REGULAR MEETING AUGUST 25, 1952
A regular meeting of the Village Council was called to order by Mayor
C. L,. Hurd at 8:00 P. M.
Reverend Paul F. Obenauf of Wooddale Luthern Church gave invocation.
The following Council Members were present at roll call:

Letter Re: Traffic Signal - T. H. #7 & Texas
Letter from Minnesota State Highway Department, dated August 20, 1952, in
reply to our letter of August 18, 1952, stating that there is -little chance
that a signal could be installed on Trunk Highway #7 and Texas Avenue in time
to use it this year, was read.
All Council Members present feel that the need for a signal at this
location is great, and it was moved by Trustee Jorvig, seconded by Trustee
Bolmgren that Mayor Hurd write another letter to'the State Highway Department,
by unanimous vote of all Members of the Council present.
Weed Cutting Ordered
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Weed
Inspector was ordered to cut the -weeds on the East side of Moldestad's Grocery
Store, 4805 Minnetonka Boulevard, and assess the property for the cost thereof,
by unanimous vote of all Members of the Council present.
New Weed Ordinance
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the Village
Attorney was instructed to prepare an up-to.date weed ordinance and bring same to
the Village Council for discussion at an early date, by unanimous vote of all
Members of the Council present.

C. E. Christy Request for Building Permit and
Extension of Boundary of Commercial Use District
The Planning Commission's report dated August 23, 1952 on the request of
C. E. Christy to extend the boundary of the Commercial Use District of his
property in Block 1, Rearrangement of St. Louis Park at Dakota Avenue, Lake
Street, Wooddale Avenue and Hamilton Street eastward from it's boundary forming
the old east lot line of Lots 7, 8, and 9, in above block and west boundary of
the vacated alley in the same block, a distance of 50 feet for Commercial Use,
for the erection of a'building to be used for new Branch Post Office Building
for St. Louis Park, to be 42 feet wide on Dakota Avenue by 100 feet deep with a
20 foot setback on Dakota Avenue and a 10 foot setback on Hamilton Street; the
old alley, 15 feet wide to be used for part -of the building, and the bglance of
the 50 feet to be used for -required parking, drive, and loading space; and the
balance of Lots 11 thru 15, -same Block to be -used for parking as per their
recommendation dated January 4, 1951, was read.
Setbacks were discussed with Mr. Christy who was present. It was moved
by Trustee Jorvi.g, seconded by Trustee Bolmgren that the above request of C. E.
Christy be approved except that the the setback on Dakota Avenue shall be 10 feet
instead of 20 feet so as to be the same as that of Hill Woodworking Company.
Motion was passed by unanimous vote of all Members of the Council present.
Petition Requesting that Certain Premises be Cleaned Up
A group of persons appeared from -the area of 28th and Hampshire and presented
a petition requesting the Village Council to do something about the condition of
the property at 2825 Hampshire Avenue, currently occupied by the Irving Gorsen
family. They stated that the back yard is covered with weeds from the rear of the
house to the alley, ranging in height to three feet, and garbage is scattered
around the burner and garbage can; also the house is badly in need of paint and
other repairs.
Mayor Hurd said that there was nothing the Council could do regarding the
painting or repairs to a house in the,comnunity. However, if a fire or health
hazard exists, that is a different matter.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Fire Chief,
Weed Inspector and Health Officer were instructed to make a check of these
premises and report their findings to the Village Council on September 2nd, by
unanimous vote of all Members of the Council present.
Letter Requesting -Rezoning - Joe Billman
Letter from Joe Billman, dated August 22, 1952, stating that he contemplates
improving their property at Excelsior Boulevard and Wooddale Avenue, and that same
is only partially zoned for commercial use, and requesting that same be fully
zoned, was read. John Billman appeared with another letter dated August 25,
1952, incorporating the legal description of the property which they would like to
have rezoned.
On motion of Trustee Middleton, seconded by Trustee Jorvig, the above
request for rezoning was referred to the Planning Commission for checking and
recommendation, and John Billman was asked to -appear at the Planning Commission
meeting on September 3, 1952 with a -plat -plan. Motion was passed by unanimous
vote of all Members of the Council present.
Application for 3.2 Beer On -Sale
Mrs. Dorothy Mc Donald, -owner of Old Dutch Grill, 7121 Wayzata Boulevard
appeared, requesting a license to sell 3.2 beer on -sale. She said that many
stopped in asking for a bottle of beer to drink with their lunch, and when told
they did not have -it -would go elsewhere. V Said she did -not intend to run a
tavern. On motion of Trustee Jorvig, seconded by Trustee Bolmgren that the
foregoing application for a -license to sell 3.2 beer on -sale be denied, the vote
ended in a tie of two to two as follows ----- Trustee-Jorvig, .yea, Trustee
Bolmgren, year, Trustee Middleton, pay, and Mayor Hurd, nay. By agreement the
matter was held over to meeting of September 2nd when Clerk Justad will return
from vacation.
Licenses
On motion of Trustee Jorvig, seconded by Trustee Middleton, the following
applications for 1952 licenses were approved, and the Mayor and Clerk were author-
ized to issue licenses to expire December 31, 1952, by unanimous vote of all
Members of the Council present:

On
-1177On motion of Trustee Bo1mgren, seconded by Trustee Jorvig, the petition
signed by Lee J. Bennis, 3308 Webster Avenue and others, dated August"15, 1952,
for the grading of alley -adjacent -to LOTS 87•THRU 90 and 139 THRU 1422
NORWALDO ADDITION, was referred to the Village Engineer -and Chairman of the
Street Department Committee for checking and recommendation, by unanimous vote
of all Members of the Council present.
Partial Pavments on Contract -Work
On motion of Trustee-Bolmgren, seconded by Trustee Jorvig, the following
partial payment on contract work in progress,'presented by Village Engineer,
Phil W. Smith, was approved, and the Mayer and Clerk were authorized to issue
warrants covering same, by unanimous vote of all Members of the Council present:

Permission to Place Pole
On motion of Trustee Bolitgren, seconded by Trustee Jorvig, the Northern
States Power Company was granted permission -to place poles -at the following loca-
tion within the Village, by unanimous vote of all Members of the Council present.
ONE POLE ON WEST 36TH STREET WEST OF
LYNN AVENUE.
Letter Re: Condition of Boulevard
Letter received August 25, 1952, signed by Mrs. Ben Liman, 4110 Sunset
Boulevard and others, complaining that the wild growth and unkempt condition of
boulevard adjacent to 4100 Sunset. -Boulevard is an eyesore and requesting that
the Village take care of same, was read.
On motion of Trustee Middleton, seconded by -Trustee Bo1mgren, the above
matter was referred to the Park Board for checking and action if necessary, by
unanimous vote of all Members of the Council present.
Building Inspector's Weekly Report
The Building Inspector's report for week ending August 22, 1952, showing
that 47 building permits were issued, totaling "$385,400.00 was read and ordered
filed.

Bonds
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the follow-
ing bonds were approved pending the approval of the Village Attorney, by unanimous
vote of all Members of the Council present:
CONTRACTORS BOND with Phelps -Drake Company,
Incorporated as principal, and Peerless
Casualty Company as surety, dated July 28, 1952,
in the amount -of $201,695.05, covering water
main extensions 52-228 through 52-236, 52-238
through 52-240, 52-242 and 52-249.
PLUMBING LICENSE BOND with W. J. Friendshuh, DBA
Bloomington Plumbing Company as principal, and
The Aetna Casualty and Surety Company as surety,
Dated August 25, 1952, in the amount of $4,000.
Clearance Sins Ordered
On motion of Trustee-Bolmgren, seconded by Trustee Jorvig, the Street
Commissioner was ordered to place -a sufficient number of clearance signs on
Minnetonka Boulevard from Princeton Avenue west about 150 feet, to inform the
public of the extension of marquee on St. Louis Park Theatre Building (due to
widening of Minnetonka Boulevard), by unanimous vote of all Members of the
Council present.
Advertise for Bids for Trucks for Street Department
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the Clerk
was instructed to advertise for bids for four (4) three -ton trucks with trade-in
of two (2) 1947 12 ton trucks, according to -specifications on file with Village
Clerk; bids to be opened September 22, 1952, by unanimous vote of all Members
of the Council present.
Broken Sidewalk
Trustee Jorvig said Miss Emily Beckstrom, 4024 West 31st Street had con-
tacted him regarding the sidewalk in front of her home which was damaged during
the sewer installation, and asked if anything could be done about it.
On motion of Trustee Bo1mgren, seconded by Trustee Middleton, the above
matter was referred to the Village Engineer for checking and recommendation, by
unanimous vote of all Members of the Council present.
Easements for Public Utilitv Purposes
On motion of Trustee Bolmgren, seconded -by Trustee Jorvig, Water Supt.,
Ira Vraalstad was instructed to secure easement for water main purposes from
Landers-Norblom-Christenson Company for the north 50 feet of the NW -14 of the NE4,
Section 18, Township 117, Range 21, lying east of the Great Northern Railroad
Hopkins Junction line and south of the south line of Minnetonka Boulevard; and
from Homer Magnuson, 3001 Aquila Avenue, the north 50 feet of the east 180 feet
of Lot 1, Block 1, Belmont Terrace, Section 18, Township 117, Range 21, as
measured along the north line of said"lot. Motion was passed by unanimous vote
of all Members of the Council present.
International Association of Chiefs -of Police Conference
On motion of Trustee Bolmgren, seconded by Trustee Middleton, Chief of
Police, Andy Nelson was authorized to attend the conference of International
Chiefs of Police at Los Angeles, -California, September 21 thru 25, 1952, with
necessary expenses paid, by unanimous vote of all Members of the Council present.
Agreement - Landers-Norblom-Christenson Co. - -
An agreement -from Landers-Norblom-Christenson Company amending the original
agreement dated December 13, 1950, for the removal of sand and gravel at location
stated therein was presented for the approval of the Village Council.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above agree-
ment was referred to the Village Attorney for checking and recommendation, by
unanimous vote of all Members of the Council present.
September 2. 1952 Designated as Next Council Meeting
Because Monday, September 1, 1952 falls on a legal holiday (Labor Day), it
was moved by Trustee Jorvig, seconded by Trustee Bolmgren that Tuesday, September
2nd be designated as the date for the next Council meeting, by unanimous vote of
all Members of the Council present.

Traffic at Excelsior Boulevard and Highway No. 100
On motion of Trustee Bolmgren, seconded by Trustee Middleton, Mayor �7
Hurd was given authority'to act with regard to the closing of the SE leg and
the NE leg of Highway No. 100 at Excelsior Boulevard bringing traffic to the traffic
signals; also on the widening of the east service drive at the same location,
by unanimous vote of all Members of the Council present.
Group Re: Grading
Mr. B. E. Dixon and others appeared -in regard -to petition presented to the
Village Council on August 18, 1952 for the grading -of the East 30' of Yosemite
Avenue from Center of 27th Street to a point approximately 420' North. They
were told that the petition was referred to the Village Engineer for checking
and recommendation and as yet we have no report; also the Village does not have
a deed to the property yet.
Meeting Adjourned -- -
On motion of Trustee Bolmgren, seconded -by Trustee -Middleton, the meeting
was adjourned at 11:55 P. M. by unanimous vote of all Members of the Council
present.
