were received from the following bidders for the paving of Minnetonka Boulevard,
and construction of sidewalk with concrete from the end of existing concrete
pavement at Joppa Avenue east to Glenhurst•Avenue, and from the end of existing
concrete at the intersection of Minnetonka -Boulevard and Lake Street westerly
to a point 200 feet west of Dakota Avenue:-

Hearing on Proposed Water Main Extensions
Pursuant to notices published in the St. Louis Park Dispatch June 5 and
12, 1952, separate hearings were had on proposed water main extensions Nos.
52-228 to 52-242 inclusive as described therein. The following persons appeared:
Art Meyers and others appeared in opposition to part of 52-234 - Ottawa Avenue
from 27th to 28th Streets, and Lot 1, Block 3, Woodridge, facing 27th Street.
A petition signed by Gordon M. Peterson, 6800 West 26th Street and others, oppos-
ing 52-237 - Hampshire Avenue from West 26th Street to Great Northern Railroad,
was read. M. P. Johnson asked that Quebec Avenue from Minnetonka Boulevard to
300 feet north (part of 52-229) be taken out. Trustee Bolmgren recommended that
52-241 (West 39th Street from Hunting Avenue to Inglewood Avenue, and West 40th
Street from Inglewood Avenue to Natchez`Avenue) be deleted due to high cost at
this time.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
resolution was adopted by unanimous vote of all Members of the Council:
RESOLUTION ORDERING WATER MAIN EXTENSIONS
WHEREAS, the Village Council has met at the time and place specified in a
notice published in the St. Louis Park Dispatch June 5 and 12, 1952, relating to
the following water main extensions and -has conducted a public hearing at said
meeting and heard a!Y interested persons and determined the necessity for said
improvements, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park as
follows:

2. That the Clerk be directed to advertise for bids for said improvement
to be opened by the Village Council at its meeting July 14, 1952.
Basement Dwellings
As ordered by the Village Council at meeting--of-June 16, 1952, a basement
dwellings prepared by thelBuilding Inspector was presented and read. On
motion of Trustee Bolmgren, seconded by Trustee Middleton, the Clerk was ins-
tructed to notify by registered mail, all basement home occupants that they
apply at once for permits to start to -complete their homes at"once; said notice
to be prepared by the Village Attorney. Motion was passed by unanimous vote
of all Members of the Council present.
Resolution
On motion of Trustee Bolmgren, seconded_by Trustee Middleton, the follow-
ing resolution was adopted by unanimous vote of all Members of the Council:
RESOLUTION CANCELLING MAIN TRUNK SEWER #2
ASSESSMENT
WHEREAS it appears that by resolution of the Village Council levying
assessments for Main Trunk Sewer #2, the following lots were inadvertantly assessed
$100.00 per lot, whereas they should have been charged $50.00 per lot; and
WHEREAS the ownersof said lots have paid five years of -the ten-year assess-
ment at double the chargelthey should have paid, and have thus paid said assess-
ment in full; therefore,
BE IT RESOLVED by the -Village Council of the -Village of St. Louis Park
that the 1953 thru 1957 payments for -said assessment heretofore levied against
the following described lots -in the amounts set forth below be hereby canceled,
and -that the Treasurer and the Auditor of Hennepin County be hereby authorized
to cancel the same upon their respective records.

Resolution
On motion of Trustee Middleton, "seconded by Trustee Bolmgren, the follow-
ing resolution was adopted by unanimous vote of all Members of the Council:
RESOLUTION REFUNDING #495 GRADING 0-31 ASSESSMENT
WHEREAS it appears that by resolution of the Village Council adopted April
102 1950, the following lots were assessed for #495 Grading -0-31; and whereas on
June 25, 1951, said -assessment on these lots was canceled by the Village Council
because the work was not done; therefore,
BE IT RESOLVED that the 1951 installments of such assessment heretofore
paid in the respective amounts hereinafter set forth be refunded to the respect-
ive property owner, and, upon receipt of a --signed verified claim and the paid
tax statements,- that the -Mayor and the Clerk be hereby authorized to issue
warrant in payment of suchlrefunds to the respective property owner.

