A regular meeting of the

Council was called to order by Mayor
C. L. Hurd at 8:05 P. M.
Invocation was given by
Father Turner of the Most Holy Trinity Catholic
Church, St. Louis Park.

With regard to advertisement for bids in the St. Louis Park Dispatch June
26, 19521, for the extension of existing Village storm sewer at 27th Street and
Colorado Avenue NEly to existing culvert under the R/W of the Minneapolis, North-
field and Southern Railway., It was moved by Trustee Bolmgren, seconded by
Trustee Middleton that the time for receiving bids on foregoing storm sewer be
extended to July 14th, 1952,/by unanimous vote of all Members of the Council present.

On motion of Trustee Bo]mgren, seconded by Trustee Middleton, the above
bids were referred to the Village Engineer and Chairman of the Sewer Department
Committee for tabulation and recommendation., by unanimous vote of all Members
of -the Council present.
Hearings on Proposed Street Improvements - 52-188. Etc.
Separate hearings were held on each of the proposed street improvements
described ih the following resolution. The following persons appeared: Ralph
Robinson of Robinson Tire & Re -cap Company,'3639 Hampshire Avenue appeared in
opposition to 52-219 (Hampshire from Lake Street to south end). A letter from
P., M. Sandstrom, President, Midwestern Metal Mfg. Co., dated July 7, 1952,
opposing "the widening of Hampshire Avenue south of Highway #7, leading to and
passing our property, to the National Lead Company's plant" was read.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
resolution was adopted by unanimous vote of -all Members of the Council present:
RESOLUTION ORDERING STREET IMPROVEMENTS
WHEREAS the Village Council has met at the time and place specified in a
notice published in the St. Louis Park Dispatch on June 19, 1952, relating to
street improvements hereinafter described and has heard all interested persons
appearing at such meeting and determined the necessity for said improvements,
therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the following street improvements be hereby ordered in accordance with the
plans and specifications for the same which have been prepared by the Village
Engineer and which are hereby approved:

Assessment Hearings
Separate hearings were had on proposed assessments for each of the im-
provements shown on the attached resolution - No one appeared in opposition.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the follow-
ing resolution was adopted by unanimous vote of all Members of the Council
present:
ASSESSMENT RESOLUTION
WHEREAS the Village Council has met at the time and place specified in a
notice published in the St. Louis Park Dispatch on June 5, 1952, relating to
the following water main•improvements and has heard all interested persons
appearing at said meeting:

Assessment Resolution, Continued
IMPROVEMENT

Aquila Avenue from 34th Street south a distance of 300 ft.
West 35th Street from a point 128 feet east of east side
of Zealand (Zinran) Avenue
therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park that
the total assessable cost of said water mains is hereby determined to be in the
sum of $13,145.00 and is hereby levied and assessed against each and every lot
and tract of land described in the proposed assessment heretofore filed with the
Village Clerk for said improvement, an assessment in the sums therein respectively
set forth, said assessments to be payable in ten equal annual installments, the
first of which shall be payable on the first Monday in January, 1953; all deferred
`installments shall bear interest at 4 per cent per annum computed from the date
hereof until August 15, 1952, and annually thereafter; and each and every said
lot and tract of land is hereby determined to be benefitted by the said water
main improvement in the sums respectively set forth in the said amounts herein
respectively assessed.
Hearing on Petition to Vacate Alle
A hearing was had on petition of H. Vance Rorbach and others who are the
majority of the owners of real property fronting on the alley in Block 309,
Rearrangement of St. Louis Park, and the Village Council has met at the time and
place specified in a notice relating to said petition published in the St. Louis
Park Dispatch on June 12 and 19, 1952, and has held a public hearing on said
petition and determined that it appears for the public interest to vacate said
alley, therefore
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that alley in Block 309, Rearrangement of St. Louis Park, adjacent to Lots 1 to
46 inclusive in said block as the same is dedicated and laid out according to
the plat thereof of record in the office of the Register of Deeds of Hennepin
County, Minnesota, be hereby vacated.
` Setback for Drug and Grocery Store Building
The Planning Commission's report dated July 2, 1952, on the request of
Mr. H. K. Lindahl on behalf of Mr. L. W. Hermann, owner of the store building at
6001-6007 Excelsior Boulevard to have setback requirements of the Zoning Ordi-
nance recinded in order to make alterations to said building, was read.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, action on
above matter was deferred until meeting of July 14, 1952, to allow for a meeting
with the Planning Commission to be called for Saturday, July 12, 19523 by
unanimous vote of all Members of the council present.
Special Permit for Commercial Building
The Planning Commission's report dated July 3, 1952 on the request of Lewis
E. Bender for a special permit to build a commercial building on Lots 8 and 9,
Block 2, Minikanda Vista Second Addition, was read.
_ On motion of Trustee Bolmgren, seconded by Trustee Middleton, a special
permit was granted to Lewis E. Bender for the construction of a commercial build-
ing on Lots eight and nine, Block two, Minikanda Vista Second Addition, with a
10 ft. setback in front as recommended by the Planning Commission, by unanimous
vote of all Members of the Council present.
Bid Awarded for Sanitary Sewer 52-204 Thru 52-212
On motion of Trustee Bol.mgren, seconded by Trustee Middleton, the bid of
Orfei and Marian received June 23, 1952, for the construction of Sanitary Sewers
52-204 thru 52-212, in the amount of $38,375.35 was deemed to be the lowest bid
of a responsible bidder, and the Mayor and Clerk were authorized to execute a
contract with Orfei and Mariani for the work at price bid, by unanimous vote of
all Members of the Council present.
Building Permit for Regulator Building
Letter from the Minneapolis Gas Company, dated July 7, 1952, requesting
a building permit for the construction of a regulator building with appurtenant
piping and connections on the following described property:

"That part of the NE4 of the NE4 of Section 18, Township
117 N., Range 21 W. of the 5th -P. M.
Beginning at a point on the southerly side line of
Minnetonka Boulevard 130 feet west of the intersection
of the southerly line of Minnetonka Boulevard and the
westerly line of Utah Avenue, as now laid out; thence
extending southerly along a -line parallel to the easterly
line of Utah Avenue 135 feet, thence westerly along a line
parallel to the southerly line of Minnetonka Boulevard
75 feet; thence northerly to a point on the southerly
line of Minnetonka Boulevard 75 feet west of the point of
beginning; thence easterly along the southerly line of
Minnetonka Boulevard to the point of beginning, all as
shown on certified copy of a survey plat filed herewith" -
(which is on the south side of Minnetonka Boulevard
approximately 130 feet west of Utah Avenue), was read.
- On motion of Trustee Bolmgren, seconded by Trustee Middleton, the Building
Inspector was authorized to issue a building permit to the Minneapolis Gas Co.
for the construction of a regulator building with appurtenant piping and con-
nections on the above described land, by unanimous vote of all Members of the
Council present.
Hearing Date Set for Widening Street
Ellis Parsell and Leslie Johnson, and others appeared regarding the moving
of roadway on France Avenue north of Excelsior Boulevard east to the fence.
On'motion of Trustee Middleton, seconded by Trustee Bolmgren, August 4th
was set as date for hearing,on the widening and grading of France Avenue from
Excelsior Boulevard to Randall Street to include the above, by unanimous vote
of all Members of the Council present.
Bid Awarded for Sanitary Sewer 52-2
The Village Engineer presented his tabulation and recommendation on
bids received earlier this meeting for the construction of sanitary sewer in
Minnetonka Boulevard from Dakota to Edgewood Avenues.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the bid
of Phelps -Drake Company received this meeting for the construction of sanitary
sewer in Minnetonka Boulevard from Dakota Avenue to Edgewood Avenues, was }
deemed to be the lowest bid of a responsible bidder, and the Mayor and Clerk F
were authorized to execute contract with the Phelps -Drake Company for the work
at price bid of $3,386.25, with the understanding that work be commenced at,
once, Motion was passed by unanimous vote of all Members of the Council present.
Licenses
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the follow-
ing applications for 1952 licenses were approved, and the Mayor and Clerk were
authorized to'issue licenses to expire December 31, 1952, by unanimous vote of
all Members of the Council present:

Mr. Sunde, living on the NE Corner of Webster Avenue and Minnetonka
Boulevard appeared. Said he was opposed to the removal of shade trees on Mtka.
Boulevard east of Webster Avenue because of the paving project. He thought
the street should be moved to the south and go further into the Eaton property.
It was suggested that he appear before the Commissioners when meeting is,held
regarding slope easements, etc. Mayor Hurd said he would check this matter
with L. P. Pederson of the State Highway Department, and will report back to
the Village Council on July 14, 1952,
Grading Permit Granted
On motion of Trustee Bolmgren, seconded by Trustee Middleton, a permit was
granted for the grading of Ottawa Avenue from 38th Street north to the north
line of Lot 7, Block 8, Westmoreland Park, with turn -around at the north end;
work to be done by Leslie Johnson under the supervision of the Village Engineer
as per agreement to be drawn up by the Village Attorney, and the delivery of
a performance bond by Leslie Johnson to the Village in an amount to be set by
the Village Engineer. Motion was passed by unanimous vote of all Members of
the Council present.

