REGULAR MEETING JANUARY 14, 1952
A regular meeting of the Village Council was called to order by Mayor
C. L. Hurd at 8:00 P. M., with the following Council Members present at roll
call as follows:

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following

Sealed bids for purchase of Improvement Bonds to be issued under date of
February 1, 1952, in the aggregate amount of $500,000 were opened and read.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION PROVIDING FOR THE ISSUANCE AND SALE OF
IMPROVEMENT BONDS
WHEREAS, pursuant to resolution adopted -by the Village Council December
10, 1951, authorizing advertisement for bids for Improvement Bonds in the
aggregate amount of $500,000, the Clerk"has-advertised for bids for purchase
of the same in the St. Louis Park Dispatch issues of December 20 and 27, 1951,
and in the Commercial West issues of December 22 --arid 29, 1951, andin response
to said advertisement the following sealed bids have been received .by the
Village Clerk and opened publicly and read at this meeting:

BE IT RESOLVED by the Village Council of the Village of St. Louis Park
as follows:
1. that the bid"of Nuveen & Company -arid Associates -is hereby determined
to be the highest and best bid, and the Mayor and Clerk are hereby authorized
to execute an agreement for purchase submitted by the successful bidder.
2. Improvement Bonds on account of Project No. -500 Fund shall be issued
by the Village of St. Louis Park in'the total amount of'$500,000, said bonds to
be numbered from -1 to 500 both inclusive in denominations of $1,000 each dated
February 1, 1952, and -shall bear interest at the rate of 3% =- 2 3/4% per
annum payable February 1, 1953 and semi-annually thereafter on the first day
of February and August in each year and shall mature serially on February 1st
in the years and amounts as follows:

$25,000 February 1, 1964/65
The said maturities in the judgment of the -Village Council are warranted by
the anticipated collection of -the assessments to be levied against property
improved by said improvements.
3. Said Improvement Bonds shall be payable at Northwestern National Bank
of Minnesota, and the reasonable charges of said bank as paying agent shall be
paid by the Village out of said Project Fund.
4. That said Improvement Bonds and said interest coupons thereto attached
shall be in substantially the following form:

KNOW ALL MEN BY THESE -PRESENTS, that the Village of St. Louis Park,
Hennepin County, Minnesota, acknowledges itself to be indebted and for value
received hereby promises to pay to bearer out of Improvement Project No. 500
Fund of the Village the sum of

on February 1, 1952, and to pay interest thereon from the date hereof until
the principal amount is paid at the rate of - per cent (_�)

pursuant to the Constitution and Laws of the State of Minnesota, including
M. S. A., Sections 412.401 and 412.481, for the purpose of defraying expenses
incurred and to be incurred for public improvements heretofore contracted or
completed by said Village.
It is hereby. certified and recited, that all acts, conditions and things
required by the Constitution and Laws of the State of Minnesota to be done,
to happen, to exist and to be performed precedent to and in the issuance of this
bond have been done, have happened, do exist and have been performed in regular
and due form, time and manner as required by law and that this bond together
with all other debts of the Village outstanding on the date hereof and the date
of its actual issuance and delivery does not exceed any constitutional or
statutory limitation of indebtedness.
IN TESTIMONY WHEREOF, the VILLAGE OF ST. LOUIS PARK, HENNEPIN COUNTY,
MINNESOTA, by its Village Council has caused this bond to be signed by its Mayor
and Village Clerk and sealed with the Village seal and the interest coupons
hereto attached to be executed and authenticated by the facsimile signatures of
said officers, all as.of February 1, 1952•

7. Assessments will be levied against the property improved by said
improvements in a sum equal to the total assessable cost of said improvements
as respectively listed above which aggregates $6506,131.05. All assessments
collected on account of said improvements shall be paid into Project No. 500
Fund which is hereby created and shall be made available from time to time as
required for payment of interest and principal of said bonds; no tax levy for
payment of said bonds is required at this time. The Council shall pay the
principal and interest of any of the bonds issued hereunder out of the funds in
the Treasury of the Village when the money on hand in said Project No. 500 Fund
is insufficient to make the payment of maturing principal and interest. The
full faith and credit of the Village of St. Louis Park for the payment of the
principal and interest of said bonds when the monies on hand in said Project
No. 500 Fund are inssufficient for the purpose, is hereby pledged.
8. The proceeds from sale of said bonds shall be placed in such fund and
shall be used only to defray the expenses and costs of said improvements and
for the payment of principal and interest due upon said obligations.

Street Lights Ordered
On motion of Trustee Jorvig,,seconded by Trustee Bolmgren, the Northern
States Power Company was ordered•to install a street light on the corner of
Quebec Avenue and Division Street and -another one at the corner of Wayzata
Boulevard and Kentucky Avenue, by unanimous vote of all members of the_Council
present.
Quit Claim Deed - Segall
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the quit
claim deed with Jerome H. Segall and Ethlyn H. Segall,Musband and wife as
parties of the first part, and the Village of St. Louis Park as party of the
second part, for the following described property, was approved and accepted,
and the Village Attorney was instructed to file same with Register of Deeds of
Hennepin County, by unanimous vote of�all members of the Council present:
AN EASEMENT FOR DRAINAGE PURPOSES on and over Lots Four (4)
and twelve (12), Minikanda Park Addition, according to the
plat thereof on file and of record in the Office of the
Register of Deeds of Hennepin County, Minnesota, said ease-
ment being more particularly described as the free right.to
drain surface waters on to and over said lots from public
streets and property in the vicinity thereof.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the follovring
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION CANCELING STORM SEWER #23 -- #497
WHEREAS it appears that by resolution of the Village Council adopted
September 4, 1951, levying assessments for #23 Storm Sewer #497, the following
error occurred: Lots 21, 222 23, (Parcel #5115) in Rearrangement of St. Louis
Park were inadvertantly assessed in Block 319 instead of in Block 320, which
has already been assessed. Since Lots 21, 222 and 23 in Block 319 have also
been assessed, Parcel #5115 is a duplication; therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the entire assessment for #23 Storm Sewer #497 on the following described
property be canceled, and that the Auditor and the Treasurer of Hennepin County
be hereby authorized to cancel the same upon their respective records:

Petition for Traffic Signals
A petition signed by Herbert E. Rawson, 4235 Yosemite Avenue and others,
dated January 8, 1952, for the installation of automatic traffic signals at
Brookside Avenue and Excelsior Boulevard, was read.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the above
petition was referred to Village Engineer, Phil W. Smith to prepare plans and
specifications, ready for bids, with an alternate for Alabama Avenue at
Excelsior Boulevard, by unanimous vote of all members of the Council present.
Lease of Land for Garbage Burial Terminated
A letter from Landers, Norblom, Christenson Company, dated January 8,
1952, informing the Village that they will cancel and terminate their lease
dated September 15; 1950 for the use of their property for garbage burial
to become effective June 30, 1952, was read. The Clerk was authorized to
acknowledge same.

Petition for Sanitary Sewer - P-1013
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the petition
signed by Hipp's Construction Company, dated January 2, 1952, and others, for
the construction of sanitary sewer in ALABAMA AVENUE FROM 27TH STREET TO 28TH
STREET, was referred to the Village Engineer and Sewer Department Committee
for checking and recommendation, by unanimous vote of all members of the Council
present.
Petition for Grading - P-1014
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the petition
signed byHipp's Construction Company and others, dated January 2, 1952, for
the grading and graveling of ALABAMA AVE7E.ERCM 27TH STREET TO 28TH STREET,
was referred to the Village Engineer and 4 Department Committee for checking
and recommendation, by unanimous vote of all members of the Council present.
Notice of Primary Presidential Election
A letter from the County Auditor's Office, dated January 9, 1952, informing
the Village Council that Tuesday, March 18, 1952 will be election day for party
nomination for the President of the United States, was read and ordered filed.
Thank You Letter - Local #224
A letter from Carlisle Madson, Secretary, Local #224, Rural Hennepin
Cities and Towns Employees Union, expression their sincere gratitute for the
salary increases granted Village Employees, was read and ordered filed.
Letter Re: Headway on St. Louis Park-Robbinsdale Bus Line
A letter from the Twin City Rapid Transit Company, dated January 8, 1952,
submitting for consideration and approval, changes in basic service on the
St. Louis Park-Robbinsdale Bus Line, was read.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was
instructed to write the Minnesota Railroad and Warehouse Commission, expressing
our definite opposition to any changes,, by unanimous vote of all members of the
Council present.
Notice of Organization of An Athletic Association
A_notice of a meeting to be held on Wednesday, January 23, 1952, at the
Village Hall, for the purpose of organizing an Athletic Association, signed
by "Shorty Dale" as Temporary Chairman, was read and ordered filed.
Building Inspector's Weekly Report
The Building Inspector's reports for weeks ending January 4 and 11, 1952,
showing that 16 building permits were issued, totaling $166,750,00, was read
and ordered filed.
Justice of Peace Report of Fines - Yngve
Justice of Peace Anton Yngve's report of fines, dated January 4, 1952,
was read and ordered filed.
Approval and Assignment of Securities
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the follow-
ing additional securities furnished by the Northwestern National Bank of
Minneapolis were approved:
$2503000.00 U. S. Treasury Bonds of 1956/1959, dated 2-1-44 2�%, due 9-15-59,
and the assignment of $600,000.00 U." S. Treasury Bonds of 1956/1959, due
September 15, 19X/56, were approved by unanimous vote of all members of the
Council present.,
Purchase of Property at 2612 Georgia Ordered
On motion of Trustee Bolmgr`en,- seconded by Trustee Jorvig, the purchase
of property (house) at 2612 Georgia Avenue was approved, and the Village Attorney
was instructed to complete the arrangements for same, by unanimous vote of all

Hearing Date Set for Rezoning - S. & L. Property
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, February 4,
1952 was set as date of hearing on the application of S. and L. Company for the
rezoning of all "that part of the E2 of the NW -12 of Section 20, Twp. 117,
Range 21, lying Sly of the Chicago, Milwaukee and Pacific Railroad R/W, and

The minutes of meeting held January 7, 1952, were read and approved as

R. N. Ruedlinger Appointed to Planning Commission'
Mayor C. L. Hurd presented the name of R. N.'Ruedlinger to fill the
unexpired term of Morten Arneson on the Planning Commission. On motion of;
Trustee Jorvig, seconded by Trustee Middleton, the appointment of R. N.
Ruedlinger to fill the unexpired term of Morten Arneson (resigned) was approved
to expire February 7, 1954, by unanimous vote of all members of the council
present.
