C, Fernstrom at 8:10 P. M. Invocation was given by Reverend M. W. Bids for El.ectromatic Speed Meter As advertised in the St.. Louis Park Dispatch February 18, 1954, sealed bids- were idswere received from the following bidders ,for furnishing One (1) Electromatic Speed Meter similar to that manufactured by Automatic Signal Division, Eastern Industries, Incorporated: 1. Allen, Incorporated $10082.05 On motion of Trustee Bolmgren, seconded by Trustee Middleton, the above bids were referred to the Police Chief and Chairman of the Public Safety Committee for checking and recommendation, by unanimous vote of all Members of the Council. Request for Rezoning - The Pure Oil Company Letter from The Pure Oil 6ompany, dated March 22, 1954, requesting the re- zoning of the West 1of Lot 9, Home Addition, from residential use to commercial use, was read. On motion of Trustee Middleton, 'seconded by Trustee Bolmgren, the foregoing request was referred to the Planning Commission for checking and recom- mendation, by unanimous vote of all Members of the Council. 11,1 March 22, 1954 03 Preliminary Plat of Brucedale Addition Approved Qn motion of Trustee Bolmgren, seconded by Trustee Middleton, the preliminary plat of Brucedale Addition, presented by Bruce Construction Company was approved with the following provisions, by unanimous vote of all Members of the Council: 1. That the names of the streets conform to the alphabet sequence; Stevens Terrace to become Independence Avenue and next, spelling changed to Hillsboro Avenue. 2. That Hogan Drive become Flag Avenue. 3. That a 30 foot strip of Lot 20, Block 6 be deeded to the Village for access to the indicated park area of 1.63 acres in Block 6. 4. Dedication of a thirty (30') foot strip for access to proposed park area, of 2.86 acres in Block 2. 5. Because of fire hazard Flag Avenue (indicated Hogan Drive) be extended to connect with Fairway Lane in Crestview Addition. 6. That turn arounds be provided at north end of Independence and Flag Avenues with a sixty (601 ) foot radius, but required only until -they become continuing streets into the Village of Golden Valley. Elliott Anderson Pro'ect Ralph Samson, 1 1 Edgewood Avenue appeared and spoke regarding Elliott Anderson's dump north of 16th Street. Says that Anderson started something west of Colorado Avenue near 14th Street --- brought in rubbish last week and burned same. He said they wanted a dead line for cleaning up this dump situAtion. Mayor R. C. Fernstrom asked we should do to stop this operation. Village Attorney, E. T. Montgomery suggested that.•a reinvestigation be made, and to prosecute if there appears to be any violation of the Ordinance, and to follow this with an injunction to enforce the Zoning Ordinance. Mr. Montgomery was asked to bring this matter up to date from last year's dealings. Trustee Bolmgren asked that the Fire and Police Chief's visit the spot a few times and try to persuade Elliott Anderson to clean this mess up. Deferred Action on Application for Permit to Erect Sign - Naegele The Clerk presented the matter of application of Naegele Advertising Company for a permit to erect an advertising sign on the SW Corner of Highway No. 7 and Oregon Avenue, action upon which was deferred from March 22nd to this meeting. Trustee Middleton asked for more time to take this up again with the Planning Commission. On motion of Trustee Middleton, seconded by Trustee Bolmgren, action on above was deferred to April 12, 1954 -- after the next Planning Commission meeting, by unanimous vote of all Members of the Council. Petition for Water Main On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following petition was referred to the Village Engineer, Chairman of Water Department Committee, and Special Assessment Department for checking and recommendation, by unanimous vote of all Members of the Council. P-1407 PETITION FOR IIATER I IN, signed by Arthur A. Paquay, 1646 Hampshire Avenue and others, dated March 22, 1954, for the construction of water main in HAMPSHIRE AVENUE NORTH FROM CEDAR LAKE ROAD TO 16TH STREET. Petition for Street Improvement On motion