SPECIAL MEETING AUGUST 31, 1954
Pursuant to written notice therefore, a Special Meeting of the Village
Council was called to order by Mayor Fernstrom at 8:08 P. M., for the purpose of
considering traffic signals in connection with proposed reconstruction of Turners
Crossroad and Wayzata Boulevard intersection; the application of Gluek Brewing
Company for a permit to erect a gas station at the NW Corner of Turners Crossroad
and Wayzata Boulevard; and a resolution to hold back $1,000.00 on the Wm. V. Terry
Excavating Company, Inc. contract for water main until the Minnesota Highway Depart-
ment puts their seal of approval on the replacement of street surfacing after the
water main has been constructed in Wayzata Boulevard, just west of `turners Cross-
road.
The following Council Members were present at roll call:

Mayor Fernstrom.
Plans for Reconstruction of Intersection of Turners Crossroad & Wayzata Boulevard
Mr. Burnes , assitant to Mr. Mc Cubray of the Minnesota Highway Department
presented a plan for the reconstruction of the intersection of Turners Crossroad
and Wayzata Boulevard (Highway No. 12), and same was discussed. It came out that
the- plans he presented were no different than those discussed before Mayor Fernstrom
and Clerk Justad called on Commissioner of Highways, M. Hoffmann at his office on
August 11, 1954•
No action was taken at this time. Mr. Burnes was asked to report back to
the Highway Department that the Village Council wants a 45 foot roadway on the
North Service Road, going west from Turners Crossroad, and construction of a one-
way entrance from westbound main lane into the North Service Road, approximately
200 feet west of intersection of Highway No. 12 (Wayzata Boulevard) and Turners
Crossroad.
No Action on Request for Permit to Construct Gas Station
No action was taken on the request of Gluek Brewing Company for a permit to
build a gasoline station on the NW Corner of Turners Crossroad and Wayzata Boulevard.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
resolution was adopted by unanimous vote of all Members of the Council:
R E S O L U T I O N
WHEREAS it is necessary in order to complete the construction of water main
under State Highway No. 12, just westerly of Turners Crossroad, to obtain a permit
from the State Highway Department for the crossing of said Highway No. 12, and
WHEREAS in a letter from the State -Highway Department dated August 30, 1954,
they have offered to modify the terms of the permit for jacking water pipe under
Trunk Highway No. 12, provided that tyre Village Council of the Village of St. Louis
Park adopt a resolution agreeing to withhold at least $1,000.00 from the final
payment to the Contractor until satisfactory restoration has been made for work done
within the right-of-way limits, now therefore
BE IT RESOLVED that the Treasurer of the Village of St. Louis Park is hereby
ordered to withhold $1,000.00 from the final payment to Contractor, Wm. V. Terry
Excavating Company, Inc. on their contract with the Village of St. Louis Park, dated
August 2, 1954, which includes with other projects, Village Project No. 54-89A
which is the construction of water main as follows:
"South Service Drive of State Highway No. 12 (Wayzata Boulevard
from Zarthan Avenue to 1,260 feet east of Zarthan Avenue; north
across Wayzata Boulevard from a point on the South Service Drive
1,260 feet east of Zarthan Avenue to County Road No. 41; thence
west on said County Road No. 41 to -Zarthan Avenue"
until satisfactory restoration has been made for above work done within the right-
of-way

was adjourned at 9:08 P. M., by unanimous vote of all Members of the Council.
