A regular meeting of the Village Council was called to order by Mayor
C. L. Hurd at- 8:00 P. M.

As advertised in the St. Louis Park Dispatch August 27, 1953, sealed
bids were received from the following bidders for the furnishing of a 3/4 ton
pickup truck according to specifications,therefore on file with the office of
Village Clerk:

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above bids
were referred to the Village Engineer and Chairman of the Sewer Department Com-
mittee for tabulation and recommendation, by unanimous vote of all Members of
the Council present.
Hearing on Proposed Water Main Extension
Separate hearings were had on the proposed public improvements described
in the following resolution. No one appeared.
Resolution Ordering Water Main Extensions
On motion of Trustee Bolmgren, seconded by Clerk Justad, the following
resolution was adopted by the unanimous vote of all Members of the Council present:
RESOLUTION ORDERING WATER MAIN EXTENSIONS
WHEREAS the Village Council has met at the time and place specified in the
notice published in the St. Louis Park Dispatch August 27 and September 3, 1953s
relating to the public improvements hereinafter described and has heard all
interested persons appearing at said meeting and has secured from the Village
Engineer a report advising it in a preliminary way as to whether the proposed
improvement •is"feasible and as to whether it should best be made as proposed or
in connection with some other improvement, and the estimated cost of the improve-
ment as recommended, therefore
BE IT RESOLVED by the Village Council of the Village of St. Louis Pa�r k
that the following public improvements be hereby ordered in accordance wit plans
and specifications which have been prepared by the Village Engineer and filed
with the Village Clerk, and the Village Clerk is hereby directed to advertise for
bids which will be opened at the meeting of the Council September 14, 1953•
The improvements above referred to are described as follows:

Hearing on Proposed Street Improvement
Pursuant to notices published in the St. Louis Park Dispatch August 20 and
27., 1953, a public hearing was had on the •proposed improvement of Blackstone
Avenue from Cedar Lake Road to West 16th Street by application of stabilized oil
base. The following persons appeared:
R. J. Zdeb, 1660 Blackstone Avenue presented.a petition in opposition to
the improvement, signed by himself and twenty others. He said he feels that this
projedt should be held up until water main is corftructed in the street.
On motion of Trustee Bolmgren, seconded by Clerk Justad, the above project
was canceled, by unanimous vote of, all Members of the Council present.
Hearing on Proposed Substation - N. S. Power Company
Pursuant to notice published in the St. Louis Park Dispatch August 27, 1953s
a public hearing was had on the application of Northern States Power Company for
permission to construct an electric substation on the North 195.75 feet of the
South 515 feet of the S2 of, the SFS of the SEr, Section 31, Township 29, Range
24 (on West Side of Joppa Avenue 'at, its intersection with Sunset Boulevard). The
following persons appeared:
Leland Gottstein, 4133 Sunset Boulevard appeared representing a half dozen
property owners in opposition to the substation: He and others with Haim were
shown a drawing of the proposed building. by Mr. Mc Daniels of Northern States
Power Company. Mr. Mc Daniels said there would be no interference from the
station to TV. Reuben Album, 4220 Sunset Boulevard, and Sam Rozman, 3048 Jersey

Hearing on Proposed Substation - N. S. Power Co., Cont'd:
Avenue who owns property north of the proposed substation, appeared in opposition.
David Johnson, 4201 Sunset Boulevard said that he understands that the station
will interfere with TV. He was told that Northern States Power Company would
give a letter to the effect that no interference would be experienced on TV.
Frank Thuss, 2839 Joppa Avenue appeared.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, action on above
project was deferred to September 14, 1953 to allow folks in the area to meet
with Northern States Power Company and check other locations, by unanimous vote
of all Member`s of the Council present.
Mayor Hurd asked that the people interested make a date tonight with
Northern States Power Company to check other places. '
Advertisement for Bids for Sanitary Sewers
Advertisement for bids in the St. Louis Park Dispatch August 20, 1953s
for the construction of Sanitary Sewer Improvements 53-93 thru 53-96, and 53-99
was placed in,error. Projects were included in an earlier advertisement, and
bids taken August 24, 1953•
Trustee Middleton arrived at the meeting at this time
Hearing on Proposed Street Improvement.
Separate hearings were had on the proposed public improvements described
in the following resolution. No persons appeared.
Resolution Ordering Grading and Graveling
On motion of Trustee'Middleton, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all Members of the Council present:

