Hurd at 8:10 P. M. Invocation was given by Reverend Lester Nelson, Evangelical Free Church. Nilson Gas Station 4 Pumps Bonds On motion of Trustee Middleton, seconded by Trustee Bo1mgren, the follow- ing bonds were approved by unanimous vote of all Council -Members present, subject to approval of Village Attorney, E. T. Montgomery: 04 March 3, 1952 � Bonds, Continued CONTRACTORS BOND with E. C. Pfeiffer, DBA Pfeiffer Construction Company as principal, and St. Paul -Mercury Indemnity Company as surety, dated February 8, 1952, in the amount of $5,177.50, covering the contract for grading of Flagg Avenue from Cedar Lake Road to the north line of Section 7, Township 117, Range 21 to be known as grading Improvement No. 51-260, PLUMBING LICENSE BOND with Harris Brothers Plumbing Company as principal, and Western Surety Company as surety, dated December -13, 1951, in the amount of $4,000.00. Request for Village Checking Account - Citizens State Bank Mr. Eggan, Vice President of Citizens State Bank appeared and spoke with regard to the Village Account; asking that the Village use their bank for their checking account. He stated that they could give us adequate security, and furnish collateral in any amount (no limit). The Council agreed to give this matter further consideration at a later date. Request for Water Main on Cedar Lake Road Wm. Burr appeared and asked about water extension along Cedar Lake Road in the vicinity of Zarthan Avenue. Trustee Bolmgren advised him that the Northsiders declared last year that they were not ready at that time for the extension. Mr. Burr asked how long it would take if requested now. Trustee Bolmgren said that would be hard to say. Mr. Burr said wells in the area are going bad. Trustee Bolmgren said if he would bring in some petitions, we would set a hearing date for same. Snow Shovelling of Sidewalks A resident from the 2700 Block Quentin Avenue appeared and spoke regarding sidewalks not being shovelled after snowfalls. She said she has called neighbors, but nothing has been done. The matter was referred to the Committee of the Whole for further discussion with the view of notifying residents to shovel their walks - notices to be sent with water bills and a publication in the St. Louis Park Dispatch. Resolution On motion of Trustee Bolmgren, seconded by Trustee Middleton, the follow- ing resolution was adopted by unanimous vote of all Members of the council present: RESOLUTION CANCELING 2-P SANITARY SEWER $497 ASSESSIENT WHEREAS it appears that by resolution of the Village Council adopted September 4, 1951, levying assessments for 2-P Sanitary Sewer #497, Lot 8, Block 5, Latham's Minnetonka Boulevard Tract (Parcel #6250) was inadvertantly assessed for 40 feet instead of 30 feet; therefore BE IT RESOLVED by the Village Council of -the Village of St. Louis Park that the assessment for 2-P Sanitary Sewer #497 on the above described lot and parcel be canceled and that the Auditor and the Treasurer of Hennepin County be hereby authorized to correct their respective records to the following amounts: AMOUNTS TO BE CORRECTED BY COUNTY AUDITOR SOUTH 30' Lot 8, Block 5, Latham's Minnetonka Boulevard Tract 1952 1953 1954 1955 1956 1957 1958 1959 1960 1961 27.73 27.54 24.73 25.92 25.11 .24.30 23.49 22.68 21.87 21.06 Municipal Short Courses , On motion of Trustee Bolmgren, seconded by Trustee Middleton, the follow- ing Council Members and Village Employees were authorized to attend Municipal Short Courses to be held on the following dates at the University Center for continuation Study, University of Minnesota, with necessary expenses paid, by unanimous vote of all Council Members present. Linnee Permission to Place Poles On motion of Trustee Middleton, seconded by Trustee Bolmgren, the Northern States Power Company was granted permission to place poles at the following locations, by unanimous vote of all Council Members present: One (1) pole on Nevada Avenue and West 31st Street; One pole on West 31st Street between Nevada and Oregon Avenues; One pole in Alley between Nevada Avenue and • Oregon Avenue on West 31st and 32nd Streets. One (1) pole on West 39th Street and Glenhurst Avenue; One (1) pole on West 39th Street between France Avenue and Glenhurst Avenue. Gas Main Extensions On motion of Trustee Bolmgren,-seconded by Trustee Middleton, the follow- ing gas main extensions were approved by unanimous vote of all Council Members present: In Basswood Road from 192' W. W. Line of France Avenue In Monterey Parkway from,404' S. S. Line of West 28th St. In Minnetonka Boulevard from Independence Avenue to Jordan Avenue In Gettysburg Avenue from Minnetonka Boulevard•to cover Lot 15 Block 2, J. F. Lyons 4th Addition In Independence Avenue from Minnetonka Boulevard to cover Lot 30, Block 3, J. F. Lyons 4th Addition In Boone Avenue from Minnetonka Boulevard to West 29th