of Trustee Middleton, seconded by Trustee Bolmgren, the following petition was referred to the Village Engineer, Chairman of the Street Department Committee, and Special Assessment Department, for checking and recommendation, by unanimous vote of all Members of the Council: P-1408 PETITION FOR SIDEWALK, signed by D. J. Armstrong, 2717 Colorado Avenue and others, dated March 20, 1954, for the construction of sidewalk on the EAST_ SIDE OF COLORADO AVENUE FROM 27TH STREET TO 28TH STREET. Advertise for Voting Machine Bids On motion of Trustee Bolmgren, seconded by Trustee Middleton, the Clerk was instructed to advertise for bids for 10 voting machines; bids to be opened April 19, 1954, by unanimous vote of all Members of the Council. 204 March 22, 1954 Ordinance Re: Mechanical Amusement Devices _ On motion of Trustee Middleton, seconded by Clerk Justad, Ordinance No. (� 101, entitled AN ORDINANCE TO LICENSE AND REGULATE MECHANICAL AMUSEMENT DEVICES IN THE VILLAGE OF ST. LOUIS PARK, and amendments thereto were referred to the Committee of the Whole for study and possible amendment, by unanimous vote of all Members of the Council. Application for Permit to Erect Advertising Sign - Meyers On motion of Trustee Bolmgren, seconded by Trustee Middleton, the application of Meyers Outdoor Advertising, Incorporated, dated March 17, 1954, for a permit to erect an advertising sign at 6006 Walker Street for James Ambulance Service was approved, and the Building Inspector was authorized to issue same, by unanimous vote of all Members of the Council. Building Inspector's Weekly Report The Building Inspector's report for week ending-March 19, 1954, showing that 12 building permits were issued, totaling $118,450.00, was read and ordered filed. March 29th Council Meeting Canceled On motion of Trustee Middleton, seconded by Trustee Bolmgren, the regular Council Meeting to be held March 29, 1954 was canceled in order that Council Members may attend extension lectures for Councilmen and Finance Officers at the University of Minnesota, by unanimous vote of all Members of the Council present. March 22, 1954 205 Request for Permit to Erect Gas Station and Store Building - Adolph Fine On motion of Trustee Middleton, seconded by Trustee Bolmgren, the request of Adolph Fine for a permit to build a gas station and store building on the SW Corner of Texas Avenue and Minnetonka Boulevard was referred to the Planning Commission for checking and recommendation, by unanimous vote of all Members of the Council present. Technical Manuals and Bulletins for Civil Defense On motion of Trustee Middleton, seconded by Trustee Bolmgren, the request of Ralph La Hue, Director of Civil Defense, St. Louis Park for a number of technical manuals and bulletins was approved, and the Clerk was authorized to issue a purchase order for same in the amount of $7.00, by unanimous vote of all' Members- of the Council present. Annual Meeting for Instruction of Assessors On motion of Trustee Bolmgren, seconded by Trustee Jorvig, Village Clerk Joseph Justad was authorized to attend the Annual Meeting for the Instruction of Assessors at the Court House, Minneapolis on March 26, 1954, by unanimous vote of all Members of the Council. Trustee Jorvig returned to the meeting - 12:15 Application for Permit to Erect Sign - Naegele On motion of Trustee Middleton, seconded by Trustee Bolmgren, the request of Naegele Advertising Company for a permit to erect an advertising sign on building at 6325 Minnetonka Boulevard was granted, and the Building Inspector was authorized to issue same, by unanimous vote of all Members of the Council. Resolution On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following resolution was adopted by unanimous vote of all Members of the Council: RESOLUTION CANCELING 52-234 WA'T'ER MAIN #501 ASSESSMENT WHEREAS it appears that by resolution of the Village Council adopted August 10, 1953, levying assessments for 52-234 Water Main #501, the following lot was assessed, and whereas water main was not laid adjacent to said lot, and whereas said lot was therefore'not served by said water main; therefore