REGULAR MEETING FEBRUARY 23, 1954
A regular meeting of the Village Council was called to order by Mayor R. C.
Fernstrom at 8:15 P. M.
Invocation was given by Reverend Paul Obenauf of Wooddale Luthern Church.
The following Council Members were present at roll call:

Bid for Fire Pump
As advertised in the St. Louis Park Dispatch February 11, 1954, sealed bid
was received from the following bidder for the furnishing of One (1) 1-6E-5351
factory rebuilt American-La France (or equal) pump for 500 gallon American-La France
truck Reg. No. L-943:
American-La France-Foamite Corporation
Elmira, New York $ 1,135.00, plus service charge of $63.50
per hour, plus living expenses of $7.50 per
day and traveling expense of 7¢ per mile, if
needed. Old pump to be returned to them upon
receipt of new one.
On motion of Trustee Jorvig, seconded by Trustee Middleton, the above bid was
accepted, and the Fire Chief authorized to issue order for same, by unanimous vote
of all Members of the Council. ,
Application for Rezoning Denied - A. N. Underhill
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the application
of A. N. Underhill for Mid-American Investment Corporation and owners of Lots 18,
19, 20, and 21, Block 4, J. F. Lyons Fourth Addition -- B. E. Dixon, Hugh Mc Dermott,
P. H. Solberg, and the purchaser, Phillips Petroleum, for rezoning said lots from
Residential Use to Commercial Use, was denied by unanimous vote of all Members of
the Council.
Request for Relief from Truck Traffic on West Lake - F. A. Olson
F. A. Olson, 7507 West Lake Street asked about some relief from all the truck
traffic going past his home. Trustee Bolmgren told him that he' felt that as soon
as Monk Avenue is finished, that the majority of truck traffic will be routed that
way. Mr. Olson asked if load restrictions could be placed on Lake Street. Mr.
Bolmgren answered that enforcement would be next to impossible at the present time.
On motion of Trustee Middleton, seconded by Trustee Bolmgren, th'e matter of
load limits on West Lake Street from Texas Avenue to Highway No. 7 was referred to
the Village Attorney to prepare an amendment to ordinance, by unanimous vote of all
Members of the Council.
Sale of 3.2 Beer to Minors
Police Chief, Andy Nelson discussed the sale of 3.2 beer to minors. He
suggested that a warning be given at this time. Mayor Fernstrom said he would
issue the warning.
New Classifications for Police Department Personnel
The recommendations of Police Civil Service Commission, dated November 7,
1953 weaediscussed, concerning new classifications for Police Department personnel,
and referred to the Village Attorney for checking and recommendation.
Acting Police Chief Appointed
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Francis" Senander
was appointed Acting Chief of Police while Chief Andy Nelson is on his vacation
during the month of March, 1954, by unanimous vote of all Members of the Council.

Voting Districts for 1954 Elections
The matter of making some changes in the voting districts for 1954
Elections was discussed. On motion of Trustee Bolmgren, seconded by Trustee
Middleton, R. B. Connery was asked to prepare suggested maps for each Council
Member for study, by unanimous vote of all Members of the Council.
Licenses
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
applications for 1954 licenses were approved, and the Mayor and Clerk were
authorized to issue licenses to expire December 31, 1954, by unanimous vote of
all Members of the Council:

On motion of Trustee Bolmgren, seconded 'by Trustee Jorvig, the following
bonds which have been approved by the Village Attorney, Edmund T. Montgomery,
were approved by unanimous vote of all Members of the Council:

On motion of Trustee Middleton, seconded by Trustee Jorvig, the application
of Suburban Sign Company, dated February 19, 1954, for a permit to erect an ad-
vertising sign at 4506 Excelsior Boulevard for Johnson Brothers Plumbing Company,
was referred to the Planning Commission for checking and recommendation, by
unanimous vote of all Members of the Council.
Petitions for Street Improvements
On motion of Trustee Middleton, seconded by Trustee Jorvig, the following
petitions were referred to the Village Engineer, Chairman of the Street Department
Committee and Special Assessment Department for checking and recommendation, by
unanimous vote of all Members of the Council`:

Petition for Water Main
On motion of. Trustee Bolmgren, seconded by Trustee Jorvig, the following
petition was referred to the Village Engineer, Chairman of the Water Department
Committee and Special Assessment Department for checking and recommendation, by
unanimous vote of all Members of the Council:

dated January 25, 1954, -for the construction of
water main in CAVELL AVENUE FROM MINNETONKA BOULE-