On motion of Trustee"Jorvig,'seconded by Trustee Middleton, Clerk Justad,
Trustee Bolmgren, and Police Chief, Andy Nelson were authorized to attend the
Hennepin County and Minneapolis Safety'Award Luncheon -to be held at Hotel Radisson,
Monday, June 30, 1952, at 12:15 PM, with necessary expenses paid, by unanimous
vote of all Members of the'iCouncil.

Hearing on Proposed Storm Sewer
Pursuant to notices published in the St. Louis Park Dispatch June 5 and 12, 1952,
a public hearing was had on proposed extension of existing Village storm sewer outlet
at 27th Street and Colorado Avenue NEly to existing culvert under Right -of TIay of
Minneapolis, Northfield & Southern Railroad; thence Ely across said Right -of -Way for
Storm Sewer District No. 17• No one appeared.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
resolution was adopted by unanimous vote of all Members of the Council:
RESOLUTION ORDERING STORM S54EER EXTENSION
WHEREAS, the Village Council has met at -the time and place specified in a
notice published in the St. Louis Park Dispatch June 5 and 12, 1952, relating to ex-
tension of storm sewer at 27th Street and Colorado Avenue, and has conducted a public
hearing thereon and heard all interested persons and determined the necessity for
said sewer extension, therefore,
BE IT RESOLVED by the Village Council of the village of St. Louis Park that
existing Village Storm Sewer -for Storm Sewer District No. 17 which terminates in
Colorado Avenue at its intersection with 27th --Street be hereby extended northeasterly
to the existing culvert under the right of way of the Minneapolis, Northfield &
Southern Railroad and thence easterly across said right of way in accordance with
plans and specifications prepared by the Village Engineer which are hereby approved.
The Clerk is directed to advertise for bids for said sewer extension to be opened
by the Village Council at its meeting to be held July 7, 1952•
Hearing on Proposed Sanitary Sewer Extension
Pursuant to notices published -in the -St. Louis Park Dispatch June 5 and 12,
1952, a public hearing on proposed extension of -"sanitary sewer in Minnetonka Boule-
vard from Dakota Avenue to Edgewood. No one appeared.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following reso-
lution was adopted by unanimous vote of all Members of the Council:
RESOLUTION ORDERING SANITARY SEWER CONSTRUCTION
WHEREAS, the Village Council has met at the time and place specified in a
notice relating to proposed sanitary sewer in Minnetonka Boulevard from Dakota Avenue
to Edgewood Avenue published in the St. Louis Park Dispatch June 5 and 12, 1952, and
has heard all interested persons appearing at said meeting and determined the
necessity for said improvement, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park that
extension of Village sanitary sewer in Minnetonka Boulevard from Dakota Avenue to
Edgewood Avenue as Improvement No. 52-245 be hereby ordered, the work to be done in
accordance with plans and specifications for the same which have been prepared by
the Village Engineer, and
BE IT FURTHER RESOLVED that the Clerk be directed to advertise for bids for
construction of said sewer to be opened by the Council at its meeting to be held
July 7, 1952.
Hearing on Proposed Improvement of Village Park
A hearing was had on proposed improvement of Village Park at 29th Street and
Webster Avenue. No one appeared.
Resolution
On motion of Trustee Middleton, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all Members of the Council:
RESOLUTION ORDERING IMPROVEMENT OF PARK
WHEREAS, the Village Council has met at the time and place specified in a
notice relating to improvement of Village park published in the St. Louis Park Dis-
patch June 5 and 12, 1952, and has conducted a public hearing with respect to said
proposed improvement and has heard all interested persons and determined the
necessity for said improvement, therefore,

BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that park at 29th Street and Webster Avenue be improved by grading an area-
reaapproximately
approximately60 feet in depth along Webster Avenue to the level of Webster
Avenue and sodding of thelnewly graded area; construction of sidewalk on Webster
Avenue beside the playground; filling of the area so it will properly drain;
and construction of a 15 by 25 foot'shelter building and a 4 foot fence around
the playground -area; andlinstallation of playground equipment, all in accord-
ance with plans and specifications for the same vdiich have been prepared by
the Superintendent of Parks of the Village and which have been approved by the
Village Park Board, provided that this -resolutions shall not be effective until
the same has been approved by resolution duly adopted by the Village Park Board.
Said improvement shall proceed under the direction of the Village Park Board.
Hearing Continued - Application for Rezoning
Pursuant to notice published in the St-. Louis Park Dispatch May 22, 1952,
a hearing was held on June 9, 1952 on the application of J. W. Held and F. J.
Swenson for rezoning that portion of the E2 of the NWS of the SWC, Section 30,
Township 29, Range 24, from open development to commercial use - action on same
being deferred to this meeting:
R. H. White of Red Owl Stores -appeared. Flow of traffic to State Highway
No. 100 was discussed, and it was suggested that same be brought to the attention
of the State Highway Department for their suggestion. Those living on Lilac
Lane feel that they should have something to say about this matter.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, action was again
deferred to meeting of July 21, 1952, by unanimous vote of all Members of the
Council.
Continued Hearing on AAplication-for Rezoning - Cronstromis
A public hearing was had June 16, 1952; on the application of Cronstrom's
Heating and Sheet Metal, Incorporated, for the rezoning of -Lot 35, Block 2,
Minikanda Vista Second Addition, from residential use to commercial use and
action was deferred to this meeting.
Vincent Johnson appeared. Asked if any further report had been received
from the Planning Commissionon this rezoning. The answer was "no".
On motion of Trustee Middleton, seconded by -Trustee Bolmgren the Village
Attorney was instructed to prepare an ordinance for -rezoning part of the area
requested on conditions to be suggested by Members of the Council as to the
improvement of Lot 35, Block 2, Minikanda Vista Second Addition, by unanimous
vote of all Members of the Council.
Continued Hearings-- Proposed Assessments for Sanitary Sewer,
Street Improvements and Water Main,
At the June 16th meeting, public --hearings were resumed on proposed assess-
ments for street improvements; sanitary sewer and water main, and action deferred
to this meeting pending a check to be made by the Village Assessor on the claim
of residents that they -had paid for grading on Vernon Avenue between 26th•Street
and 27th Street a number of years ago. A group from the area appeared.
Assessor, R. B. Connery reported that -at the time -the grading was done a number
of years ago, it was not charged against the -benefited property, but to the
General Fund (Road and Bridge). However, on January 10, 1935, $67.68 was paid
for special assessments levied against Lots 26 and 27, Block 1, American Security
Investment Company's Second Addition, presumably for sidewalk, curb and gutter.

On motion of Trustee Bolmgren., seconded by Trustee Middleton, the following
resolution was adopted by unanimous vote of all Members of the Council:

WHEREAS, the Village"Council has met at the time and place specified in a
notice published in the St. Louis Park Dispatch May 8, 1952, relating to hearing
on the following described assessments and has heard all interested persons;
and consideration having been regularly deferred until this present meeting,
therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park as
follows: •
1. That the proposed assessments on fike with the Village Clerk covering