St. In West 29th Street from Boone Avenue to Lot 11, West Lynn Addition Resolution On motion of Trustee Bolmgren, seconded by Trustee Middleton, the follow- ing resolution was adopted by unanimous vote of all Members of the Council present: RESOLUTION AUTHORIZING REMOVAL OF GRAVEL RESOLVED, by the Village Council of the Village of St. Louis Park that application of Landers-Norblom-Christenson Company for permit to remove gravel from Lots 13, 145 15, 165 19 and 20, Home Addition, be hereby granted subject to the following conditions: 1. That said Landers-Norblom-Christenson Company shall remove sand, gravel and earth from said premises -in such a manner as to leave the same upon completion of removal operations with a.uniform grade extending from the grade of the existing tracks of the Great Northern Railway at the southerly boundary of said lots and extending northerly to Cedar Lake Road, the grade level at the southwest corner of Lot 15, Home Addition, to be 187.0; at the southeast corner of Lot 15, 186.0; at the southeast corner of Lot 16, 185.0; at the northwest corner of Lot 163 183.5; at the northwest corner of Lot 15, 185.0; and at the northwest corner of Lot 13, 186.1. The grade level references above referred to are contained on topographical map of the premises dated March 7, 1951, on file in the office of -the Village Engineer. 2. This permit does not modify any regulations of the Village zoning ordinance nor permit any sand and.gravel processing operations on the premises. 3. This permit does not limit the Village Council in its power to regulate the use of adjacent streets by trucks hauling sand and gravel from the premises. 4. This permit shall extend for a period of three years from date hereof. Advertise for Bids for Motor Analvzer - On motion of Trustee Middleton, seconded by Trustee Bolmgren, the Clerk was authorized to advertise for bids for the purchase of One (1) Motor Analyzer - Allen Model E-31 6HD Syncrograph, or equal; bids to be opened March 24, 1952, by unanimous vote of all Members of the Council present. 206 March 3, 1952 Release from Damages On motion of Trustee Middleton, seconded by Trustee Bolmgren, the Mayor and Clerk were authorized to sign release from damages to Police car in the amount of $195.16, for Frank A. Hollenbach, 1822 Inglehart Avenue, St. Paul, Minnesota, for accident which occurred on November 15, 1951. Motion was passed by unanimous vote of all Members of the Council. Storage of Voting Machines On motion of Trustee Bolmgren, seconded by Trustee Middleton, the Clerk was instructed to make such arrangements as seems necessary, to store voting machines in one of the buildings in the Veterans Housing Area; namely 5710 West 37th Street, Apartments A and B, by unanimous vote of all Members of the Council present. Letter Re: Reduction in Electric Rates A letter from John Virgil Case, Economist, dated January 31, 1952, relative to reduction of electric rates in the Village of St. Louis Park was read. On motion of Trustee Bolmgren, seconded by Trustee Middleton, the above letter was referred to the Village Clerk for filing, by unanimous vote of all Members of the Council present. Building Inspector's Weekly Report_ The Building Inspector's report for week ending February 29, 1952, showing that 13 building permits were issued, totaling $60,650.00, was read and ordered filed. Police Report for February, 1952 The following Police Report.for February, 1952, was read and ordered filed: Arrests 82 Radio Calls 158 Aids 3 Accidents 14 Phone Calls 15 Mileage 13,098 Gas 11106 gals. Oil 67 qts. Fire Report for February, 1952 - • The Fire Department's report for the month of February, 1952, was read and ordered filed. Building Inspector's Report for February, 1952 The Building Inspector's report for the month of February, 1952, showing a total of 28 building permits issued, totaling $184,850,00, was read and ordered filed. Police Officers Federation A letter from Robert Standal, Secretary of the Police Officers Federation of St. Louis Park, dated February 26, 1952, informing the Council of their newly formed Federation, and asking that same be recognized as bargaining agent for the Police Department,.was read; and the Clerk was ordered to acknowledge same, calling their attention to Ordinance No. 219, entitled AN ORDINANCE ESTABLISH- ING CONDITIONS OF,EMPLOYMENT FOR NON -ELECTED OFFICERS AND EMPLOYEES OF THE VILLAGE (Section 8). Extra Men for Assessors Office On motion -of Trustee Bolmgren, seconded by Trustee Middleton, the Village Assessor was authorized to hire and pay mileage -for two crews of two men each to review real estate assessment values; also mileage was approved for Deputy Assessor, Challen M. Jones, by unanimous vote of all Members of the Council present. Minutes The minutes of meeting held February 25, 1952 were read and approved as read.
