REGULAR MEETING OCTOBER 20, 1952
A regular meeting of the Village Council was called to order by Mayor
C. L. Hurd at 8:04 P. M.
Invocation was given by Reverend Paul Obenauf of Wooddale Luthern Church.
The following Council Members were present at roll call:

Separate hearings were had on Grading Improvements Nos. 52-414 to 52-419•

Resolution
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION ORDERING STREET GRADING
WHEREAS, the Village Council has met at the time and place specified in a
notice published in the St. Louis Park Dispatch October 2 and 9, 1952, relating
to Grading Improvements Nos. 52-414 to 52-419 and has heard all interested persons
appearing at said meeting and determined the necessity for said improvements,
therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the following street grading improvements be hereby ordered in accordance
with plans and specifications prepared by the Village Engineer which are hereby
approved, and the Clerk is authorized to advertise for bids for the same to be

Hearin on Proposed Storm Sewer Construction
A hearing was had on proposed construction of storm sewer in Block 3,
Lenox Addition. No persons appeared.
Resolution
. On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
resolution was adopted by unanimous vote of .all members of the Council present:
RESOLUTION ORDERING STORM SEWER CONSTRUCTION
WHEREAS, the Village Council has met at the time and place specified in a
notice published in the St. Louis Park Dispatch October 2 and 9, 1952, relating
to the storm sewer hereinafter described and has heard all interested persons
at said meeting and determined the necessity for said improvements, therefore,
BE IT RESOLVED by the Village Council ,of the Village of St. Louis Park
that storm sewer be hereby ordered constructed in Block 3, Lenox, ad Improvement
No. .51-140 , in accordance with plans and specifications prepared by the Village
Engineer which are hereby approved, -and the .Clerk be authorized to advertise for
bids .to be opened November 10, 1952.
Hearin on Proposed Storm Sewer Construction
. Pursuant to notices published in the St. Louis Park Dispatch October 2 and
9, 1952, a Public hearing was had on proposed construction of storm sewer in
Alley, Block 2, Blakeman's 3rd Addition, and in Alley, Block 2, Oaklawn Addition.
The following persons appeared in opposition: Lyle R. Peterson, 2613 Toledo
Avenue, Carl Fagerstrom, 2601 Toledo Avenue, Dwight Hokenson, 2621 Toledo Avenue,
Lawrence G. Larson, 2607 Toledo Avenue. Appearing in favor of storm sewer were
R. W. Lindquist, 2640 Salem Avenue who said there was 32 feet of water there last
spring; also John Lovseth, 2634 Salem Avenue and E. A. Linnee, 2635 Toledo Ave.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the above
matter was referred to the Village Engineer,for approximate cost, profiles and
plot .plan of the area; and action of hearing was deferred to the October 27th
1952.meeting, by unanimous vote of all Members of the Council present.
Hearin on Proposed Curb and Gutter Construction
. Serrate hearings were had on each of the proposed curb and gutter Improve-
ments Nos. 52-406 to 52-411 inclusive and 52-430 to 52-437. No persons appeared.

On motion of Trustee Jorvig, seconded by Trustee Middleton, the following
resolution was adopted by unanimous vote of all Members of the Council present:

Water Treatment Issue
Ken W. Wolfe appeared and spoke against the Village Council making a selling
job of the water treatment issue coming up for a vote at the November 4th
election.
Hearing Date Set for Proposed Storm Sewer
On motion of Trustee Middleton, seconded by Trustee Jorvig, November 17,
1952 was set as hearing date on proposed construction of storm sewer and drains for
Storm Sewer District No. 313, and the Village Engineer's proposed' assessment area
for said Sewer District was approved, by unanimous vote of all Members of the
Council.
Plat Approved - Cedarcrest Second Addition
On motion of Trustee Jorvig, seconded by Trustee Bo1mgren, the plat of
Cedarcrest Second Addition presented by Wallace T. Bruce Construction Company was
approved subject to stamped approval,of the Village Engineer and Village Attorney,
and the Mayor and Clerk were authorized to sign same, by unanimous vote of all
Members of the Council.
Bingo -- Eliot PTA
Letter from Mrs. F. Kiekhafer, Secretary Eliot School PTA, dated October
14, 1952, requesting permission to play bingo at their Harvest Festival to be held
November 15, 1952, was read. No opposition. No action taken.
Bingo -- VFW Post #5632
Letter from Cyril C. Doyle, Commander, VFW Post #5632; St. •Louis Park, dated
September 14, 1952, requesting permission to conduct bingo games each Friday
evening in the Post Hall, beginning October 17th, 1952, was read. No opposition.

