REGULAR MEETING DECEMBER 27, 1954 C�
A regular meeting of the Village Council was called to order by Mayor R. C.
Fernstrom at 8:02 P. M.
Invocation was given by Reverend M. W. Gerberding, pastor Cross of Christ
Luthern Church.

Re: Dividing Property to Make Two Building Lots - B. B. Nelson
Berkley B. Nelson, owner of Lot 2 and part of Lot 1, Highwood Tract, Lake
Forest Addition presented a written request for dividing this property and making
two building lots instead of one. The matter was discussed with Mr. Nelson and
his attention was called ,to the restrictions in his deed which stipulates that
only one dwelling may be• built on each lot. No action taken.
Permit to Extend Garage - W. F. Fredericks
W. F. Fredericks, 2209 Glenhurst Avenue appeared and requested a permit to
extend his garage ten feet from the present front - 2 Lot 3 and Lot 4, Block 5,
Forest Tract, Lake Forest Addition.
On motion of Trustee Middleton, seconded by Trustee Bolmgren, a permit was
granted to W. F. Fredericks to extend his garage ten feet from the present house
line, subject to his delivering to the Clerk a permission in writing from the -
neighbors on each side of his home, after which the Building Inspector was -authori-
zed to issue building permit for same, by unanimous vote of all Members of the
Council.

On motion of Trustee Middleton, seconded by Trustee Bolmgren, the following
applications for 1955 licenses were approved, and the Mayor and Clerk were authori-
zed to issue licenses to expire December 31, 1955, by unanimous vote of all Members
of the Council:

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following gas
main extension was approved by unanimous vote of all Members of the Council:
Job S-57 West 25th Street and Basswood Road.
Permission to Place Pole
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the request of
Northern States Power Company for permission to place pole at following location
in the Village was granted by unanimous vote of all Members of the Council:
1 Pole on West Franklin Avenue between Louisiana Avenue and
Maryland Avenue.
Permission to Place Anchor
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the Northwestern
Bell Telephone Company was granted percpission to place an anchor at the 2nd pole
south of West 42nd Street on Brookside Avenue, as shown in detail on sketch, by un-
animous vote of all Members- of the Council.
Partial Payment on Contract Work
On motion of Trustee Middleton, seconded by Trustee Jorvig,- the following
partial payment on contract work in progress, presented by Village Engineer, Phil W.
Smith, was approved, and the Mayor and Clerk were authorized to issue warrants
covering same, by unanimous vote of all Members of the Council:

Application for Permit to Erect Sign - Le Roy Sign, Inc.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the application
of Le Roy Sign, Inc., dated December 23, 1954, for a permit to erect a display sign
flatwise on building located in the Knollwood Plaza Shopping Area at Highway No. 7
and Texas Avenue, was approved, and the Building Inspector was authorized to issue
same, by unanimous vote of `all Members of the Council.
Request to Change Street Name_- Clyman Investment Company
Letter from Samuel S. Clyman,-President, Clyman Investment Company, dated
December 22, 1954, requesting that the name of 362 Street be changed to 36th Lane,
was read. On motion of Trustee Middleton, seconded by Trustee Bolmgren, no change
in name of 361 Street was made at this time, and the Clerk was instructed to so
inform Mr. Clyman, by unanimous vote of all Members of the Council.
Workman's Compensation and Employer's Liability Insurance
On motion of Trustee Bolmgren, seconded by Trustee Middleton, Workman's-
Compensation and Employer's Liability Policy No. WC-109855, with the Village of St.
Louis Park named as the insured, and Anchor Casualty Company of St. Paul as the
insuror, covering Village Employees and Officials, was approved and accepted by
unanimous vote of all Members of the Council.
Discount on NSP Company's Bills, Etc.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was
instructed to write Northern States Power Company and ask how the discount on
electric bills to suburbs will be affected if Minneapolis tax on use of streets by
them is put into effect, by unanimous vote of all Members of the Council.
Animal Report
Animal report of AnimalRescue League of Hennepin County for week ending
December 25, 1954, was read and ordered filed.
Building Inspector's Report
The Building Inspector's report for week ending December 24, 1954, showing that
8 building permits were issued, totaling $88,200.00, was read and ordered filed.

Ordinance No. 465
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
ordinance was adopted by unanimous vote of all Members of the Council:

AN ORDINANCE AMENDING ORDINANCE NO. 157
RELATING TO RENTAL CHARGES FOR USE OF SEWERS
The Village Council of the Village of St. Louis Park ordains:
Section 1. Section 1 of Ordinance No. 157, entitled AN ORDINANCE GOVMN-
ING THE USE OF SEWERS AND ESTABLISHING RENTAL CHARGES FOR THE USE OF SAME, adopted
by the Village Council August 26, 1940, is hereby amended to read as follows:
Section 1: An annual charge is hereby imposed upon every person,
firm, or corporation whose premises are served by the sanitary
sewer system of the Village of St. Louis Park, either directly or
indirectly, for the use of the' facilities of the said sewer system
and for connection therewith, which charge shall be as herein-
after provided in Section 2 of this ordinance. Said charges shall
be payable quarterly in advance, the first quarter to commence
January 1, 1940, and shall be subject to the discounts set forth
in Section 2 hereof if paid within 15 days from and after the
beginning of each quarter. Such charges for sewer service shall be
a charge against the owners, lessee, or occupant of the premises
served, any one of whom shall be charged and billed for the said
services, and all such charges which have been billed and not paid
within 30 days after the beginning of each quarter shall be certified
to the County Auditor of Hennepin County as an assessment against
such property served and shall be collected as other `taxes collected,
as authorized by Chapter 211, Laws of Minnesota, 1935.
Section 2. This ordinance shall take effect from and after its publica-
tion.
Regi est for Permit to Connect to Water Main - Westinghouse
On motion of Trustee Middleton, seconded by Trustee Jorvig, the request of
Westinghouse Corporation for a special permit to construct watermain in Webster
Avenue east across Highway No.• 100 to their building now under construction at
3501 Highway No. 100, was referred to the' Village Engineer, Special Assessment
Clerk and Council Representative of the Water Department Committee for a full report
at January 3, 1955 meeting, by 'unanimous vote of all Members of the Council.

The minutes of meeting held December 20, 1954, were read. On motion of
Trustee Bolmgren, seconded by Trustee Jorvig, the minutes of meeting held December
20,. 1954 were approved as read, by unanimous vote of a11,Members'of the Council.
Meeting Adjourned
On motion of Trustee Bolmgren, seconded by Trustee Middleton the meeting was
adjourned at 10:37 P. M., by unanimous vote of all Members of the Council.
