Fernstrom at' 8:07 P. M. Invocation was given by Reverend Roger C. Schmuck of St. Georges Episcopal Church. March 8, 1954 187 Permission to Place Poles On motion of Trustee Bolmgren, seconded by Trustee Middleton, the Northern States Power Company were granted permission to place poles at the following locations within the Village,• by unanimous vote of all Members of the Council: Two -(2) poles on Wyoming Avenue from West 342 Street to West 35th Street. One (1) anchor on Village property on Wyoming Avenue between 342 Street and 35th Street. Gas Main Extension On motion- of Trustee Bolmgren, seconded by Trustee Middleton, the following gas main extension was approved by unanimous vote of all Members of the Council: Job S-49 Minnetonka Boulevard at Georgia, Florida and Edgewood Avenues. Resolution On motion of Trustee Middleton, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of all Members of the Council: RESOLUTION CANCELING 52-223 SANITARY SEWER #501 ASSESSMENT WHEREAS it appears that by resolution of the Village Council adopted August 10 WHEREAS levying assessments for 52-223 Sanitary Sewer #501, the following lot (which runs thru from Yosemite to Xenwood) was charged for 60 feet of above sewer; and whereas the Engineering Department states that said sewer was not extended to serve said lot on Yosemite; and whereas the owner of said lot is also paying for 1-G Sanitary Sewer on Xenwood (which serves his house); therefore BE.IT RESOLVED by-the Village Counbil of the Village of St. Louis Park that the 1954 installment of above assessment heretofore paid in the respective amount set forth below be refunded to the respective property owner, ,and, upon receipt of a signed verified claim and the paid taxl'statement, that the Mayor and the Olerk be hereby authorized to issue a warrant in payment of such refund to the respective property owner. Nelson, 2925 Alabama Avenue and others, dated March 3, 1954, for the application of tar mat to ALLEY IN BLOCK 17, PARK MANOR. Petition for Street Sign Petition signed by Mrs. June E. Blais, 9257 West 22nd- Street and others, dated February 27, 1954, for the installation of a street sign on the corner of West 22nd Street and County Road 18, was read. On,motion of,Trustee Jorvig, seconded by Trustee Middleton, the Street Com- missioner was instructed.to place a street sign on the corner of West 22nd Street and County Road 18, by unanimous vote of all Members of the Council. 188 March 8, 1954 Petition for Street Light Petition signed by Mrs. June E. Blais, 9257 West 22nd Street and others, dated February 27, 1954, for the installation of a ,street light on the corner of West 22h\Street and County Road #18, was read. On motion) of Trustee Jorvig, seconded by Trustee Middleton, the Northern States Power Company was instructed to place a street light on the corner of West 22nd Street and County Road #18, by unanimous vote of all Members of the Council. i Planning,Commission's Report on Request to use Property fora Batching Plant -- Victor Carlson Planning Commission's report dated March 3, 1954, on the request of Victor Carlson and Sons, to use the low north end of Block 2042 Rearrangement of St. Louis Park for a batching plant for concrete aggregate, was read. On motion of Trustee Middleton, seconded by Trustee Bolmgren, Victor Carlson and Sons were granted permission to use the low north end of Block 204, Re- arrangement of St. Louis Park for a batching plant for concrete aggregate, and the Building Inspector was instructed to issue permit for same, by unanimous vote of all Members of the Council. Fire Insurance for Village Owned Buildings On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following fire insurance policies covering Village owned buildings as submitted by the C. L. On motion of Trustee Middleton, seconded by Trustee Jorvig, the application of Northwest Sign Erectors for a permit to erect an advertising sign on the roof of building at 8124 Minnetonka Boulevard for Bohnus Hardware was approved according to the Planning Commission's report dated March 3, 1954, and the Building Ins- pector was authorized to issue same, by unanimous vote of all Members of the Council. Planning Commission's Report on Application for Permit to Erect Sign - Suburban ' Planning Commission's report dated March 3, 1954, on the application of Suburban Sign Company, for a permit to erect a double faced advertising sign on the roof of basement building at 4820 Excelsior Boulevard for Johnson Brothers Plumb- ing Company, was read. On motion of Trustee Middleton, ,seconded by Trustee Bolmgren, the foregoing request for a'permit to erect an advertising sign was approved according to the Planning Commission's report dated March 3, 1954, and the Building Inspector was authorized to issue same, by unanimous vote of all Members of the Council. Planning Commission's Report on Application for Permits to Erect Signs - Nordquist Planning Commission's report dated March 3, 1954, on the application of Nordquist Sign Company for permits to erect two advertising signs on building at 3900 Excelsior Boulevard for Standard Oil Company, was read. On motion of Trustee Middleton, seconded by Trustee Bolmgren, the foregoing application for permits to erect two advertising signs on building at 3900 Excelsior Boulevard was approved as recommended by the Planning Commission, and the Building Inspector was authorized to issue same, by unanimous vote: of all Members of the Council. Planning Commission's Report on Application for Permit to Erect Advertising Sign Planning Commission's report dated March 3, 1954, on the application of NW Sign Erectors, for a permit to erect a four-face.advertising sign on Excelsior Boulevard and Kipling Avenue for Jiffy Car Wash, was read. On motion of Trustee Middleton, seconded by Trustee Jorvig, the foregoing application for a permit to erect an advertising sign was approved as recommended by the Planning Commission, and the Building Inspector was authorized to issue same, by unanimous vote of all Members of the Council. March 8, 1954 �Z59 Planning Commission's Report on Request for Permit to Erect Commercial Building - --- Beaux Arts Studio Planning Commission's report dated March 3, 1954, on the request of Beaux Arts Studio, Ste Louis Park for a ,permit to erect a commercial building on Lots 25 thru 28, Block 189, Rearrangement of St. Louis. Park to house three stores, was read. On motion of Trustee Middleton, seconded by Trustee Jorvig, the foregoing request for a permit to erect a commercial building was approved as recommended by the Planning Commission in their report of March 3, 1954, and the Building Ins- pector wap authorized to, issue same, by unanimous vote of all Members of the Council. Planning Commission's Report on Request for Rezoning - Adolph Fine Planning Commission',s report dated March 3, 1954, on the request of Adolph Fine to change the density of that part of the West 165 feet of the S2 of the SA of the SE! of Section 8, Township 117W. Range 21, lying north of the south 283 feet thereof (on the east side of Texas Avenue between 29th Street and Minnetonka Boulevard and begins at 2901 Texas Avenue and consists of a ,plot of ground 343 feet along Texas Avenue and 139 feet in depth,) was read. Hearing Date Set for Rezoning - Adolph Fine On motion of Trustee Bolmgren, seconded by Trustee Middleton, April 5, 1954 was` set as date of hearing on the request of Adolph Fine forthe foregoing change in use and density, by unanimous vote of all Members of the Council. Planning Commission's Report on Petition for Vacating Strget Wm. Shragg Planning Comission's report dated March 3, 1954, on the petition of William Shragg, 7205 West 24th Street and others, for vacating Colorado Avenue adjacent to Lots 1, 2, 3, 4, 5, and 6, Block 5, Maple Park Addition, and Lots 25, 26, and 27, Block 189, Rearrangement of St. Louis Park, was read. On motion of Trustee Middleton, seconded by Trustee Bolmgrenx the foregoing matter was referred to the Committee of the Whole to give the Council Members an opportunity to look at the location and bring in a report on March 15, 1954, by unanimous vote of all Members of the Council. Planning Commission's Report on Preliminary Plat of .Brucedale Addition Planning Commission's report dated March 3, 1954, on the preliminary plat of Brucedale Addition, was read. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, action on the preliminary plat of Brucedale Addition, presented by Bruce Construction Company was deferred to March 15, 1954, by unanimous vote of all ,Members of the Council. Planning Commission's Report on Application for Permit to Erect Sign - Naegele Planning Commission's report dated March 6, 1954 on the application of Naegele Advertising Company for a permit to erect an advertising sign on roof of building at 6006 Excelsior Boulevard, was read. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was instructed to check the location of above proposed sign to determine whether it will interfere. with the sign at 6002 Excelsior Boulevard and to bring back a report to the Council on March 15, 1954, `by unanimous vote of-all Members of the Council. Planning Commission's Report on Shopping Center in 'Cedarcrest,Addition Planning Commission's report dated March 3, 1954, on the request of Bruce Construction Company for approval of shopping center plar�"for the SW- Corner .of Cedar ' Lake' Road and Louisiana Avenue, was-read. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, action on above request was deferred to meeting of March 15, 1954, and the matter was referred to the Village Engineer to determine the need and remedy for the drainage problem at Cedar Lake Road and Louisiana Avenue; by.unanimous vote of all Members of the Council. Planning Commission's Report on request for Rezoning - Adolph Fine Planning Commission's report dated March 3, 1954, on the request of Adolph Fine, Incorporated, for rezoning Lots 1, 2, 3, and 4, Block 3, Adolph Fine's Addition, from Residential Use to Commercial Use, was read. On motion of Trustee Bolmgren, seconded by Trustee Middleton, April 12, 1954 was set as date for hearing on request for rezoning Lots 1, 2, 3, and 4. Block 3, Adolph Fine's Addition by a three yea vote of the Council; Clerk Justad and Trustee Jorvig voting nay. 190 March 8, 1954 Planning Commission's Report on Application for Permit to Erect Sign - Nae ele Planning Commission's report dated March 6., 1954, on the application of Naegele Advertising Company, Incorporated for a permit to erect an advertising sign on the SW Corner of Highway No. 7 and Oregon Avenue, was read. It was moved by Trustee Middleton,-that the above application for a permit to erect an advertising sign be approved according to the Planning Commission's report dated March 6, 1954. No second. Motion lost. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above -request for a permit to erect an advertising sign was referred to the Committee of the Whole to report back on March 15, 1954 after-checking on location, etc., by un- animous vote of all Members of the Council. Advertise for Bids for Bituminous Liquids On motion of Trustee Middleton, seconded by Trustee Bolmgren, the Clerk was instructed to advertise for bids -for the furnishing of 50,000 gallons (more or less) each of road tar, medium curing cut-back asphalt, and slow curing cut-back asphalt, and 10;000 gallong (more or less) of rapid curing cutback asphalt; bids to be opened April 5, 1954, by unanimous vote of all Members of the Council. Advertise for Bids for Road Tar, Asphalt Mix and Asphalt Cement Plant Mix On motion of Trustee Bolmgren; seconded by Trustee Jorvig, the Jerk was instructed to advertise for 103,000 tons, (more or less) of road tar mix and 10,000 tons (more or less) cut-back asphalt mix, and 1,000 tons (more or less) of asphalt cement plant mix; bids to be opened April 5, 19542 by unanimous vote of all Members of the Council. Letter Commending Fire Department - Village of Golden Valley Fire Department Letter from A. L. Hanover, Secretary, Golden Valley Fire Department, to the St. Louis Park Fire Department, dated February 9, -1954, commending them for the prompt manner they answered their call for help on February 8, 1954, was read and ordered filed. Letter Re: -Survey of Fire Protection Facilities Letter from Fire Underwriters -Inspection Bureau, dated March 4, 1954, stating that arrangements have now been made to survey our fire protection facilities, beginning Monday, March 22, 1954, was read and ordered filed. Letter Re: Taxes on Grading Project #501 - Carlson Letter from Carl and Clara Carlson, 4820 West 42nd Street, St. Louis Park, dated March 6, 1954, concerning his taxes for 1953, was read. On motion of Trustee Bolmgren, seconded by Trustee Middleton, the foregoing letter was referred to the Village Assessor, R. B.- Connery checking and report, by unanimous vote of all Members of the Council. American Water Works Annual Conference On motion of Trustee J6rvi:g, seconded by Trustee Middleton, Trustee Bolmgren, Village Engineer Phil W. Smith, and Water Superintendent Ira Vraalstad were author- ized to attend the American Water Works Association Annual Conference to be held at Seattle, Washington, May 22, 23, 24, 25, 26, 27, 28, & 29, 1954, with necessary expenses paid, by unanimous vote.of all Members of the Council. Letters Re: Traffic Signals at Turner's Crossroad and Highway #12 Letters from the Village of Golden Valley and Minnesota Department of High- ways concerning the Village-of St. Louis Park participating in the cost of traffic signals at the intersection of Turner's Crossroad and Trunk Highway No. 12 were read. On, motion of Trustee Bolmgren,, seconded -by Trustee Middleton, the foregoing letters were referred to the Village Engineer for checking and recommendation as to diverting traffic into Golden Valley, by unanimous vote of all Members of the Council. Tuition Fee for Traffic Court Conference - Anton Yngve On motion of Trustee Middleton, , seconded by Trustee Bolmgren, tuition fee of $30.00 for Justice of Peace, Anton Yngve to attend Traffic Court Conference for Judges, Prosecutors and Others to be held at Tuscaloosa, Alabama, May 3 to 7, 1954, was approved by unanimous -vote of all Members of the Council. Building Inspector's Weekly Report The Building Inspector's report for week ending March 5, 1954, showing that 18 building permits were issued, totaling $170,000.00 was read and ordered filed.
