval.
It was moved by Councilman Davis, seconded by Councilman Bolmgren, the
application of Minnesota State Highway Department for approval of preliminary plans
for new intersection of State Highway No. 12 with County Highway No. 18, identified
as S. P. 2714-38 (T. H. 12) Vicinity General Mills Plant, Proposed S. A. R. 18 over
T. H. 12 be tabled for any action at this time pending investigations including
receipt of elevations information as to proposed overpass; also surrounding lands,
and evidence that surrounding property owners have been contacted and evidence that
they are satisfied; expression from the State Highway Department concerning the
governmental unit to-bear the cost of acquisition of right-of-way and expense of
damage claims of surrounding owners, if any. Motion was passed by unanimous vote
of all Members of the Council present:
Report of Studies Made of Intersection of Monk Avenue with State Highway No. 7
On motion of Councilman Bolmgren, seconded by Councilman Jorvig, the City
Manager was instructed to get from William Klett of the State Highway Department
a report of studies made of Intersection of Monk Avenue with State Highway No. 7
up to October 31st, and to present same to the Council as soon as possible, by
unanimous vote of all Members of the Council present.
Application for Permit to Inhabit Trailer - Leslie G. Krinke
Application of 'Leslie G. Krinke, 1340 Texas Avenue, dated October 21, 1955s
for a permit to inhabit a trailer from November 1, 1955 to May 1, 1956, was read,
stating that he wants to live here while completing his home.

Application for Permit to Inhabit Trailer, Continued
On motion of Councilman Middleton, seconded by Councilman Bolmgren, the
foregoing application for permit to inhabit a trailer at 1340 Texas Avenue from
November 1, 1955 to May 1, 1956, while building his home was approved, and the
Mayor and Clerk were authorized to issue same, by unanimous vote of all Members
of the Council present.
Letter and Report on Claim for Damages - Donald L. Drinkwine
Letter from Donald L. Drinkwine, 3141 Oregon Avenue, dated October 17, 1955
claiming property damage to his basement caused by stoppage of lift station at
32nd Street and Oregon Avenue on October 14, 1955, was read. Also read was a
report of Richard Senander, Leadman for Lift Stations, who was called to the
Drinkwine home at 1:00 A. M. on said date, stating that he checked and found the
lift station on 32nd & Oregon was flooded, 'etc.
On motion of Councilman Davis, seconded by Councilman Middleton, the above
claim for damages was referred to the City Attorney and Committee on Claims for
checking and recommendation, by unanimous vote of all Members of the Council present.
Agreement for Sharing Cost of Installation- of Traffic Signals
The Secretary presented an agreement for sharing the cost of installation of
automatic traffic signals at the railway crossing on County Road No. 3 and Excelsior
Boulevard to be executed by the .Minneapolis, Northfield and Southern Railway, the
County of Hennepin, and the City of St. Louis Park.
On motion of Councilman Davis, seconded by Councilman Hurd, the Mayor and
City Manager were authorized to sign above mentioned contract, dated October 25,
1955 for the City of St. Louis Park, by unanimous vote of all Members of the Council
present.
Planning Commission's Report on Request for Permission
to Change Display on Billboard Naegele
Planning Commission's report dated October 28, 1955 on the request of Naegele
Advertising Company for permission to change the display on billboard erected on the
NW Corner of County Road No.. 18 and U. S. Highway No. 12 (Wayzata Boulevard) --
property was in Minnetonka Township and is now a part of St. Louis Park by annex-
ation, was read, denying same because there are plans to use a large piece of this
property for a cloverleaf.
On motion of Councilman Bolmgren, seconded by Councilman Jorvig, the Council
concurred with the Planning Commission's report, and the request of Naegele Adver-
tising Company to change the display on billboard erected on the NW Corner of
County Road No. 18 and U. S. Highway No. 12 was denied, by unanimous vote of all
Members of the Council present.
Ordinance No. 509
First reading of Ordinance No. 509, entitled AN ORDINANCE ADOPTING THE BUDGET
FOR FISCAL YEAR, 1956 was made by the Secretary.
It was moved by Councilman Davis, seconded by Councilman Middleton that the
second reading of above mentioned ordinance be made on November 7, 1955. Motion was
passed by unanimous vote of all Members of the Council present.
Request for Exception to Zoning Ordinance
Request of Northwest Sign Erectors, dated October 20, 1955, for exception to
the Zoning Ordinance to permit the erection of a sign at 5520 West 36th Street for
Aaro, Incorporated, was read.
Resolution No. 172
On motion of Councilman Middleton, seconded by Councilman Jorvig, Resolution
No. 172, entitled RESOLUTION GRANTING PERMIT UNDER SECTION 10.3 OF THE ZONING
ORDINANCE OF THE CITY OF ST. LOUIS PARK, to permit erection of a sign at 5520 West
36th Street for Aaro, Incorporated, was adopted by unanimous vote of all Members
of the Council present. Resolution No. 172 in Book 1 of Resolutions.
Request for Exception to Zoning Ordinance
Request of Le Roy Sign Company, dated October 18, 1955 for an exception to
the Zoning Ordinance to permit the erection of a sign at 4950 Excelsior Boulevard
for House of Vision, was read.
Resolution No. 173
On motion of 8ouncilman Hurd, seconded by Councilman Middleton, Resolution
No. 173, entitled RESOLUTION GRANTING PERMIT UNDER SECTION 10.3 OF THE 'ZONING
ORDINANCE OF THE CITY OF ST. LOUIS PARK for erection of a sign at -4950 Excelsior
Boulevard for House of Vision, was adopted by unanimous vote of all Members of the
Council present. Resolution No. 173 in Book 1 of Resolutions.

