REGULAR MEETING JULY 14, 1952
A regular meeting of the Village Council was called to order by Mayor
C. L. Hurd at 8:00 P. M. The,following Council Members were present at roll
call as follows:

On motion of Trustee Middleton, seconded by Trustee Bolmgren, the above
bids were referred to the Village Engineer and Chairman of the Street Department
Committee for tabulation and recommendation, by unanimous vote of all Members of
the Council.
Bids for Storm Sewer Extension
As advertised in the St. Louis Park Dispatch June 26, 1952, sealed bids
were received from the following bidders for the extension of existing Village
storm sewer at 27th Street and Colorado Avenue NEly to existing culvert under the
R%W of the Minneapolis, Northfield and Southern Railroad; thence Ely across said
R%W. (Time for receiving bids was July 7, 1952 and at that time extended to this
meeting)

As advertised in the St. Louis Park Dispatch June 19, 1952, sealed bids were
received from the following bidders for the construction of storm sewer for Storm
Sewer District No. 30. (Time for receiving bids was July 7m 1952 and at that time
extended to this meeting).

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above bids

Bid _Awarded _- Sanitary Sewer No, 52-2
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the bid of
Bart Carlone received July 7, 1952, for the construction of Sanitary Sewer No.
52-224 (In Dakota Avenue from 32nd Street t6 520 feet North), was determined to
be the lowest bid of a responsible bidder, and the Mayor and Clerk were authorized
to execute a contract for the Village with Bart Carlone for the work at price bid
of $4,629.90, by unanimous vote of all Members of the Council.
License Application Approved
On motion of Trustde Middleton, seconded by Trustee Bolmgrea the following
applications for 1952 licenses were approved, and the Mayor and Clerk were
authorized to issue licenses to expire December 31, 1952, by unanimous vote of all
Members of the Council present:
Automatic Gas Heat Company Heating
Betty's Cafeteria Restaurant
Grading of Block 1. The Bronx
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village
Attorney was instructed to contact Terry Brothers to ascertain if they will go
'thru with contract for grading of streets in Block 1, The Bronx as written up last
Fall, by unanimous vote of all Members of the Council.
Building Permit to Remodel Store Building Approved
Nate Goldstone of the Brookside Drug Store appeared regarding a permit for
remodeling the Drug Store Building at 6001-7 Excelsior Boulevard. He asked
permission to take out the double doors in the grocery store and have the double
door in present front of the Drug Store, and close the corner door of same; also
cut an arch between the drug and grocery stores, stucco the exterior of the building
and install closed -in transom lights.
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the Building

