REGULAR MEETING JANUARY 19, 1953
A regular meeting of the Village Council was called to order by Mayor
C. L. Hurd at 8:00 P. M.
Invocation was given by Reverend Einar Martinson, pastor, Union Congrega-
tional Church.

On motion of Trustee Middleton, seconded by Trustee Jorvig, the foregoing
bids were referred to the Village Engineer and Chairman of the Street Depart-
ment Committee for tabulation and recommendation, by unanimous vote of all
Members of the Council present.
Bids for Sanitary Sewer
As advertised in the St. Louis Park Dispatch January 1, 1953, sealed bids
were received from the following bidders for the furnishing of labor and material
for construction of sanitary sewer extension in Yosemite Avenue from 27th Street
to 450 feet north thereof:

Permission to Place Buried Cable
On motion of Trustee Middleton, seconded by Trustee Jorvig, the Northwestern
Bell Telephone Company were granted permission to place buried cable in Parklands
Road and Forest Road, subject to conformity with the Village Engineer's require-
ments, by unanimous vote of all Members of the Council present.
Bingo
Letter from Minnetonka Voiture #1281, 40/8 of Wayzata, Minnesota, dated
January 15, 1953, requesting permission to play Bingo at the St. Louis Park
American Legion Hall on Saturday, March 7, 1953, the proceeds from which will be
used for the Voiture's Nurses Training Program, was read. No opposition appeared.
No action taken.
Request for Vacation of Webster Avenue Adjacent to Lots 3 Thru 13,
Block 75; Lots 10 Thru 18.. Block 26. Rearrangement of SLP
Request of Street Commissioner, Kenneth Johnson, dated January 13, 1953, for
the vacation of Webster Avenue adjacent to Lots 3 thru 13, Block 75, and Lots 10
thru 18, Block 26, Rearrangement of St. Louis Park, to make room for the new
addition to the tool house and expansion of storage yard space, and as a possible
location for proposed incinerator, was read.
On motion of Trustee Jorvig, seconded by Trustee Middletou February 23, 1953
was set as date for hearing on vacation of above described property, by unanimous
vote of all Members of the Council present.
Application for Off-Sale Intoxicating Liquor License
Application of Peter D. Zimmerman, President of the Park Drug, Incorporated,
for an Off-Sale Intoxicating Liquor License to be used at proposed building at
3400 Dakota Avenue (north and west of Clinic and back of Drug Store), was read.
On motion of Trustee Middleton, seconded by Trustee. Jorvig, the above matter
was tabled by unanimous vote of all Members of the Council present.
Minutes of Regular Meeting of St. Louis Park Community Fund
A copy of the minutes of a regular meeting of the Board of Trustees of the
St. Louis Park Community Fund, Incorporated, held Tuesday, January 6, 1953, was
read, in which it was moved, seconded and carried that their organization be dis-
banded, and that the Village Council, Recreation Commission, the Chamber of
Commerce and the County of Hennepin Community Chest be so noticied..
Public Health Nursing Service Report
Report of Rural Hennepin County Public Health Nurses for the month of
December, 1952, was read and ordered filed.

Securities Approved
On motion of Trustee Jorvig, seconded by Trustee Middleton, the follow-
ing securities furnished by the Northwestern National Bank of Minneapolis and
deposited with the Federal Reserve Bank of Minneapolis (Receipt No. 20977)
were approved:
U.S. Treasury Bond of 1960/65 2 2/4% due 12-15-65 for $400,000.00, Also
approved was assignment of securities in lieu of bond by public depositories
as ,follows:
$1,000,000.00 United States Treasury Bonds of 1960/65, 2 3/4% due
December 152 1965/60.
Motion was passed by unanimous vote of all Members of the Council present.
Petition-for,Vacating Street
Petition signed by Carlson Brothers Company and Republic Creosoting Com-
pany, dated January 9, 1953, for the vacating of GORHAM AVENUE FROM SECOND STREET
NW TO THIRD STREET NW, WAS READ. .
On motion of Trustee Middleton, seconded by Trustee Jorvig, February 9,
1953 was set as date for hearing on above petition, by unanimous vote of all
Members of the Council present.
Letter Re: Suggested Bus Route
Letter from the Minneapolis Street Railway Comfany, dated January 12, 19532
in reply to our letter to them dated December 22, 1952, regarding suggested bus
route for the Kenwood-St. Louis Park bus was read and ordered filed.
Bid Award for Addition to Village Tool House
On motion of Trustee Middleton, seconded by Trustee Jorvig, the bid of
Donald R. Frantz, Incorporated, received January 12, 1953, for the construction
of an addition to the Village Tool House, was determined to be the lowest bid
of a responsible bidder, and the Mayor and Clerk were authorized to execute a
contract for the Village with the Bidder for the work at price bid of $ 152317.00,
by unanimous vote of all Members of the Council present.
Letter Re: Dogs - Curtis 0. Smith _
Letter from Curtis 0. Smith, 6020 Cedar Lake Road, dated January 13, 1953,
complaining about the damage to their property by dogs allowed to roam thereon,
was read.
On motion of Trustee Middleton, seconded by Trustee Jorvig, the above matter
was referred to the Village Dog Catcher for checking and recommendation, by un-
animous vote of all Members of the Council present.
Rider Reducing Amount of Liability and Penalty in Contractor's Bond
On motion of Trustee Middleton, seconded by Trustee Jorvig, the rider to
be attached to and form a part of sub-division Bond 37 S 28357, executed by the
Aetna Casualty and Surety Company on behalf of Roy E. Olson, Incorporated as
principal in favor of The Village of St. Louis Park, Hennepin County, Minnesota
obligee in the penal sum of $5,400.00. and dated the 17th day of November, 1950
was changed as follows, by unanimous vote of all Members of the Council present:
The penalty of said bond is decreased to the sum of
$2,500.00, and the liability of the Surety, for any
defaults existing or any subsequent liability shall not
exceed the sum of $2,500.00; also nothing therein
shall vary, alter, or extend any of the provisions,
conditions or other terms of said bond except as above
stated.
Building Inspector's Weekly Report_
The Building Inspector's report for week ending January 16, 1953, showing
that 8 building permits were issued, totaling $80,400.00 was read and ordered
filed.

Report Re: New Telephone Rates
Report from Railroad and Warehouse Commission of the State of Minnesota,
in the matter of the Application of the Northwestern Bell Telephone Company for
permission to place in effect a new schedule of rates and charges to reflect
increased costs and wages, etc. was read and ordered filed.
New Gas Rates
The matter of new increased gas rates was discussed. Kenneth Lucas of the
Minneapolis Gas Company appeared and answered questions asked by citizens and
Council Members, illustrating with many figures. No action was taken at this
time.
Ordinance No. 406
On motion of Trustee Middleton, seconded by Trustee Jorvig, the following
ordinance was adopted by unanimous vote of all Members of the Council present:
ORDINANCE NO. 406
AN ORDINANCE AMENDING THE ZONING ORDINANCE
OF THE VILLAGE OF ST. LOUIS PARK
The Village Council of the Village of St. Louis Park ordains:
Section 1. The Zoning Ordinance of the Village of St. Louis Park adopted
January 20, 1932, as heretofore amended, is hereby further amended by reclassifi-
cation of the area of the respective use districts as defined in Section 2.2 of
said ordinance and the use district maps therein referred to, as follows:
That part of the East 20.87 acres of the NW-14 of the SWr
of Section 30, Township 29, Range 24, now classified within
the open development use district shall be deleted from said
open development use district and included in the commercial
use district and shall be subject to all of the regulations
of said ordinance relating to .said commercial use district,
provided however, and on condition that the owners of said
premises shall dedicate to the Village the South 50 feet of
said tract for use as a public street and shall enter into an
agreement with the Village providing for the planting of
trees and shrubs on the North 20 feet of said South 50 feet,
which shall become an effective planting screen to separate
the commercial property above .described from the adjacent
residential property lying to.the south thereof, and shall
agree to maintain said trees and shrubs in such manner as
shall be specified in said agreement, which agreement has
been prepared by the Village Attorney and approved by the
Village Council.
Section 2. This ordinance shall take effect from and after its publica-
tion.
Meeting Adjourned
On motion of Trustee Middleton, seconded by Trustee Jorvig, the meeting
was adjourned at 10:43 P. M., by unanimous vote of all Members of the Council
present.
