REGULAR MEETING MAY 12, 1952
A regular meeting of the Village Council was called to order by Acting
Mayor, Torval Jorvig at 8:03 P. M.
Invocation was given by Reverend 0. A. Dressel, Pastor, St. Lukes Luthern
Church.

Separate hearings were had on Street Improvements Nos. 52-6 t,o 52-130
inclusive. No one appeared in opposition. Barney Gross and others appeared
and asked that proposed Improvements Nos.•52-19 to 52-26 be improved by dust
coat only.
Resolution
On motion of Trustee Bolmgreai, seconded by Trustee Middleton, the following
resolution was adopted -by unanimous vote of all members of the Council present:
RESOLUTION ORDERING STREET IMPROVEMENTS
WHEREAS, the Village Council has met at the time and place specified in
a notice published in the St. Louis Park Dispatch April 24, and May 1, 1952,
relating to proposed street improvements numbered 52-6 to 52-130 inclusive, and
has heard all interested persons and determined the necessity for said improve-
ments, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the following streets be hereby ordered improved by application of stabili-
zing base and dust coat, at the following locations in said Village, the work to
be done by the Street Commissioner under the direction of the Village Engineer,

On motion of Trustee Bolmgren, seconded by Trustee Middleton, the offer
of J. Zalusky of $75.00 for the building at 2612 Georgia Avenue as it stands as
of this date, including the water pump was accepted, with the understanding that
same will be removed from lot within two weeks, by unanimous vote of all Members
of the Council present.
Load Limit on Louisiana Avenue
On motion of Trustee Bolmgren, seconded by Trustee Middleton, petition
for a two ton load limit for trucks on Louisiana Avenue from Minnetonka Boulevard
to West Lake Street, signed by Seymour Meyerson, 3100 Louisiana Avenue and
others, was referred to the Committee of the Whole for a report to be brought in
on May 26, 1952, by unanimous vote of all Members of the Council present-.

Request for Permit to Erect Gasoline Station
The Planning Commission's report dated May 8, 1952, on the request of Mark
S. Jones for a permit to build a gasoline station on Lots 38 and 39, Block 2,
Suburban Homes Company's Addition, located on the SE Corner of Excelsior Boule-
vard and Xenwood Avenue, was read.
On motion of Trustee Bolmgren, seconded by Clerk Justad, the Building
Inspector was authorized to issue a special building permit to Mark S. Jones
for the construction of a gasoline station on Lots 38 and 39, Block 2,
Suburban Homes Company's Addition, with the understanding that the pumps are
to be set back at least 20 feet from the front property line abutting on
Excelsior Boulevard, by three votes of Council Members present. Trustee Middle-
ton voted nay.
Report on Residue Pumped into Swamp - Metalloy
Letter from Metalloy Corporation, dated May 6, 1952, explaining waste
residue being pumped into the swamp just east and north, respectively, of the
Minneapolis, Northfield and Southern Railway and Great Northern Railway, was
read.

Permission to Place Pole
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the Northern
States Power Company was granted.permission to 'place One (1) pole on Parklands
Road and Cedarwood Road, by unanimous vote of all Members of the Council present.
Hearing Date Set for Rezoning
The Planning Commission's report on the petition of J. W. Held and F. J.
Swenson, for rezoning of the 20.87 acres of the NW, of the SWr, Section 30,
Township 29, Range 24, except part,taken for highway purposes, from residential
use to commercial use was read.
On motion of Trustee Middleton, seconded by Trustee Bolmgren, June 9, 1952
was set as date for hearing on above petition for rezoning, by unanimous vote
of all Members of the Council present.
Building Inspector's Weekly Report
The Building Inspector's report for week ending May 9, 1952, showing that
25 building permits were issued, totaling $175,500.002 was read and ordered
filed.

Purchase Lots for Drainage Ditch Authorized
On the recommendation of Village Engineer, Phil W. Smith, it was moved
by Trustee Bolmgren, seconded by Trustee Middleton, that the Village purchase
Lot 8 and Lot 37, Block 9, Thorpe Brothers Cedar Lake Heights for drainage
purposes, from the State of Minnesota at the price of $500.00 which has been set
for sale of the same by the Land Commissioner of the County Auditor's Office,
the Commissioner of Taxation having refused to convey this property to the Village
under the provisions of law providing for conveyance of tax -forfeited lands.
Motion was passed by unanimous vote of all Members of the Council present.
Letter Re: Traffic Signals at Crossing of
39th Street and Brunswick Avenue
Letter from Minneapolis, Northfield and Southern Railroad, dated May 9,
1952, in reply to our letter dated April 30, 1952, regarding to the installation
of traffic signals at the 39th Street and Brunswick Avenue Railroad Crossing,
was read.
Street Light Ordered-
On
rderedOn motion of Trustee Middleton, seconded by Trustee Bolmgren, the Northern
States Power Company was ordered to install a street light on the corner of 26th
Street and Raleigh Avenue, by unanimous vote of all Members of the Council present.