Bingo -- Most Holy TrinityChurch
Letter from Walter Kairies, 3980 Princeton Avenue, dated October 16, 1952,
requesting permission to play bingo at the festival of the Most Holy Trinity
Catholic Church, on the church property, November 16, 1952, was read. No opposition.

Street Light Ordered
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the Northern
States Power Company was ordered to install a street light at the corner of 28th
Street and Maryland Avenue, by unanimous vote of all Members of the Council.
Building Inspector's Weekly Report
The Building Inspector's report for week ending October 17, 1952, showing
that 16 building permits were issued, totaling $125,550.00, was read and ordered
filed.

On motion of Trustee Bolmgren, seconded by Trustee Middleton, the follow-
ing petition was referred to the Village Engineer and Water-Department Committee
Chairman for checking and recommendation, by unanimous vote of all Members of
the Council:

Permission to Place Poles
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the Northern
States Power Company was granted permission to place ONE (1) POLE IN ALLEY EAST
OF ALABAMA AVENUE BETWEEN WEST 37TH STREET AND OXFORD STREET, by unanimous vote
of all Members of the Council.
Gas Main Extension
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the follow-
ing gas main extension was approved by unanimous vote of all Members of the
Council:

Deferred Action on Application for Rezoning
Mrs. Westling, sister of Mrs. Carl W. Sherer appeared, saying that her sister
would do a good job at whatever she would undertake. Mayor Hurd told of a
Zoning Expert being brought in and no doubt would take -up'the Minnetonka Boulevard
zoning problems. Mr. Furber spoke for the folks in the area in protest of the
rezoning, stating that this would start inroads there. They even feel that a
special permit to conduct a business there would make an inroad and they would not
like to see it. Dr. Roger Schmuck, pastor of St. George's Episcopal Church
said he feels that the proples wishes and needs in the community should be con-
sidered. Mrs. Westling said that if this property is rezoned and if all
property on Lake Street from Princeton Avenue to Toledo Avenue is rezoned for
Commercial Use, the future would OK same. A man in the audience said he feels
that the Council should do as the people ask, and not depend on any outside
experts. Trustee Bolmgren told of the Council's experience with Miracle Mile.
There were protests at the time but now the folks seem to like it. We try to do
an overall job for 27,000 people.
On motion of Trustee Bolmgren, seconded by Clerk Justad, the application
of Carl W. Sherer for rezoning of Lots 15, 16, and 17, Block 3, Latham's
Minnetonka Boulevard Tract from Multiple Dwelling Use to Commercial Use was
denied by following roll call vote: Clerk Justad, yea; Trustee Bolmgren, yea;
Trustee Jorvig, yea; Mayor Hurd, yea; Trustee Middleton, nay.