BE IT RESOLVED by the Village Council of the Village of St. Louis Park that the entire assessment for years 1954 thru 1963 heretofore levied against the follow- ing lot be canceled, and that the Auditor and the Treasurer of Hennepin County be hereby authorized to cancel the same upon their respective records. Cooper, 3940 Lynn Avenue, St. Louis Park, commending the Street Commissioner for the remarkably rpaid work done in plowing out the streets after the last snow storm (March 5th), was read and ordered filed. Minutes The minutes of meeting held March 15, 1954 were read. On motion of Trustee Middleton, seconded by Trustee Bolmgren, the minutes of meeting held March 15, 1954 were approved as read, by unanimous vote of all Members of the Council. Supplies for Civil Defense On motion of Trustee Middleton, seconded by Clerk Justad, the request of Ralph 'J. La Hue, Director of Civil Defense, St. Louis Park (Requisition #438) for One (1) Mercury Battery and One (1) Dry Battery for Model SU-10 Radiac in the amount of $30.30 was approved, and the Clerk was authorized to issue purchase order for same, by unanimous vote of all Members of the Council. Drainage Problem - Cedar Lake Road and Louisiana Letter from A. C. Godward dated March 1954, and letter from Pure Oil Company dated March 22, 1954, concerning the drainage problem at Cedar Lake Road and Louisiana Avenue were read. On motion of Trustee Bolmgren, seconded by Trustee Middleton, April 12, 1954 was set as date of hearing for construction of sewer for drainage of Cedar Lake Road at Lodisiana Avenue, by unanimous vote of all Members of the Council. Building Permit to Shopping Center - Bruce Construction Co. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Building Inspector was instructed to issue a building permit to Bruce Construction Company for the erection of a commercial building on the SE Corner of Cedar Lake Road and Louisiana Avenue, by unanimous vote of all Members of the Council. Hearing on Petition for Vacating Portion of Street - C. K. Bros A hearing was had on petition of Clarence K. Bros, Incorporated to vacate that portion of Gorham Avenue as originally established between 2nd Street NW and the westerly line of Gorham Avenue as 'relocated. No one appeared. Resolution On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following resolution was adopted by unanimous vote of all Members of the Council: RESOLUTION VACATING PORTION OF STREET WHEREAS, the Village Council has met at the time and place specified in a notice duly published in the St. Louis Park Dispatch relating to the petition of .Clarence K. Bros, Incorporated to vacate a portion of Gorham Avenue hereinafter•des- cribed, and WHEREAS, said petition is a sufficient petition signed by a majority of the owners of said property fronting upon said street to be vacated, and it is hereby determined tO be in the public interest that said portion of said street be vacated, and it is hereby determined to be in the public interest that said portion of said street be vacated due to a relocation of said Gorham, therefore BE IT RESOLVED by the Village Council of the Village of St. Louis Park that all that portion of Gorham Avenue, as originally laid out and dedicated adjacent to Lots 1 to 19 inclusive, Block 196, and Lots 20 to 38 inclusive, Block 195, Re= arrangement of St. Louis Park which lies southly of the southeasterly line of 2nd Street N. W. and northwesterly of the westerly line of Gorham Avenue as the same has been relocated and dedicated as a public street from First Street N. W. over and across said Block 195, Rearrangement of St. Louis Park, be hereby vacated. March 22, 1954 d2®7 Request for Rezoning - Ohme-Rutledge Letter from Ohme-Rutledge, dated March 22, 1954, requesting the rezoning of the North 30' of Lot 16, Block 158, Rearrangement of St. Louis Park from Com- mercial Use to Heavy Industrial Use, was read. On motion of Trustee Middleton, seconded by Trustee Bolmgren, the foregoing request was referred to the Planning Commission for checking and recommendation_, by unanimous vote of all Members of the Council present.
