Request for Rezoning - Ohme-Rutledge
Letter from Ohme-Rutledge, dated March 22, 1954, requesting the rezoning
of the North 30' of Lot 16, Block 158, Rearrangement of St. Louis Park from Com-
mercial Use to Heavy Industrial Use, was read. On motion of Trustee Middleton,
seconded by Trustee Bolmgren, the foregoing request was referred to the Planning
Commission for checking and recommendation_, by unanimous vote of all Members of
the Council present.

On motion of Trustee Middleton, sec6nded by Clerk Justad, the meeting was
adjourned at 1:25 AM, March 23, 1954, by unanimous vote of all Members of the
Council present.

Hearing on Application for Rezoning - Adolph Fine V/
Pursuant to notice published in the St. Louis Park Dispatch March 18, 19542
a public hearifig was had on the application of Adolph Fine to rezone the West 165
feet of the 52 of the SWC of the SWC, Section 8, Township 117, Range 21, lying
north of the south 283 feet thereof, from Multiple Dwelling Restricted to two-
family dwelling district to Multiple Dwelling Use District without restriction,
and from "C" Density District to "D" Density District. The following persons
appeared:

The home owner at 2821 Texas Avenue appeared and said this change in
zoning would cause a parking problem and a traffic hazard. Others from the
area said that it would brim in transients, and an apartment project would
cause deterioration of the other homes in the area. ' After considerable
discussion, it was moved by Trustee Middleton, seconded by Trustee Bolipgren
that the village attorney was instructed to bring in an amendment to the
Zoning Ordinance on April 12, 1954 in accordance with the recommendation of
the Planning Commission, and a,letter from the Petitioner regarding the
parking area, by the following roll calf. vote: Trustee Bolmgren, yea;
Trustee Middleton, yea; Clerk Justad, yea; Mayor Fernstrom, yea, Trustee
Jorvig, nay. `
_Hearing on Proposed Storm Sewer Construction
Pursuant to notice published in the St. Louis Park Dispatch March 25
and April_ l, 1954, a public hearing was. had on the proposed construction of
Storm sewer described therein. The following persons appeared: Thomas-
Renner, 3645 Rhode Island Avenue asked if any money in the garbage incinerator
bond issue is set up for storm sewer. He was told that $15,000.00 was
included. He said his storm water runs west and not east, according to the
Village Engineering department. Richard Winer, 2909 Pennsylvania Avenue
appeared and said that the assessments are too high, and we can get along with-
out the storm sewer at this time. He mentioned other things regarding taxes.
Said we should do the right thing for the people, and not always for Mr. Fine.
Mr. Renner asked how much this storm sewer would cost. He was told $38,000,
or an assessment of 50¢ a front foot to the benefited property. A Mr. Samson
asked that the entire Park pay for the sewer. He was told that $15,000.00
comes from the Garbage Incinerator bond issue.
Due to an error in the publication by the St. Louis Park Dispatch, it was
moved by Trustee Bolmgren, seconded by Trustee Jorvig that the hearing be
re-set for April 19, 1954) by unanimous vote of all Members of the Council
present.
Water and Sewer for Knollwood Plaza
- Mr. D. Shanedling appeared and asked about water main and extra hydrants,
and sanitary sewer for Knollwood Plaza, and asked if same could be assedse.d
on a five-year basis.
May 3, 1954 was set as date of hearing for water main and sewer extensions
in Knollwood Plaza.
Application for Permit to Excavate - Elliot-Erskine Company
Elliot Anderson of Elliot-Erskine Company presented an application for a
permit to excavate peat from the parcel of land in the Villageddescribed as
follows:
Approximately 30 acres located in the Northeast
Quarter of the Southeast Quarter of Section 5,
Tovmship 117, Range 21, and bounded on the north
by Wayzata Boulevard, on the west by Hampshire
Avenue, on the east by Dakota Avenue, and on the
south by the south line of said Northeast Quarter
of the Southeast Quarter of said Section 5.
The Village Attorney was asked to work with Mr. Anderson's Attorney on an
agreement, bond, etc., and have same ready for meeting of April 12, 1954•
Extension of Fairway Lane to Flag Avenue
Mr. Carlberg said he would like to get a permit to build on Lot 50,
Crestview Addition, and would like to have Fairway Lane extended to connect with
Flag Avenue.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the matter
of extending Fairway Lane to connect with Flag Avenue in Brucedale Addition was
referred to the Village Engineer for checking and recommendation, by unanimous
vote of all Members of the Council.
Letter Re: Retaining Wall - Mrs. Helen P. Strand
Letter from Mrs. Helen P. Strand, 3317 Yosemite Avenue, dated April 5,
requesting permission to build a retaining wall and to bring the fence along the
south line out to the indicated frontage line, approximately two feet west of the
surveyed line, was-read. On motion of Trustee Bolmgren, seconded by Trustee
Middleton, the foregoing matter was referred to the Building Inspector for check-
ing and recommendation on April 12, 1954, by unanimous vote of all Members of the
Council.

