A regular meeting- of the Village Council was called to order by Mayor
C. L. Hurd at 8:05 P. M.
Invocation was given by Reverend Peterson, pastor of Oak Hill Baptist
Church.

Used Car Lot
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the applica-
tion of Dependable Motors, Incorporated for a license to operate a used car lot
at 5030 Excelsior Boulevard, subject to compliance to the Ordinance, was approved
and the Mayor and Clerk were authorized to issue same to expire December 31, 1953,
by unanimous vote of all Members of the Council.
Street Improvements - South Westwood Hills
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the matter
of blacktopping roads and placing of trees in South Westwood Huls Addition as
per petition was referred to the Village Engineer and Village Attorney for a
report on March 23rd, by unanimous vote of all Members of the Council.
Purchase of Civil Defense Publications
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Clerk was
authorized to issue purchase order with check for the purchase of 2500 THIS IS
CIVIL DEFENSE FCDA Publications No. P-A3 -- Total cost $196.88. Federal contri-
bution $98.44. Village share $ 98.44. Motion was passed by unanimous vote of all
Members of the Council.
Purchase of Civil Defense Warden Training Kit
On motion of Trustee Holmgren, seconded .by.Trustee Jorvig, the Clerk was
authorized to issue a purchase order with check for the purchase of One (1) Warden
Training Kit "A" - FCDA Item X 1-17-A. Total cost $ 26.25. Federal contribution
$ 12.12. Village share $13.12. Motion was passed by unanimous"-vote of all Members
of the Council.
Licenses Approved
On motion of Trustee Jorvig, seconded by Trustee Middleton, the follo-wing
applications for 1953 licenses were approved, and the Mayor and Clerk were
authorized to issue licenses to expire December 31, 1953, by unanimous vote of all

On motion of Trustee Bolmgren, seconded by Trustee Middleton, the bond
with Terry Brothers, Inc. as principal, and Saint Paul Mercury Indemnity Company
as surety, dated February 24, 1953, -in the amount of $14,665.00, covering contract
for grading and graveling of West 26th Street from Highway No. 100 to Monterey
Avenue, ,St. Louis Park, known as Improvement No. 52-450, was approved by unanimous
vote of all Members of the Council.
Contractors Bond - Donald R. Frantz Concrete Construction, Inc.
On motion of Trustee Middleton, seconded by Trustee Jorvig, Contractors
Bond with Donald R. Frantz Concrete Construction, Incorporated as principal, and
American Automobile Insurance Company as surety, dated February 17, 1953, in the
amount of $15017.00 covering the construction of addition to Village tool house
and garage, was approved by unanimous vote of all Members of the Council.
Contractors Bond - William V. Terry Excavating Company
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Contractors Bond
with William V. Terry Excavating Company as principal, and Peerless Casualty Co.
as surety, dated February 2, 1953, in the amount of $10,087.50, covering contract
for Sanitary Sewer Project No. 52-223, was approved by unanimous vote of all
Members of the Council.
Ordinance No. 412
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
ordinance was adopted by unanimous vote of all Members of the Council:

AN ORDINANCE AMENDING ORDINANCE N0.399
RELATING TO LICENSING OF THE REPAIR,
ALTERATION AND INSTALLATION •OF GAS PIP-
ING AND GAS BURNING DEVICES - - - - - -
The Village Council of the Village of St. Louis Park ordains:
Section 1, Ordinance No. 399 of the Village of St. Louis Park entitled
I'An Ordinance Regulating Gas Appliances and the Installation, Alteration, Mainten-
ance and Use of Gas Equipment Connected thereto, and Licensing the Repair, Altera-
tion and Installation of Gas Piping and Gas Burning Devices adopted by the Village
Council July 28, 1952, is hereby amended by adding to Section thereof the follow-
ing:
"No employee of a license shall repair, alter or install
any such gas piping or gas burning device unless he shall
be registered as an authorized representative of the
Licensee."
Section 2. Said Ordinance No. 399 is further amended by adding to Section
2 thereof the following:
"Application for registration of employees of a licenses
shall be made to the Building Inspector who shall issue a
registration certificate for each such employee if he is
satisfied that the applicant is qualified to do the work
to be assigned to him by the licensee. Such registration
certificate shall be in the possession of the employee at
any time he is engaged in work for the licensee within the
Village."
'Section 3. Said Ordinance No., 399 is further amended by addition to Section
2 thereof the following:
"The Building Inspector may waive such written examination
of applicants who are licensed to repair„alter and install
gas piping and gas burning devices in the City of Minneapolis."
Section 4. This ordinance shall take effect from and after its publication.
Letter Re: Increasing Membership in SLP Volunteer Fire Department
Letter from St. Louis Park Volunteer Fire Department, dated March 6, 1953,
stating that a Committee of three had been appointed to meet with the Village
Council to discuss increasing of Membership in their organization, was read and
ordered filed.
Planning Commission's Report on Park Board's Request to Use Veterans Horising Units

