REGULAR MEETING JANUARY 12. 1953
A regular meeting of the Village Council was called to order by Mayor C. L.
Hurd at 8:00 P. M.

that seven building permits were issued, totaling-$ 62,800.00, was read and
ordered filed.

As advertised in the St. Louis Park Dispatch January 1, 1953, sealed bids
were received from the following bidders for the furnishing of labor and material
for-the construction of a concrete block addition to Village Street Department
Building in accordance with plans and specifications prepared by the Village
Engineer:

• On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following

Resolution
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all Members of the Council:
RESOLUTION CANCELING 2-P SANITARY SEVJER #497 ASSESSMENT
WHEREAS it appears that by resolution of the Village Council adopted Sep-
tember 4, 1951, levying assessments for 2-P Sanitary Sewer #497, the following
property was inadvertantly assessed for 66 feet whereas it should have been assessed
for 46 feet; therefore
BE IT RESOLVED that the 1952 installment of such assessment heretofore paid
in the respective amount set forth below be refunded to the respective property
owner, and, upon receipt of a signed verified claim and a paid tax statement, that
the May and the Clerk be hereby authorized to issue warrants in payment of such
refund to the respective property owner.
BE IT FURTHER RESOLVED by the Village Council of the Village of St. Louis
Park that 20 feet of the assessment for years 1953 thru 1961 heretofore levied
against the following described property be canceled, and that the Treasurer and the
Auditor of Hennepin County be hereby authorized to correct their records to the
following amounts:

Letter Re: Additional Funds for Highway Use
Letter from Edward J. Thye, United States Senator, dated January 7, 1953, in
reply to our letter of December 26th, requesting more federal funds for road and
highway use was read and ordered filed.

Application for Off-Sale Intoxicating Liquor License
Application of Harold Kaplan, dated January 9, 1953, for a license to sell
intoxicating liquor off-sale at 8112 Minnetonka Boulevard, was read.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, February 2z4,
1953 was set as date of hearing on the above application, by unanimous vote of all
Members of the Council.
Letter Re: New Gas Rates
Letter from the Minneapolis Gas Company, dated January 5, 1953, giving the
new schedule of gas rates for St. Louis Park, effective January 1, 1953, was read.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was
instructed to acknowledge the above letter, and ask the Gas Company to bring in
evidence leading to the need for rate increase at such time as can be arranged by
the Village Clerk.
Hearing Date Set for Off-Sale Liquor License - Carl Reiss
The application of Carl Reiss for a license to sell intoxicating liquor off-
sale at 6900 West Lake Street which was tabled at the December 15, 1952 meeting
of the Village Council, was again discussed.
On motion of Trustee Middleton, seconded by Trustee Bo1mgren, February 2,
1953 was set as date of hearing on the above application, by unanimous vote of all
Members of the Council.
Hearing Date Set for Off-Sale Liquor License Myron Zoss
The application of Myron Zoss for a license to sell intoxicating liquor off-
sale at 8071E Minnetonka Boulevard which was tabled at the December 8, 1952 meet-
ing of the Village Council, was again discussed.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, February 2,
1953 was set as date of hearing on-the above application, by unanimous vote of all
Members of the Council.
Planning Commission's Report on Proposed Plat of East Texa Tonka Addition
The Planning Commission's report dated January 9, 1953, on the proposed plat
of East Texa-Tonka Addition, presented by M. P. Johnson, was read.
On motion of Trustee Bo1mgren, seconded by Trustee Middleton, the proposed
plat of East Texa Tonka Addition as recommended by the Planning Commission was
approved by unanimous vote of all Members of the Council.

The Planning Commission's report dated January 9, 1953, for the rezoning of
the following described property from Residential Use to Commercial Use ---- The N.
150 feet of the South 333 feet of the West 165 feet of the S2 of the SWI, of the
SWC of Section 8, Township 117-N, Range 21 West of the 5th Principal Meridian lying
North of the South 163 feet thereof -- subject to an easement for road purposes
over the West 33 feet thereof for Texas Avenue, was read.
On motion of Trustee Middleton, seconded by Trustee Bolmgren, February 9,
1953 was set as date for hearing on above rezoning, by unanimous vote of all Members
of the Council present.
Planning Commission's Report on Request for Rezoning - M. P. Johnson
The Planning Commission's report dated January 9, 1953, on the request of
M. P. Johnson for the rezoning of the following described property from Residential
Use to Multiple Dwelling Use --- That part of the West-165 feet of the SZ of the
SW4 of the SW4 of Section 8, Township 117-N, Range 21 West of the 5th Principal
Meridian lying North of the South 333 feet thereof -- subject to an easement for
road purposes over the West 33 feet thereof for Texas Avenue, was read.
On motion of Trustee Middleton, seconded by Trustee Bolmgren, February 9, 1953
was set as date for hearing on above rezoning, by unanimous vote of all Members of
the Council present.
Planning Commission's Report on Proposed Plat of West Texa-Tonka Hills
The Planning Commission's report on proposed plat of West Texa-Tonka Hills
Addition, dated January 8, 1953 was not read, due to the School Board's action to
hold and election on January 19, 1953 for the acquisition of same.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the above
mentioned Planning Commission's report was tabled until the January 26th meeting,
by unanimous vote of all Members of the Council.
Planning Commission's Report on Request for Permit to Build Gas Station
The Planning Commission's report dated January 9, 1953, on a request of

Cities Service Oil Company for a permit to build a gas station on the NE Corner
of the intersection of Cedar Lake Road and Louisiana Avenue was read. Mr.
Krupp, 6920 Eliotview Road says he feels that a gas station will not pay well
enough at that location so that same can be kept in good condition. The Cities
Service man said the building will be well built and of good appearance and
that it would pay.
As recommended by the Planning Commission, it was moved by Trustee
Middleton, seconded by Trustee Bolmgren, that the Building Inspector issue a
building permit to Cities Service Oil Company for the construction of a gas
station on Lots 169 and 170, Richmond Addition as per plans submitted, with
twenty-foot setbacks from the two streets (Cedar Lake Road and Louisiana Avenue),
by unanimous vote of all Members of the Council.
Planning Commission's Report on Request for Rezoning - Cusack & Carlson. Inc.
Planning Commission's report dated January 8, 1953, on the request of
Cusack and Carlson, Incorporated for the rezoning of Lots 44, 45, 46, 47, Block
3, Browndale Addition, from'Residential Use to Commercial Use, was read.
On motion of Trustee Bolmgren,, seconded by Trustee Jorvig, February 9,
1953 was set as date for hearing on above requested rezoning, and that Cusack
and Carlson, Incorporated be requested to bring in a plot plan showing the loca-
tion of proposed building on said lots to be rezoned and other buildings in the
same locality, by unanimous vote of all Members of the Council.
Letter Re: Overflow of Sewage in Minnehaha Creek
Letter from W. R. L. Taylor, City Manager, City of Hopkins, dated January
7, 1953, with regard to sewage overflow into Minnehaha Creek, was read.
On motion of Trustee Bolmgren, seconded by Trsutee Middleton, the above
matter was referred to the Village Engineer for checking and recommendation, by
unanimous vote of all Members of the Council.
School for Building Inspectors
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Building
Inspector was authorized to attend the Seventh Annual School for Building
Inspectors at Ames, Iowa, February 23-27, 1953, with necessary expenses paid, by
unanimous vote of all Members of the Council.
Petition for Sanitary Sewer
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
petition was referred to the Village Engineer and Chairman of the Sewer Depart-
ment Committee-for checking and recommendation, by unanimous vote of all Members
of the Council:

Plat Approved - Aretz Addition
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the plat of
Aretz Addition was approved and accepted, and the Mayor and Clerk were authorized
to sign same for the Village, subject to the approval of the Village- Engineer
and Village Attorney and the filing of a performance bond by the petitioner,
in the amount of $ 2,000.00, guaranteeing the grading of streets, with the Village
Clerk, by unanimous vote of all Members of the Council.

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
partial payments on contract work in progress, presented by Village Engineer
Phil W. Smith were approved, and the Mayor and Clerk were authorized to issue
warrants covering same, by unanimous vote of all Members of the Council:

Purchase of Property for Sewer Extension Authorized
On motion of Trustee Bolmgren, seconded by Trustee Jorvig; the Mayor and
Clerk were authorized to purchase from Emil Duemke for the sum of $300.00, the
Village to assume taxes due and bring abstract up to date, the following described
property:
The West 100 feet bf the N2 of the Nz of the NE14 of the SE4
of Section 18, Towhship 117, Range 21, except street
for sewer extention. Motion was passed by unanimous vote of all Members of the
Council.