Building Inspector was authorized to issue same, subject to proper setbacks, by

Applications for Licenses to Drive Taxicab
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following applica-
tions for licenses to drive a taxicab in the Village' of St. Louis Park for the St.
Louis Park Radio Cab, Inc., which have been approved by Police Chief, Andy Nelson, were

Letter Re: Swampy Area in 2700 Block, Colorado Avenue
Letter signed "The Residents of 2700 Block, Colorado Avenue", dated April
55 1954, concerning the low swampy area at the foot of Colorado, Was read. On
motion of Trustee Bolmgren, seconded by Trustee Middleton, the above matter was
referred to the Village Engineer and Village Attorney to determine that feasibility
of fencing off, and the cost of same and to report to the Village Council for
action, by unanimous vote of all Members of the Council.
Descrintion on Petition for Curb and Gutter Corrected - Adolph Fine
On motion of Trustee Jorvig, seconded by Trustee Middleton, the legal des-
cription appearing on Petition #1377, dated November 5, 1953, for construction of
curb and gutter, was corrected to read "Lot 7, Block 2, and Lot 18, Block 1, Eides
and Martens Second Addition, by unanimous vote of all Members of the Council.
Application for Permit to Erect Advertising Sign - Nordquist
On motion of Trustee Middleton, seconded by Trustee Jorvig, the application
of Nordquist Sign Company, dated March 23, 1954, for a permit to erect an advertis-
ing sign on building at 4815 Excelsior Boulevard for Exercycle Company was approved,
and the Building Inspector was authorized to issue same, by unanimous vote of all
Members of the Council.
Bid Award - Air Compressor
' On motion of Trustee Middleton, seconded by Trustee,Bolmgren, the bid of
Northwest Service Station Equipment Company received March 22, 1954, for the fur-
nishing of One (1) New Champion Air Compressor, Model #OE42-5, was determined to
be the best bid of a responsible bidder, and the Clerk was authorized to issue a
purchase order for same in the amount bid of $371.90, by unanimous vote of all
Members of the Council.
Hearing Date Set for Sanitary Sewer Extension

Letter from Building Inspector, Peter Stienstra, dated April 5, 1954, recom-

of Trustee Middleton, seconded by Trustee Jorvig, the foregoing matter was referred

Permit to Connect to Water Main Victor Carlson & Sons, Inc.
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, a permit was granted
to Victor Carlson and Sons, Inc. to make a connection to the Republic Creosoting
Company water main located on their property and adjacent to Carlson's property at
2nd Street Northwest and Gorham Avenue, by unanimous vote of all Members of the
Council.
Village Engineer to Service Water Main Connections
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village Engineer
was instructed to have all service connections to water mains constructed from the
water main to the curb stop on all future water main extension contracts-so as to
prevent any further excavation where the streets have been stabilized and re-surfaced,
by unanimous vote of all Members of the Council.
Annual Report of Northern Natural Gas Company for 1953_
On motion of Trustee-Middleton., seconded by Trustee Bolmgren, the Annual
Report of Northern Natural Gas Company for 1953, received from the Minneapolis Gas
Company, was read and ordered filed, by unanimous vote of all Members of the Council.