Hearing Date Set for Vacation of Part of Gorham Avenue - C. K. Bros
On motion of Trustee Bolmgren, seconded by Trustee Middleton, March 22, 1954
was set as date of hearing on the request of C. K. Bros, Incorporated for vacating
a part of Gorham Avenue between First Street NW and Second Street NW, by unanimous
vote of all Members of the Council. ,
Request for Street Lights . - Sam. Segal
Letter from Sam,G., Segal, dated February,18, 1954, requesting the installa-
tion of street lights as the following locations, was read:
Maryland Avenue and Franklin
Neyada, Avenue and Franklin
Oregon Avenue and Franklin
Pennsylvania Avenue and Franklin
Oregon Avenue and 18th Street
Pennsylvania Avenue and 18th Street
Oregon Avenue and 16th Street
and Pennsylvania Avenue and
16th Street.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Northern
States Power Company was ordered to install street lights at the above locations,
by unanimous vote of all Members,of,the Council. '
Permission to Place Poles
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Northern
States Power Company was granted permission to place poles at the following loca-
tions within the Village, by unanimous vote .of all Members of the Council:
One (1) Pole on West 16th Street between
Pennsylvania and Oregon Avenues; One (1) pole
on Oregon Avenue and West 16th Street; and One
(1) pole on West 18th Street between Pennsylvania
and Oregon Avenues.
.Preliminary Plat of Brucedale Addition
On motion of Trustee Bolmgren, seconded ,by Trustee Jorvig, the preliminary
plat of Brucedale Addition, presented by Bruce Construetion Company, was referred
to the Planning Commission for checking and recommendation, by unanimous vote of
all Members of the Council.
Petition to Vacate Street
On motion of Trustee Bolmgren, seconded by Trustee Middleton, petition signed
by William Shragg, 7025 West Ath Street, St. Louis Park and others, dated February
18, 1954, for vacating COLORADO AVENUE ADJACENT TO LOTS 11 2, 3, 4, 5, and 6, BLOCK
5, MAPLE PARK ADDITION was referred to the Planning Commission for checking and
recommendation, by unanimous vote of all Members of the Council.
Letter Re: Rezoning - South Westwood Hills Improvement Association, Inc.
Letter from W. T. Gove, Corresponding Secretary for South Westwood Hills
Improvement Association, Incorporated, dated February 17, 1954, requesting that the
Village Council reconsider the Planning Commission's recommendation that the entire
area from Louisiana Avenue to County Road #18, and from the Great Northern tracks
north to Wayzata Boulevard be zoned Residential, was read, and on motion of Trustee
Middleton, seconded by Trustee Bolmgren, the Clerk was instructed to acknowledge
said letter, and place on file, by unanimous vote of all Members of the Council.
_Appointment to Planning Commission
On motion of Trustee Jorvig, seconded by Trustee Middleton, the appointment
of R. N. Ruedlinger to the Planning Commission for term of February 7, 1954 to
February 7, 1959, was approved by unanimous vote of all Members of the Council.

Letter Re: Traffic Signals at Turner's Crossroad & Highway #12 - Village of G.V.
Letter from Royce W. Owens, Administrative Assistance, Village of Golden
Valley, dated February 18, 1954, concerning the Village of St. Louis Park parti-
cipating in the cost of traffic signals at the intersection of-Turner's Cross-
road-and Trunk Highway No. 12, was read.
On motion of Trustee Jorvig, seconded by Trustee Middleton, the Clerk was
instructed to write to the Village of Golden Valley and Minnesota State Highway
Department that the Village- of St. Louis Park is willing to cooperate as outlined
in above mentioned letter, by unanimous vote of all Members of the Council.
Advertise for Bids for IBM Executive Typewriter
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the Clerk was
authorized to advertise for bids for an IBM Executive Typewriter, or equal, bids
to be opened March 22, 1954, by unanimous vote of all Members of the Council.
.Request for Transfer of Gas Station License - B & E Texaco Service
Mr. J. E. Tanner, 3136 Maryland Avenue appeared and requested a transfer of
1954 Gas Station License No. 223 for B. & E. Texaco Service from Bernard Haywood
to himself. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the
request for transfer of Gas Station License No. 223 from Bernard Haywood to. J. E.
Tanner was approved without fee, 'by unanimous vote• of all Members -of the Council.
Building Inspector's Weekly Report
The Building Inspector's report for week ending February 19, 1954, showing
that 11 building permits were issued, totaling $126,000.00, was read and ordered
filed.
Work Classifications and Salaries for Women Employees
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the matter of
work classifications and salaries for Women Employees was referred to the Committee
of the Whole for consideration at meeting scheduled for February 27, 1954" by un-
animous vote of all Members of the Council.
Minutes
The minutes of meeting held February 15, 1954 were read. On motion of
Trustee Bolmgren, seconded by Trustee- Middleton, the minutes of meeting held on
February 15, 1954 were approved as read, by unanimous vote of all Members of the
Council.
Fire Insurance for Village-Owned Buildings
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the following
fire insurance policies covering Village owned buildings as submitted by Associated
Agencies were approved, and the Clerk was authorized to sign the 80% Co-Insurance
Clauses for same, by unanimous vote of all Members of the Council:
