REGULAR MEETING JUNE 2. 1952
A regular meeting of the Village Council was called to order by Mayor
Hurd at 8:08 P. M., with the following Council Members present at roll call:

Minutes
The minutes of meetings held May 19 and 26, 1952 were read and approved
as read on motion of Trustee Bo1mgren, seconded by Trustee Jorvig, and passed
by unanimous vote of Councilmen present.
Verified Claims
On motion of Trustee Bnlmgren;; seconded by Trustee Jorvig, the following
verified claims were approved, and the Mayor and Clerk were authorized to issue
warrants covering same, by unanimous vote of all Members of the Counci-1 present,
by roll call as follows: Trustee Bolmgren, yea; Trustee Jorvig, yea; Mayor

Hearing on Proposed Sidewalk and Curb and Gutter Construction
Pursuant to notices published in the St. Louis Park Dispatch May 15 and 22,
1952, a public hearing was had on proposed construction of sidewalk and curb
and Futter-Impr.!Nos.'52-196, No one appeared.

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, action on
above hearing was deferred to June 9, 1952) by unanimous vote of all Members
of the Council present.
Hearing on Proposed Storm Sewer
Pursuant to notices published in the St. Louis Park Dispatch May 15 and
22, 1952, a public hearing was had on proposed storm sewer to be constructed in

Texas Avenue from 33rd Street South to 330 feet south of 34th Street; thence
West to Wyoming Avenue extended north; thence South to State Highway No. 7; thence
Westerly to Minnehaha Creek. No one appeared.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, action on above
hearing was deferred to meeting of June 9, 1952, by unanimous vote of all Members
of the Council present.
Hearing on Proposed Sanitary Sewer Construction
Pursuant to notices published in the St. Louis Park Dispatch May 15 and 22,
1952, a public hearing was had on proposed construction of sanitary sewers
Impr'.,Nos.,"52=204, to'�52-27.3. Mrs. L. Ray Johnson, 4525 Minnetonka Boulevard
appeared. Asked for information regarding assessment for Improvement Number
52-212, North service drive of Highway No. 7, from Natchez Avenue to Monterey
Avenue.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, action on above
hearing was deferred to meeting of June 9, 1952, by unanimous vote of all Members
of the Council present.
Hearing on,Proposed Sidewalk, Curb and Gutter Construction,
and Paving Improvements
Pursuant to no published in the St. Louis Park Dispatch May 15 and 22,
1952) a public hearing was had on proposed construction of curb and gutter,
sidewalk, and .paving Impr;No:=-52-2T6.t ;52::217..&-52=218.The following persons
appeared:
R. L. Tupper, 5647 Minnetonka Boulevard inquired about assessments for
sidewalk on north and south sides of Minnetonka Boulevard from Glenhurst Avenue
to Edgewood Avenue. Ned Joubert, 5920 Minnetonka Boulevard presented a petition
signed by himself and others opposing paving and sidewalks on either or both sides
of Minnetonka Boulevard if the cost of same will be assessed against their
properties.
Mayor Hurd explained the financing of the work to be, done.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, action on above
hearing was deferred to meeting of June 9, 1952, by unanimous vote of all Members
of the Council present.
House Below Grade
A. W. Anderson, 4176 Raleigh Avenue appeared. Said Adolph Fine, Contractor
is building a house at 4180 Raleigh (4901 Rossy) which is 1 foot below street
grade. He was advised to see Village Engineer, Phil W. Smith regarding this.
Speed of Trucks
H. 0. Wilkinson, 9322 West 18th Street appeared. Complained about the
number and speed of trucks passing his home. He was told that the matter would
be referred to Chief of Police, Andy Nelson for a report and recommendation.
Licenses
On motion of Trustee Bolmgren., seconded by Trustee Jorvig, the following
applications for 1952 licenses were approved, and the Mayor and Clerk were
authorized to issue licenses to expire December 31, 1952, by unanimous vote of
all Members of the Council present:
Dariwipt, Incorporated Restaurant
Holand Motors, Incorporated Gas Station 3 Pumps

Bond
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the heating
license bond with Richfield Heating and Sheet Metal Company as principal, and
American Bonding Company of Baltimore as surety, dated May 26, 1952, was.
approved in the amount of $1,000.00, by unanimous vote of all Members of the
Council present.
Permission to Place Poles
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Northern
States Power Company was granted permission to place poles at the following loca-
tions, by unanimous vote of all Members of the Council present:
Three poles on Meadowbrook Boulevard between
Brunswick and Colorado Avenues.

Petition for Street Improvements
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the follow- C�
ing petition was referred to the Village Engineer and Chairman of the Street �+
Department Committee for checking and recommendation, by unanimous vote of all
Members of the Council present:
P-1092 -- PETITION FOR CURB AND GUTTER, signed by Mrs. A. M.
Hohmann, 2869 Zarthan Avenue and Mrs. F. R.
Williams, 2863 Zarthan Avenue, dated May 31, 1952,
for the construction of curb and gutter on the East
Side of Zarthan Avenue from 29th Street north to
include Lots 56 and 57.
Partial Payments on Contract Work
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
partial payments on contract work in -progress, presented by Village Engineer,
Phil W. Smith, were approved, and the Mayor and Clerk were authorized to issue
warrants covering same, by unanimous vote of all Members of the Council present:

Building Inspector's Weekly Report
The Building Inspector's report for week ending May 30, 1952, showing that
30 building permits were issued, totaling $461,900.00, was read and ordered
filed.

Action on Permit for Gas Station Deferred
(Ben Berkwitz)
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, action on the
request of Ben Berkwitz for a building permit to build a gasoline station on the
Corner of Salem Avenue and West Lake Street, was deferred to June 9, 1952, pend-
ing a meeting of the Planning Commission with interested persons to be held on
June 4, 1952, by unanimous vote of all Council Members present.
Fire Departments Report for May, 1952
The Fire Department's report for the month of May, 1952, was read and
ordered filed.
Justice of Peace Report of Fines for May, 1952
Justice of Peace E. A. Linnee's report of fines dated May 28, 1952, was
read and ordered filed.

Letter Re: Excessive Sounding of Horns on R. R. Engines

Letter from Chicago, Milwaukee, St. Paul and Pacific Railroad Company
dated May 28, 1952, in reply to our letter dated May 23, 1952, relative to ex-
cessive sounding of horns on engines passing through the Village, was read and
ordered filed.
Appointment to Park Board
On motion by Trustee Jorvig, seconded ,by Trustee Bolmgren, the appointment
of Carl Johnson, 2908 Webster Avenue to the Park Board for term expiring May 18,
1955 was approved by unanimous vote of all Council Members present.
Meeting Adjourned
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the meeting
waa adjourned at 10:55 P. M., by unanimous vote of all Members of the Council
present.
