REGULAR MEETING AUGUST 10, 1953
A regular meeting of the Village Council was called to order by Mayor
C. La Hurd at 8:04 P. M.
Invocation was given by Reverend Burnside of Grace Presbyterian Church.
The following Council Members were present at roll call:

Separate hearings were had on Street Improvements No. 53-100 to 53-105
inclusive. No persons appeared.
Resolution
On motion of Trustee Middleton, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all Members of the Council present:
RESOLUTION ORDERING STREET IMPROVEMENTS
WHEREAS, the Village Council has met at the time and place specified in the
notice relating to the following described improvements, published in the St. Louis
Park Dispatch July 30 and August 6, 1953, and has heard all interested persons
appearing at said meeting, therefore
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the following street improvements, the estimated cost of each of which is
not more than $5,000., be hereby ordered in accordance with plans and specifica-
tions which have been prepared by the Village Engineer, and which are hereby
approved, the work to be done by the Street Commissioner, under the direction of
the Village Engineer:

On motion of Trustee Jorvig, seconded by Trustee Middleton, the following
resolution was adopted by unanimous vote of all Members of the Couhcil present:
ASSESSMENT RESOLUTION
WHEREAS, the Village Council has met at the time and place specified in a
notice of assessment, stating the general nature of the following improvements and
the area proposed to be assessed, in the St. Louis Park Dispatch July 9, 1953, and
has held a public hearing on each of said assessments and passed upon all the
objections thereto, therefore

BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the proposed assessments on file in the office of the Village Clerk
covering the cost of the following described improvements be hereby adopted
and'shall constitute a special assessment •against the lands named therein in
the respective amounts therein set forth which assessment with accruing interest
thereon shall be a lien upon the property•included therein concurrent with
general taxes, payable in ten equal annual installments, the first of which
installments shall be payable concurrent with taxes levied in the year and payable
in the year 1954. Deferred installments thereof shall bear interest at the rate
of 4% per annum from the date of this resolution until August 15th of the ,year
in which the installment is payable.
The improvements above referred to are described as follows:

resolution was adopted by unanimous vote of all Members of the Council present;

WHEREAS, the Village Council has met at the time and place specified in a
notice of assessment, stating the general nature of the following improvements

Assessment Hearing - Sanitary Sewer Improvements
Separate hearings were had on each of the sanitary sewer assessments des-
cribed in the following resolution. No one appeared.
Resolution
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all Members of the Council present:
ASSESSMENT RESOLUTION
M EREASm the Village Council has met at the time and place specified in
a notice of assessment, stating the general nature of the following improvements
and the area proposed to be assessed, published in the St. Louis Park Dispatch
July 9, 1953, and has held a public hearing on each of said assessments and
passed upon all the objections thereto, therefore
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the proposed assessments on file in the office of the Village Clerk covering
the cost of the following described improvements be hereby adopted and shall
constitute a special assessment against the lands named therein in the respective
amounts therein set forth which assessment with accruing interest thereon shall
be a lien upon the property included therein concurrent with general taxes, ,
payable in ten annual installments, the first of which installments shall be
payable concurrent with taxes levied in the year 1953 and payable in the year
1954• Deferred installments thereof shall bear interest at the rate of 5% per
annum from the date of this resolution until August 15th of the year in which the
installment is payable,. The improvements above referred to are described as
follows:

Planning Commission's report dated August 5, 1953, on the request of Adolph

cribed as follows:

in Mr. Fine's letter dated August 6th, 1953, was postponed, and same referred
to the Village Engineer, by unanimous vote of all Members of the Council present.

Quit Claim Deed
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the Quit
Claim Deed with Morten Arneson and Katheren Arneson, his wife as parties of the
first part, and the Village of St. Louis Park as party of the second part, for
the following described property was approved and accepted, and the Village
Attorney was instructed to file same with Office of Register of Deeds, Hennepin
County, Minnesota, by unanimous vote of all Members of the Council present:
"FOR USE AS A PUBLIC STREET: The East Twenty (201) feet of that
part of Section Seven (7), Township Twenty-eight (28)2 North of
Range Twenty-four (24), West of the 4th Principal Meridian, described
as follows: Commencing at a point in the center line of Minneapolis
and Glencoe Road (now Excelsior Avenue) 1056 feet northeasterly
from its intersection with the center line of Garfield Avenue Road

Letter Re: Salary Increase for Firemen
Letter from Local No. 993, St. Louis Park Association of Fire Fighters,
signed by Willard J. Murphy, Secretary and Treasurer, requesting a salary increase
of $40.00 per month, effective January 1, 1953, was read.
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the above
letter was referred to the Committee of the Whole for study, along with other
similar requests, by unanimous vote of all Members of the Council present.
Bid Award for Dual Fuel Burner for Village Hall
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the bid of
Oil Burner Service Company, received August 3, 1953, for the furnishing of One
(1) Dual Fuel Burner Unit for the Village Hall was determined to be the lowest
bid of a responsible bidder, and the Clerk was authorized to issue purchase order
for same at amount bid of $2,392.00, by unanimous vote of all Members of the
Council present.
Building Inspector's Weekly Report
The Building Inspector's report for week ending August 7, 1953 showing
that 29 building permits were issued, totaling $227,000.00, was read and ordered
filed.
Justice of Peace Report of Fines
Justice of Peace Anton Yngve's report of fines dated August 3, 1953, was
read and ordered filed.
Building Inspector's Report on Property at 7515 Minnetonka Boulevard
Building Inspector, P. Stienstra's report dated August 10, 1953, on his
contact with Mr. H. Millunchick regarding the existing condition of his home at
7515 Minnetonka Boulevard was read and ordered filed.

The minutes of meeting held August 5, 1953, were read. On motion of
Trustee Middleton, seconded by Trustee Bolmgren, the minutes of meeting held on
August 5, 1953 were approved as read, by unanimous vote of all Members of the
Council present.
Planning Commission's Report on Proposed Revised Plat of Louis Larson Farm
Planning Commission's report dated August 5, 1953, on proposed revised plat
of Louis Larson Farm Addition, was read, and action was deferred to August 17,
1953 to give Council Members an opportunity to study this plat in conjunction with
the balance of the area.
Request for Rezoning Lots 6 and 7, Block 5, Minikanda Vista Second Addition
On motion of Trustee Bo1mgren, seconded by Trustee Jorvig, action on the
request of Max Grossman for Rezoning Lots 6 and 7. Block 5, Minikanda Vista Second
Addition from Residential Use to Commercial Use was deferred until such time as
Mr. Grossman presents plans of building he proposes to erect on said lots, by
unanimous vote of all Members of the Council present.