Refund of Fees for Building Permits - Adolph Fine, Inc.
On the recommendation of Building Inspector, Peter Stienstra, it was moved
by Trustee Bolmgren, seconded by Trustee Middleton, that fees for building
permits Nos. 10712, 13, 14, and 15, dated June 20, 1952, in the amount of $13.00
each ($52.00) be refunded to Adolph Fine, Inc. due to the fact that permits for
these houses to be constructed at 1628, 32, 36, and 40, Alabama Avenue were
taken out previously. Motion was passed by unanimous vote of all Members of
the Council present.
Petition for Traffic Signals at France and Excelsior
Petition signed by P. T. Wilson, 3401 Huntington Avenue and others, dated
June 24, 1952, for the -installation of Traffic Signals at the intersection of
France Avenue with Excelsior Boulevard, was read.
The Clerk was asked to mail a copy of this petition to the State Highway
Department and ask about the survey for curb and gutter and widening of Excelsior
Boulevard from France Avenue to Highway #100 which was discussed sometime ago.
Bingo
Letter from J. A. Werner, Co-chairman, Carnival Committee, St. Louis Park
Fire Department, dated June 5, 1952, requesting permission to operate a bingo
game at their annual carnival -to be held July 15, 16, and 17, 1952 at the Fire-
men's Park at Wooddale Avenue and 37th Street, was read. No action taken.
Salary Increase - Henry B. Carlson
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the salary
of Police Officer Henry B. Carlson was increased from $306.00 to $316.00 per
month, effective July 1, 1952, to conform with the automatic increase, by unani-
mous vote of all members of the council present.
Salary Increase - Clyde Sorensen
- On motion of Trustee Middleton, seconded by Trustee Bolmgreh, the salary
of Police Officer Clyde Sorensen was increased from $326.00 to $332.00 per month,
effective July 1, 1952, to conform with the automatic increase, by unanimous
vote of all Members of the Council present.
Salary Increase - W. H. Ostlund
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the salary
of Police Officer W. H. Ostlund was increased from $306.00 to $316.00 per month,
effective July 1, 1952, to conform with the automatic increase, by unanimous vote
of all Members of the Council present.
Planning Commission Report, Hearing Date Set for Alley Vacation
The Planning Commission's report dated July 3, 1952, on the petition of St.
Anthony Holding Company for the vacating of Alley adjacent to Lots 1, 2, and 5,
Block 3, Browndale-Addition, was read.
On motion of Trustee Middleton, seconded by Trustee Bolmgren, August 4,
1952 was set as date for hearing on the petition of St. Anthony Holding Company
for the vacating of Alley adjacent to Lots 1, 2, and 5. Block 3, Browndale
Addition, by unanimous vote of all Members of the Council present.

Petition for Curb and Gutter
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the
following petition was referred to the Village Engineer and Street Department
Committee for checking and recommendation, by unanimous vote of all Members
of the Council present:

June 28, 1952, to,be constructed on the EAST SIDE

Bid Awarded for Elevated Steel Water Tank
On February ll, 1952, the Village Council ordered the Village Attorney
to prepare a proposed form of contract for the construction of a 1,000,000
gallon steel water tank, providing for the termination of same within one year
if no allocation of steel is made by the Agency of the United States Govern-
ment having jurisdiction thereof; said proposed contract form was read at this
time.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the bid
of Pittsburgh -Des Moines Steel Company, received January 21, 1952, for the cons-
truction of 1,000,000 gallon elevated steel water tank for Well #7, in the
amount of $176,800.00, was deemed to be the lowest bid of a responsible bidder,
and the Mayor and Clerk were,authorized to execute contract with the Bidder for
the Village, using special form prepared by the Village Attorney above referred
to, in the amount bid, by unanimous vote of all Members of the Council present.
Release of Securities and Substitution
A request from the NW National Bank of Minneapolis, dated June 26, 1952,
for the release of custodian receipts for $600,000 U. S. Treasury Bonds of
1956/59, 21.%, due September 15, 1959, to the Federal Reserve Bank; and as a
substitution, $600,000 U. S. Treasury Bonds of 1960/65, 2.3/4%, due December
15, 1965, was read.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the release
of the above mentioned U. S. Treasury Bonds, and substitution, was approved
by unanimous vote of all Members of the Council present.
Assignment of Securities
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the assign-
ment by the Northwestern National Bank of Minneapolis in consideration of its
designation as a depository of public funds of the Village of the following
securities to the Village of St. Louis Park was approved by unanimous vote of
all Members of the Council present:
$6002000.00 U. S. Treasury Bonds of 1960/65, 2 3/4%,
due December 15, 1965.

Storage Space for Street Department Equipment
Letter from Street Commissioner Kenneth Johnson, dated June 17, 1952,
informing the Village Council of the problem of winter storing of street depart-
ment equipment, was read.
On motion of Trustee Bo]mgren, seconded by Trustee Middleton, the above
request was referred to the Village Engineer for checking and recommendation,
and for the submission of a tentative plan, by unanimous vote of all Members
of the Council present.