of recreation supplies and athletic equipment, was read, and ordered filed.
Planning Commission's Report on Sign and Billboard Ordinance
The Planning Commission's report-on their review of Ordinance No. 407,
entitled AN ORDINANCE REGULATING SIGNS AND BILLBOARDS and its relation to the
Zoning Ordinance, and suggesting that-Village Attorney, E. T. Montgomery,
and John Palmer -and Edward Ludwig of the Planning Commission meet in conference
at an early date, was read.
On motion of Clerk Justad, seconded by Trustee Jorvig, the Village Attorney
was instructed to make arrangements with Mr. Palmer and Mr. Ludwig for a con-
ference on the above matter, by unanimous vote of all Members of the Council.
Hearing Date Set for Rezoning
The Planning Commission's report on the application of Edward T. Mc Donald
and Dorothy Mc Donald to rezone Lots 463 and 350 thru 352, Richmond Addition
from Residential Use to Commercial Use, was read.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, April 6, 1953
was set as date for hearing on the Application of E. T. Mc Donald and Dorothy
Mc Donald, 2001 Hampshire Avenue for the rezoning of Lots 463 and 3 50 thru 352,
Richmond Addition from Residential Use to Commercial Use, by unanimous vote of
all Members of the Council present.
Special Permit to Erect Sian - General Outdoor Advertising Co.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the application
of General Outdoor Advertising Company, Minneapolis, Minnesota for a permit to
erect a roof sign, Size 151 x 501 on the roof of the Commercial Building located
at 5304-12--Excelsior Boulevard was approved by the following roll call vote:

Planning Commission's Report on Application for Signs and Billboards-Naegle
The Planning Commission's report on the application of Naegle Sign Company
for permits to erect signs at the following locations:

7206 Minnetonka Boulevard 1
was read.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the applica-
tion of Naegle Sign Company for a permit to erect a sign at 4200 Minnetonka Blvd.
was approved by the following roll call vote: Trustee Bolmgren, yea; Trustee
Jorvig, 'nay; Trustee Middleton, yea; Clerk Justad, yea; Mayor Hurd, yea.
On motion of Trustde Middleton, seconded by Trustee Bolmgren, the applica-
tion of Naegle Sign Company for a permit to erect a sign at 7206 Minnetonka
Boulevard was approved by unanimous vote of all Members of the Council present.
On motion of Trustee Bolmgren„ seconded by Trustee Jorvig, the application
of Naegle Sign Company for a permit to erect a sign at 4330 Excelsior Boulevard
was approved by the following roll call vote: Trustee Jorvig, yea; Trustee
Bolmgren, yea; Trustee Middleton, nay; Clerk Justad, yea; Mayor Hurd, yea.
Civil Defense
On motion of Trustee Jorvig, seconded-by Trustee BolmgrenP Ralph La Hue,,
Director of St. Louis Park Civil Defense was authorized to recommend and negotiate
an agreement with the surrounding municipalities for the use of the Stageberg
property at 4421 West 28th Street for the Civil Defense rescue training program,
by unanimous vote of all Members of the Council present.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
resolution was adopted by unanimous vote of all Members of the Council, after
reviewal of report of G. M. Orr Engineering Company on the bids received February
16, 1953 for proposed incinerator for the Village:

WHEREAS, the,said bid of Evans Incinerator Company has been rejected by the
Council because not accompanied by bid bond as required in the advertisement for
bids and instructions to bidders, and
WHEREAS, the G. M. Orr Engineering Company, consulting engineers, has deter-
mined that the said bid of George F. Cook Construction Company does not conform to
the minimum specifications submitted to bidders and therefore cannot be considered
as a proper competitive bid, and
WHEREAS, said G. M. Orr Engineering Company has submitted its report in which
the three remaining bids have been analyzed and, for the reasons stated in said
report, acceptance of the Pittsburgh-Des-Moines Steel Company's bid is recommended
and
WHEREAS, it appears to,, the Village ,Council that a municipal incinerator of
the nature required by the Village is not entirely subject to exact specifications
and that the engineers, in submitting general specifications, properly invited-
bidders
nvitedbidders to furnish detailed specifications and plan of design, and that the
engineers in making said recommendation have taken into account the quality of the
materials and incinerator to be furnished, as well as the suitability and adapt-
ability of the incinerator to be furnished and constructed to the purposes of the
Village, and the over-all cost of the completed unit, including building and
operating costs as well as the feasibility and practicability of the incinerator
proposed to be furnished, and it appears to the- best interest of the Village that
the said bid of Pittsburgh-Des Moines Steel Company be accepted as the lowest bid
of a responsible bidder, therefore
BE IT RESOLVED by the Village Council of the Village of St. Louis Park that
the said bid of Pittsburgh-Des Moines Steel Company in the sum of $102,950.00 is
hereby determined to be the lowest bid of a responsible bidder, and the Mayor and
Clerk are hereby authorized to enter into a contract with said Pittsburgh-Des Moines
Steel Company in behalf of the Village for furnishing and installing a-municipal
incinerator in accordance with the plans and specifications submitted by the said
bidder, said contrAct to be in form approved by the Village Attorney and which was
approved by the Village Council prior to advertisement for bids.

On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
partial payments on contract work in progress, presented by Village Engineer, Phil
W. Smith, were approved, and the Mayor and Clerk were authorized to issue warrants
covering same, by unanimous vote of all Members of the Council:
