Fernstrom at 8:10 P. M. Invocation was given by Reverend Lester Nelson of Evangelical Free Church, St. Louis Park. Wet Weather Trouble in Alley - Leonard Getzkin -Mr. Leonard Getzkin, 3346 Brownlow Avenue appeared and explained the trouble he has in alley between Walker and Brownlow when the weather is wet. Village Engineer, Phil W. Smith said he believes this must be due to .surfacing. On motion of Trustee Bolmgren, seconded by Trustee Jorvtig, the foregoing matter was referred to the Village Engineer for checking and recommendation, by unanimous vote of all Members of the Council present. 1jarch 15; 1954 195 Petition for Water Main On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following- petition was referred to the Village Engineer, Chairman of the Water Department Com- mittee, and Special Assessment Department for checking and recommendation, by unanimous vote of all Members of the Council present: P-1405 PETITION FOR WATER MAIN, signed by Grant T. Mikkelson, 2212 Jersey Avenue, and others 2' dated March 15, 1954, for the construction of water main in JERSEY AVENUE FROM CEDAR LAKE ROAD TO WAYZATA BOULEVARD. Trustee Middleton Trustee Middleton arrived at the meeting at this time - 9:50 P. M. ' _Civil Defense Warden Training - Vernon Tollefsrud Ralph La Hue, Civil Defense Director for St. Louis Park appeared, and requested that Vernon Tollefsrud (Water Department Employee) be delegated to attend the Civil Defense Warden Training School at Joliet, Illinois, April 7, 82 Md 92 1954, with necessary expenses- paid, and with no loss-of pay durine his absence from the Village. On motion of Trustee Bolmgren, seconded by Trustee Middleton, Vernon Tollefsrud was granted a leave of absence with pay to attend the Civil Defense Warden Training School at Joliet, Illinois, April 7, 8; and 9, 1954, and with necessary expenses paid, by unanimous vote of all Members of the Council. Licenses On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following applications for 1954 licenses were approved, and the Mayor and Clerk were authorized to issue licenses to expire December 31, 1954, by unanimous vote- of all Members of the Council present: Abdallahs Ice Cream and Candy Shop Restaurant n n n 11 It Cigarette D. On' motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above described petition was withdrawn, and the Clerk was authorized to return the $25.00 fee paid (Receipt #22234, February 19, 1954) upon receipt of a verified claim signed by Mr. Shragg, by unanimous vote of all Members of the Council. _Committee of Whole Report on Application for Sign - Action Deferred Committee of the Whole reported on the application of Naegele Advertising Co. for a permit to erect an advertising sign on the SW Corner of Highway No. 7 and Oregon Avenue. N. V. Enoch and-V. P. Brovich of Naegele Advertising Company were present and asked for approval of this permit. It was moved by Trustee Bolmgren that this- application be denied. No second. Motion lost. On motion of Trustee Middleton, seconded by Clerk Justad, action on this application was deferred to meeting of March 22, 19540 by unanimous vote of all Members of the Council. Request for Permission to Dig Up Street On motion of Trustee Middleton, seconded by Trustee Bolmgren, the request of Northwestern Bell Telephone Company for permission to make a dig-up on West 25th Street, east of Boone Avenue was approved with the understanding that street be replaced to the same condition it was found, by unanimous vote of all Members of the Council. Building Inspector's Weekly Report The Building Inspector's report for week ending March 12, 1954, showing that eight building permits were issued, totaling $33,300.00, was read and ordered filed. Bingo 'Letter from Mrs. John B. Clark, Chairman, 1954 Carnival Committee, Park Knoll School, requesting permission to play Bingo at the School Carnival on April 2141 1954, -was read. No objections. No action. 196 March 15, 1954 �= Bingo - Holy Family Church Letter from Vince J. Fitzgerald, Chairman, Men's Club, Holy Family Church, dated March 9, 1954, requesting permission to play bingo every Thursday evening for the balance of 1954 beginning March 18, 1954; also at church dinners and turkey bingo at Thanksgiving, was read. No objections. No action taken. Resolution On motion of Trustee Jorvig, seconded by Trustee Middleton, the following resolution was adopted by unanimous vote of all Members of the Council: RESOLUTION CANCELING 51-241 SANITARY SEWER #500 ASSESSMENT WHEREAS it appears that by resolution of the Village Council adopted September 15, 1952, levying assessments for 51-241 Sanitary Sewer #500, the following corner lot (which is not served by above sewer) was assessed on 31st Street; and whereas the owner of Said lot is already paying on 2-P Sanitary Sewer #497 on Idaho Avenue (which serves his lot); therefore BE IT RESOLVED by the Village Council of the Village of St. Louis Park that the 1953 and 1954 installments of such assessment heretofore paid in the res- pective amounts set forth below be refunded to the respective property owner, and, upon receipt of a signed verified claim and the paid tax statements, that the Mayor and the Clerk be hereby authorized to issue warrants in payment of such re- fund to the respective property owner. BE IT FURTHER RESOLVED that the assessment for years 1955 thru 1962 hereto- fore levied against the following lot be canceled, and that the Auditor and the Treasurer of Hennepin County be hereby authorized to cancel the same upon their respective records. Report on Taxes on Grading Project No. 501, Etc. - Carl and Clara Carlson Village Assessor's report on 1953 taxes and special assessments on the property owned by Carl and Clara Carlson at 4820 West 42nd Street, was read. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the foregoing matter was referred to the Committee of Whole to decide on some fair and equitable abatement on assessment for Grading Job No. 501, by unanimous vote of all Members of the Council. Application for Permit to Erect Sign Denied - Naegele The Clerk reported that he had checked the location of proposed advertising sign (6006 Excelsior Boulevard). Said that a permit to erect a sign at 6002 was granted to Meyers Outdoor Advertising Company on November 9t, 1953• On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the application 6f Naegele Advertising Company for a permit to erect an advertising sign at 6006 Excelsior Boulevard was denied due to sign permit granted November ,9, 1953 for 6002 Excelsior Boulevard, by unanimous vote of all Members of the Council. ' Identification Cards for Village Inspectors Clerk Justad reported that as the Village grows and folks move in who are not familiar with the names of our Inspectors who must enter their homes from time to time to make necessary inspections, he feels it is advisable that they be provided with iddntification cards signed by a Village Official. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was instructed to furnish the following village personnel with identification cards for the year, 1954, by unanimous vote of all Members of the Council: Peter Stienstra Building Inspector Frank Rihl Electrical ,Inspector C. H. Farmer Heating Inspector Edwin H. Gilbert Plumbing Inspector Alfred Formo , Water Meter Reader Vance Marfell Water Meter Repairman. Letter Re: Joint Sanitary Sewer Interceptor - Village of Golden Valley Letter from Royce W. Owens, Administrative Assistant, Village of Golden Valley, dated February 25, 1954, asking the Village of St. Louis Park to join them in the construction-of a joint sanitary sewer interceptor to serve the north portion of our Village, was read. Trustee Bolmgren was instructed to arrange for a meeting this week orith Mr. Owens and other Golden Valley Officials to discuss this matter. Advertise for Bids for Traffic Signals -,Mtka. Blvd, and Dakota On motion of Trustee Bolmgren, seconded by Trustee Middleton, the Clerk was instructed to advertise for bids for traffic signals to be installed at Minnetonka Boulevard and Dakota Avenue; bids to be received April 12, 19542 by unanimous vote of all Members of the Council. Letter Re: Payment for Use of Shady Oak Beach Facilities - Hopkins Recreation Letter from-Earl Dahlberg, Chairman, Hopkins Recreation Commission, dated January 11, 1954, concerning the payment for use of Shady Oak" Beach facilities during the 1953 Swimming Season, was read. On motion of Trustee Bolmgren, seconded by Trustee Middleton the payment of $200.00 plus sticker sales in the amount of $95.00 was approved and ordered paid, by unanimous vote of all Members of the Council. Letter Re: City of Hope Tag Days Letter from Clara Margolis, Corresponding ,Secretary, City of Hope, dated March 11, 1954, requesting the Village Council to designate June 21 and 22, 1954 as City of Hope Tag Days in St. Louis Park; was read., On motion of Trustee Bolmgren, seconded by Trustee Middleton, June 21 and 22, 1954 were designated as City of Hope Tag Days, and the Clerk was instructed to prepare a proclamation therefore, by unanimous vote of all Members of the Council. Heavy Duty Tires for Fire Department On motion,of Trustee Middleton, seconded by Trustee Bolmgren, the Clerk was authorized to issue purchase order to Goodyear Tire Service Stores for Four (4) 9W-x 34 12 ply tires and heavy duty tubes for same at a total cost of $373.40 for the Fire Department, by unanimous vote of all Members of the Council. 198 March 15, 1954 Application for Permit to Erect Sign - Meyers On motion of Trustee Middleton, seconded by Trustee Jorvig, the application. , of Meyers Outdoor Advertising'Company, dated March 10, 1954s for a permit to erect an advertising sign Iat 7101 or 7201 Highway No. 7 (Lots 7, 82 9, 17, 18, 19, Block 163, Rearrangement of St. Louis Park), was referred to the Planning Com- mission for checking and recommendation, by unanimous vote of all Members of the Council. _Application for Permits to Erect Two Advertising Signs - Nordquist On motion of Trustee Middleton, seconded by Trustee Jorvig, the application of Nordquist Sign Company, dated March 11, 1954, for permits to erect' two (2) advertising signs at 3900 Excelsior Boulevard for Standard Oil Company, was approved, and the Building Inspector was authorized to issue same, by unanimous vote of all Members of the Council. Application for Permit to Erect Advertising Sign - Meyers On motion of Trustee Bolmgren, seconded by-Trustee Jorvig, the application of Meyers Outdoor Advertising, Inc. for a ,permit to erect an advertising sign at 7100 Walker Street (Lots 28 and'29, Block 186, Rearrangement of 'St.. Louis Park) ' was referred to the Planning Commission for checking and recommendation, by unanimous vote of all Members of the Council. Midwest Conference of Building Officials and Inspectors On motion of Trustee Jorvig, seconded,by Trustee Bolmgren, Building Inspector, Peter Stienstra was authorized to attend the Midwest Conference of Building Officials and Inspectors to be held April 12 to 16,-1954 at Washington University, St. Louis; Missouri, with necessary expenses paid, by unanimous vote of all Members of the Council'. Fifth Annual Regional Appraisal Conference On motion of Trustee Middleton, seconded by Trustee Jorvig, Village Assessor, R. B. Connery was authorized to attend the Fifth Annual Regional Appraisal Con- ference to be held at the Nicollet Hotel, Minneapolis, April 23 and 24, 1954s with necessary expenses paid, by unanimous vote of all Members of the Council. Letter Re: County Park on Lake Minnetonka - Board of Henn. Co. Commissioners Letter from George W. Matthews, Chairman, Board of Hennepin County Commissioners, dated March 12, 1954, regarding the appointment of a committee to study ways and means of forming a County Park on Lake Minnetonka, was read. On motion of Trustee Bolmgren, seconded by Clerk Justad, the following Committee was appointed to serve on above mentioned Committee, by unanimous vote of all Members of the Council: Walter Menzel, Member of Park Board Torval Jorvig, Council Member Willard Keller, Member of Park Board C. R. Middleton, Council Member., Minutes The minutes of meeting held March 8, 1954 were read. On motion of Trustee Middleton, seconded-by Trustee Jorvig, the minutes of meeting held March 8, 1954 were approved as read, by unanimous vote of all Members of the Council. Building Permit to Complete VFW Building Authorized On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Building Inspector was authorized to issue a building permit for the completion of the VFW Building at 5605 West 36th Street according to plans presented therefore, and subject to all regulations of the Building Code, by unanimous vote of all Members of the Council. Traffic Signals for Turner's Crossroad and Highway No:`12 Village Engineer, Phil W. Smith gave an oral report on the need for traffic signals at the intersection of Turner's Crossroad and Trunk Highway No. 12, and participating in the cost with the State Highway Department and Village of Golden Valley. On motion of Trustee Jorvig, seconded by Trustee Middleton, the Clerk was instructed to write to the Village of Golden Valley, and Minnesota State Highway Department that the Village of St. Louis Park is willing to cooperate in the installation of above signals, according to plan designated in' letter'from Royce W. Owens,_ Administrative Assistant, Village of Golden Valley, dated February 18, 1954s by unanimous vote of all Members of the Council.
