REGULAR MEETING NOVEMBER 17, 1952
A regular meeting of the Village Council was called to order by Mayor
Hurd at 8:05 P. M.
Invocation was given by Clerk Justad.

On motion of Trustee Bolmgren, seconded by Trustee Middleton, the above
bias were referred to the Water Superintendent and Chairman of the Water Depart-
ment Committee for tabulation and recommendation, by unanimous vote of all
Members of the Council.
Bids for Water Meters
As advertised in the St. Louis Park Dispatch October 30, 1952, sealed bids
were received from the following bidders for the furnishing of 500 all bronze
water meters 5/8" x 3/4" without connections, closed oil gear trains and straight
reading cubic foot registers:

On motion of Trustee Bolmgren, seconded by Trustee Middleton, the above
bids were referred to the Water Department Superintendent and Chairman of the
Water Department Committee for tabulation and recommendation, by unanimous vote
of all Members of the Council present.
Assessment Hearings
Public hearings were had on proposed sewer assessments described in the
following resolution for Sanitary Sewers and Lift Station constructed in Sanitary
Sewer District 2-K, No one appeared.
Resolution
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all Members of the Council present:
ASSESSMENT RESOLUTION
WHEREAS the Village Council has met at the time and place specified in the
notice published in the St. Louis Park Dispatch October 16, 1952, relating to
the following described improvements and has conducted a public hearing on said
proposed assessment, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the proposed-assessment on file in the office of-the Village Clerk covering
the cost of the following described public improvements heretofore ordered and
completed in this Village be hereby approved and there be hereby levied and
assessed against the tracts and parcels of land described therein a special assess-
ment in the sums therein set forth, said assessments to be payable in ten (10)
November 17, 1952

Assessable Cost
It is hereby determined that each tract and parcel of land described in
said proposed assessment is benefited in a sum equal to the assessment hereby
levied on account of the improvement for which the assessment is levied. Deferred
instalments of said assessment shall bear interest at the rate of 4% per annum
from the date of this resolution until August 15th of each year in which instal-
ments are payable.
Hearing on-Proposed Storm Sewer and Drain Construction
A hearing was had on proposed construction of Storm Sewer District No. 31.
The following persons appeared: N. W. Jones, 2601 Inglewood Avenue and B.
Applebaum, 2537 Inglewood Avenue said that they are not being benefited. They
were told to watch for Notice of Assessment Hearing, and make their protest at
that time.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
resolution was adopted by unanimous vote of all Members of the Council:
RESOLUTION ORDERING STORM SEWER
AND DRAINAGE CONSTRUCTION
WHEREAS the Village Council has met at the time and place specified in the
notice published in the St. Louis Park Dispatch October 30 and November 6, 1952,
relating to Storm Sewer District No. 31 and has heard all interested persons
appearing at said meeting and determined the necessity for said improvements,
therefore

Resolution Ordering Storm Sewer
and Drainage Construction, Cont'd.
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that Storm Sewer for Storm Sewer District No. 31 be hereby ordered constructed,
the course of which proposed Storm Sewer is to be as follows:
Commencing at the outlet of existing storm sewer at
Colorado Avenue and West 27th Street; thence north
to point of intersection of the center line of Colorado
Avenue extended south and the center line of West 26th
Street extended east; thence east to the east right-
of-way line of the Minneapolis, Northfield and Southern
Railroad; thence by open ditch northerly and easterly
to the culvert under State Highway No. 100 which is
approximately 200 feet north of the intersection of
State Highway No. 100 and West 26th Street; also storm
sewer extending in West 24th Street from Cedar Lake
Westerly to approximately the westerly turn-around at
the outlet of pond known as Darby Lake, or over alternate
route extending from Cedar Lake easterly along easements
to be acquired to a point approximately 200 feet north
of the westerly turn-around at the west end of 24th
Street; thence south over easement to Darby Lake.
The area proposed to be assessed for said improvement and designated at
Storm Sewer No. 31 as described in said Notice of Hearing is hereby approved;
and the Village Engineer is directed to prepare plans and specifications for
said Storm Sewer and drainage project, the plans to provide for the above
alternate routes and provision to be made for taking alternate bids for the
same.
Hearings on Proposed Sewer and Water Main Extensions
Separate hearings were had on the proposed public improvements described
in the following resolution. No persons appeared.

On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
resolution was adopted by unanimous vote of all Members of the Council present:
RESOLUTION ORDERING SEWER AND WATER
MAIN EXTENSIONS
WHEREAS the Village Council has met at the time and place specified in the
notice published in the St. Louis Park Dispatch October 30th and November 6th,
1952, relating to the public improvements hereinafter described and has heard all
interested persons appearing at said meeting and determined the necessity for
said improvements, therefore
BE IT RESOLVED by the Village Council of the Village of St. Louis Park that
the following public improvements be hereby ordered constructed in accordance with
plans and specifications which have been prepared by the Village Engineer and
which are hereby approved, the Village Clerk being directed to advertise for bids
which will be opened at the meeting of the Council December 22, 1952:
Improvement No. 52-+48 Sanitary Sewer extension in 342 Street from
Texas Avenue to existing District Sewer
east of Virginia Avenue
Improvement No. 52-449 Extension of Water Main in 342 Street from
Texas Avenue to Wyoming Avenue
Mayor Hurd - Brenda Ueland's Column
Mayor Hurd read Brenda Ueland's column in the November 6th issue of the
St. Louis Park Dispatch, and called the Council's attention to the fact that we
are encouraging the people of St. Louis Park to read this paper due to the fact
that we designate the Dispatch as the Official Village paper.
Building Inspector's Weekly Report
The Building Inspector's report for week ending November 14, 1952, showing
that 15 building permits were issued, totaling $69,316.00, was read and ordered
filed.
Storm Sewer Bid
Guy Drake, President of the Phelps-Drake Company, Incorporated appeared,
and asked about their bid on part of storm sewer extension north of Colorado

Avenue and 27th Street placed sometime ago. Village Engxneer, E. T. Montgomery
said that we will need to readvertise for this work as the area to be assessed
will have to be determined this evening.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
resolution was adopted by unanimous vote of all Members of the Council present:
RESOLUTION REJECTING BIDS FOR STORM SEWER
BE IT RESOLVED that the bids for storm sewer to be constructed from the
terminus I of'existing Storm Sewer for District No. 17 at Colorado Avenue and 27th
Street NEly to and across the right-of-way of the Minneapolis, Northfield and
Southern Railway be hereby rejected and said project as ordered by the Village
Council June 23, 1952 be hereby abandoned because of resolution adopted at this
present meeting for Storm Sewer District No. 31 (page 56).
Gas Main Extension
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
gas main extension was approved by unanimous vote of all Members of the Council:
#537 In Louisiana Avenue from proposed end of
S-421 to 846' N N Line of Lake Street.
Application for Licenses from New Owner of Park Tavern
Application signed by George G. Harrison and J. Phillip Jordan for licenses
to Sell 3.2 Beer Off-Sale, 3.2 Beer On-Sale, Cigarettes,- and to operate a Restaurant
at the Park Tavern, 7201 Minnetonka Boulevard (currently operated by E. J.
Danielson, was read. Also read were letters of recommendation and character
references from J. D. Corah, Doneld Phelps, Albert Ahlberg, T. C. Papermaster, and
Theodore Ryan.
Licenses Approved
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the application
of George G. Harrison and J. Phillip Jordan for the above named licenses to be
used in connection with the operation of the Park Tavern at said address were
approved, and the Mayor and Clerk were authorized to issue licenses to expire Dec-
ember 31, 1952, by unanimous vote of all Members of the Council present.
Planning Commission's Report on Request for Rezoning - G. F. Lohman
Planning Commission's report dated November 15, 1952, on the request of
G. F. Lohman of the Calhoun Realty Company for rezoning an area located west of
Texas Avenue and north of State Highway No. 7, to Commercial Use, was read.
Hearing Date Set for Proposed Rezoning
On motion of Trustee Middleton, seconded by Trustee Jorvig, December 8, 1952
was set as date of hearing on proposed rezoning , that tract of land which lies
immediately north of Highway No. 7, and West of Texas Avenue, which is bounded on
the south by Highway No. 7, on the east by Texas Avenue, on the northeast by Park
Knoll School, on the north by West 36th Street, and on the west by Minnehaha
Creek which is not already zoned for Commercial Use, to Commercial Use, by unanimous
vote of all Members of the Council.
Planning Commission's Report on Proposed Rezoning - Victor Carlson & Sons
Planning Commission's report dated November 15, 1952, on the request of
Victor Carlson & Sons, Inc. to rezone that part of Block 204, Rearrangement of St.
Louis Park which lies SWly of the new street designed to connect Louisiana Avenue
at 4th Street NW with Gorham Avenue near 2nd Street NW from Residential Use to
Light Industrial Use, was read.
Hearing Date Set for Proposed Rezoning
On motion of Trustee Middleton, seconded by Trustee Jorvig, December 8, 1952
was set as date of hearing on proposed rezoning of that part of Block 204, Rear.
of St. Louis Park which lies Swly of the new street designed to connect Louisiana
Avenue at 4th Street NW with Gorham Avenue near 2nd Street NW from Residential
Use to Light Industrial Use, by unanimous vote of all Members of the Council.
Petition for Street Light
Petition signed by Herbert L. Gauper, 2741 Colorado Avenue and others, dated
October-30, 1952, for the installation of a street light on the Corner of 28th
Street and Colorado Avenue; was read.
Street Light Ordered
On motion of Clerk Justad, seconded by Trustee Jorvig, the Northern States
Power Company were ordered- to install a street light at the Corner of 28th Street
and Colorado Avenue, by unanimous vote of all Members of the Council.

