COUNCIL MEETING DECEMBER 6. 1954
A regular meeting of the Village Council was called to order by Mayor
R. C. Fernstrom at 8:09 PM.
Invocation was given by Reverend Lloyd Nordstrom of Park Baptist Church.

Request for Permission to Place Pole
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the request of
Northern States Power Company for permission- to place One (1) pole on Texas Avenue
between Minnetonka Boulevard and West 31st Street, was approved by unanimous vote of
all Members of the Council.
Gas Main Extension
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the request of
Minneapolis Gas Company for permission to make a gas main extension in Zarthan Avenue
north of 42nd Street - Job S-415, as shown on sketch accompanying said request was
approved by unanimous vote of all Members of- the Council.
Petition for Vacating Alley - Hearing Date Set
On motion of Trustee Middleton, seconded by Trustee Jorvig, January 3, 1954
was set as date of hearing on the petition signed by WACO Manufacturing Company,
3565 Wooddale Avenue and Cedar Engineering, Inc., 5806 West 36th Street for the
vacating of Alley in the West Portion of Block 29, Rearrangement of St. Louis Park
adjacent to Lots 6, 71 8, and 20, by unanimous vote of all Members of the Council.
Application for Off Sale Intoxicating Liguor• License - Teresa Currie
Application of Teresa Currie for an Off-Sale Intoxicating Liquor License to be
used at 7121 Cedar Lake Road was read and considered. After discussion and consider-
ation, it was moved by Trustee Jorvig, seconded by Trustee Bolmgren, that the fore-
going application for an Off-Sale Intoxicating Liquor License be denied, by unanimous
vote of all Members of the Council.

On motion of Trustee Bolmgren, seconded by Trustee Middleton, Combination Auto-
mobile Insurance Policy No. A-844 5620, effective November 5, 1954 to expire November
5, 1955, with the Village of St. Louis Park (Dept. of Civilian Defense) named as the
insured, and American Automobile Insurance Company named as the insuror, covering
bodily injury liability in the amount of $100,000.00 for each person; $300,000.00 for
each accident, and property damage liability in the amount of $10,000.00 for each
accident for 1954 Reo five ton panel truck with swift rescue body, Motor Number
331-197134, and Serial Number 513259, was approved and accepted, by unanimous vote of
all Members of the Council.
Petition for Street Light
Petition signed by Bert Kollins, 2660 Yosemite Avenue and others, dated November
27, 1954, for the installation of a street light on the NE Corner of 27th Street and
Yosemite Avenue was read.

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Northern
States Power Company was ordered to install a street light on the NE Corner of
27th Street and Yosemite Avenue, by unanimous vote of all Members of the Council.
Petition for Street Improvement
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the following
petition was referred to the Village Engineer, Chairman of the Street Department
Committee and Special Assessment Department for checking and recommendation, by
unanimous vote of all Members of the Council:
• PETITION FOR CURB AND GUTTER, signed by J. R. Quayle,
4235 Princeton Avenue, dated November 22, 1954, for the
construction of curb and gutter on the EAST SIDE OF
PRINCETON AVENUE FROM 42ND STREET TO 422 STREET.
Request for Permit to Erect Sign - Nordquist
On motion of Trustee Jorvig, seconded by Trustee Middleton, the application of
Nordquist Sign Company for a permit to erect an advertising sign for David P. Jones
& Company at the West side of Garden Village Service Entrance between Raleigh and
Salem Avenues on West Lake Street, was approved, and .the Building Inspector was
authorized to issue same, by unanimous vote of all Members of the Council.

On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the application of
Nordquist Sign Company for a permit to erect an advertising sign for Dairid P. Jones
& Company at the end of Raleigh Avenue at Highway No. 7 on Garden Village property
facing Highway No. 7, was approved, and the Building Inspector was authorized to
issue same, by unanimous vote of all Members of the Council.
Application for Permit to Erect Sign - Hewes
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the application
of HeVies Sign Company, dated November 30, 1954, for a permit to erect an advertising
sign for Socony Oil Company at 5120 Minnetonka Boulevard was approved, and the Build-
ing Inspector was authorized to issue same, by unanimous vote of all Members of the
Council.
Application for Permit to Erect Sign - Western Outdoor
On motion of Trustee Middleton, seconded by Trustee Jorvig, the application
of Western Outdoor Advertising Company, dated December 6, 1954, for a permit to
erect an advertising sign for Socony Vacuum Oil Company at 4120 Minnetonka Blvd.
was approved, and the Building Inspector was authorized to issue permit for same,
by unanimous vote of all Members of the Council.
Application for Permits to Erect Billboards - General Outdoor
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the applications
of General Outdoor Advertising Company, Inc., dated December 4, 1954, for permits to
erect billboards on the roof of the Texa Tonka Shopping Center at 8000 Minnetonka
Boulevard was referred to the Planning Commission for checking and recommendation,
by unanimous vote of all Members of the Council.
Petition in Favor of Bryn-Mawr Bus Line Extension
Petition signed by George Nordwall, 2671 Inglewood Avenue and 479 others, in
favor of the extension of the Bryn-Mawr Bus line as directed by the Minnesota Railroad
and Warehouse Commission on October 4, 1954, was read and given to the Village Attorney.
Request for Permit for Boarding Care Home
Letter 'from Louise Pache, 3047 Toledo Avenue, dated November 26, 1954, request-
ing a permit to operate a home for boarding care at 3047 Toledo Avenue, was read,
and the Clerk was instructed to answer same.
Acquisition of Property for Street Purposes
The recommendation of Village Engineer, Phil W. Smith, dated December 6, 1954,
for the acquisition of the E2 of Yukon Avenue and the W2 of Xylon Avenue adjacent
to the Beauman property on west 35th Street (The E 301 and the West 301 of.that
part 'of the E2 of the NEr of the •NW4 of ,the SE4, lying south of the north 230 ,
lying in Section 18, Twp. 117, Range 21), for street purposes, was read. No action
taken.

