C. Fernstrom at 8:04 P. M. Petition for Trafic Signals at Dakota .and Minnetonka Chester Cichosz, 6612 Minnetonka Boulevard, Manager of the Swatez Store located at Dakota and Minnetonka Boulevard appeared with a petition for traffic signals to be placed at the intersection of Dakota Avenue and Minnetonka Boule- vard, signed by himself and 59,other'residents from the' area. Planning Commission's Report on Application for Permit to Erect Sign - Hewes Planning Commission's report dated February -3, 1954, on the application of Hewes Sign Company for a permit to erect an advertising sign at 8036 Minnetonka Boulevard for House of Hobies, was read. . On motion of Trustee Middleton, seconded by Trustee Jorvig, the above matter was tabled for further investigation, by unanimous vote of all Members of the Council. On motion of Trustee Jorvig, seconded by Trustee Middleton, the application of Le Roy Sign, Inc. for a permit to erect an advertising sign at 5005 Excelsior Boulevard for Colonial lnn Bakery was approved by unanimous vote of all Members of the Council. Plot Plan of Knollwood Plaza Shopping Center Planning Commission's report dated February 3, 1954 on the request for approval of revised plot plan of Knollwood Plaza Shopping Center to be located' at Texas Avenue and Highway No. 7, was read. - J On motion of Trustee Middleton, seconded by Trustee Jorvig, the Council concurred with the Planning Commission's report, approving the plot plan of Knollwood Plaza Shopping Center as revised to exclude -all openings on Utah Avenue Virginia Avenue, Wyoming Avenue, Xylon Avenue and Yukon Avenue, leaving the open- ing on Aquila Avenue on the north and a separate entrance from Texas Avenue, by unanimous vote of all Members of the Council. Planning Commission's Report on Request for Rezoning - Adolph Fine, Inc. Planning Commission's report dated February 3, 1954, on the request of Adolph Fine, Incorporated for the rezoning of Lots 1, 2, 3, and 4, Block 3,Adolph Fine Addition to St. Louis Park, from Residential Use to-Commercial Use, was read and ordered held for further information. " Planning Commission's Report on Petition for Rezoning - William Hodroff Planning Commission's report dated February 8, 1954, on the petition of William Hodroff for the rezoning of Lots 10, 11, and 12, Block 8, High Holborn Addition to St. Louis Park, from Residential Use to Commercial Use, was read. Hearing Date Set for Rezoning On motion of Trustee Jorvig, seconded by Trustee Middleton, March 1, 1954 was set as date of hearing for the rezoning of Lots 10, 11, and 12, Block 8, High Holborn Addition from Residential Use to Commercial Use, by unanimous vote of all Members of the Council. Planning Commission's Report on Application for Permit to Erect Sign - Meyers Planning Commission's report dated February 3, 1954, on the application of Meyers Outdoor Advertising, Incorporated for a permit to erect an advertising sign at the south and west of building located at 4601 Highway No. 7, was read. On motion of Trustee Middleton, seconded by Trustee Bolmgren, the Council concurred with the Planning Commission's report and recommendation, and the Building Inspector was instructed to issue the required permit to erect an advertising sign at the south and west of building located at 4601 Highway No. 7 to Meyers Outdoor Advertising,''Incorporated, by unanimous vote of all Members of the Council. Planning Commission's Report on Request for Rezoning - A. N. Underhill Planning Commission's report dated February 3, 1954 on the request of A. N. Underhill for Mid-American Investment Corporation and Owners of Lots 18, 19, 20, and 21, Block 4, J. F. Lyons Fourth Addition --- B. E. Dixon, Hugh P. Mc Dermott, and P. H. Soleberg, and the purchaser, Phillips Petroleum, from Residential Use to Commercial Use, was read. ---On the request of A. N. Underhill, action on above request for rezoning was deferred to February 23, 1954, by unanimous vote of all Members of the Council. Application for Permit to Erect Advertising Sign - Suburban Sign Company On motion of Trustee Middleton, seconded by Trustee Jorvig, the application of Suburban Sign Company, dated February 5, 1954 for a permit to erect an advertising sign (double faced) on the roof of building located at 4820 Excelsior Boulevard for Johnson Brothers Plumbing Company, was referred to the Planning Commission for checking and recommendation, by unanimous vote of all Members of the Council present. Bingo - Most Holy Trinity Church Letter from Milton E. Brecke, Chairman, Ways and Means Committee, Most Holy Trinity Church, Idated January 28, 1954, advising the Council of their plans to hold a bingo party on March 1, 1954 in the basement of their school, was read. No objections raised. On motion of Trustee Middleton, seconded by Trustee Bolmgren, the foregoing request was ordered placed on file, by unanimous vote of all Members of the Council. 