to the public improvements hereinafter described and has heard all interested

Hearing on Proposed Rezoning - J. D. Corah
Pursuant to notice published in the St. Louis Park Dispatch August 27, 1953,
a public hearing was had on the application of J. D. Corah for rezoning Lot 15,
Block 3, Sunset Gables Second Addition, from Residence Use District to Multiple
Dwelling Use District in order to build a duplex. L. Gottstein, 4123 West
Sunset Boulevard appeared. Said he is not opposed to this rezoning. D. Z. Johnson
4201 Sunset Boulevard said he is not opposed to this rezoning if the building
conforms in appearance and value of his and other homes in the neighborhood.
On motion of Trustee Middleton, seconded by Trustee Jorvig, the rezoning
of Lot 15, Block 3, ,Sunset Gables Second Addition for two-family dwelling was
approved, and the Building Inspector was authorized to issue permit for duplex,
by unanimous vote of all Members of the Council present.
Assessment Hearings
Separate hearings were had on each of the proposed assessments described
in the following resolution. No persons appeared.

On motion of Trustee Jorvig, seconded by Trustee Middleton, the following
resolution was adopted by unanimous vote of all Members of the Council present:

ASSESSMENT RESOLUTION
WHEREAS the Village Council has met at the time and place specified in
the notice of assessment published in the St. Louis Park Dispatch August 20, 1953,
stating the general nature of the following improvements and the area proposed
to be assessed, and has heard and passed upon all objections to the proposed
assessments, therefore
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the proposed assessments on -file in'the office of the Village Clerk, cover—
ing the cost of the following described improvements, be hereby adopted as
special assessments against the lands named in said assessment rolls and there
be hereby levied against each of the respective tracts and parcels of land
described therein the respective assessment in the respective amounts therein
set forth, and said respective tracts and parcels of land are hereby found to be
benefited in a sum equal to the said respective assessments hereby levied. Said
assessments shall be payable,in equal annual installments extending over a period
of five (5) years, the first of which shall be payable on the first Monday in
January, 1954, with interest at 5% per annum; to the first installment shall be
added interest on the entire assessment from the date of this resolution until
December 31, 1954, and to each subsequent installation shall be added interest
for one year.

Assessment Hearings
Separate hearings were had on each of the public improvements described
in the following resolution, such hearings having been regularly adjourned from
September 7, 1953• No persons appeared. On motion of Trustee Bolmgren, seconded by
Trustee Middleton, the following resolution was adopted by unanimous vote of the
Council: ASSESSMENT RESOLUTION
WHEREAS the Village Council has met at the time and place specified in a
notice of assessment, stating the general nature of the following improvements
and the area proposed' tb be assessed, published in the St. Louis Park Dispatch
August 6, 1953, and'#as, held a public hearing on each of said assessments and
passed upon all the objections thereto, therefore
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the proposed assessments on file in the office of the Village Clerk covering
the cost of the following -described improvements be hereby adopted and shall
constitute a special assessment against the lands named therein in the respective
amounts therein set forth which assessment with accruing interest thereon shall
be a lien upon the property included therein concurrent with general taxes,
payable in ten equal installments for sewers arid-five equal annual installments
for grading, the first of which installments shall be payable concurrent with

Supplementary Assessment Hearings
A hearing was had on supplemental assessment covering additional cost in-
curred for Sanitary Sewer No. N-78 in Sanitary Sewer District 2C and Sanitary
Sewer N-177 in Sanitary Sewer District 2CW. No -persons appeared.
Assessment Resolution
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all Members of the Council:
ASSESSMENT RESOLUTION
WHEREAS the Village Council has met at -the time and place specified in a
notice published August 20, 1953, in the St. Louis Park Dispatch, relating to
supplementary assessment for the sewer projects hereinafter described, and has
heard all interested persons appearing at said meeting, therefore
BE IT RESCLVED by the Village Council of ,the Village of St. Louis Park
that proposed assessment on file in the office of the Village Clerk covering
supplementary assessment for Sanitary Sewer N-78 in Sanitary Sewer District 2C
and Sanitary Sewer N-177 in Sanitary Sewer District 2CW, is hereby affirmed and
adopted and shall constitute the special assessment against the lands named
therein, and each lot or parcel of land included in said assessment is hereby
found to be benefited by said respective improvements inithe amount of the res-
pective assessment levied against it.
BE IT FURTHER RESOLVED by the Village Council of the Village of St. Louis
Park that such assessments shall be payable in equal annual installments over
a period of 10 years, the first of said installments to be payable on the lst
day of January, 1954, and succeeding installments on the 1st day of January in
each year thereafter until the full amount of said assessment is paid. Said
special assessments and each installment thereof shall bear interest at the rate
of 5% per annum from the date of this resolution until fully paid. Said special
assessments, with accruing interest thereon, shall be a lien upon the property
included therein from the time of the adoption of-this resolution, until fully
paid, as authorized by Chapter 312, Laws of Minnesota, 1903, as amended
Claim for Damages - Jack Roberts
Jack Roberts, 5221 Minnetonka Boulevard appeared. Said he signed a release
in May, 1953, and has heard nothing since. Sidewalk was moved out 3 feet and he
feels he should have damages to cover the cost of- grading and sodding this 3 feet.
The Clerk was ,instructed to secure a report on this matter from the Village
Engineer.

