REGULAR MEETING FEBRUARY 11, 1952
A regular meeting of the Village Council was called to order by Mayor
C. L. Hurd at 8:00 P. M.
Rabbi Albert G. Minda gave the invocation.
The following council members were present at roll call:

On motion of Trustee Middleton, seconded by Trustee Bolmgren, the follow-

Health Officer's Report
As requested by the Village Council at their meeting held February 4, 1952)
Dr. H. W. Darby, M. D., Village Health appeared and gave an oral report on the
various duties of the Health Officer, including contagious diseases, rat control,
inspection of dumps, restaurants, food stores, etc.
1952 Licenses
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the follow-
ing applications for 1952 licenses were approved, and the Mayor and Clerk were
authorized to issue licenses to expire December 31, 19522 by unanimous vote of
all Council Members present:

Bonds
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
bonds were approved by unanimous vote of all Council Members present:
CONTRACTOR BOND, with Terry Brothers, Incorporated
as principal, and St. Paul Indemnity Company as
surety, dated November 26, 1951, in the amount of
:1,006.25, covering contract for the construction of

CONTINUATION CERTIFICATE for Plumbing License Bond
with Earl F. Beaudry as principal, and Continental
Casualty Company as surety, dated February 5; 1952,
in the amount of $4,000.00.

Resolution - Public Health Nursing District
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all Members of the Council:
WHEREAS: Pursuant to Sections 145.08 and 145.12 Minnesota laws of 1949
as amended, provisions were made for the establishment of a public health
nursing district in that portion of Hennepin County outside of the City of
Minneapolis.
WHEREAS: On January 4, 1952 the representatives of a number of towns,
Villages and cities of rural Hennepin County in a meeting at Robbinsdale,
Minnesota established a public health nursing district pursuant to Sections
145.08 and 145.12, laws of 1949 as amended, and proceeded to elect a Committee
as provided for in this act to 4dminister the affairs of such District.
NOW THEREFORE, BE IT RESOLVED by the Village Council of the Village of
St. Louis Park that this political subdivision be included in the public health
nursing district of rural Hennepin County as organized on January 4, 1952, and
that it participate in the benefits thereof, and agrees to support on an
apportionment basis its pro rata share of the cost of the administration of
such district, provided, however, that this cost shall not exceed in any one
year, thirty-seven cents per capita on,the basis of the official 1950 Federal
census.

On motion of Trustee Bolmgren, seconded by Trustee Middleton, the follow-
ing petitions were referred to the Village Engineer and Sewer Department Com-
mittee for checking and recommendation, by unanimous vote of all Members of the
Council:

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
petitions were referred to the Village Engineer and Street Department Committee
for checking and recommendation, by unanimous vote of all Members of the Council:

West 35th Street and others, dated February 8, 1952, for

On motion of Trustee Bolmgren, seconded by Trustee Middleton, the follow-
ing petition was referred to the Village Engineer and Water Department Committee
for checking and recommendation, by unanimous vote of all Members of the Council:

dated February 8, 1952, for the construction of water main
in ZINRAN AVENUE FROM 35TH STREET TO 36TH STREET.
Building Inspectorls Weekly Report
The Building Inspectorts weekly report for week ending February 8, 1952,
showing that 6 building permits were issued, totaling $$53,600.00, was read and
ordered filed.