Minnesota Department of Health
A report on the examination of plans for sewer extensions at various
locations in the Village, dated June 23, 1952, by the Minnesota Department of
Health, Division of Water Pollution Control, was read and ordered filed with

Delinquent Rents - Veterans Housing
A report on delinquent rents against the present tenants occupying a unit
in the Veterans Housing Area, dated June,30, 1952, was read.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, Welfare Worker,
Gertrude Renner was instructed to review all cases living in the Veterans
Housing Area who are in the arrears for rent, and submit a report to the Village
Council on July 14, 1952, by unanimous vote of all Members of the Council.

On motion of Trustee Jorvig, seconded by Trustee Middleton, the following
Ordinance was adopted by unanimous vote of all Members of the Council:

AN ORDINANCE AMENDING THE ZONING ORDINANCE
OF THE VILLAGE OF ST. LOUIS PARK
The Village Council of the Village of St. Louis Park ordains:
Section 1. Section 4.1-17 of the Zoning Ordinance of the Village of St.
Louis Park as amended by Ordinance No. 349 adopted by the Village Council
December 19, 1949, is hereby amended to read as follows:
114.1-17 No building shall be erected, and no building
hereafter erected shall be used, for residence purposes
with outside dimensions at first floor level of less
than 720 square feet if such building is a one story
building with a basement or cellar; nor with such outside
dimensions of less than 840 square feet if such building
is a one story building without a basement or cellar;
nor with such outside dimensions of less than 600 square
feet if such building is a two story building, whether
such building has a basement or cellar."
Section 2. This ordinance shall take effect from and after its publica-
tion.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the follow-
ing resolution was adopted by unanimous vote of all Members of the Council:
RESOLUTION SETTING HEARING FOR WATER MAIN EXTENSIONS
RESOLVED, that a hearing on the following proposed water main extensions
be hereby set for the Council Meeting July 21, 1952, the area proposed to be
assessed to be the adjacent tracts of land:

Yosemite Avenue from 450 feet north of 27th Street
to 348 feet south of 27th Street.

On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all Members of the Council present:
RESOLUTION REQUESTING EXTENSION OF BUS LINE AND
AUTHORIZING ROUTE FOR THE SAME
WHEREAS on the 14th day of February, 1952, the Railroad and Warehouse
Commission of the State of Minnesota made an order granting a temporary certificate
to the Minneapolis Street Railway Company to operate as an auto transportation
company in the transportation of passengers, a -s an extension of its Bryn Mawr
Bus Line from 22nd Street West and Ewing Avenue South in 11inneapolis to France
Avenue, then south on France Avenue to 26th Street; thence west on 26th Street
to Monterey Avenue and return over the same route.
WHEREAS an appeal from said order was filed in the District Court of
Hennepin County by various property owners and said appeal was under date of
June 26, 1952, dismissed by order of said Court.
WHEREAS following entry of said order by the Railroad and Warehouse Com-
mission of the State of Minnesota action was commenced in the District Court
of Minneapolis, Minnesota, by Barney Applebaum et el. to restrain the Minneapolis
Street Railway Company from operating its busses over said route and said
action has been dismissed as of June 26, 1952, by order of said Court, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that it hereby determines that public convenience and necessity require the ex-
tension of said bus line over the route above described and the Minneapolis
Street Railway Company be hereby requested to promptly commence bus service for

a trial period of ninety days pursuant to said order of the Railroad and Warehouse
Commission, dated February 14, 1952; or if said Minneapolis Street Railway Com-
pany determines it proper, because of lapse of time since execution of said order,
to properly petition the said Commission for an order amending its existing
order granting a certificate to said Company for operation of its Bryn Mawr Bus
Line, which amendment shall provide for extension of said line over the route
described in said order, dated February 14, 1952, and
BE IT FURTHER RESOLVED that the Railroad and Warehouse Commission of the
State of Minnesota be hereby requested to make such an order as appropriate
granting a temporary certificate to the Minneapolis Street Railway Company
effective for a ninety -day period, and
BE IT FURTHER RESOLVED that the Minneapolis Street Railway Company be hereby
authorized to extend its Bryn Mawr Bus Line from 22nd Street and Ewing Avenue in
the City of Minneapolis to the Minneapolis and St. Louis Park boundary on France
Avenue and then south within the Village of St. Louis Park on France Avenue to
26th Street; thence west on 26th Street to Monterey Avenue and return for a
temporary period of ninety days if granted•a certificate to do so by the Railroad
and Warehouse Commission of the State of Minnesota.
Assignment of Wages
On motion of Trustee Middleton, seconded by Trustee Jorvig, the Village
Clerk was authorized to accept assignment of wages of John Stienstra to Peter
Stienstra for a period of 60 days starting -July 1, 1952, by unanimous vote of all
Members of the Council.