Petition Opposing Sanitary Sewer
On motion of Trustee Bo1mgren, seconded by Trustee Middleton, petition
signed by Carlisle Madson, 3035 Oregon Avenue and others, dated June 18, 1952,
opposing construction of Sanitary Sewer in Oregon Avenue from Minnetonka Boule-
vard to 31st Street, was read and referred to the Village Engineer and Chairman
of the Sewer Department Committee for checking and recommendation, by unanimous
vote of all Members of the Council present. (Petition for above Sanitary Sewer
presented to Village Council, June 16, 1952 P-1159).
Request for Removal of Name from Sanitary Sewer Petition
Letter from Lloyd E. Mc Michael, 3029 Oregon Avenue, dated June 23, 1952,
requesting that hes name be removed from petition for sanitary sewer in Oregon
Avenue from Minnetonka Boulevard to 31st Street, was read and ordered filed with
Petition P-1159.
Letter Re: Joint Grading, Graveling & Blacktopping Douglas Avenue
Letter from Village of Golden Valley, dated June 14, 1952, requesting
that the Village of St. Louis Park pay a proportionate share of the cost of im-
proving Douglas Avenue, the dividing line between the two Villages by grading,
graveling and blacktopping, was read.
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the above
matter was referred to the Village Engineer for checking, to get the feeling of
St. Louis Park people, by unanimous vote of all Members of the Council present.
Letter Re: Traffic Hazards Confronting Park -Hill Grade School Children
Letter signed by Mr. and Mrs. Henry G. Nelson, 3055 Salem Avenue and
others, dated June 9, 1952, requesting that the Village Council do something to
remedy the hazards confronting small children who attend Park Hill School, from
the "forgotten area" of Toledo, Salem, and Raleigh Avenues on the South side
of Minnetonka Boulevard, who are without transportation, was read and ordered
filed.
Letter Re: Operating Costs of Garbage and Refuse Disposal
Letter from Suburban Sanitary Drayage Company, dated June 23, 1952, stating
that due to the increased expense of operating the pickup and disposal of garbage
and trash, they will be unable to continue to operate on their present contract
price after December 31, 1952, was read. No action taken at this time.

Overtime Pay for Burt Zila on Emergency Water Main Break_
On recommendation of Street Commissioner, Kenneth Johnson, it was moved
by Trustee Middleton, seconded by Trustee Bolmgren, that Burt Zila be given over-
time pay as blademan for Wednes night, June 18, 1952, when he was called to
operate the dragline to repair a broken water main, by unanimous vote of all
Members of the Council.
Reclassification of Burt Zila.
On the recommendation of Street Commissioner, Kenneth Johnson, it was moved
by Trustee Middleton, seconded by Trustee Jorvig, that Burt Zila be reclassified
to his old position as motor grader operator and drag line operator, commencing
July 1, 1952, by unanimous vote of all Members of the Council.
Temporary Employees for Engineering Department
On the request of Village Engineer, Phil W. Smith, it was moved by Trustee
Bolmgren, seconded by Trustee Middleton, that Albert Pooler and Thomas Hall be
placed on the Engineering payroll as inspectors for approximately three months at
the rate of $1.622 per hour, by unanimous vote of all Members of the Council.
Automatic Salary Increase - Glenn Stenberk
On motion of Trustee Middleton, seconded by Trustee Jorvig, the salary of
Police Officer, Glenn Stenberg was increased from $306.00 to $316.00 per month,
effective June 15, 1952 to conform with the automatic increase, by unanimous vote
of all Members of the Council.
Group Re: InferiorHouses
Robert Hanold, 1/21 Kentucky Avenue and others appeared relative to the
"inferior houses" now being constructed by Adolph Fine, Inc. in Richmond Addition.
The entire matter was discussed at length. They feel that these houses are not
adequate, and that building should be discontinued. A letter dated June 23,
1952 from Attorney Grossman for Adolph Fine, Inc. was read.
As ordered by the Village Council, June 16, 1952, the Village Attorney
presented an amendment to the zoning ordinance changing the minimum size of dwel-
lings, for the Councils persual. It was returned to the Village Attorney
for further study and changes.
It was -moved by Trustee Bolmgren that action concerning the minimum size
of dwellings, taken at the June 16th meeting be recinded. No second. Motion
lost.
Taxicab Driver License
On motion of Trustee Middleton, seconded by Trustee Jorvig, the application
tiof Gary Paulsen, 2736 Salem Avenue, St. Louis Park, for a license to drive a
taxicab was approved, and the Mayor and Clerk were authorized to issue license
to expire December 31, 1952, by unanimous vote of all Members of the Council.
Next Meeting of Council
On motion of Trustee Middleton, seconded by Trustee Jorvig, the next meet-
ing of the Village Council was set for July 7, 1952, by unanimous vote of all
Members of the Council.
Meeting Adjourned
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the meeting
was adjourned at 1:20 A. M., by unanimous vote of *all Members of the Council.
