A regular meeting.-of the Village Cpuncil was called to order by Mayor
C. L. Hurd at 8:15 P. M.
Invocation was given by Reverend Paul Obenauf of Wooddale Luthern Church.

Bids for Street Grading and Graveling
As advertised in the St. Louis Park Dispatch May 21, 1953, sealed bids
were received from the following bidders for grading and graveling Improvements
No's. 53-39 thru 53-50:

On motion of Trustee Middleton, seconded by Trustee Jorvig, the above bids
were referred to the Village-Engineer and Chairman of the Street Department Com-
mittee for tabulation and recommendation, by unanimous vote of all Members of
the Council present.
Hearing on Proposed Curb and Gutter
Separate hearings were had on proposed curb and gutter improvements No.
53-79 thru 53-84 inclusive, 53-18 thru 53-34 inclusive, and 53-74• The following
persons appeared: Loren Gilo, 2905 Wyoming and Wm. Warhol, 2904 Wyoming appeared
in opposition to Improvement 53-82 (East side Wyoming from West 29th to Minnetonka
Boulevard).' Harold Olson, 2913 Florida appeared in opposition to Improvement
No. 53-22; also petition signed by Lester ID. Lloyd, 6524 Minnetonka Boulevard,
dated June 2, 1953, and others, opposing 53-22 (East Side Florida Avenue from 29th
Street to Minnetonka Boulevard, was read. ' Petition signed by Adolph Fine, Inc.
opposing Improvement 53-83 (West Side Wyoming from 29th Street to Minnetonka
Boulevard), was read.

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all Members of the Council:
RESOLUTION ORDERING CURB AND GUTTER CONSTRUCTION
WHEREAS, the Village Council has met at the time and place specified in
the notice, relating to the following curb and gutter improvements, which was
published in the St. Louis Park Dispatch on May 28 and June 4, 1953, and has
heard all interested persons appearing at 'said meeting and determined the
necessity for said improvements, therefore

On motion of Trustee Middleton, seconded by Trustee Bolmgren, the above

Hearing on Proposed Sidewalk Construction
Separate hearings were had on proposed sidewalk improvements Nos. 53-85,
53-86, 53-873 52-4213 52-422, 52-4233 52-4253 52-426, and 53-35 thru -53-38
inclusive. The following persons appeared: J. T. Owens, 3315 Aquila Avenue
appeared in opposition to Improvement No. 52-423 (East side of Aquila Avenue from
West 33rd Street to West 34th Street). Also there was a petition signed by Donald
A. Kaliin, 3341 Aquila Avenue and others, requesting that their names be withdrawn
from petition for sidewalk on the E. S. of Aquila Avenue from 33rd Street to 34th
Street, filed with the Village Council on May 14, 1952. L. D. Lloyd, 6524
Minnetonka Boulevard appeared in opposition to Improvement No. 53-36 (East side
of Florida Avenue from Minnetonka Boulevard to 29th Street). Also there was a
petition signed by Lester D. Lloyd, 6524 Minnetonka Boulevard and others, dated
June 4, 1953, opposing this improvement. Adolph Fine, Incorporated filed a
petition opposing Improvement No. 53-86 (West Side Wyoming Avenue from West 291th
Street to Minnetonka Boulevard; and a petition opposing Improvement No. 52-422
(West Side Virginia Avenue from Minnetonka Boulevard to West 29th Street.

On motion of Trustee Bo]mgren, seconded by Trustee Jorvig, the above bids
were referred to the Village Engineer and Chairman of the Street Department Com-
mittee for checking and recommendation, by unanimous vote of all Members of the
Council.
Letter Opposing Grading - Hedberg-Freidheim and Company
Letter from Hedberg-Freidheim and Company, dated June 5, 1953, opposing
the proposed grading of West 36th Street from the Belt Line to Raleigh Avenue,
was read.
Oscar Brekke, Attorney, appeared for Hedberg-Freidheim and Company about the
grading as laid out for West 36th Street. Said he felt that improvement of this
road could be made without changing the grade, as stated in letter. of June= 5th.
He asked that the Council study this project and revise the plans so that the
grade would remain the same, and blacktop grade as is. Mr. Hedberg was asked
about trucks blocking the road at their plant. He said that would be regulated.
On motion of Trustee Bo1mgren, seconded by Trustee Middleton, the matter
of this grading was referred to the Village` Engineer and Village Attorney'to
ascertain whether or not there would be any liability on the part- of the Village
for changing grade, by unanimous vote of all Members of the Council.
Incinerator Bids
Bob Carroll of G. M. Orr Engineering Company presented their tabulation of
bids received June 1, 1953, for constructing incinerator building and chimney.
It was suggested that award of bids be deferred to June 15, 1953, to provide time
to prepare financing data.
Report on Storm Sewer by Village Engineer
Village Engineer, Phil W. Smith made a report on the storm sewer serving
Ottawa and 29th. Mr. E. H. Rouse, 2810 Ottawa said-he is not against the
project, but wants it to be kept in bounds. Mr. D. C. Francis, 2855 Ottawa said
we made a bad guess once on sewer, and feels that we should do it right this time.
It was suggested that a further study be made to determine if anyrof this project
can be delayed for future construction. Robert Shapiro, 2700 Raleigh Avenue
asked how many present were for the whole project. There seemed to be only one
present.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the above
matter was referred to the Committee of the Whole for a meeting some time this
week to determine what to do, and bring in a report to the June 15th meeting, by
unanimous vote of all Members of the Council.
Planning Commission's Report on Request for Rezoning - Max Grossman