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
bonds were approved by unanimous vote of all Members of the Council:

Deferred Action on Application for Rezoning
On motion of Trustee Bolmgren, seconded by Trustee Middleton, action on
the application of Joe Billman to rezone from Residential Use to Commercial Use,
that portion of his property lying south of the present Commercial Use District
on which the Billman Mortuary is situated at Wooddale Avenue and Excelsior
Boulevard was deferred indefinately, by unanimous vote of all Members of the
Council,
Deferred Action on Proposed Widening and Grading of Street
Adjourned hearing was had on proposed widening and grading of Yosemite Ave-
nue from 27th Street to 420 feet north, No one appeared.
Resolution
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION ORDERING 'STREET WIDENING
AND GRADING
WHEREAS the Village Council has met at the time and place specified in the
NOTICE OF HEARING published in the St. Louis Park Dispatch on September 18th and
25th, 1952, relating to the street improvement hereinafter described, and has heard
all interested persons appearing at said meeting and determined the necessity for
said improvement, and regularly adjourned consideration of said improvement,
therefore
BE IT RESOLVED by the Village Council of the Village of St, Louis Park that
Yosemite Avenue from 27th Street to 420 feet north be hereby ordered improved by
acquisition of the 30 feet lying adjacent to and east of the present right-of-way
and by grading of said portion of Yosemite Avenue as so widened, grading to be
done in accordance with plans and specifications prepared by the Village Engineer
which are hereby approved. The Village Clerk is authorized to negotiate for
acquistion of said 30 feet for widening and if the owners thereof are not willing
to .dedicate same without cost to the Village the Village Attorney is authorized
to commence proceedings for condemnation thereof.
Bid Award - Bituminous Finisher
On motion of Trustee Middleton, seconded by Trustee Jorvig, the bid received
from Wm. H. Ziegler Company on April 7, 1952, for the furnishing of a Barber-Greene
Model 879-A bituminous finisher was determined to be the lowest bid of a responsible
bidder, and the clerk was authorized to issue purchase order for same in the amount
bid of $13,045.00, by unanimous vote of all Members of the Council present.
Bid Award for 1/2 Ton Pickup Truck
On motion of Trustee Bolggren, seconded by Trustee Middleton, the bid of
Dahlberg Brothers, Incorporated received October 13, 1952, for the furnishing of
One (1) 1/2 ton pickup truck was determined to be the lowest bid of a responsible
bidder, and the Clerk was authorized to issue a purchase order for same at price
bid of $1816.87, by unanimous vote of all Members of the Council.

Bid Award for 3/4 Ton Heavy Duty Pickup Truck
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the bid
received from Dahlberg Brothers, Incorporated on October 132 1952, for the
furnishing of One (1) 3/4 ton heavy duty pickup truck, was determined to be the
lowest bid of a responsible bidder, and the Clerk was authorized to issue a
purchase order for same at -price bid of #2478.48 plus 1946 truck trade-in, by
unanimous vote of all Members of the Council present.
Building Permit for Commercial Building
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the request
of Sigurd A. Johnson for a special building permit to construct a commercial
building 50' x 100' on Lot 8, Block 29, St. Louis Park Addition was approved, and
the Building Inspector was authorized to issue same with designation of proper
setbacks, by unanimous vote of all Members of the Council.
Letter Re: Bushes Obstructing -View at Intersection
Letter from County Highway Engineer, L. P. Zimmerman, dated October 10,
1952, stating that the residents adjacent to intersections of France Avenue and
County Road No. 17, are maintaining large shrubs or bushes in the boulevard
adjacent to street intersections which are a traffic hazard in that they obstruct
the vision between two cars approaching the intersection at right angles to each
other, and requesting that the Village-take proper steps to have obstructions
removed, was read.
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the Police
Department was ordered to check above location as well as at 41st and Yosemite,
27th and France, Quentin and Minnetonka Boulevard, and Highway property at 28th
and Toledo, by unanimous vote of all Members of the Council.
Release of Contract for Construction of Sidewalks
On motion of Trustee,Bolmgren, seconded by Trustee Middleton, the Mayor
and Clerk were authorized to sign RELEASE OF CONTRACT FOR CONSTRUCTION OF SIDE-
WALKS (Contract with Victor Carlson & Sons, Incorporated for the construction of
sidewalks at various locations on Minnetonka Boulevard designated as Improvement
Nos. P-652 to P-659 inclusive), due to the fact that Contractor is now engaged
in constructing sidewalks on'Minnetonka Boulevard from Joppa Avenue to Dakota
Avenue which includes all the sidewalks which were to be constructed under said
contract between the Contractor and the Village dated October 30, 1950, by
unanimous vote of all Members of the Council present.
Advertise for Bids for Water Meters
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the Clerk