On motion of Trustee Bolmgren, seconded by Trustee Middleton, the follow-
ing bonds were approved by unanimous vote of all Members 'of the Council:
HEATING LICENSE BOND with John M. Hageman, DBA
Minneapolis Gas Heat Engineering Company as
principal, and United States Fidelity and Guaranty
Company as surety, dated November 6, 1952, in the
amount of $1,000.00.
PLUMBING LICENSE BOND with Allen 0. Larson, DBA
Paragon Plumbing Company as principal, and United
States Fidelity and Guaranty Company as surety,
dated November 6, 1952, in the amount of $64,000.00.
PLUMBING LICENSE BOND with Melvin E. Sagar as
Principal, and The Aetna Casualty and Surety Co.

Request for Permission to Sell Christmas Trees
Letter from Alfred J. Bergsten, Jr., dated November 12, 1952, notifying
the Village Council that he plans to sell Christmas trees from a stand on the SE
Corner of Texas Avenue and Minnetonka Boulevard, was read. No action taken.
Bid Award - Grading & Graveling, 52-414 thru 52-419
On motion of Trustee Middleton, -seconded by Trustee Bolmgren, the bid of
Park Construction Company received November 10, 1952, for grading and graveling
jobs 52-414 thru 52-419, was determined to be the lowest bid of a responsible
bidder, and the Mayor and Clerk were authorized to execute contract for the Village
with the bidder for the work at price bid of $65,724.502 by unanimous vote of all
Members of the Council.
1952 Licenses
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the following
applications for 1952 licenses were approved, and the Mayor and Clerk were
authorized to issue licenses to expire December 31, 1952, by unanimous vote of
all Members of the Council.

Survey Ordered for Grading
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Village
Engineer was instructed to make a survey of Hillsboro Avenue from Minnetonka
Boulevard to 32nd Street, to determine the need and extent of grading project,
by unanimous vote of all Members of the Council.

The minutes of meeting held November 10, 1952 were read and approved as
read.

On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following

Bid Award - Water Main-52-446
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the bid of
Phelps-Drake Company, Inc. received November 17, 1952 for the construction of water
main in.Glenhurst Road- : from Cedar Lake-Road to North and West to Turn-around
and in Highwood Road from Glenhurst Road to Turn-around at end of Highwood Road
was determined to be the lowest bid of a responsible bidder, and the Mayor and Clerk
were authorized to execute contract for the Village with the bidder at price bid
for the mork of $11,663.00, by unanimous vote of all Members of the Council.
Bid Award - Copperhorns
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the bid of
Ford Meter Box Company -received November 17, 1952 for the furnishing of 500
3/4" x 3/4" copperhorns at $2.65 each'was determined to be the lowest bid of a
responsible bidder, and the Clerk was authorized to issue a purchase order for
same in the amount bid {$1325.00 total), by unanimous vote of all Members of the
Council.-