Partial Payments on Contract Work
On motion of Councilman Bolmgren, seconded by Councilman Middleton, the
following partial payments on contract work in progress, presented by the City
Engineer were approved, and the City Manager, City Clerk, and City Treasurer were
authorized to issue warrants covering same, by unanimous vote of all Members of
the Council present:

Reports on High Water Bills - Water Superintendent
The following reports dated October 19, 1955 on complaints on high water
bills were made by Water Superintendent, Ira Vraalstad ---
#1 Mrs. Herbert Olson, 2904 Xenwood Avenue - Tested meter and found register
worn and not recording correctly. New Register installed. Recommend
that this party be billed for the amount paid last year, same quarter.
#2 Mrs. Paul Hoffer, 3365 Texas Avenue - Tested meter and found same to be
OK. Lawn around house nice and green. Inst have used sprinkler a lot.
Recommend that bill remain as billed.
#3 George L. Lundquist, 3045 Texas Avenue - Tested meter and found same to
be OK. They use 2 sprinklers and their bill last year for same quarter
was also high. Recommend that bill remain as billed.
On motion of Councilman Middleton, seconded by Councilman Bolmgren, the above
Water Superintendent's report and recommendations were approved, and the Clerk was
directed to re-bill Mrs. E. Herbert Olson for the same amount paid last year for
the same quarter (October bill), in the amount of $4.20, by unanimous vote of all
Members of the Council present.
Bond Approved
On motion of Councilman Bolmgren, seconded by Councilman Hurd, the following
bond having been approved by the City Attorney was accepted by unanimous vote of all
Members of the Council present:
HEATING LICENSE BOND $1,000.00
Automatic Heat Service Company, principal
Standard Accident Insurance Company, surety
Effective October 24, 1955 Expires December 31, 1955.
Request to Extend Used Car Lot 50 Feet - Kay Motors, Inc.
Letter from Kay Motors, Inc. dated October 28, 1955, requesting permission
to extend their present used car lot 50 feet on the west side of their building
located at 5101 West Lake Street, was read.
On motion of Councilman Bolmgren, seconded by Councilman Jorvig, the above
request was approved, by unanimous vote of all Members of the Council present.
Discussion on Proposed North Side Sanitary Sewer
A lengthy discussion was had on the proposed North Side sanitary sewer. It
was suggested that a meeting be set for a date soon, to be held at Eliot School to
explain the proposition to the people on the North Side. Mayor Fernstrom to bring
in some additional information at the meeting of November 7, 1955.
Increase in Gas Rates Discussed
The recent increase in gas rates by the Minneapolis Gas Company were discussed.
Garbage and Refuse Pickups from Commercial Establishments
The matter of picking up garbage and refuse from commercial establishments
was discussed. A meeting with Roy Phillips of Suburban Sanitary and Drayage Co.
to work out a method of collection and billing was set for 7:00 P. M., Monday,
November 7, 1955.

Complaint Re: Present Use of Store Building - 4348 Brookside
The City Manager presented a letter from Ann Marie Wester, 4270 Yosemite
Avenue and a petition from neighbors, protesting the present use of store build-
ing at 4338 Brookside Avenue -- manufacturing of Formica counter tops by Warren
Builders and Fabricators. It was pointed out that the present zoning of this
location' is residential and that Dana Thompson had in the past used the building
as a grocery store, as it was when the Zoning Ordinance was adopted in 1932•
On motion of Cduncilman Davis, seconded by Councilman Jorvig, the City
Manager was instructed to enforce the regulation provided in the Zoning Ordinance
applying to this property, by unanimous vote of all Members of the Council
present.
Building Inspector's Weekly Report
On motion of Councilman Middleton, seconded by Councilman Jorvig, the Build-
ing Inspector's report for week ending October 28, 1955, showing that 15 building
permits were issued, totaling $299,125.00 was read and ordered filed, by unanimous
vote of all Members of the Council present.
Verified Claims
On motion of Councilman Jorvig, seconded by Councilman Bolmgren, the list bf
verified claims prepared by the City Clerk and presented to the Council, dated
October 31, 1955, in the total amount of $34,896.55 for vendors was approved, and
the City Manager, City Clerk, and City Treasurer were authorized to issue checks
covering same, by the following roll call vote: Councilman Bolmgreri, yea;
Councilman Davis, yea; Councilman Hurd; yea; Councilman Jorvig, yea; Councilman
Middleton, yea; Councilman Perkins, yea; and Mayor Fernstrom, yea.
Minutes
On motion of Councilman Middleton, seconded by Councilman Jorvig, the minutes
of meeting held October 24, 1955 were approved by unanimous vote bf all Members of
the Council present.
Meeting Adjourned
On motion of 'Councilman Davis, seconded by Councilman Hurd, the meeting was
adjourned at 12:25 A. M., November 1, 1955, by unanimous vote of all Members of
the Council present.
