REGULAR MEETING JANUARY 3, 1955 '
A regular meeting of the Village Council was called to order by Mayor
R. C. Fernstrom at 8:01 P. M.
Invocation was given by Reverend Lundquist of Prince of Peace Luthern
Church.
The following Council Members were present at roll call:

Bids for Water Meters
As advertised in the St. Louis Park Dispatch December 23 and 30, 1954, sealed
bids were received from the following bidders for the furnishing of 500 all bronze
water meters size 5/8" without connections, for 3/4" standard iron pipe thread con-
nection; 3 all bronze-compound water meters size 211-complete with flanges, gaskets,
bolts and nuts; and 4 all bronze compound water meters size 3", complete with flanges,
gaskets, bolts and nuts, all in accordance with specifications therefore shown in
said advertisement:

On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the above bids were
referred to the Water Superintendent and Chairman of the Water Department Committee
for tabulation and recommendation, by unanimous vote of all Members of the Council.
Specifications for Boiler Housing at Incinerator
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the specifications
for boiler housing at incinerator, prepared by Architect Loren B. Abbett were approved,
and The Village Clerk was instructed to secure-quotations from four or five con-
tractors for the construction of same, by unanimous vote of all Members of the Council.
Building Permit for Westwood Luthern Church
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Building Ins-
pector was authorized to issue a building permit to the Westwood Luthern Church for
their new building at Boone Avenue and Cedar Lake Road; subject to the Building Code
and Ordinances, by unanimous vote of all Members of the Council.
Request for Permit to Build Church - Cross of Christ Evangelical Luthern
Letter from Paul E. Crosier, Architect for The Cross of Christ Evangelical
Luthern Church, dated January 3, 1955, requesting a special permit to erect a new
church structure at 9445 Minnetonka Boulevard, the approximate value being $35,000.,
was read.
On motion of Trustee Jorvig, seconded by Trustee Davis, the Building Inspector
was instructed to issue building permit to the Cross of Christ Evangelical Luthern
Church for their new building at 9445 Minnetonka Boulevard, subject to building code
and ordinances, by unanimous vote of all Members of the Council.

Permission to Place Poles
On motion of Trustee Bolmgren, seconded by Trustee Davis, the request of
Northern States Power Company for permission to place poles as the following
locations within the Village was granted, by unanimous vote of all Members of
the Council:
1 pole in Alley between Gorham Avenue and Republic Avenue
north of 1st Street NW
1 pole on-Kipling Avenue and West 25th Street
3 poles on West 25th Street between Kipling Avenue and
Lynn Avenue.
Petition for Rezoning - A. N. Loberg
Petition signed by A. N. Loberg, dated December 2$, 1954 for rezoning Lots
41 and 42, Block 312, Rearrangement of St. Louis Park from Residential Use to-tWe-
family dwelling use, was read.
On motion of Trustee Davis, seconded by Trustee Bolmgren, the Clerk was
instructed to.have the Petitioner secure approval of requested rezoning from the
property owners on both sides of this property in writing, and Petitioner to appear
in person with same at another Council meeting, by unanimous vote of all Members
of the Council.
Petition for Water Main
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
petition turas referred to the Village Engineer, Chairman of the Water Department
Committee and Special Assessment Department for checking and recommendation, by
unanimous-vote of all Members of the Council:

Letter from Harry S. Hatfield, 3360 Zarthan Avenue, dated January 31 1955,
stating that he would like to use the South 15 feet of Lot 6, Block 2, Maple Park
Addition, owned by the Village, for yard purposes and that he is prepared to pay
the customary $1.00 per foot per year for same, was read.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village Attorney
was instructed to prepare an agreement for the above request, by unanimous vote of
all Members of the Council.
Bid Award for Water Meters
On motion of Trustee Bolmgren, seconded by Trustee Davis, the bid received
earlier this evening for the furnishing of water meters, submitted by Badger Meter
Manufacturing Company was determined to be the lowest bid of a responsible bidder
and the Clerk was authorized to issue a purchase order for same in the amount of
bid - $21.50 each for 5/8" x 3/4" meters, $246.60 each for 2" compound meters, and
$371 .40 each for 3" compound meters., by unanimous vote of all Members of the
Council. _
Bid Award for Copper Horns and Corporation Stops
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the bid received
earlier this evening for the furnishing of copper horns and corporation stops,
submitted by Goodin Company was determined to be the lowest bid of a responsible
bidder, and the Clerk was authorized to issue purchase order for 'same in the amount
bid - $2.95 each for copperhorns, $1.42 for 5/8" x 3/4" corporation stops, and
$2.38 each for 1" corporation stops, by unanimous vote-of all Members of the Council.

Resolution
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all Members of the Council:
R E S O L U T I O N
WHEREAS, the Fire Chief, C. M. Williams presented the Village Council with
a graph report of the fire calls and fire lossts for the years 1950 thru 1954,
and
WHEREAS, the report shows for 1954, 548 calls answered with fire losses
of $40,405.00 for the same period, and
WHEREAS, the Village Council feels that this low figure in fire loss indi—
cates fine firemanship, smart attention to fire fighting technics, and keen
application of the knowledge and training of fire fighting, therefore
BE IT RESOLVED by the Village Council of the Village of St. Louis Park that
the entire Fire Department be unanimously commended for their splendid service in
fire fighting rendered for the year 1954.

Report on Findings and Facts Re: Bus Schedules on Excelsior Boulevard
Report of the State Railroad and Warehouse Commission, dated December 29, 1954,
in the matter of the application of Twin City Motor Bus Company for change of
schedules and route on the Glen Lake-Excelsior Line, and to abandon that portion of
the Line from Excelsior to Tonka Bay, was read.
On motion of Trustee Davis, seconded by Trustee Jorvig, the St. Louis Park
Dispatch was requested to run a story explaining the reduction in bus service by
the Twin City Lines on Excelsior Boulevard, and ask for volunteers to make a survey
of the adequacy of service, beginning after March 5, 1955 when the new schedules
are instituted under the instruction and supervision of the Council or Village Emp-
loyees designated by the Council, by unanimous vote of all Members of the Council.
Special Permit to Construct Temporary Water Main Service
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Westinghouse
Corporation is given a special permit to construct a temporary six-inch water in
service from the existing water main in Webster Avenue east across Highway No. 100
to their building now under construction at 3501 Highway No. 100, with the under-
standing that they construct said service according to the following stipulations:
The tap to be made at the water main on Webster Avenue north of St. Louis Park shall
be a split sleeve with a tap in valve or a regular cut-in, using pipe, valves and
fittings with mechanical joints and rubber gaskets Class 150. There shall be a
pressure test of 150 pounds per square inch placed on said line after construction
is completed and checked by the Water Department. Construction work shall be under
the supervision of the Superintendent of the Water Department. Motion was passed
by unanimous vote of the Council Members present.
Special Permit to Construct Water Main
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Westinghouse
Corporation was given a special permit to construct an 8 inch water main from the
east line of Highway No. 100 into their building now under construction at 3501
Highway No. 100 for water supply to their springler system and domestic use with
the following stipulations: The materials to be used shall be cast iron pipe,
fittings, valves and appurtenances with mechanical joints and rubber gaskets class
150. After said pipe line is completed there shall be a pressure test of 150 pounds
per square inch made and be inspected by the Water Department. Said construction
to be under the supervision of the Superintendent of the Water Department. Motion
was passed by unanimous vote of all Members of the Council.
Additional Street Lights for 26th Street - Natchez to Quentin
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the� Clerk was
instructed to contact Northern States Power Company for recommendations for additional
street lighting on 26th Street from Natchez Avenue to Quentin Avenue, by unanimous
vote of all Members of the Council.
Dead Line Set for Purchase of 1955 Dog Licenses
On motion of Trustee Davis, seconded by Trustee Bolmgren, February 15, 1955
was set as dead line for the purchase of 1955 dog licenses; after which all dogs
not carrying 1955 licenses will be subject to being picked up, as specified in
Ordinance No. 298 as amended, by unanimous vote of all Members of the Council.

On motions Trustee Davis, seconded by Trustee Jorvig, the following reso-
lution was adopted by unanimous vote of all Members of the Council:
RESOLUTION FOR ORGANIZATION OF COMMUNITY COUNCIL
BE IT RESOLVED that the Village Council, recognizing the need for an expanded
facility for the dissemination of information to its citizens, for a group of persons
active in the Village to hear and discuss Village problems, and to carry out Com-
munity programs relating to the governmental and civic projects in the Village, does
hereby authorize the formation under the sponsorship of the Village Council of a
Community Council composed of one member of each organization, club, or other asso-
ciation of persons for other than a business or political purpose which desires
membership in the Community Council. This group shall not be deemed to have any
governmental authority.