_Building Permit to Remodel Store Building Approved, Cont'd.
Inspector was instructed to issue a'building permit for the remodeling of store
building as above requested, by unanimous vote of all Members of the council.
Taxicab License - Suburban Yellow Cab, Inc
On motion of Trustee Bolmgren, seconded by Trustee Middleton; the Suburban
Yellow Cab Company, Inc.' application for a license to operate two taxicabs in
the Village was approved, and the Mayor and Clerk were authorized to issue license
to expire December 31, 1952, by unanimous vote of all Members of the Council.
Request for Permits for Advertising Signs
Letter from General Outdoor Advertising Company, dated July 92 1952, request-
ing permits for the erection of four signs, size 12' x 25' each to be located at
the SE corner of Excelsior Boulevard and Vernon Avenue on property legally des-
cribed as Lots 1 and 2, Block 3, Browndale Addition; also for one sign 12' x 25'
to be located on'the North side of Excelsior Boulevard between Webster'and Xen-
wood Avenues on property legally described as Part of Lots 23 and 24, Block 2,
Meadowbrook Addition, was read.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above
request for the erection of advertising signs was denied by unanimous Grote of
all Members of the Council.
Reauest for Action on Water Hole
Letter signed by Russell L. Johnson, 3351 Xylon Avenue and others, dated
July 14, 1952, regarding the condition of Lots 7 thru 19, Block 1, Oak'Hill Manor
was read, in which it was,,stated that said lots are covered with water to a depth
dangerous to the lives of 'children, and requesting that prompt action be taken
by the Village Council.
On motion of Trustee Bolmgren, seconded by Trustee'Jorvig, the above
letter was referred to the Village Attorney to contact Carlson & Sons, owners of
above mentioned lots to clean up this condition at once, by unanimous vote of
all Members of the Council.
Mr. Sunde - Re: Removal of Trees on Mtka. Blvd
Mr. D. J. Sunde, 5530 Minnetonka Bouleirard appeared again, stating that he
was still interested in saving the trees in front of his home which are con-
templated being removed when Minnetonka Boulevard is paved. Mr. Sunde was
advised to see Village Engineer, Phil W. Smith for further information regarding
this project.
Westwood Hills Green Second Addition - Plat Approved
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the plat of
Westwood Hills Green Second Addition was approved and accepted subject'to the
approval of the Village Attorney and Village Engineer, and with the understanding
that the streets be named Virginia Circle North and Virginia Circle South; also
the Mayor and Clerk were authorized to sign same for the Village, by unanimous
vote of all Members of the Council.
Change in Street Names
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village
Attorney was instructed to prepare an ordinance to rename West 24th Street
Virginia Circle North, and Virginia Lane to Virginia Circle South, both in West-
wood Hills Green Addition, by unanimous vote of all Members of the Council.
Petition for Sanitary Sewer
P-1166 PETITION FOR SANITARY SEWER, signed by Hazel M. Kimm, 6901-6903
West 33rd Street, St. Louis Park for the construction of sanitary sewer in IDAHO
AVENUE FROM WEST 33RD STREET NORTH TO EXISTING MANHOLE AND ALSO THE SERVICE LINE
TO THE CURB, was read.
Hearing Date Set on Proposed Sanitary Sewer
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, August 11, 1952
was set as date on proposed extension of sanitary sewer in Idaho Avenue north
to center of 33rd Street to serve Lots 8 to 14, Block 206, Rearrangement of St.
Louis Park which is to be assessed for the cost thereof, by unanimous vote of all
Members of the Council. '
Petition for Curb and Gutter
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
petition was referred to the Village Engineer and Chairman of the street depart-
ment committee for checking and recommendation, by unanimous vote of all Members
of the Council:

Bonds
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
bonds were approved by unanimous vote of all Members of the Council:
SID WALK OR CURB AND GUTTER CONSTRUCTION BOND
with Dr. Alfred H. Atkinson as principal, and
H. H. Henderson and J. H. Lemke as sureties,
dated July 7, 1952, in the amount of $ 500.00,
covering construction of curb and gutter on the
East side of Glenhurst Avenue from 38th Street
to 39th Street.
SIDEWALK OR CURB AND GUTTER CONSTRUCTION BOND
with Louis Himmelstein as principal, and Louis
Himmelstein and J. H. Lemke as sureties, dated
July 7, 1952, in the amount of $500.00, covering
construction of curb and gutter in front of
Lot 8, Auditors Subdivision No. 301.
Building Inspector's Weekly Report
The Building Inspector's report for week ending July 11, 1952, showing
that 17 building permits were issued, totaling $85,650.00, was read and ordered
filed.
Street Department Foreman
On the recommendation of Street Commissioner, Kenneth Johnson, it was moved
by Trustee Middleton, seconded by Trustee Jorvig, that the employment of Mr.
Bushway as Street Department Foreman, effective August 1, 1952, at $365.00 per
month was approved by unanimous vote of all Members of the Council.
Notice of Continued Hearing on Bus Fares
A notice from the Railroad and Warehouse Commission, dated July 7, 1952,
in the matter of the application of the Twin City Motor Bus Company for the fixing
of just and reasonable rates of fare for the transportation of,passengers by
applicant as an Auto Transportation Company, was read in which July 22, 1952 was
set for continuation of hearing on the foregoing matter; meeting to be held at
470 State Office Building, St. Paul, Minnesota.
Petition Opposing Sidewalk
Petition signed by Frederick C. Lee, 3033 Nevada Avenue and others, dated
July 9, 1952, opposing the construction of sidewalk on the EAST SIDE OF NEVADA
AVENUE FROM MINNETONKA BOULEVARD TO 31ST STREET, was read.
On motion of Trustee Middleton, seconded by Trustee Jorvig, the Village
Engineer was instructed to delete from sidewalk contract to be awarded on July
212 1952, all of Project No. 52-144, except in front of Lots 8, 9, and 10,
Block 2, Boulevard Heights Addition, by unanimous vote of all Members of the
Council.
Street Sign Ordered
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Street Com-
missioner was instructed to place a street sign at 28th Street and Pennsylvania
Avenue, by unanimous vote of all Members of the Council.
Temporary Office for Engineering Supervision
A letter from the Hennepin County Highway Department, dated July 10, 1952,
requesting permission to use the building under the old water tank as a temporary
office for engineering supervision during the construction operations of the
concrete paving project on Minnetonka Boulevard, was read.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, permission
was granted the County Highway Department to use the building under the old water
tank for engineering supervision office during the conttruction operations of the
concrete paving project on Minnetonka Boulevard, without charge, by unanimous
vote of all Members of the Council.
Letter Re: Surface Water on Boone between 34th & 35th
Letter signed by Victor E. Anderson, 3405 Boone Avenue and others, protest-
ing the lack of maintenance and the slowness of bringing Boone Avenue between
34th and 35th Streets up to grade, etc. On motion of Trustee Bolmgren, seconded
by Trustee Jorvig, the above matter was referred to the Village Engineer for
checking and recommendation, by unanimous vote of all Members of the Council.