Resolution '
On motion of Trustee Jorvig, seconded by Trustee Holmgren, the following
resolution was adopted by unanimous vote of all Members of the Council present:

WHEREAS, it appears to the Village Council that a sufficient sum has been
paid into the Permanent Improvement Revolving Fund from assessments levied for
improvements financed out of the fund to pay principal and interest on Permanent
Improvement Revolving Fund Bonds, October 1, 1948 Series, maturing in the year
1954 in full, therefore
BE IT RESOLVED that the levy for payment of said principal and interest
contained in resolution adopted October 9, 1950 is hereby canceled in the sum
of $28,518.00, and the Village Clerk is hereby instructed to send a copy of
this resolution to the County Auditor of Hennepin County, Minnesota.
1953 Licenses
On motion,of Trustee Jorvig, seconded by Trustee Middleton, the following
applications for 1953 licenses were approved, and the Mayor and Clerk were author-
ized to issue licenses 'to expire December 31, 1953, by unanimous vote of all
Members of the Council present:

On motion of Trustee Jorvig, seconded by Trustee Middleton, the following
bond was approved by unanimous vote of all Members of the Council:
PLUMBING LICENSE BOND with Gabriel Burman Plumbing
and Heating Company as principal, and Commercial
Insurance Company as surety, effective January 1,
1953, to expire December 31, 1953s in the amount of
$4,000.00.

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Mayor and
Clerk were authorized to convey deed from the Village to Ernest Margulas and

On motion of Trustee Holmgren, seconded by Trustee Jorvig, the Northern

Permission to Place Buried Cable - NW Bell Telephone Company
On motion of Trustee Middleton, seconded by Trustee Bo1mgren, the Northwestern
Bell Telephone Company was granted permission to open street for cable, between
Quentin and Browndale Avenues on Morningside Road, by unanimous vote of all
Members of the Council present.
Request for Permit to Deliver Soft Drinks & 3.2 Beer
Myron R. Bolin and Stanley C. Smith, dba The Beverage Butler with offices
at 125 South 10th Street appeared and requested a permit to ddliver and sell
from house to house, soft drinks and 3.2 Beer Off-Sale, in the Village of St.
Louis Park. They also mentioned that they have some idea of opening up a ware-
house in St. Louis Park if the Council is favorable to same. The Members of
the Council concurred that no permit be approved for the above request. (No

from Wayzata Boulevard to West 16th Street, the estimated cost of which is
$2,805.00, and abutting property to be assessed, by unanimous vote of all Members

Bid Award for Grading - 53-109
On motion of Trustee Middleton, seconded by Trustee Jorvig, the bid of
William V. Terry Excavating Company received August 24, 1953, for the grading of
Monitor Avenue from Lake Street to North Line of Lot 6, Block 51, Rearrangement
of St. Louis Park, was determined to be the lowest bid of a responsible bidder,
and the Mayor and Clerk were authorized to execute contract with the Bidder for
the work at price bid of $2,571.10,, by unanimous vote of all Members of the

Appointment to Fire Civil Service Commission -
On motion of Trustee Middleton, seconded by Trustee Jorvig, Frank Janes

Planning Commission's report on request of Mr. Brandhorst for Joe Billman,
for permit to revamp present'mortuary to• a eating place, build a new mortuary at
the rear of present mortuary, was read.
On motion of Trustee Middleton, seconded by Trustee Jarvig, Joe Billman
was granted special permit under the Zoning Ordinance as follows:.
4 1. For an extension of the Commercial Use District 50 feet south
of Commercial Zone at intersection of Utica Avenue and Wooddale
Avenue to enable the applicant to construct a mortuary on premises
owned by him adjacent thereto now zoned Residential.