162 February 8, 1954 Resolution On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of all Members of the Council: RESOLUTION CANCELING GARBAGE ASSESSMENT WHEREAS it appears that by resolution of the Village Council levying assessments for Garbage Collection, the following lot was inadvertantly assessed for garbage disposal, whereas it is church property and therefore should not be assessed; there- fore BE IT RESOLVED by the Village Council of the Village of St. Louis Park that the 1953 installment of said aaaessment heretofore paid in the respective amount set forth below be refunded to the respective property owner, and, upon receipt of a signed verified claim and the paid tax statement, that the Mayor and Clerk be hereby authorized to issue a warrant in payment of said refund to the respective property owner. BE IT FURTHER RESOLVED that the 1954 installment of said assessment heretofore levied in the amount set forth below be canceled and that the Auditor and the Treasurer of Hennepin County be hereby authorized to cancel the same upon their res- pective records. New Firemen Appointed On motion of Trustee Middleton, seconded by Trustee Jorvig, William Bernstein, James Quinn and Robert Bolmgren, having qualified by examination held by the St. Louis Park Fire Civil Service Commission on December 10, 1953 were appointed to serve as Common Firemen, effective March 1, 1954 at a starting salary of $323.30 per month, by the following roll call vote -- Trustee Bolmgren, yea; Trustee Jorvig, yea; Trustee Middleton, yea; Clerk Justad, yea; Mayor Fernstrom, nay. Williamb' membership in the Minnesota Fire Chiefs' Association was approved, and the Mayor and Clerk were authorized to issue warrant for 1954 dues in the amount of $8.00, by unanimous vote of all Members of the Council. Publishing of Village Financial Report Approved On motion of Trustee Middllton, seconded by Trustee Jorvig, the Clerk was instructed to publish the 1953 Financial Statement for the Village in the St. Louis Park Dispatch, by the following roll call vote -- Trustee Bolmgren, yea; Trustee Jorvig, yea; Trustee Middleton, yea; Clerk Justad, yea; Mayor Fernstrom, yea. Report on Examination of Plans for Sewer - Minn. Dept. of Health Report on examination of plans for sewer extension in the Village by the Minnesota Department of Health, dated February 1, 1954 was read. On motion of Trustee Bolmgren, seconded by Trustee Middleton, the foregoing report was ordered placed on file, by unanimous vote of all Members of the Council. Letter Re: Hazardous Condition of Building at 29th &`Hillsboro Letter signed by Mr. and Mrs. C. A. Kenady, 2922 Hillsboro Avenue, dated February 6, 1954, regarding the hazardous condition as well as the unsightly appearance of the building on the lot just north of their property, was read. On motion of Trustee Middleton, seconded by Trustee Bolmgren, the foregoing letter was referred to The Health Officer and Building Inspector for checking and action, by unanimous vote of all Members of the Council. Building Inspector's Weekly Reports The Building Inspector's reports for weeks ending January 22, 29, and February 52 1954, showing that 12 building permits were issued, totaling $128,000.00, was read and ordered filed. Justice of Peace Report of Fines -- Linnee Justice of Peace Report of Fines, dated February 1, 1954, made by E. A. Linnee was read and ordered filed. Minutes The minutes of meeting held February 1, 1954, were read. On motion of Trustee Middleton, seconded by Trustee Bolmgren, the minutes of meeting held February 1, 1954 were approved as read, by unanimous vote of all Members of the Council. ?Dater Accumulation at 26th & Quebec On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Village Engineer was instructed to contact Mr. Boran of Boran, Builders for the purpose of immediately relieving the accumulation of water at 26th Street and Quebec Avenue, by unanimous vote of all Members of the Council. Resolution Setting Policy for Cash Payments for Special _ Improvements for New Residential Plats On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Village Attorney was instructed to prepare a suitable resolution setting a policy requiring cash pay- ments for special improvements for New R@@4dential Plats, by unanimous vote of all Members of the Council. Drainage Problem - M. H. Bird On motion of Trustee Bolmgren, seconded by Trustee Middleton, the Village Attorney was instructed to write a letter to M. H. Bird, 6904 West 26th Street re- garding their drainage problem, by unanimous vote of all Members of the Council. 164 February 8, 1954 Dog Care On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was - instructed to write to the Hennepin County Animal Rescue League to ascertain if they can furnish us with a Dog Catcher and cost thereof, and if not, if they can help us set up our own dog pond, by unanimous vote of all Members of the Council. Report on Signs Requested On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was instructed to secure from the Building Inspector information concerning signs erected in the Village, by unanimous vote of all Members of the Council: Name of owners Location of Signs Size of Signs Amount of fee for each sign. Advertise for Bids for Radar Speed Control Unit On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was instructed to advertise for bids 'for a radar speed control unit similar to electro- matic speed meter as manufactured by the Automatic Signal Division, Eastern Industries, Incorporated, Norwalk, Connecticut; bids to be opened on March 22, 19542 by unanimous vote of all Members of the Council. Rental of Veterans Housing Unit Authorized On motion of Trustee Bolmgren, seconded by Trustee Jorvig, Dwight Chambers was authorized to use Veterans Housing Unit at 5730 West 37th Street for a period of six months, effective March 'l, 1954 at a monthly rental of $50.00, by unanimous vote of all Members of the Council.
