No one appeared. Resolution On motion of Trustee Middleton, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of all Members of' the Council present: R o October 19, 1953 aa Resolution, Continued ASSESSMENT RESOLUTION WHEREAS, the Village Council has met at the time and place specified in a notice of assessment, stating the general nature of the following improvement and the area proposed to be assessed, published in the St. Louis Park Dispatch September 17, 1953, and has held a public hearing on said assessment and passed upon all the objections thereto, therefore BE IT RESOLVED by the Village Council of the Village of St. Louis Park that the proposed assessments on file in the office of the Village Clerk covering the cost of the following described improvement be hereby adopted and shall constitute a special assessment against the lands named therein in the respective amounts therein set forth which assessment with accruing interest thereon shall be a lien upon the property included therein concurrent with general taxes, payable in four equal installments, the first of which installments shall be payable concurrent with taxes levied in the year 1953 and payable in the year 1954• Deferred instal- lments thereof shall bear interest at the rate of 5% per annum from the date of this resolution until August 15, of the year in which the installment is payable. The improvement above referred to for which the assessments are adopted and levied is described as follows: ,Improvement of Sunshine Park at Webster Avenue and 29th Street by grading and installation of equip- ment. Assessment Hearings - Water Mains Separate hearings were had on each of the following assessments for water main improvements: Mrs. Greenseth, 2200 Jersey Avenue appeared. Asked about her part of the assessment. She was told by Village Assessor, R. B. Connery that she is to be assessed for the Cedar Lake Road main only. Whittemore and Berl W. Whittemore, 7509 Minnetonka (� Boulevard in the matter of renting their basement apartment to a family with three children, was read. . On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the matter of two families occupying the premises at 7509 Minnetonka Boulevard was referred to the Building Inspector for a report on October 26, 1953, by unanimous vote of all Members of the Council present. Re: Depth of Cesspools Mr. M. H. Blu, 3141 Pennsylvania Avenue appeared. Called the Council's attention to the working in Ordinance No. 379 that refers to the depth of cess- pools. He suggested that the Inspector be required to insist that cesspools be adequate and constructed as required by the Ordinance. On motion of Trustee Middleton, seconded by Trustee Bolmgren the above matter was referred to the Village Attorney for investigation and report the experience of the Plumbing Inspector with the existing ordinance; report to be made to the Council at meeting of November 2, 1953, by unanimous vote of all Members of the Council. Rate Hearing - NW Bell Telephone Company L. G. Morneau, representing the Northwestern Bell Telephone Company appeared and talked to the Council about the rate hearing to be held on November 17, 1953. On motion of Trustee Bolmgren, seconded by Trustee Middleton, Village Attorney, E. T. Montgomery was instructed to represent the Village of St. Louis Park at the Northwestern Bell Telephone Company's rate hearing to be held in the offices of the Minnesota Railroad and Warehouse Commission at 9:30 AM, November 17, 1953, by unanimous vote of all Members of the Council present. Rezoning for Commercial Use On motion of Trustee Middleton', seconded by Trustee Bolmgren, the Village Attorney was instructed to prepare an amendment to the Zoning Ordinance for the rezoning to Commercial Use, the East 75 feet of Lot 3, Block 4, Minikanda Vista Second Addition, by extension of the existing Commercial Zone of Lot 4 and the East 2 of Lot 5, Block 4, Minikanda Vista Second Addition -- all being in one ownership, by unanimous vote of all Members of the Council present. Special Permit Granted for Parking Purposes On motion of Trustee Middleton, seconded by Trustee Bolmgren, a special permit was granted to use Lot 2 and the Westerly 100 feet of Lot 3, Block 4, Minikanda Vista Second Addition for parking purposes in conjunction with use of Lot 4 and E2 of Lot 5, and the Easterly 75 feet of Lot 3, Block 4, Minikanda Vista Second Addition; the owner to screen the Westerly and Northerly boundary lines of same with proper planting as approved by the Village Council. Motion was passed by unanimous vote of all Members of the Council. Licenses On motion of Trustee