COUNCIL MEETING JULY 26, 1954
A regular meeting of the Village Council was called to order by Mayor R. C.
Fernstrom at 8:05 P. M. '

Bids for Water Main, Sanitary and Storm Sewer for Knollwood Plaza
As advertised in the St. Louis Park Dispatch July 8, 1954, sealed bids were
received from the following bidders for the construction of water main, sanitary
and storm sewers over easements across premises known as Knollwood Plaza, situated
at the'intersection of State Highway No. 7 and Texas Avenue:

On motion of Trustee Bolmgren, seconded-by Trustee Middleton, the above bids
were referred to the Village Engineer and Chairman of the Water Department Committee
for tabulation and recommendation, by unanimous vote of all Members of the Council
present.
_Bids for Water Main Construction - 54-86, 88, 89, 89A, 91, 92, 107 to 109
As advertised in the St. Louis Park Dispatch July 8 and 15, 1954, sealed bids
were received from the following bidders for the construction of water main Im-
provements 54-86, 88, 89, 89A, 913 92, 107 to'109 inclusive. (Council reserves the
right to eliminate Improvement 54-88 from contract at time of acceptance of bids).

On motion of Trustee Middleton, seconded by Trustee Jorvig, the above bids were
referred to the Village Engineer and Chairman' of the Water Department Committee for
tabulation and recommendation, by unanimous vote of all Members of the Council present.
Hearing on Proposed Widening of Joppa Avenue-- Excelsior to S. Line West 37th St.
Separate hearings were had on the proposed public improvements described in
the following resolution. Estimated cost $1;641.74. No persons appeared.
Resolution
On motion of Trustee Bolmgren, seconded- by Trustee Middleton, the following
resolution was adopted by the unanimous vote of all Members of the Council present:
RESOLUTION ORDERING WIDENING OF STREET
WHEREAS the Village Council has met at the time and place specified in the
notice published in the St. Louis Park Dispatch July 15 and 22, 1954, relating to
the public improvements hereinafter described and has heard all interested persons
appearing at said meeting and has secured from the Village Engineer a report advis-
ing it' in a preliminary way as to whether each proposed improvement is feasible
and as to whether it should best be made as proposed or in connection with some other
improvement, and the estimated cost of the improvements as recommended; therefore
BE IT RESOLVED by the Village Council of the Village of St. Louis Park that
the following public improvements be hereby ordered in accordance with plans and
specifications which have been prepared by the Village Engineer and filed with the
Village Clerk, and the Village Clerk is hereby directed to advertise for bids which
will be opened at the meeting of the Council August 23, 1954•
Improvement No.
54-117 Widening of Joppa Avenue between Excelsior Boulevard and the south
line of West 37th Street.
Hearing on Proposed Grading, Graveling and Bituminous Stabilizing
of West 29th Street from Pennsylvania to Quebec Avenues
Separate hearings were had on the proposed public improvements described in
the following resolution. Estimated cost $2,053.26. No persons appeared.
Resolution
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all Members of the Council present:
RESOLUTION ORDERING GRADING, GRAVELING AND BITUMINOUS STABILIZING
WHEREAS the Village Council has met at the time and place specified in the
notice published in the St. Louis Park Dispatch July 15 and 22, 1954, relating to
the public improvements hereinafter described and has heard all interested persons
appearing at said meeting and has secured from the Village Engineer a report advis-
it in a preliminary way as to whether each proposed improvement is feasible and as to

Resolution Ordering Grading, Graveling and Bituminous Stabilizing, Cont'd.
BE IT RESOLVED by the Village Council of the Village of St. Louis Park that
the following public improvements be hereby ordered in accordance with plans and
specifications which have been prepared by the Village Engineer and filed with the
Village Clerk, and the Village Clerk is hereby directed to advertise for bids which
will be 'opened at the meeting of the Council August 23, 1954•

54-118 West 29th Street from Pennsylvania Avenue to Quebec Avenue
Petition Opposing Watermain
A petition was presented by Jack Lash, 1349 Jersey Avenue and Jack Wilson,
1329 Jersey Avenue, opposing water main construction in Jersey Avenue adjacent to
their homes. Mr. Wilson asked to be notified as to the probable cost of same.
Request for Change of Permit for Industrial Building - Clarence Bros
Clarence Bros appeared and asked permission to erect an industrial building on
Lots 8 thru 14, Block 36, Rearrangement of St. Louis Park in place of their previous
request to erect same on the SE Corner of First Street and Republic Avenue. On
motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Building Inspector was
authorized to issue permit above requested, by unanimous vote of all Members of the
Council present.
Bond Approved
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following bond
was approved by unanimous vote`of all Members of the Council present:
SIDEWALK, CURB AND GUTTER, BOND with Earl A. Otterness
as principal, and United Pacific Insurance Company as
surety, effective July 22nd to expire December 31, 1954,
in the amount of $10,000.00.
Application for Permit to Erect Sign - Suburban Sign CoMa v
On motion of Trustee•Bolmgren, seconded by Trustee Middleton, the application
of Suburban Sign Company, dated July 20, 1954, for a permit to erect a FOR SALE SIGN
for Robert J. Mc Nulty at Texas Avenue and Cedar Lake Road was approved, and the
Building Inspector was authorized to issue same, by unanimous vote of all Members of
the Council present.
Application for Permit to Erect Sign - Meyers Outdoor Advertising Co.
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the application of
Meyers Outdoor Advertising Company, dated July 26, 1954, for a permit to erect an
advertising sign for Giant Food Stores at Louisiana Avenue and Cedar Lake Road
(Westwood Shopping Center), was approved, and the Building Inspector was authorized
to issue same, by unanimous vote of all Members of the Council present.
Application for Permit to Erect Sign - Meyers Outdoor Advertising Company
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the application
of Meyers Outdoor Advertising Company, dated July 26, 1954, for a permit to erect an
advertising sign for Dell Fabrics, 5101 Excelsior Boulevard, was approved, and the
Building Inspector was authorized to issue same, by unanimous vote of all Members of
the Council present.
Application for Permit to Erect Signs - Nordguist Sign Company
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the applications
of Nordquist Sign Company; dated July 23, 1954, for permits to erect a one-sided ad-
vertising sign on the roof of building at 4504 Excelsior Boulevard, and a two-sided
sign on the same building (Ohicken Delight) was approved, and the Building Inspector
was authorized to issue same, by unanimous vote of all Members of the Council present.
Petitions for Street Improvements
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
petitions were referred to the Village Engineer, Chairman of the Street Department
Committee, and Special Assessment Department, for checking and recommendation, by un-
animous vote of all Members of the Council present:

Petition for Sanitary Sewer
On motion of Trustee Bolmgren, seconded by Trustee MiLldeton, the following
petition was referred to the Village Engineer, Chairman of the Sewer Department
Committee and the Special Assessment Department for checking and recommendation, by
unanimous vote of all Members of the Council present:
P-1484 PETITION FOR SANITARY SEWER, signed by E. M. Smith,
2600 Vernon Avenue, dated July 21, 1954, for the
construction of sanitary sewer in VERNON AVENUE FROM
EXISTING MANHOLE NORTH OF WEST 26TH STREET TO 140
FEET SOUTH.
Inquiry Re: Sanitary Sewer and Grading of Xylon, Etc..
Mr. Margolis, a builder appeared. Inquired about sanitary sewer and grading
for Xylon Avenue south of 35th Street, approximately 300 feet. He was told that bids
will be received for both on August 2, 1954•
Traffic Court Report - Andy Nelson
Police Chief, Andy Nelson gave a rep6rt on the traffic count at the Acme Stone
and Lumber Company located at France Avenue north of Randall, and France Avenue from
Excelsior Boulevard north to Acme Stone & Lumber Company.
Complaint Re: Condition of Butters Property
Mr. and Mrs. Wm. Newstrom, 3264 Webster Avenue appeared with others again
regarding the appearance of the Butter's property at 3256 Webster Avenue. On
motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Street Commissioner was
ordered to clean up this property by cutting weeds and removing debris if the
Village Attorney determines that cost of same can be charged back to the property,
by unanimous vote of all Members of the Council present.
License
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
application for license wwas approved, and the Mayor and Clerk were authorized to issue
license to expire December 312 1954s by unanimous vote of all Members of the Council
present:

Request to Re-set Date of Hearing on Curb and Gutter Construction
Request of Village Engineer, Phil W. Smith, dated July 26, 1954 that the Village
Council re-set date of hearing on proposed curb and gutter construction Improvements
54-121 thru 54-129 from August 16, 1954 to a later date, was read. Inasmuch as the
Notice of Hearing has been published, no action was taken.
Bid Award for Sidewalk Construction - Improvement Nos. 54-29 and 30.
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the bid of Victor
Carlson & Sons, Inc., received July 12, 1954, for construction of sidewalk improvements
nos. 54-292 and 54-30, was determined to be the lowest bid of a responsible bidder,
and the Mayor and Clerk were authorized to execute contract for the Village with the
bidder for the work at price bid of 43j for 3P walk, and 22" extra thick at 15¢ per
square foot, by the following roll call vote: Trustee Bolmgren, yea; Trustee
Middleton, yea; Mayor Fernstrom, yea; and Trustee Jorvig, nay.
Dumping Rubbish at 28th & Hannah Lake
It was reported that the Veterans Tree Service, 3619 Washington Avenue North,
Minneapolis are dumping rubbish at 28th Street and Hannah Lake and same is a fire
hazard. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, this matter was
referred to the Village Attorney and Fire Chief for checking and recommendation, by
unanimous vote of all Members of the Council present.

On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
petitions signed by Guilford A. Morse, Secretary, Hopkins Terminal, Incorporated,

Resolution
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by the unanimous vote of all Members of the Council present:
RESOLUTION RATIFYING AGREEMENT BETWEEN VILLAGE OF ST.
LOUIS PARK AND A. C. KAVLI
WHEREAS, the Village Council did under date of July 12, 1954, direct that
certain lands be purchased by the Village of St. Louis Park from A. C. Kavli for
the opening and extension of Cedar Lake Road, and_
WHh'tEAS, pursuant to said directive the premises described in said resolution
were purchased on July 22, 1954, from said A. C. Kavli at the terms set out in said
resolution, and
WHEREAS, said A. C. Kavli as a condition of sale requested that the Village
of St. Louis Park enter into an agreement with him providing that if the property
purchased from him by the Village was to be resold by the Village that he, A. C.
Kavli, would be given the first opportunity to purchase it at the price paid to
him , to wit: $3,600.00 therefor, and
WHEREAS, in order to expedite the purchase of said property, the Mayor and
the Clerk of the Village of St. Louis Park did enter into such an Agreement after
having obtained from the other members of the Village Council permission so to do,
now therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park that the
Agreement entered into by the Mayor and Clerk on behalf of the Village of St. Louis
Park on July 22, 1954, copies of which are attached hereto, be and it hereby is rati-
fied and confirmed in all particulars.
Resolution
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following reso-
lution was adopted by unanimous vote of all Members of the Council present:
RESOLUTION REQUESTING THAT ST. LOUIS PARK BE PLACED ON
THE OFFICIAL ROAD MAP OF MINNESOTA
WHEREAS, the 1954 Official Road Map of Minnesota has come to our attention,
and
WHEREAS the Village of St. Louis Park is not on the main map but referred to
as being in the Metropolitan Area, and
WHEREAS the Village of St. Louis Park is now the 4th largest municipality
in the State of Minnesota, therefore
BE IT RESOLVED that the Governor of Minnesota and the Highway Commissioner be
requested to place the Village of St. Louis Park on the Main Official Road Map of
Minnesota, like other surrounding Cities and Villages that are in the Metropolitan
Area, namely Golden Valley, Robbinsdale, Crystal, West St. Paul, South St. Paul and
North St. Paul.
Special Permit to Construct Water Service Line - J. D. Heaps
On motion of Trustee Bolmgren, seconded by Trustee Middleton, J. D. Heaps was
granted a special permit to construct a water service line from his home now under
construction at 2832 Oregon Avenue to the water main at the southwest corner of West
29th Street and Oregon Avenue from water supply. It is understood that Mr. Heaps
will pay an assessment of $162.50 at the time he takes out the regular permit; this
payment to be credited to the property when the water main is constructed by said
property. Motion was passed by all Members of the Council present.
Resolution
On motion of Trustee Jorvig, seconded by Trustee Middleton, the following
resolution was adopted by unanimous vote of all Members of the Council present:
RESOLUTION REFUNDING GARBAGE COLLECTION ASSESSMENTS
BE IT RESOLVED by the Village Council of the Village of St. Louis Park, that
the following assessments levied pursuant to resolutions adopted October 11, 1948,
October 3, 1949, October 162 1950, August 27, 1951 and October 6, 1952, be hereby
canceled for the reason that said land was vacant and not served by the garbage
collection; and that the Mayor and Clerk be hereby authorized to refund the amount
paid upon receipt of a verified claim signed by the taxpayer.

Hearing Date Set for Proposed Sanitary Sewer Construction
Village Engineer's recommendation dated July 26, 1954, for the construction
of sanitary sewer in Vernon Avenue from existing manhole North of West 26th Street
to 148 feet South, the estimated cost of same is $1,569.70, and adjacent property
to be assessed, was read.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, August 16, 1954
was set as date of hearing on above proposed construction of sanitary sewer, by
unanimous vote of all Members of the Council present.
Traffic Signals for Highway 7 at Texas
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was
instructed to write to the Minnesota State Highway Department requesting that they
make plans for the installation of traffic signals at Highway No. 7 and Texas
Avenue, by unanimous vote of all Members of the Council present.
Special Hearing of Minnesota Tax Study Commission
Letter from Minnesota Tax Study Commission dated July 22, 1954 regarding the
Special Hearing of the Commission scheduled for Friday, August 13, 1954 at 1:30 PM"
in Room 470 State Office Building, St. Paul, Minnesota, and General Statement of
Special Revenue Committee for Large Minnesota Municipalities, dated July 24, 1954s
were read.
Service Stations Where Curb and Apr6h Should be Installed
Building Inspector's report dated July 1954 together with a list of 29 gas
service stations in the VillAge where curb and apron should be installed was read.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the foregoing matter was
referred to the Committee of the Whole, by unanimous vote of all Members of the
Council present.
Estimated Cost of Proposed Improvement of SAR No. 3
Letter from L. P. Zimmerman, County Highway Engineer, dated July 21, 1954,
together with a detailed estimate of proposed improvement of Excelsior Boulevard
(SAR No. 3) from Xenwood Avenue to the West Line of St. Louis Park was read. On
motion of Trustee Bolmgren, seconded by Trustee Jorvig, the foregoing matter was
referred to the Village Engineer for checking and recommendation, by unanimous vote
of all Members of the Council present.
Action on Hearing for Rezoning Deferred - Ruedlinger Nursery
The Committee of the Whole agreed that action on hearing of Ruedlinger Nursery
for rezoning be fererred to meeting of August 9, 1954, by unanimous consent.
Building Inspector's Weekly Report
The Building Inspector's report for week ending July 23, 1954, showing that
25- building permits were issued, totaling $165,950.00, was read and ordered filed.
Building Inspector's Reports for First and Second Quarters, 1954
The Building Inspector's report for Quarter ending March 31, 1954, showing
that 119 building permits were issued, totaling $1,121,010.00; and for Quarter
ending June 30, 1954, showing that 278 building permits were issued, totaling
$5•,041,375.00, were read and ordered filed.
More Space Requested by Village Assessor
Inter-Office Memorandum from R. B. Connery, Village Assessor, dated July 26,
1954, requesting permission to remove the WJ of the seats in the Council Room on
July 27, 1954 in order to have additional space for his help to work, and stating
that because of the dead line coming up for. personal property and real estate taxes
and special assessments it was imperative that he have more space, was read. Mr.
Connery was told that he may use the hall on second floor.

Torval Jorvig at 8:08 P. M.
Invocation was given by Reverend Lester Nielson of Evangelical Free Church of
St. Louis Park.