Proposed Statute for Metropolitan Transit Commissions - Citizens League
Letter from Citizens League of Greater Minneapolis, dated December 3, 1954,
regarding a proposed statute for an act providing for the organization, administration
and financing of metropolitan transit commissions to promote the public health, safety
and welfare by the regulation and control of public transit facilities, etc. and
repealing Minnesota Statutes 1953, Sections 220.01 to 220.26, was read and given to
Village Attorney, Edmund T. Montgomery.

Petition for Alley
Petition signed by Dr. James W. Link, 2737 Brunswick Avenue and others, dated
November 102 1954, for an alley at the rear of their homes between Brunswick Avenue
and the Railroad tracks, and between 28th Street and 27th Street, was read. On
motion of Trustee Middleton, seconded by Trustee Bolmgren, the above petition for
constructing alley was referred to the Planning Commission for checking and recom-
mendation, by unanimous vote of all Members of the Council.
Letter Re: Personnel for Civil Defense
Otter from Ralph J. La Hue, Director, St. -Louis Park Civil Defense, dated
December 6, 1954, stating that in order to make working hours more agreeable to
Mrs. Whalen who is presently employed in his office, it has been arranged that she
work only four of the five evenings each week, and that she will work an additional
two hours each week outside her regularly scheduled time to compensate for the
one evening she does not-work. However, this leaves them without someone who is
qualified and available to take charge of the office evenings when Mrs. Whalen will
not be on duty, and suggesting that Mrs. Harriett Simonson be employed on a part
time basis who is familiar with their work, was read.
On motion of Trustee Middleton, seconded by Trustee Jorvig, the above suggestion
of Mr. La Hue to employ Mrs. Harriett Simonson to work in the office of Civil Defense
one evening per week, and at such other times during the absence of Mrs. Whalen due
to illness or other emergency was approved at an hourly rate of $1.35 per hour,
effective at once, by unanimous vote of all Members of the Council..
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
resolution was adopted by unanimous vote of all Members of the Council:
R E S O L U T I O N
WHEREAS the following described property was acquired by the Village by gift
and is no longer required for public purposes, and Carlson Bros. Company has offered
to purchase said premises for the sum of $3,500.00 which is determined to be a fair,
reasonable and adequate price, and said premises appear to be of little value to
anyone not owning the adjacent property, therefore
BE IT RESOLVED that the Village sell and convey the following tract of land to
Carlson Bros. Company for the sum of $3,500.00, and the, Mayor and Clerk be authorized
to execute and deliver deed in behalf of the Village on receipt of said sum:
"All that part of Block 266, Rearrangement of St.. Louis Park lying southwesterly
of the westerly line of Gorham Avenue and southeasterly of the west line of the E3.
of Section 17, Township 117, Range 21, and the Northeasterly of the Northeasterly
line of Brownlow Avenue."
Claim for Cementing Well-#6
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the claim of
Halliburton Oil Well Cementing Company in the sum of $1,353.00 for cementing and
service to Well #6 was adjusted as offered by that Company in the sum of $9$2.35,
and payment of the claim in full in that amount is hereby authorized, by unanimous
vote of all Members of the Council.
Equipment and Supplies for Civil Defense
On motion of Trustee Middleton, seconded by Trustee Bolmgren, Requisitions
Nos. 4583, 45842 4585, and 4586, presented by Ralph La Hue, Director of St. Louis
Park Civil Defense for equipment and supplies, totaling $819.75, were approved,
and the Clerk was authorized to issue purchase orders for same, by unanimous vote
of all Members of the Council.

Minutes
The minutes of meeting held November 22, 1954 were read. On motion of Trustee
Middleton, seconded by Trustee Jorvig, the minutes of meeting held November 22, 1954
were approved as read, by unanimous vote of all Members of the Council.
Meeting Ad:iourned
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the meeting was
adjourned at 11:30 P. M., by unanimous vote of all Members of the Council.