The Planning Commission's report dated May 9, 1952, on the petition of
H. Vance Rorbach, Jr., 3523 Rhode Island Avenue and others for vacating Alley in
Block 309, Rearrangement of St. Louis Park, was read.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, June 16,
1952 was set as date of hearing on above petition for vacating alley, by unanimous
vote of all Members of the Council present.
Advertise for Police Car
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the Clerk
was instructed to advertise for bids for the purchase of 1952 sedan (_twa-door),
with trade-in of 1949 Ford custom two -door; bids to be opened June g� 1952,
by unanimous vote of all Members of the Council present.
Action on Request for Permit to Erect
Gasoline Station Postponed
The Planning Commission's report on the request of Ben L. Berkwitz for a
special building permit to erect a gasoline station on the Corner of Salem
Avenue and West Lake Street, and to move store building now on Corner of said
property to the easterly end of the lot, was read.

Letter from Ben L. Berkwitz, dated May 9, 1952, requesting that action on
above request be postponed until June 2, 1952, due to the fact that neither his
attorney nor representative from the Gasoline Company will be available until
then, was read. '
On motion of Trustee Bolmgren, seconded by Trustee Middleton, action on
above request was deferred to June 2, 1952, by unanimous vote of all Members of
the Council present.
Hearing Date Set for Rezoning Lot 15, Block 22, Park Manor
The Planning Commission's report dated May 8, 1952, on the request of
Tony R. Glunz, for the rezoning of Lot 15, Block 22, Park Manor, from Residential
Use to Commercial Use, was read.
On motion of Trustee Middleton, seconded by Trustee Bolmgren, June 16, 1952,
was set as date for hearing on above request for rezoning, by unanimous vote of
all Members of the Council present.
Salary Increase - Vernon Anderson
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the salary
of Fireman Vernon Anderson was increased from $306.00 to $316.00 per month,
effective May 1, 1952, to conform with the automatic increase, by unanimous vote
of all Council Members present.

On motion of Trustee Middleton, seconded by Trustee Bolmgren, the salary
of Fireman Dan Whalen was increased from $306.00 to $316.00, effective May 1,

On motion of Trustee Bolmgren, seconded by Trustee Middleton, the follow-
ing resolution was adopted by unanimous vote of all Members of the Council
present:
RESOLUTION AUTHORIZING PARTICIPATION IN NURSING
DISTRICT
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the resolution adopted by the Village Council February 11, 1952 relating
to support of Public Health Nursing District of Rural Hennepin County be
hereby amended to read as follows:
"WHEREAS: Pursuant to Sections 145.08 and 145.12 Minnesota laws of
1949 as amended, provisions were made for the establishment of a
public health nursing district in that portion of Hennepin County
outside of the City of Minneapolis.
"WHEREAS: On January 4, 1952 the representatives of a number of
towns, villages and cities of rural Hennepin County in a meeting
at Robbinsdale, Minnesota, established a public health nursing
district pursuant to Sections 145.08 and 145.12, laws of 1949 as
amended, and proceeded to elect a Committee as provided for in
this act to administer the affairs of such District.
"Now, therefore, be it resolved by the Village Council of the
Village of St. Louis Park that said Village be included in the
public health nursing district of rural Hennepin County as organized
on January 4, 1952, and that it hereby agrees to contribute an
apportionment of the cost and expenses incident to the carrying out
of the purposes of said nursing district as authorized by Section
145.08, Minnesota Statutes, equal to its pro rata share thereof
based upon the population of each of the respective political sub-
divisions included within said nursing district as determined by
the last Federal census, provided that such apportionment shall not
exceed in any one year thirty-seven cents per capita, and provided
further that no liability shall be incurred by the Village of
St. Louis Park hereunder until two or more of the participating
political subdivisions shall have signed an agreement in writing,
authorized by their respective governing bodies, providing for the
formation of said nursing district, which agreement shall make
provision for the apportionment of the cost and expenses of the said
district on the basis of the population of.each participating sub-
division according to the last Federal census. The total cost and
expense for which each participating political subdivision shall be
liable shall, however, not exceed thirty-seven cents per capita
according to said Federal census, and
"BE IT FURTHER RESOLVED that the Mayor and Clerk be authorized to
execute in behalf of the Village an agreement in writing to be entered
into with one or more political subdivisions of Hennepin County
authorized to participate in said nursing district which shall provide
for the apportionment of the cost and expenses incident to the carry-
ing out of its purposes on the basis of the population of each
participating subdivision according to the last Federal census.
Hearing to Reconsider Ordinance No. 393
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the Clerk was
instructed to notify property owners within 200 feet of Lots 6, 7, 8„ except
the west 10 feet of Lot 8, Block 45, Rearrangement of St. Louis Park, that there
will be a hearing for the purpose of reconsidering Ordinance No. 393 with respect
to Lots 6, 7, 8, except the west 10 feet of Lot 8, Block 45, Rearrangement of
St. Louis Park, by unanimous vote of all Members of the Council present.

RESOLVED by the Village Council of the Village of St. Louis Park that the,
Clerk be directed to publish notice of hearing to be held at the Village Council
meeting of June 2, 1952, for the following improvements:

St. Louis Park, half of the cost of which.is to be paid by the County. The area
proposed to be assessed for such portion of the cost of said improvement as

tonka Boulevard to be improved by said pavement.
