REGULAR MEETING DECEMBER 29, 1952
A regular meeting of the Village Council was called to order by Mayor
C. L. Hurd at 8:25 P. M.

Hearing on Application for Rezoning - Henry A. Walch
Pursuant to notice published in the St. Louis Park Dispatch December 18,
1952, a public hearing was had on the application of Henry A. Walch to rezone from
"C" Density District to "D" Density District, the tract of land now zoned for
Commercial Use 100' x 125' on the SE Corner of Wayzata Boulevard and Pennsylvania
Avenue. Someone from the audience asked "How can we know that this place will
be run as a reputable place?" Mayor Hurd replied "Only on the reputation of the
owners.

Hearing on Application for Rezoning. Cont'd, C:d
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the Village
Attorney was instructed to prepare an amendment to the Zoning Ordinance for the
rezoning of Commercially zoned 100' x 125' of land on the SE Corner of Wayzata
Boulevard and Pennsylvania Avenue from "C" Density District to "D" Density -
District; and the Building Inspector was•authorized to issue•;a building permit
to Henry A. Walch for the building of a Motor Hotel thereon,
wsubject to com-
pliance with all regulations of the Building Code. Motion as passed by-unani-
mous vote of all Members of the Council present.
Complaint Re: Playtime Day Nursery
James Warn 3048 Pennsylvania Avenue appeared with a petition signed by
himself and others, opposing the operation of Playtime Day Nursery located at
3042 Pennsylvania Avenue.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the above
matter was referred to the Village Attorney for study and report, -by.unanimous
vote of all Members of the Council present.

Request for Permit to Build Gas Station - Cities Service Oil Co.
Letter dated December 29, 1952 -from Cities Service Oil Company, 500 Robert
Street, St. Paul 1, Minnesota, requesting a permit to build a gas station on
the NE Corner of the Intersection of Cedar Lake Road with Louisiana Avenue was
read.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above request
was referred to the Planning Commission for. checking and recommendation, by
unanimous vote of all Members of the Council.

Application for Rezoning - J. W. Held and F. W. Swenson
The matter of application of J. W. Held and F. W. Swenson for rezoning that
portion of the E2 of the NWS of the SWw, Section 30, Township 29, Range 24, which
is now zoned within the open development use district, and to include the same
within the commercial use district, was discussed.
On motion of Trustee Middleton, seconded by Trustee Jorvig, the Village
Attorney was instructed to prepare necessary agreements and deeds for culmina-
tion of above matter, by unanimous vote of all Members of the Council.
1953 Licenses
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the following
applications for 1953 licenses were approved, and the Mayor and Clerk were author-
ized to issue licenses to expire December 31, 1953, by unanimous vote of all
Members of the Council present:

Permission to Place Poles
On motion of Trustee Jorrrig, seconded by Trustee Bolmgren, the Northern
States Power-Company was granted permission to place poles at the following loca-
tions within the Village, by unanimous vote of all Members of the Council present:
One (1) pole on Dakota Avenue north of Minnetonka,
Two (2) poles on Dakota Avenue south of Minnetonka

On motion of Trustee Bolmgren, seconded by Trustee Middleton, the follow-
ing bonds were approved, by unanimous vote of all Members of the Council:

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Mayor and
Clerk were authorized to negotiate with Owners of property for a 30 ft. strip
along the south half of the proposed 26th Street 'from Natchez Avenue to Quentin
Avenue, by unanimous vote of all Members of the Council.
Petition for Water Main
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
petition was referred to the Village Engineer and Water Department Committee
Chairman for checking and recommendation, by unanimous vote of all Members of
the Council: '

for the construction of water main in QUEBEC AVENUE

TONKA BOULEVARD, in SUMTER AVENUE FROM WEST 29TH STREET

On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following
petition was referred to the Village Engineer and Chairman of the Sewer Department
Committee for checking and recommendation, by unanimous vote of all Members of
the Council:

Storm Sewer #31 Tabled
It was moved by Trustee Bolmgren, seconded by Trustee Middleton, that Storm
Sewer Project No. 31 be tabled, by unanimous vote of all Members of the Council.
Request to Use Garage for "Tinkering"
K. J. Enkel, Attorney for L. R. Behrns, 4422 Blaisdell Avenue, Minneapolis,
owner of Lot 8, Block 4, Hankes Minikanda Terrace appeared and made an oral
application to use garage located on'said property for "tinkering" purposes. No
action taken.
Petition Opposing Sanitary Sewer Assessment
Petition dated December 29, 1952, signed by Roy Jauch, 2725 Georgia Avenue
and others, opposing the special ase6ssment'for Sanitary Sewer District #2, was
read.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the above
matter was referred to the Village Engineer for checking and report, by unanimous
vote of all Members of the Council present.

Lots Offered to the Village
Letter dated December 23 1952, from Erick H. Olson, 2857 Brunswick Avenue,
offering to sell Lots 11, 12, i3, 14, Block 4, Boulevard Heights Addition to the
Village for $500.00 (1951 taxes not paid), was read.
Village Engineer, Phil W. Smith in a report of this date states that there '
is a serious drainage problem in the area of the 3100 Block on Pennsylvania
Avenue, and if the lots were owned by-the Village, they, no doubt, would be blamed
for basement flooding in the first house south of these lots, and would be
required to fill them in to eliminate the water hazard which now exists.
On motion of Trustee Middleton, seconded by Trustee Bolmgren, Mr. Olson's
offer to sell the Village the above mentioned lots was rejected, by unanimous vote
of all Members of the Village Council.
Bids for Curb and Gutter Rejected
On the recommendation of Village Engineer, Phil W. Smith, it was moved by
Trustee Bolmgren, seconded by Trustee Jorvig, that all bids received November 17,
1952, for the construction of curb and gutter projects Nos. 52-406 thru 52-411
and 52-430 thru 52-437 were rejected, by unanimous vote of all Members of the
Council.
Bids for Sidewalk Rejected
On the recommendation of Village Engineer, Phil W. Smith, it was moved by
Trustee Middleton,, seconded by Trustee Bolmgren, that all bids received November
10, 1952, for the construction of sidewalk project Numbers 52-421, 422, 423, 425,
426, and 428, were, rejected, by unanimous vote of all Members of the Council.

On motion of Trustee Middleton, seconded by Trustee Bolmgren, the following
ordinance was adopted by unanimous vote of all Members of- the Council:

REGULATING PARKING OF VEHICLES ON PUBLIC
STREETS AND PLACES OF THE VILLAGE OF
ST. LOUIS PARI{
The Village Council of the Village of St. Louis Park ordains:
Section 1. Ordinance No. 299 of the Village of St. Louis Park entitled
"An Ordinance Regulating Parking of Vehicles on Public Streets and Places of the
Village of St. Louis Park", adopted by the Village Council May 3, 1948, 'and
published May 14, 1948, is hereby amended by adding thereto the following Section:
Section 16. Any person or corporation who shall
be convicted of violating any provision of this
Ordinance shall -be fined in a sum not exceeding
$100.00 or, in default of payment thereof, may be
imprisoned for a period of not to exceed 90 days.
Section 2. This Ordinance shall take effect from and after its publication.
Ordinance Licensing Motels and Hotels
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Village
Attorney was instructed to prepare an ordinance and submit same to the Council
covering the licensing of motels and hotels, by unanimous vote of all Members of
the Council.
Buildinp- Inspector's Weekly Report
The Building Inspector's report for week ending December 26, 1952, showing
that 4 building permits were issued, totaling $24,850.00, was read and ordered
filed.

The minutes .of meeting held December 22, 1952 were read and approved as read.
Salaries and Wages for 1953
On motion of Trustee Bolmgren, seconded by Clerk Justad, that Village
Employees employed on an hourly basis be increased 10¢ per hour, and Village Emp-
loyees employed on a salary basis be increased $17.30 per month, by the following
roll call vote: Trustee Bolmgren, yea; Trustee Jorvig, yea; Trustee Middleton,
yea; Mayor Hurd, yea.
