COUNCIL MEETING NOVEMBER 8. 1954
A regular meeting of the Village Council was called to order by Acting Mayor,
Trustee Torval Jorvig at 8:21 P. M. '
Mr. Tilton, First Church of Christ Scientist, St. Louis Park gave invocation.

On motion of Trustee Middleton, seconded by Trustee Bolmgren, the application
of Le Roy Sign, Inc., dated November 4, 1954, for a permit to erect an advertising
sign at 5105 Excelsior Boulevard for Don Leary Television Store (on wall above store),
was approved, and the Building Inspector was authorized to issue same according to
Sign Ordinance, by unanimous vote of all Members of the Council present.
Application for Permit to Erect Sign - NW Sign Erectors
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the application
of NW Sign Erectors, dated November 3, 1954, for a permit to erect an advertising
sign at 5101 Minnetonka Boulevard for Kay Motors was approved, and the Building Ins-
pector was authorized to issue same according to Sign Ordinance, by unanimous vote
of all Members of the Council present.

Report on Votes Cast at Special Election
The Village Clerk reported that the following vote had been cast at the
Special Village Election held pursuant to order of the Village Council on November
2, 1954, at which election the following question was submitted and the votes cast
were respectively as follows:

On motion of Trustee Bolmgren, seconded' by Trustee Middleton, the following
resolution was adopted by unanimous vote of all Members of the Council present:

RESULTS OF SPECIAL ELECTION
BE IT RESOLVED by the Village Council of the Village of St. Louis Park that
the votes cast at the Special Election duly called by the Village Council and held
concurrently with the General Election in the Village on November 2, 1954, be hereby
canvassed as follows:
ON THE QUESTION:

Application for Permit to Erect Sign - Brede
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the application
of Brede Sign Company for a permit to erect a Christmas Greeting Sign on the roof
of buildings at Miracle Mile as per sketch was approved, and the Building Inspector
was authorized to issue same according to Sign Ordinance, by unanimous vote of all
Members of the Council present.
Bingo
Letter from Mrs. Yale Medalie, 3228 Edgewood Avenue, dated October 29, 1954,
stating that they would like to play bingo at the Lenox School PTA at their annual
carnival to be held on Saturday, November 20, 1954, was read. No objection raised.
No action taken.
Petition for Street Light
Petition signed by E. F. Rendle,, 8904 Cedar Lake Road and others, dated November
3, 1954, for the installation of a street light at the corner of 89th Street (Stanlen
Road) and Cedar Lake Road, was read.
Street Light Ordered
On motion of Trustee' Bolmgren, seconded by Trustee Middleton, the Northern
States power Company was ordered to install a street light at the Corner of 89th
Street (Stanlen Road) and Cedar Lake Road, by unanimous vote of all Members of the
Council present.
Request for Permission to Place Poles
On motion of Trustee Bolmgren, seconded by Clerk Justad, the request of Northern
States Power Company to place one pole at Hampshire Avenue north of West 26th Street
was approved by unanimous vote of all Members of the Council present.

On motion of Trustee Bolmgren,, seconded by Trustee Middleton, the following
petition was referred to the Village Engineer, Chairman of the Sewer Department
Committee and Special Assessment Department for checking and recommendation, by un-
animous vote of all Members of the Council present.
P-1515 PETITION FOR SANITARY SEWER, signed by George R. Kray, Blackstone
Avenue and others, dated October 14., 1954., for the construction
of sanitary sewer in BLACKSTONE AVENUE FROM 29TH STREET TO MINNE-
TONKA BOULEVARD.
Application for Permit to Erect Sign - Western Outdoor
Planning Commission's report on the application of Western Outdoor Advertising
Company for a permit to erect an advertising sign for Giller Drug Company at 4008
Minnetonka Boulevard (sign to be moved from Inglewood Avenue to above address), was
read.
As recommended by the Planning Commission, it was moved by Trustee Middleton,
seconded by Trustee Bolmgren that the application of Western Outdoor Advertising
Company for a permit to erect an advertising sign for Giller Drug Company at 4608
Minnetonka Boulevard (sign to be moved from Inglewood Avenue to above address) *was
approved, and the Building Inspector was authorized to issue same, with the provision
that the setback of the sign from Huntington Avenue be thirty-five feet, or the same
as that of the duplex located on property adjoining and immediately north of the
Commercial area in question, and also located ninety feet south of this same duplex,
also maintaining not less than the required setback from Minnetonka Boulevard, by
unanimous vote of all Members of the"Council present.
File Clerk for Accounting Department - Leone Evelyn Anderson
On motion of Trustee Middleton, seconded by Trustee Bolmgren, Leone Evelyn
Anderson, 3213 Florida Avenue was hired as a file clerk for Village Accounting
Department effective November 16, 1954 at a starting salary of $175.00'per month;
$180.00 per month, effective May 16, 1955; and $185.00 per month plus first of 'year
across the board increase, if any, effective November 16, 19552 by unanimous vote
of all Members of the Couhcil present.
American Municipal Association Conference
On motion of Trustee Bolmgren, 'seconded by Trustee Middleton, Mayor, R. C.
Fernstrom and Trustee Jorvig, and Planning Commissioners Wm. ChgprmD, L. P. Pederson,
Victor Formo, and R. N. Ruedl'inger were authorized to attend the American Municipal
Associations Annual Conference to be held November 29, 30, and December 1, 1954,
with necessary expenses paid, by unanimous vote of all Members of the Council present.

On motion of Trustee Middleton, seconded by Trustee Bolmgren, the assignment
of lease by Little League Baseball of Minnesota, Incorporated as lessee in lease
from the Village as lessor, dated May 26, 1952, to Little League Baseball of St.
Louis Park, Incorporated, was approved by unanimous vote of all Members of the Council
