COUNCIL MEETING OCTOBER 18, 1954
A regular meeting of the Village Council was called to order by Mayor R. C.
Fernstrom at 8:06 P. M.
Invocation was given by Reverend Berentson of Westwood Luthern Church.
The following Council Members were present at roll call:

On motion of Trustee Middleton, seconded by Trustee Bolmgren, the following
verified claims were approved, and the Mayor and Clerk were authorized to issue

Bids for Overhead Door Operators for Incinerator
As advertised in the St. Louis Park Dispatch October 7, 1954, sealed bids were
received from the following bidder for the furnishing of two electric overhead door
operators for Village incinerator:

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above bid was
referred to the Village Engineer for checking and recommendation, by unanimous vote
of all Members of the Council present.
Bids for Accounting Machine Supplies and Printing
As advertised in the At. Louis Park Dispatch October 7, 1954, sealed bids
received from the following bidders for furnishing of printed forms for accounting
machine:

On motion of Trustee Middleton, seconded by Trustee Jorvig, the above bids
were referred to Finance and Bookkeeping Departments for tabulation and recom-

As advertised in the St. Louis Park Dispatch September 30, 1954, sealed bids
were received from the following bidders for the furnishing of One (1) 2 ton panel
truck for Engineering Department with trade-in of 1949 Ford 1 ton Panel Truck:

On motion of Trustee Middleton, seconded by Trustee Bolmgren, the following
resolution was adopted by the unanimous vote of all Members of the Council:

ASSESSMENT RESOLUTION
WHEREAS, the Village Council has met at the time and place specified in
the notice of assessment published in the St. Louis Park Dispatch September 16, 19542
stating the general nature of the following improvements and the area proposed to
be assessed, and has heard and passed upon all objections to the proposed assess-
ments, therefore
BE IT RESOLVED by the Village Council of the'Village of St. Louis Park that
the proposed assessments on file in the office of the Village Clerk, covering the
cost of the following described improvements, be hereby adopted as special assess-
ments against the lands named in said assessment rolls and there be hereby levied
against each of the respective tracts and parcels of land described therein the
respective assessments in the respective amounts therein set forth, and said res-
pective tracts,and,parcels-of land are hereby found to be benefited in a sum equal
to the said respective assessments hereby levied. Said assessments shall be payable
in equal annual installments extending over a period of three years, the first of
which shall be payable on the first Monday in January, 1955, with interest at 5%
per annum. To the first installment shall be added interest on the entire assess-
ment from the date of this resolution until December 31, 1954, and to each subse-
quent installment shall be added interest for one year.
The improvements above referred to for which assessments are adopted and

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all Members of the Council:

Resolution
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
resolution was adopted by unanimous vote of all Members of the Council:
ASSESSMENT RESOLUTION
WHEREAS, the Village Council has met at the time and place specified in the
notice of assessment published in the St. Louis Park Dispatch September 16, 1954,
stating the general nature of the following improvements, the area proposed to be
assessed, and that written or oral objections would be considered, and has held a
public hearing on said proposed assessments and passed upon all the objections
thereto, therefore
BE IT RESOLVED by the' Village Council of the Village of St. Louis Park that
the proposed assessments on file in the office of the Village Clerk covering the
cost of the following described improvements be hereby adopted and shall constitute
a special assessment against the lands described therein in the amounts respectively
set forth therein, which are hereby found to be benefited in a sum equal to said
assessments, and which assessments, with accruing interest thereon, shall be a lien
upon the property described therein concurrent with general taxes payable in three
equal installments, the first of which installments shall be payable on the first
Monday in January, 1955. Deferred installments shall bear interest at the rate of
5% per annum from the date of this resolution until December 31, 1954, and to each
subsequent installment interest shall be added for one year on all unpaid install-
ments.
The improvements above referred to for which the assessments are adopted
and levied are described as follows:

that 13 building permits were issued, totaling $87,680.00, was read and ordered
filed.
_Payment for Water Well Services (Well #6) - Halliburton Oil Well Cementing Co.
Mr. Lawrence and Mr. Harrington, representing Halliburton Oil Well Cementing
Company appeared regarding the charges made for work done at Village Well #6 upon
which no settlement has been made. They were asked to take the matter up further
with their Company Officials and let us hear from them. Present at this time
were C. L. Hurd, Maynard Kays and Ira Vraalstad.
Bid Rejected and Project Abandoned - tilater Main #54-155
Petition signed by Gordon M. Peterson, 6800 West 26th Street and others,
Dated October 18, 1954, opposing the proposed extension of water main in Hampshire
Avenue from 26th Street to the Great Northern Railroad Tracks, was read.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the bid of Wm.
V. Terry Excavating Company received earlier this meeting for construction of Water
Main Improvement No. 54-155 (in Hampshire Avenue from 26th Street to the Great
Northern Tracks) was rejected, and the proposed improvement abandoned, by unanimous
vote of all Members of the Council.
Request for Permit to Erect Billboard - Zephyr Oil Company
William Smith of Zephyr Oil Company appeared and requested a permit to erect
a billboard on their property at 5050 Excelsior Boulevard, stating that the sign
would be 330 feet from another billboard. He was told that this would not conform
with the Sign Ordinance which requires a distance of 400 feet between signs.
Applications for Licenses
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the following
applications for 1954 licenses were approved, and the Mayor and Clerk were authorized
to issue licenses to expire December 31, 1954, by unaniinous vote of all Members of
the Council present.

Building Permit for Westinghouse Electric Corporation
On motion of Trustee Middleton, seconded by Trustee Jorvig, the request of
Westinghouse Corporation for permit to build an industrial building at 3501 Highway
No. 100 was approved, and the Building Inspector was instructed to issue same to
conform with the Building Code and Ordinances of the Village, by unanimous vote of
all Members of the Council.
Request for Permit to Erect Double Bungalow
Mr. Gjermundson appeared and requested a permit to erect a double bungalow
at 6515-19 Hamilton Street. Mr. Gjermundson was told that it was the policy of the
Village Council not to issue two-family dwelling permits for residentially zoned
property.
Certificate of Insurance
On motion of Trustee Jorvig, seconded by Trustee Middleton, Certificate of
Insurance covering Workman's Compensation Policies 419 492 and 419 893, with Brede,
Incorporated named as the insured, and Hardware Mutual Casualty Company as Insuror,
dated October 14, 1954 to expire October 14, 1955, which has been approved by the
Village Attorney, E. T. Montgomery, was approved and accepted, by unanimous vote
of all Members of the Council.
Animal Report
Animal report of Animal Rescue League of Hennepin County for week ending
October 16, 1954, was read and ordered filed.