f Letter Re: Holding Religious Meetings Q-4
A letter from the Oak Hill Baptist Church, dated July 14, 1952, requesting
permission to hold a series of religious meetings in a tent under the auspices �d
of their church on property located at Highway No. 7 and Division Street, was
read. No action taken.
15 Minute Parking Sign Ordered
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Police
Department was ordered to place 15 minute parking sign at Dillingham Dairy
Store at 5619 West Lake Street, by unanimous vote of all Members of the Council.
International,Association of Fire Chiefs Conference
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Fire Chief,
C. M. Williams was authorized to attend the International Association of Fire
Chiefs Conference to be held at Boston, Mass., with necessary expenses paid,
by unanimous vote of all Members of the Council.
Survev for Care of Water - Utah-Mtka. Blvd. -31st
On motion of Trustee Middleton, seconded by Trustee Jorvig, the Village
Engineer and Street,Commissioner were ordered to make a survey for long range
care of water on Utah Avenue between Minnetonka Boulevard and 31st Street, and
to remedy the present condition, by unanimous vote of all Members of the Council.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the follow-
ing resolution was adopted by unanimous vote of all Members of the Council:

RESOLUTION AUTHORIZING CONTRACT F6R STREET PAVING
WHEREAS, the Village Council on September 10, 1951, after public hearing,
ordered improvement of France Avenue from 27th Street to Minnetonka Boulevard
by paving, provided that an agreement be entered into between the Village, the
County of Hennepin, and the City of Minneapolis for construction of the im-
provement, the terms of which to be approved by the Village Council.
WHEREAS, said portion of France Avenue is a boundary street and a State
Aid Road, and plans and specifications have been prepared by the County Engineer,
which have been approved by the Village Engineer, for construction of concrete
pavement, and it appears that the construction will be of higher surface type
and greater width than would be necessary to accommodate the normal rural
traffic of said road, and
WHEREAS, an agreement has been submitted to the Village Council which was
prepared by the City Attorney of the City.of Minneapolis, and which has been
approved by the Village Attorney and the County Attorney of Hennepin County,
which provides that said paving shall be done by the City of Minneapolis in
accordance with the plans and specifications referred to therein, and that the
County is to reimburse the City on account of the cost of said work in the sum
of $27,000.00, of which sum 01,227.27 is to be applied on the amount to be
contributed by the Village, and that the Village will reimburse the City for an
additional sum of $19,710.66, said sums to be paid upon the completion of the
work, and that the City of Minneapolis will pay the entire remaining portion of
the cost of said paving, therefore
BE IT RESOLVED by the Village Council of St. Louis Park that said agree-
ment, and plans, and specifications referred to therein be hereby approved; and
the Mayor and Clerk be hereby authorized to execute said contract in behalf of
the Village.
Agreement for Water Main Under G. N. R. R. Tracks
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Mayor and
Clerk were authorized to sign for the Village, the agreement dated July 14,
1952 with the Great Northern Railroad Company for the extension of water main
\under their tracks at Louisiana Avenue, by unanimous vote of all Members of
the Council.
2 Proportionate Share of 1952 Hennepin County
Nursing Service Budget
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, one-half of
the Village's proportionate share of the 1952 Hennepin County Rural Nursing
Service budget, based on the 1950 population of 22,644 at 37¢ per capita, in
the amount of $4,189.14, was approved, and the Mayor and Clerk were authorized
to issue a warrant for same, by unanimous vote of all Members of the Council.