of Max Grossman for rezoning Lots 5, 6, and 7. Block 5, Minikanda Vista Second
Addition, from Residential Use to Commercial Use, stating that action on this
matter was deferred until proposed use of the property is made clear and plot plan
is submitted to the Planning Commission, was read.
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the Village
Council concurred with the recommendation of the Planning Commission dated June
3rd, and action was deferred until Mr. Grossman presents plans for his proposed
use of said property, by unanimous vote of all Members of the Council.
Ordinance No. 420
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
ordinance was adopted by unanimous vote of All Members of the Council:
ORDINANCE NO. 420
AN ORDINANCE AMENDING THE ZONING ORDINANCE
OF THE VILLAGE OF ST. LOUIS PARK
The Village Council of the Village of St. Louis Park ordains:
Section 1. The Zoning Ordinance of the Village of St. Louis Park adopted
January 20, 1932, as heretofore amended, is hereby further amended by reclassifi-
cation of the area of the respective use districts as defined in Section 2.2 of
said ordinance and the use district maps therein referred to as follows:
Lots 18, 19, 20 and 21, Block 315, Rearrangement
of St. Louis Park
shall be deleted from the Commercial Use District and included in the Light
Industrial Use District and shall be subject to all of the regulations of said
ordinance relating to said Light Industrial Use District.
Planning Commission's Report on Request for Advertising Sign - Western Outdoor
Planning Commission's report dated June 3, 1953, on the request of Western
Outdoor Advertising Company for permission to erect a billboard at 5600 West Lake
Street, stating that same was denied for the reason that the location is extremely
detrimental, was read.
On motion of Trustee Middleton, seconded by Trustee Jorvig, the Council
concurred with the Planning Commission on the request of Western Outdoor Advertis-
ing Company for a permit to erect a billboard at 5600 West Lake Street, and
same was denied, by unanimous vote of all Members of the Council present.
Planning Commission's Report on Request for Advertising Sign - Meyers Outdoor
Planning Commission's report dated June 3, 1953, on the request of Meyers
Outdoor Advertising, Incorporated, to erect a sign on Highway No. 12 at the West
End of Evanoff Gardens property; approving same on the condition that an accurate
description of the property and location of the sign be supplied and attached
to the application, and that required setbacks are observed, was read.
On motion of Trustee Middleton, seconded by Trustee Jorvig, the Council
concurred with the Planning Commission on the request of Meyers Outdoor Advertising
Incorporated for a permit to erect a sign on Highway No. 12 at the West End of
Evanoff Gardens property, and permit was granted with the understanding that an
accurate description of the property and location of the sign be supplied and attached
to the application for same, and that required setbacks be observed, by unanimous
vote of all Members of the Council except Trustee Bolmgren who voted NO.
Planning Commission's Report on Request for Two Advertisinjz Signs - Meyers Outdoor
Planning Commission's report dated June 3, 1953, on the request of Meyers
Outdoor Advertising, Incorporated for permits to erect two advertising signs at
the SE Corner of St. Louis Park Theatre Company' s 6.17 acres property on Highway
No. 7, was read.
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the application
of Meyers Outdoor Advertising Company for permits to' erect two advertising signs,
at the SE Corner of St. Louis Park Theatre Company's 6.17 acres property on High-
way No. 7, was denied by three votes of the Village Council - Mayor Hurd and
Trustee Avoting NO.