Westdale Addition (Plat) Approved
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the Plat of
Westdale Addition presented by Wallate T. Bruce, Incorporated, was approved and
accepted, subject to approval of the Village Attorney, and the Village Engineer's
recommendation that the owner enter into an agreement with the Village for grading
and oil stabilizing of streets at a cost of approximately $16,000.00, and furnish
and install 18" reinforced concrete pipe sewer in all three entrances to the parks
as indicated on the plat at a cost of approximately $2,000.00 or a total of
X18,000.00, and to furnish a surety bond guaranteeing performance of said agreement;
and the Mayo and Clerk were authorized to sign plat for the Village, by unanimous
vote of all Mem ers of the Counci at no cost to the Village,
Street Light
Letter from Mrs. Elsie Dahlstrom, Treasurer, Park Baptist Church, dated
October 18, 1954, requesting that a street light be placed on the corner of 41st
Street and East Side of Highway No. 100 (at entrance to church parking lot), was
read.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Northern
Mates Power Company was ordered to install street light as above requested, by
unanimous vote of all Members of the Council.
Village E gineer's Report on -Cutting Dakota Avenue 2-:';; Feet, Etc..
Village Engineer's report on the request of School Board to cut Dakota Avenue
approximately two and one-half feet at the high point between the Minneapolis,
Northfield and Southern Railroad Tracks and 33rd Street, was read.
On motion of Trustee Balmgren, seconded by Trustee Jorvig, the Village Engineer
was instructed to get the estimated cost of doing the above requested work, by un-
animous vote of all Members of the Council.
Street Signs Ordered
On motion 'of Trustee Jorvig, seconded by Trustee Bolmgren, the Street Com-
missioner was ordered to place street signs at following locations:
Wooddale Avenue at Toledo Avenue
Wooddale Avenue at Utica Avenue
Morningside Road at Highway No. 100.
Motion was passed by unanimous vote of all Members of the Council.
Supplies for Civil Defense
On motion of Trustee Middleton, seconded by Trustee Jorvig, Requisitions
Nos. 4571 and 4572, dated October 16, 1954, for supplies for Civil Defense Office,
as requested by Ralph La Hue, Director, were approved, and the Clerk was authorized
to issue purchase order for same, by unanimous vote of all Members of the Council.
Notice of Winona Meeting - Special Revenue Committee
Notice of Winona Meeting - Special Revenue Committee of Municipalities over
20,000, to be held on October 23, 1954, at 10:00 A. M., in the City Building,
Winona, Minnesota, was read. Trustee Jorvig and any other Councilmen who wish
to attend this meeting were authorized to d6-so, with necessary expenses paid.
Bingo
Letter from Mrs. E. J. Grehl;`4225 Ot-awa Avenue, Secretary, Most Holy Trinity
Rosary Society, requesting permission to play bingo at their Spaghetti Dinner to be
held on Sunday, November 7, 1954 in their church, located at 3946 Wooddale Avenue
was read. No action taken.
Water Main #54-91 Abandoned
Letter from A. E. Pouliot, 2219 Willow Lane, dated October 4, 1954, stating
that it will now be unnecessary to run the water main down Willow Lane as he has
sold his lot upon which he intended to build, was read.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, Improvement
No. 54-91 (Water I-lain in Willow Lane from Forest Road to 250 feet north) was
aband6ned, by unanimous vote of all Members of the Council.
New Employee for Water Department - Kenneth L. Birkholz
On motion of Trustee Middleton, seconded by Trustee Bolmgren, on the recom-
mendation of Water \Superintendent.- Ira Vraalstad, Kenneth L. Birkholz was placed
on Water Department payrolllat a starting wage of $1.80 per hour as a meter reader,
effective !November 1, 1954, �by unanimous vote of all Members of the Council.

Quit Claim Deeds
On motion of Trustee Middleton, seconded by Trustee Jorvig, quit claim deeds
with Lorraine Joseph La Mere and Itiife as. party of the first part, and Village of
St. Louis Park as party of the second part, conveying to the Village the South
20 feet of Lot 10, Auditors Subdivision No. 350, and the South 20 feet of Tract
D, Registered Land-Survey No. 372, was accepted for widening of West 28th Street
from Xenwood Avenue to Yosemite Avenue, and the Village Attorney was instructed to
file deeds with the office of Register of Deeds of Hennepin County, Minnesota, by
unanimous vote of all Members of the Council.
Letter Re: Re-grading of Natchez-Cedar Lake Road-Douglas
Copy of letter of Sheldon D. Karlins to County Engineer, Hennepin County
Highway Department, dated October 11, 1954, with regard to re-grading Natchez
Avenue from Cedar Lake Road to Douglas Avenue, causing drainage water to accumulate
on the lowest part of his property (Lots 3, 4, 5, Block 1, Kavli's Cedarmount),
was read. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Clerk
was instructed to write Hennepin County Highway Engineer and ask what they are
planning to do in regard to foregoing situation, and have report ready for October
25th meeting, by unanimous vote of all Members of the Council.
Request for Street Signs
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the Clerk was
instructed to write to the Minnesota State Highway Department and request that they
place street signs at the following locations, by unanimous vote of all Members of
the Council:
Zarthan Avenue at Highway No. 12
Colorado Avenue at Highway No. 12.
Minutes
The minutes of meeting held October 11, 1954, were read. On motion of Trustee
Middleton, seconded by Trustee Jorvig, the minutes of meeting held October 11, 1954
were approved as read, by unanimous vote of all Members of the Council.
Meeting Adjourned
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the meeting was ad-
journed at 1:03 A. M., October 19, 1954, by unanimous vote of all Members of the
Council.
