REGULAR MEETING JUNE 16, 1952
A regular meeting -of the Village Council was called to order by Mayor
C. L. Hurd at 8:05 P. M.
Invocation was given by Rev. George L. Lundquist of Prince of Peace Luthern
Church.
The following Council Members were present at roll call:

Hearing on Application for Rezoning - Tonv R. Glunz
Pursuant to notice published;in the St. Louis -Park Dispatch, May 22, 1952,
a hearing was had on the application of Tony -R. Glunz to rezone Lot 15, Block 22,
Park Manor Addition (6412 NLi.nnetonka Boulevard)from Residential Use to Commercial
Use. Mr. Glunz appeared in favor of his petition. A. C. Wigdahl, 6420 Minne-
tonka Boulevard and John Hall, 2941 Edgewood Avenue appeared in opposition. Also
petition signed by Mr: and Mrs. Marcello Rossetti, 2940 Dakota Avenue and others,
dated May 7, 1952 opposing the rezoning was read.
On -motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above appli-
cation for rezoning was denied by unanimous vote of all Members of the Council
present.
Hearing on Application for Rezoning - Cronstroms Heating & Sheet Metal, Inc.
Pursuant to notice published in the St. Louis Park Dispatch May 22, 1952,
a public hearing was had on the'application of Cronstroms Heating and Sheet Metal,
Inc. for the rezoning of Lot 35, Block 2, Minikanda Vista Second Addition, from
Residential Use to Commercial Use. `Lloyd Libby, 4501'West 38th Street appeared
and presented a petition in opposition -to the rezoning. Mr. Stranberg appeared
for Cronstroms, in favor of the petition.
On motion of Trustee-Bolmgren, seconded by Trustee Jorvig, action on above
rezoning was deferred to meeting of June 23, 1952, by unanimous vote of all
Members of the Council present.
Building Inspector's Weekly Report
The Building Inspector's report for week ending June 13, 1952, showing that

24 building permits were issued, totaling $110,727.00, was read and ordered filed.'

Basement Homes
The matter of basement dwellings was discussed; specifically the one at
2654 Xenwood Avenue. On motion -of Trustee Middleton, seconded by Trustee
Jorvig, the Building Inspector was instructed to prepare a list of all base-
ment dwellings, showing the date the permit was taken out, and extension of
time given the owner in which to complete the building,, if any. Motion was
passed by unanimous vote of all Members of the Council present.
State Gravel Pit - 22nd and Louisiana
James Leebens and others appeared regarding the gravel pit located at 22nd
Street and Louisiana Avenue -from which the State Highway Department are removing
sand and gravel. He was told -that a permit had been issued to the State High-
way Department for this on July 9, 1951, with -the understanding that the work
would be completed on or before December 31, 1952. Mr. Leebens asked if these
lots ( 7 and 8, Home Addition) would eventually be used for park purposes. He
was told that these lots will be deeded to the Village by the State upon com-
pletion of the work,,and same will be -developed for park purposes. Mr.
Alexander of Alexander Construction Company also appeared, and said weather
permitting, they should be -out of there by October 1, 1952.- The sand 'and gravel
from these lots is being used for repairs and improvements of Highway No. 100,
thru the Village.
Group Re: Building of Inferior Houses -
The group who appeared at the June 9th meeting appeared again, and asked
if anything had been done about the building of inferior houses in the vicinity
of 14th and Idaho. The subject was again discussed with regard to amending
the Zoning Ordinance. Robert E. Hanold, ]421 Kentucky Avenue and Tom Sage, 1640
Jersey Avenue suggested that the minimum size of dwelling be changed to $20
square feet,without basement, and 730 square feet with basement. Mayor Hurd
suggested that the minimum size be 840 square feet without basement, and 720
square feet with basement.
. I On motion of Trustee Middleton, seconded by Trustee Jorvig, the Village
attorney was instructed to prepare an amendment to the Zoning Ordinance - Section
42-17, changing the minimum size of dwellings to 720 square feet with basement,
and 840 square feet without basement, by roll call vote as follows: Trustee,
Bolmgren, yea; Trustee Jorvig, yea; Trustee Middleton, yea; Mayor Hurd, yea; and
bring same to June 23rd meeting.
Group Re: Storm Sewer
A group including Mrs. Albert A. -Bloom, 2713 Colorado Avenue, Kenneth
Kramberg, 2716 Colorado Avenue, and Dick Armstrong, 2717 Colorado Avenue, appeared.
Said they were in favor of proposed storm sewer in the 2700 Block in Colorado
Avenue. They also asked if a permanent barricade could -be placed at the end
of. Colorado. . Street Commissioner, Kenneth Johnson was instructed to replace
snow fence near 2713 Colorado., ' .
Continued Hearing on Proposed Street Improvements
Separate hearings were continued from the June 9th meeting on proposed
street improvements 52-132 - 52-227, Etc. Letters from Sidney Goldstein,
7225 Minnetonka Boulevard and Mr.- and Mrs. R. W. Vaugn, 7301 Minnetonka Boulevard
opposing the construction of sidewalk and curb and gutter at this time, were
read.
Resolution -
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION ORDERING STREET IMPROVEMENTS
WHEREAS, the Village -Council has met at the time and place specified in a
notice published in the St. Louis Park Dispatch May 22 and 29., 1952, relating to
the street improvements hereinafter described and has heard all interested
persons appearing at said meeting and determined the necessity for said improve-
ments, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park as

Reauest for Special Permit to Build Commercial Buildin
The Planning Commission's report dated June 11, 1952, on the request of
Suburban Electric Company, St. Louis Park, for a special permit to construct a
commercial building on Lot 15, and all of Lot 16 except the westerly 14 feet,
Block 3, Brookview Park Addition, was read.
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the Building
Inspector was authorized to issue building permit to Suburban Electric Company
for the construction of a commercial building on Lot 15 and all of Lot 16 except
the westerly 14 feet, Block 3, Brookview Park Addition, as per sketches
furnished which provide for amply parking along Excelsior Boulevard, and at the
rear of the building. Motion was passed by unanimous vote of all Members of
the Council present.
Petition - Replacement of 5 Ton Load Limit Sign
A petition signed by Mr. Ken Owen, 3730 Texas Avenue and others, dated
May 16, 1952, for the replacement of load limit signs on Texas Avenue at both
corners of Highway No. 7 and Lake Street, was read.
On motion of Trustee Jorvig, seconded by Trustee Middleton, replacement of
above load limit signs was ordered, by unanimous vote of all Members of the
Council present.
Employees for Engineering Department Approved
On the request of Village Engineer, Phil W. Smith, it was moved by Trustee
Bolmgren, seconded by Trustee Middleton, the employment of Dick Buchheit, Robert
Pederson, and Richard Upgaard by the Engineering Department for a period of
approximately three months at the rate of $$1.622 per hour was approved by un-
animous vote of all Members of the Council present.
Purchase of Liquid Asbestos Paint Authorized
Street Commissioner, Kenneth Johnson requested permission to purchase 50
gallons of liquid asbestos paint for th6 exterior of the Street Department
Building at an approximate cost of $$130.00: On motion of Trustee Middleton,
seconded by Trustee Bolmgren, the above request was granted, by unanimous vote
of all Members of the Council present.
_Special Permit to Connect to Water Main
On motion of Trustee Bolmgren, seconded by Trustee Middleton, a special
permit was granted to Mandel L. Desnick to connect his home soon to be constructed
on Lots 3 and 4, Block 9, Thorpe Brothers Cedar Lake Heights to the water main at
West 26th Street and Monterey Avenue for water supply; it being understood that
he will pay an assessment of $$240.00 at the time he takes out the regular permit,
and that he will be given credit for this assessment when the water main is cons-
tructed adjacent to said property, and that the work shall be done under the
supervision of the Superintendent of the Water Department. Motion was passed
by unanimous vote of all Members of the Council present.

Special Permit to Connect to Sanitary Sewer
On motion of Trustee Jorvig, seconded -by Trustee Bolmgren, a special permit
was granted to Bud N. Moldestad to connect the home now under construction at
2601 Xenwood Avenue to the sewer manhole south -of said home for sewage disposal;
it being understood that Mr.-Moldestad will pay a sewer assessment of $277.50 at
the time he takes out the regular permit and -that he 411_be given credit for said
assessment when the sewer is -constructed past said property, and that the work
shall be done under the direction -of the Village Engineer. Motion was passed by
unanimous vote of all Members of the Council present.
Special Permit to Connect to -Water Main -
On motion of Trustee Jorvig, seconded by -Trustee Bolmgren, a special permit
was granted to E. -W. Mc Bride to connect his home now under construction at 7813
Edgebrook Drive, on Lot 13, Auditor's Subdivision -#294, for water service; it
being understood that he will pay an assessment of $192.00 at the time he takes
out the regular permit, and that he"will-be-given credit for this assessment pay-
ment when the water main is constructed -past said property, and that the work
shall be done under -the supervision of the Superintendent of the Water Department.
Motion was passed by unanimous vote of all Members of the Council present.
Petitions for Sanitary Sewer
On motion of Trustee Bolmgren,-seconded by Trustee Middleton, the following
petitions were referred to the Village Engineer and -Chairman of the Sewer Depart-
ment Committee for checking and recommendation, by unanimous vote of all Members
of the Council present:
P-1159 PETITION•FOR SEVER, signed by Mr. -and Mss. Carl
Philipps, 3048 Oregon Avenue and -others, dated April
24, 1952, for the construction of sanitary sewer in
OREGON AVENUE FROM MINNETONKA BOULEVARD TO 31ST STREET.
P-1161 PETITION FOR SEER, signed by Mr. and Mrs. Warren
Knutson, 3001 Brunswick Avenue and others, dated June
115 1952, for the construction of sanitary sewer in

On motion of Trustee Middleton, -seconded by Trustee Bolmgren, the following
applications for 1952 licenses -were approved, and the Mayor -and Clerk were

On motion of Trustee Jorvig, seconded by Trustee Middleton, the following
bonds were approved by unanimous vote of all Members of the Council present:
PLUMBING LICENSE BOND with S: G. Williams, DBA
Williams Plumbing and -Heating, as principal, and
United'States Fidelity and Guaranty Company as
surety; dated June 9, 1952, in the amount of
$4,000-00.
HEATING LICENSE BOND with Oxboro Heating and Sheet
Metal Company as principal, and Fidelity and Casualty
Company as surety, dated June 13, 1952, in the amount
of $1,000.00.
HEATING LICENSE BOND with Economy Furnace Company
as principal, and American Surety Company of New
York as surety, dated January 10, 1952, in the
amount of $1,000.00.
Permission to Place Underground Conduit
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Northwestern
Bell Telephone Company was granted permission to place two sections of under-
ground conduit crossing Minnetonka Boulevard between Blackstone Avenue and Bruns-
wick Avenue as shown on detailed sketch, by unanimous vote of all Members of the
Council present.

Additional Report from Planning Commission on Request for Rezoning
J. W. Held and F. J. Swenson
An additional report from the Planning Commission on the application of
J. W. Held and F. J. Swensen for rezoning that portion of the E2 of the NWy,
of the SW41., Section 30, Township 29, Range 24, from -open development to
commercial use, was read. No action taken as this matter is scheduled to be
brought up again at the June 23rd meeting.
Assessment Hearings
Separate hearings which were continued from the June 9th meeting to this
meeting were resumed. (Grading, Seal Coat) Tar Mat, Water Mains and Sanitary
Sewer) A group from the 26th Street and Xenwood Avenue area appeared. Said
they paid for the grading of Xenwood Avenue from -26th Street to 27th Street
about fifteen years ago (the east side), and that the property owners on the
West side paid nothing,•and they are opposed to being assessed for same at this

On motion of Trustee Middleton, seconded by Trustee Jorvig,/I�ssessor
R. B. Connery was instructed to check on above matter and bring in a report on
same to the June 23rd meeting, by unanimous vote of all Members of the Council
present.
Double Bungalow Approved
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the appli-
cation of Elizabeth K. Hankins for a permit to build a double bungalow on Lot
1, Huntington Woods First Addition was approved, and the Building Inspector was
authorized to issue building permit for same, pending his acceptance of plans
for same, by unanimous vote of all Members' of the Council present.
Drainage for Low Area
A group appeared regarding a "lake" jin a low area between Quebec and
Rhode Island Avenues, just south of Cedar Lake Road. The matter was referred
to the Village Engineer for checking and recommendation.
Condemnation Proceedings Ordered for Extension of Monk Avenue
On motion of Trustee Bol gren, seconded by Trustee Middleton, the Village
Attorney was instructed to begin condemnation proceedings for the extension of
Monk Avenue from Division Street to State Highway No. 7, by unanimous vote of
all Members of the Council present.

Tom Leahy, 3834 Huntington Avenue appeared. Said Plumber, Tom Motzko
had given him an estimate of $200.00 to run sewer to his home, and received a
bill for $336.50. Mr. Motzko explained that the additional,amount was due to
the fact that the Village gave him the wrong measurements to make the
connection, necessitating an additional 32 hours of work. No action taken.

Fire Civil Service Report Re: Examination for 3rd Assistant Chief
The Fire Civil Service Commission's report dated June 10, 1952, on the
examination for third assistant fire chief held May 27, 1952 was read. None of
the candidates attained the minimum score of 75%, the recommendation being that
another examination be held at a later date.

bond guaranteeing the grading and graveling of streets in the,subdivision, by

ing applications for licenses to drive a taxicab were approved, and the Mayor
and Clerk were authorized to issue same to expire December 31, 1952, by unanimous
vote of all Members of the Council present:

Application for two taxicab licenses, signed by Arnold Sibet for Suburban
Yellow Cab, Incorporated were read. On motion of Trustee Bolmgren, seconded by

Council of the Village of St Louis
Park that the total cost of each of
said - improvements 1s hereby deter-
mined to be In the respective amounts
1 hereinafter set forth in the following
list and the amount of benefits con-
ferred by said improvements upon each
lot, part of lot, piece or parcel of
ground so benefited thereby rateably
and in proportion to the speclal bene-
fits conferred upon it Is hereby deter-
mined to be as respectively set forth
j In the following list and there is
hereby levied and assessed against each
lot, part of lot, piece or parcel of
I round described therein an assess-
ment equal to the sums therein re-
rpectively set forth as authorized by
Chapter 382 Laws of Minnesota, 1903,
savable In threeequal annual Install-
ments the first of which shall be Pay-
able concurrent with letil estate taxes
levied in 1952 and collected in 1953
together with a pensltv of ten ner
cent if not paid in full within 30 days
after nuhlication of this resolution,
and interest at 4 Per cent per annum
from ' the date of Issuance of orders