Planning Commission's Report on Request for Advertising Sign - NW Sign Erectors
Planning Commission's report dated June 3, 1953, on the request of
Northwest-Sign Erectors for a permit to erect an advertising sign at 5420
Excelsior Boulevard for the Super Valu Store, was read.
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the request
of Northwest Sign Erectors for a permit to erect an advertising sign at 5420
Excelsior Boulevard was approved by unanimous vote of all Members of the Council.
Planning Commission's Report on Application for License to Operate Used Car Lot
Planning Commission's report dated June 3, 1953, on the application of All
Sports, Incorporated for a license to operate a Used Car Lot on Lot 9, Bass-

given to the Planning Commission showing an adequate area to accommodate the
business purpose of conducting a Used Car Lot, and until a proper showing of
proposed lighting, and the screening of the lot from the adjoining residential
area by proper plantings and maintenance of same, and the proposed building and
office to be used in conjunction with the lot was read. The Clerk was instructed
to send All Sports, Incorporated a copy of Planning Commission's report.
Bid Award - Four Wheel Jeep
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the bid of
Willys Minneapolis, Incorporated received June 1, 1953, for the furnishing of One
(1) new 1953 Universal Jeep was determined to be the lowest bia of a responsible
bidder, and the Clerk was authorized to issue purchase order for same at price
bid of $1,821.85, by unanimous vote of all Members of the Council.
Partial Payment on Contract Work
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
partial payment on contract work in progress, presented by Village Engineer,
Phil W. Smith was approved, and the Mayor and Clerk were authorized to issue warrant
covering same, by unanimous vote of all Members of the Council:

It was moved by Trustee Middleton that the Tentative Plat of Tinker
Addition be referred back to the Planning Commission for further study and recom-
mendation. No Second. Motion lost.
It was moved by Trustee Bolmgren that ,the Tentative Plat of Tinker Addition
dated May 18, 1953 (Reg. No. 4374), containing Lots 1 to 8. Block 2, and Lots
1 to 8. Block 1, be approved. No Second. Motion lost.
Mr. Tinker said he would bring in a new tentative plat for the consideration
of the Council on June 15, 1953•
Water Problem at France and 25th
Benjamin Rubin, 2425 France Avenue and Max E. Rappaport, 2501 France Avenue
appeared and spoke about storm water at France at 25th, and suggested that this
low spot be filled. Mayor Hurd explained that this is a County road, and the
Council was taking this matter up with them.
Special Permit to Build Garage
On motion of Trustee Jorvig, .seconded by Trustee Middleton, the request of
Frank L. Zimmerman, 1609 Princeton Avenue for a special permit to build a garage
on his- property was approved, and the Building Inspector was authorized to issue
permit with the understanding that building have a 25 foot setback from the lot
line. Motion was passed by unanimous vote of all Members of the Council.
Remove Water Main from Contract
On motion of Trustee Bolmgren, seconded by Trustee Middleton, part of
Water Main Improvement No. 53-1 (Burd Place from Cedar Lake Road to Lot B,
Auditors Subdivision No. 302), was ordered removed from the Phelps-Drake contract
for water main extensions awarded June 1, 1953, the estimated amount of same
being $2,740.00, by unanimous vote of ,all Members of the Council.

The Building Inspector's report for the month of May, 1953, showing a total
of 78 building permits issued, totaling $511,835.00, was read and ordered filed.

Taxicab Driver's License Denied
On motion of Trustee Jorvig, seconded by Trustee Middleton, the application
of Leo M. Warren, 3145 Columbus Avenue, Minneapolis for a license to drive a
taxicab was denied, and the Clerk was authorized to refund fee of $1.00 upon
receipt of a verified claim signed by applicant, by unanimous vote of all Members
of the Council.
Letter Re: Sanitary Sewer Assessment - Edith M. Johnson
Letter from Mrs. Edith M. Johnson, 4525 Minnetonka Boulevard, dated May 28,
1953, concerning Sanitary Sewer assessment (52-210, #499) on fifteen feet of
property on Monterey Avenue (Plat 49706, Parcel 300. Section 6, Township 28, Range
24), was read and referred to Village Assessor, R. B. Connery.
Resolution
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all Members of the Council present:
RESOLUTION CANCELING ASSESSMENT
WHEREAS, the Village Council by resolution adopted September 15, 1952,
levied an assessment against Lot 1, Auditor's Subdivision No. 277, in the sum of
$786.00 for Improvements No. 52-216, 52-217, and 52-218, and
WHEREAS, Alpha J. Hokenson, the owner of said lot, had prior thereto exe-
cuted and delivered to the Village of St. Louis Park her quit claim-deed dedicating
a portion of said lot for public street purposes, on the understanding that no
assessment would be levied against said lot on account of the improvement of
Minnetonka Boulevard, and said deed has been entered as a memorial on Certificate
of Title No. 68370, therefore
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that said assessment against Lot 1, Auditor's Subdivision No. 277, be hereby
canceled and the Treasurer and Auditor of Hennepin County be hereby authorized
to cancel same upon their respective records.