Permission to Place Buried Cable, and Poles
On motion of Trustee Jorvig, seconded by Trustee Middleton, the North- CZ7
western Bell Telephone Company was granted permission to place two poles and
a short section of buried cable in the alley east of Dakota Avenue north
of West 35th Street; also buried cable across West 35th Street east -of Dakota
Avenue, by unanimous vote of all Members of the Council.
Salary Set for Health Officer
On motion of Trustee Middleton, seconded by Trustee Jorvig, effective
January 1, 1952, the Village Health Officers salary was set at $1500.00 per
year, payable at the rate of $125.00 per month, by unanimous vote of all members
of the Council .present.
Park Tavern to Open at 12 Noon on Sundays
A letter from Park Tavern, 7201 Minnetonka Boulevard, dated February 8,
1952, stating that because of rising costs, television, etc., business has
dropped to the point where they can no longer operate profitably unless they
can be open Sunday afternoons and evenings; and stating further that they shall
be open for business at 12:00 Noon on Sundays, was read. No action taken.
Bid Awarded - Sanitary Sewer 51-28
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the bid of
Peter Lametti Construction Company received February 4, 1952, for the construct-
ion of Sanitary Sewer #51-283, was deemed to be the lowest bid of a responsible
bidder, and the Mayor and Clerk were.authorized to execute contract with the
Bidder for the work at price bid of $269,462.25, by unanimous vote of all
Council Members present. (Peter Lametti Cons. Co. and Terry Brothers, Inc.)
Bingo
A letter from the St. Louis Park PTA Council, dated February 6, 1952,
requesting permission to play bingo at their Square Dance and Bingo Party to
be held at the High School on March 7th, was read. No opposition. On motion
of Trustee Middleton, seconded by Trustee Jorvig, the foregoing letter was
ordered placed on file, by unanimous vote of all Members of the Council.
Bid Awarded for Well
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the bid
of Layne -Minnesota Company, received January 21, 1952, for the drilling of Well
No. 7, was deemed to be the lowest bid of a responsible bidder, and the Mayor
and Clerk were authorized to execute a contract for the Village with the Bidder
for same at price bid of $9,680.00, by unanimous vote of all Members of the
Council.
Bid Awarded for Pump House for Well
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the bid of
Adolphson and Peterson received January 21, 1952, for the construction of a
pump house for Well #7 was deemed to be the lowest bid of a responsible bidder,
and the Mayor and Clerk were authorized to execute a contract for the Village
with the Bidder for same at price bid of $14,250.00, by unanimous vote of all
Members of the Council.
Bid Awarded for Pumps, Piping, Steel Tank, Heating and Electrical Work
for Proposed Well No. 7
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the bid of
Layne -Minnesota received January 21, 1952, for the furnishing and installation
of pumps, piping, steel tank, heating and electrical work for proposed Well
#7, was deemed to be the lowest bid of a responsible bidder, and the Mayor and
Clerk were authorized to execute a contract for the Vill-age with the Bidder
for same at amount bid ($27,596.00); by unanimous vote of all Members of the
Council.
Report on Fire Inspection
As requested by Village Council at meeting held February 4, 1952, Fire
Chief, C. M. Williams presented a report on inspections made at the Wonderall
Company, 6524 Walker Street, and at Resthaven, 5124 Minnetonka Boulevard for
fire hazards, which was read and ordered filed. Chief Williams stated that he
would follow up his recommendations, to see that they were carried out.
Contract Form for Elevated Steel Water Tank Ordered
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the Village
Attorney was directed to prepare a proposed form of contract for construction
of 1,000,000.00 gallon steel water tank which shall provide that either party
may terminate the contract within one year if no allocation of steel is made by
the Agency of the United States Government having jurisdiction thereof, and in
the event of such allocation, the Village may terminate contract before ordering
the work if it is then unable to finance payments required under the contract
by issuance of revenue or general obligation bonds, such contract to be other-

wise in accordance with the contract documents approved and submitted to Bidders;
the proposed contract to be submitted to the low Bidder, and if accepted, such
acceptance to be reported to the Council. Motion was passed by unanimous vote of
all Members of the Council present.
Preliminary Plat of Jeffrey James Fine Addition Approved
The Planning Commission's report on the request of Adolph Fine, Inc. for
approval of preliminary plat to be called Jeffrey James Fine Addition, was read.
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the pre-
liminary plat of Jeffrey James Find Addition was approved, subject to approval
of the Village Engineer, by unanimous vote of all Members of the Council.
Preliminary Plat of Oak Hill Manor Third Addition Approved
The Planning Commission's report dated February 7, 1952, on the request
of Edklund and Swedlund for approval of preliminary plat to be called Oak Hill
Manor Third Addition, was read.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the preliminary
plat of Oak Hill Manor Third Addition was approved, subject to approval of the
Village Engineer, by unanimous vote of all Members of the Council.
Preliminary Plat of Texa-Tonka Third Addition Approved
`• The Planning Commission's report dated February 7, 1952, on the request
of 'Adolph Fine, Incorporated for approval of preliminary plat -to be called
Texa-Tonka Third Addition, was read.
On motion of Trustee Middleton, seconded by Trustee Bo]mgren, the pre-
liminary plat of Tex& -Tonka Third Addition was approved, subject to approval of
the Village Engineer, by unanimous vote of all Members of the Council.
Minutes
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the minutes
of'meeting held February 4, 1952, were approved as read, by unanimous vote of
all Members of the Council present.
Mirinesota Fire Prevention Meeting
On motion of Trustee Bo]mgren, seconded by Trustee Jorvig, Fire Chief
C."M. Williams was authorized to attend the'Minnesota Fire Prevention Meeting
at"the Radisson Hotel, Minneapolis, February 12 and 13, 1952, with necessary
expenses paid, by unanimous vote of all Members of the Council present.
Meeting Adjourned
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the meeting
was adjourned at 10:55 P. M., by unanimous vote of all Members of the Council
present.