Middleton, seconded by Trustee Bolmgren, the following applications for 1953 licenses were approved, and the Mayor and Clerk were author- ized to issue licenses to expire December 31, 1953, by unanimous vote of all Members of the Council: Michael F. Polley, Jr. Taxicab Driver Suburban Sign Company Sign & Billboard, subject to filing of proper bond Hewes Sign Company Sign and Billboard, subject to filing of propder bond. Sign and Billboard Bond On motion of Trustee Middleton, seconded by Trustee Bolmgren, the following bond was approved by unanimous vote of all Members of the Council present: SIGN AND BILLBOARD BOND with Coca-Cola Bottling Company of Minnesota, Incorporated as principal, and Saint Paul-Mercury Indemnity Company as surety, effective September 11, 1953 to expire December 312 1953, in the amount of $1,000.00. Resolution On motion of Trustee Middleton, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of all Members of the Council: .October 19, 1953 Resolution, Cont'd. RESOLUTION CANCELING 51-243 SANITARY SEWER #500 ASSESSMENT_ WHEREAS it appears that by resolution of the Village Council adopted Septem- ber 15, 1952, levying assessments for 51-243 Sanitary Sewer #500, the following lot was inadvertantly assessed on Natchez Avenue, whereas it should not have been charged there, since it had already been assessed on Minnetonka Boulevard; therefore BE IT RESOLVED by the Village Council of the Village of st. Louis Park that the entire assessment for said improvement for years 1953 thru 1962 heretofore levied against the following lot be canceled, and that the Treasurer and the Auditor of Hennepin County be hereby authorized to cancel the same upon their respective records. Bingo Letter from the Festival Committee, Holy Family Catholic Church, dated October 19, 1953, requesting permission to play Bingo at their Fall Festival to be held November 21st and 22nd, 1953, was read. No objections raised. No action taken. Petition for Rezoning On motion of Trustee Bolmgren, seconded by Trustee Jorvig, petition of Thomas E. Wbeaton and Stanley R. Thomas, dated October 17, 1953, for the rezoning of Lot 9, Block 3, Brookview Park Addition from Residential Use to Commercial Use, was referred to the Planning Commission for checking and recommendation, by unanimous vote of all Members of the Council. Petition for Restoration of Storm Sewer Petition signed by Lester Thovson, and others, for the restoration of storm sewer in the area of 6900 West 26th Street was read and referred to Village Engineer, Phil W. Smith to check with Mr. Kelley of the Great Northern Railway, and Mr. Bruce of Bruce Construction Company. It was also suggested that Clifford Johnson, 6900 West 26th Street be contacted to discuss this matter. Application for Permit to Erect Advertising Sign - Nordquist On motion of Trustee Middleton, seconded by Trustee Jorvig, the application of Nordquist Sign Company, dated October 13, 1953, for a permit to erect an ad- vertising sign at rear of Texaco Station, located at Excelsior Boulevard and Xenwood Avenue, was read and referred to the Planning Commission for checking and recommendation, by unanimous vote of all Members of the Council present. Taxicab Insurance - St. Louis Park Radio Cab Company, Inc. Building Inspector"s Weekly Report_ The Building Inspector's report for week ending October 16, 1953, showing that 22 building permits were issued, totaling $172,600.00, was read and ordered filed. October 19, 1953 Applications for 3 Advertising Sims - Hewes Sign Company On motion of Trustee Middleton, seconded by Trustee B01mgren, the application of Hewes Sign Company for permits to erect advertising signs at 6200 Excelsior Boulevard for Continental Oil Company; at 7200 Cedar Lake Road for Pure Oil Company, and at 7921 Minnetonka Boulevard for Pure Oil Company were referred to the Planning Commission for checking and recommendation, by unanimous vote of all Members of the Council. Applications for Advertising Signs - General Outdoor Advertising Co. On motion of Trustee Bolmgilen, seconded by Trustee Jorvig, the applications of General Outdoor Advertising Company for permits to erect the following advertis- ing signs were referred to the Planning Commission for checking and recommendation, by unanimous vote of all Members of the Council: Two (2) Signs at Minnetonka Boulevard between Vernon and Utica Avenues Two (2) Signs at 4801 Excelsior Boulevard (Lot 9, Block 4, Minikanda Vista Addition Two (2) Signs at 8001 Wayzata Boulevard. Request for Rezoning, Alley Vacation, Etc. - St. Louis Park Theatre Letter from Harold D. Field, President of the St. Louis Park Theatre Company, dated October 16, 1953, requesting the vacation of alley adjacent- to Lots 1 and 2. Block 2, Calhoun Addition; the rezoning of Lots 1 to 11, Block 2, Calhoun Addition from Residential Use to Commercial Use; and asking that the Village accept from them 7 feet of their property immediately adjacent to the 7 feet dedicated by plat of Block 1, Calhoun Addition, for alley purposes, so that there will be a full fourteen foot alley provided for from Minnetonka Boulevard through to 31st Street, was read. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the above requests were referred to the Planning Commission for checking and recommendation, by un- animous vote of all Members of the Council present. Letter Re: Death Traps on the Belt Line - C. T. Skanse Letter from C. R. Skanse, 4337 Mackay Avenue, dated October 16, 1953, re- questing that something be done to eliminate left turns on the Belt Line between 50th Street and Robbinsdale, was read. Deferred Action on Application for Rezoning - Roto-Rooter Service Co. Action on the application of Roto-Rooter Service Company for rezoning of Lots 9 to 14, Block 25, Rearrangement of St. Louis Park from Light Industrial Use to Heavy Industrial Use (hearing on September 28, 1953), was deferred to this meeting. On motion of Trustee Middleton, seconded by Trustee Jorvig, action on above request for rezoning was again deferred -- to October 26, 1953, by unanimous vote of all Members of the Council. Bid Award - Conveyor Type Loader On motion of Trustee Middleton, seconded by Trustee Bolmgren, the bid of Rosholt Equipment Company received October 5, 1953, for the furnishing of One (1) New 1953 Model Adams travel loader, self propelled conveyor type, was determined_ to be the lowest bid of a responsible bidder, and the Clerk was authorized to issue purchase order for same at price bid of $12,009.00, by unanimous vote of all Members of the Council. Bid Award - Motor Pickup Sweeper On motion of Trustee Middleton, seconded by Trustee Bolmgren, the bid of Rosholt Equipment Company for the furnishing of One (1) New 1953 Model Wayne Motor Pickup Sweeper, less trade-in price for One (1) 1948 Wayne Sweeper, received October 5, 1953, was determined to be the lowest bid of a responsible bidder, and the Clerk was authorized to issue purchase order for same at price bid of $8,910.00, which includes the trade-in of 1948 Wayne sweeper, by unanimous vote of all Members of the Council. American Public Works Association Congress On motion of Trustee Jorvig, seconded by Trustee Bolmgren., Street Commissioner, Kenneth Johnson was authorized to attend the American Public Works Association Congress to be held at New Orleans, Louisiana, October 26th thru October 29th, 1953, with necessary expenses paid, by unanimous vote of all Members of the Council. Minutes , The minutes of meeting held October 13, 1953 were read. On motion of Trustee Middleton, seconded by Trustee Jorvig, the minutes of meeting held October 13, 1953 were approved as read, by unanimous vote of all Members of the Council. 16 October 19, 1953 Offer to Rent Village Property for Advertising Sign - Meyers Letter from Meyers Outdoor Advertising, Incorporated, dated October 19, (� 1953, offering to pay $100.00 per year each for two 10' x 40' bulletin boards to be located west of the Skippy Ball Field, was read. The Clerk was instructed to inform Meyers Outdoor Advertising Company, - Incorporated that the above mentioned property was conveyed to the Village for park purposes only, and must not be used for profit for a period of 50 years, according.to resolution adopted by the Village Council, December 27, 1938• Traffic CQ=t - West Lake & Pennsylvania On motion of Trustee Bo]mgren, seconded by Trustee Jorvig, the following report by Police Chief, Andy Nelson, on traffic count taken October 61 7, and 8, 1953, at West Lake Street and Pennsylvania Avenue was read and accepted, by unanimous vote of all Members of•the Council present: October 6, 1953 459 October 7, 1953 724 October 8, 1953 11026 "Have had several accidents crossing West Lake Street on Pennsylvania Avenue. Have tato stop signs on Pennsylvania for Lake Street now and . would suggest stop sign coming onto crossing at Pennsylvania for north bound traffic on Lake Street as the crest of hill is so you can't see a car or pedestrian crossing until you are upon or near crossing— Would rossing—Would post stop sign ahead at Oregon Avenue. as warning at stop on intersection there. East traffic - would suggest to not have stop as it is up grade and becomes slippery in winter and the view is not obstructed."