Power for Civil Defense Air Raid Siren
On motion of Trustee Middleton, seconded by Trustee Jorvig, the Clerk was
authorized to sign application and7_statement of work requested forms, for construction
of lines to provide power at two of the following locations:
1. NE Intersection of Excelsior Boulevard and Highway No. 100 adjacent
to water storage tank - cost $50.00.
2. Four spans east of Westwood Hills Golf Clubhouse - cost $85.00
3. Between Salem and Toledo Avenue on West 26th Street - no cost.
4. West 34th Street and Wyoming Avenue at rear of Village Pumping
Station - no cost.
The total cost to the Village to be paid to Northern States Power Company - $135.00.
It is further understood that Langford Electric Company who has the contract
for installation will reimburse the Village in the amount of $135.00 to cover the
above cost.
The total connect load at each location of fire siren is 10 horse power.
The energy charge is 20¢ per horse power per month, or a total charge of $2.00 per
month for each siren.
Motion was passed by unanimous vote of all Members of the Council.

BE IT RESOL'VED 'that the Village of St. Louis Park enter into an agreement with
the State of Minnesota, Department of Highways for the following purposes, to wit:
Installation of traffic control signals at the intersection of Turnerts Cross Road
and Wayzata Boulevard (Trunk Highway No. 12).
BE IT FURTHER RESOLVED that the Mayor and Clerk be and hereby are authorized
to execute such agreement.

as opened by the Village of St. Louis Park, and all of Lot 18 and that part of

Deputy Assessors
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the Village
Assessor, R. B. Connery, was authorized I to hire 2 men at $1.722 per hour, to begin
working on April 12, 1954, and 25 women at $1.25 per hour to begin work on May lst,
1954, as Deputy Assessors, by unanimous vote of all Members of the Council.
Temporary Employee for Redistricting Voters
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the employment
of Mrs. Margaret M. Crotty on a temporary basis for typing and general office work
to work on redistricting registered voters, effective April 6, 1954, at $210.00 per
month, was approved, by unanimous vote of all Members of the Council.
Request for Permission to Connect Two Homes to Water Main - L. R. Johnson
Request of Leslie R. Johnson, 3755 Ottawa Avenue, dated April 5, 1954, for
permission to connect the two new homes now under construction at 4246 and 4252
Ottawa Avenue to the existing six-inch water main in West 421 Street, was read.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the request of
Leslie R. Johnson, for permission to connect the two new homes now under construction
at 4246 and 4252 Ottawa Avenue to the existing six-inch water main in west 4212
Street was approved with the understanding that the special assessment for same will
be paid at the time the regular permit is taken out in the amount of $260.00, which
amount will be-credited against the assessment if and when the water main is cons-
tructed past these properties, by unanimous vote of all Members of the Council.
New Employee for Water Department
It was moved by Trustee Middleton, seconded by Trustee Bolmgren that Edward
Lemke be placed on the Water Department payroll as of April 1, 1954, to replace
John Skurdahl who resigned to go into the Navy on active duty at a starting wage
of $1..80 per hour. Motion was passed by unanimous vote of all Members of the
Council.
Draftsman for Engineering? Department
On the recommendation of Phil W. Smith, it was moved by Trustee Middleton,
seconded by Trustee Bolmgren that Roy J. Hansen be- employed as Draftsman, Grade 11,
at the rate of $2.10 per hour to begin work on April 15, 1954, by unanimous vote'of
all Members of the Council.