Complaint Re: Machine Shop Near SW Corner 37th Street & Inglewood Avenue
A complaint signed by Albert Monson, 3700 Inglewood Avenue and others, re-
garding a machine shop being operated by Leonard R. Behms, 4422 Blaisdell Avenue,
Minneapolis at the SW Corner of West 37th Street and Inglewood Avenue, a residential
area, which is a.public nuisance,,_was read.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the above
matter was referred to the Village Attorney for investigation, and cause abate-
ment of nuisance referred to in complaint, by unanimous vote of all Members of
the Council.
Letter Re: Damage to Curb and Gutter by Fire Trucks
Letter from K. A. Dragland, 2900 Dakota Avenue, dated June 3, 1953, con-
cerning damage to his curb and gutter by the St. Louis Park Fire Department
trucks used in the fire on Minnetonka Boulevard when the Drug and Grocery Stores
were burned down, was read.
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the above
matter was referred to the Fire Chief and Village Engineer for checking and recom-
mendation and report made to the Village Council on June 15, 1953, by unanimous
vote of all Members of the Council.
Election of Permanent Chairman for Planning Commission
Inter Office Memorandum from the Planning Commission, dated May 20, 1953,
informing the Village Council that L. P. Pederson was duly elected as permanent
Chairman of the Planning Commission at their meeting on May 6, 1953, was read

The Building Inspector's report for week ending June 5, 1953, showing that

was instructed to write a letter to the St. Louis Park Rotary club, complimenting
them on the nice job they did on graduation night for the Park graduation class,

Request for Removal of Band Stand
Letter signed by John E. Bye, 6213 West 37th Street and others, dated June
8, ;953, requesting the removal of the band stand in St. Louis Park Center, and
the leveling off of the property so that same may be used as a Diamond Ball Field,
was read.

Letter from W. T. Gaue, Corresponding Secretary, South Westwood Hills Im-
provement Association, Incorporated, dated June 1, 1953, requesting supportfor
the Shady Oak Lake Beach in order that residents of St. Louis Park may use all
facilities of the beach including parking, was read.
On motion of Trustee Bo]mgren, seconded by Trustee Middleton the Village
Attorney was instructed to prepare a legal opinion on the Village's supporting
Shady Oak Lake Beach, by unanimous vote of all Members of the Council.
Complaint - Furnace Installed at 4025 Cedar Lake Road
Letter from Building Inspector, Peter Stienstra, attaching complaint on the
installation of a furnace at 4025 Cedar Lake Road by Thomas J. Doyle, DBA Economy
Furnace Company, was read.
Application for Heating License Denied
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the application
of Thomas J. Doyle, DBA Economy Furnace Company, 1833 East Lake Street for a license
to do heating work was denied, and the Clerk was authorized to so inform the appli-
cant and return fee of $15.00 which accompanied same, by unanimous vote of all
Members of the Council.
Letter Opposing Widening of 35th Street - Mrs. Bruce A. Blackburn
- Letter from Mrs. Bruce A. Blackburn, 3448 Texas Avenue, dated June 2, 1953,
opposing the widening of 35th Street, as they do not feel that the settlement made
for the property on the corner of 35th Street and Texas Avenue was fair, was read.
This matter was referred to the Village Attorney for checking and recommendation.

The minutes of meeting held June 1, 1953, were read. On motion of
Trustee Bolmgren, seconded by Trustee Middleton, the minutes of meeting held June
1, 1953 were approved as read, by unanimous vote of all Members of the Council.
Comprehensive Rezoning of Open Development Areas - Planning Commission
Request from the Planning Commission, dated June 6, 1953, that the Village
Ciuncil obtain a report of the present status of the development of plans and
recommendation for rezoning of Open Development .Use Districts in St. Louis Park
to other appropriate Use Districts, and to request the firm in charge, Morell
and Nichols, Incorporated, Site Planners and Engineers, complete their report and
plans as soon as possible, was read. The Clerk was instructed to write Morel,
and Nichols, Inc. for a report of their findings.