of the Council: 500 copperhorns with two male swivels equal to the No. 2
copperhorn as manufactured by the Ford Meter Box Company or the 5/8" x 3/4" H
14111 yokes #/3/4 37020 male swivels for iron pipe, copper meter horn as manu-
factured by the Mueller Company or equal; 500 Corporation stops size 5/8" x 3/4"
with straight coupling nut and Mueller thread equal to the No. H 15000; and
50 corporation stops size 1" x 1" with straight coupling nut and Mueller thread
equal to the H 15000 all to be used with a Mueller Model "B" tapping machine.
Request for Leave of Absence- Fireman Donald E. Glassing
Due to the fact that his sick leave has all been used, and his leg fracture
has not healed sufficiently to return to work as a Fireman, Donald E. Glassing's
request for a leave of absence for a period of 90 days from October 15, 1952 was
given due consideration.
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Donald E.
Glassing's request for a 90 day leave of absence from the St. Louis Park Fire
Department from October 15, 1952, was approved by unanimous vote of all Members
of the Council.

Grade Site of Well #7
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Street
Department was instructed to rough grade the ground at the site of Well #7;
according to specifications prepared by the Village Engineer and Water Superin-
tendent, by unanimous vote of, all Members of the Council.
Request for Flasher Tyne School Sign
Letter from Harold R. Enestvedt, Superintendent of St. Louis Park Public
Schools, dated September 3, 1952, requesting that a flasher type sign be placed
at Joppa Avenue and Minnetonka Boulevard, was read. Clerk Justad read the
report of check of children crossing Minnetonka Boulevard north to Fern Hill School
on September 11 and 12, 1952 - ffl@pftjhg and afternoon.
Due to the small number of children making this crossing, it was moved by
Trustee Bolmgren, seconded by Trustee Middleton that no sign be placed there at this
time, but that a school patrol be used instead; by unanimous vote of all Members
of the Council.

$3.000 Gift for Wading Pool �7
Mayor Hurd announced that a Citizen of Hennepin County who insisted on �+
remaining anonymous had delivered to him the sum of $3,000. in currency in the
understanding that it be accepted by the Village as a gift to be used only for
the construction of a wading pool for children in the vicinity of Webster
Avenue and 33rd Street; the pool to be similar to pools recently constructed
by the Park Board of the City of Minneapolis.
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the follow-
ing resolution was adopted by unanimous vote of all Members of the Council:
RESOLUTION ACCEPTING GIFT FOR WADING POOL
WHEREAS an anonymous gift of $3,000. has been offered to the Village on
the condition that a wading pool be constructed before on or about July 15,
1953, in the vicinity of Webster Avenue at 33rd Street, therefore
BE IT RESOLVED that said gift be accepted in behalf of the Village, the
funds to be deposited in the excrow account of the Village until the Village
Park Board and Engineer shall have determined whether construction of the wading
pool at the location requested is feasible and will be authorized on property
of the State Highway Department; upon receipt of such favorable report, the
Village Treasurer will be authorized to transfer to the Park Board the whole of
said fund for the purpose only of construction of such wading pool; if the fund
is not so used for wading pool purposes on or before July 152 19532 the fund is
to be -paid over-to Mayor C., L. Hurd as representative of the doner for refund
to him.
Letter of Appreciation for Gas Main Extension
Letter from Robert A. Nelson, dated October 14, 1952, stating that the
cooperation of the Village Council in securing gas main in West 35th Street was
greatly appreciated by himself and his neighbors, was read and ordered filed.
Addition for Tool House
Plans for addition to tool house were discussed. On motion-of Trustee
Jorvig, seconded by Trustee Bolmgren, this matter was referred to the Village
Engineer for checking and recommendation as to Metal Quanset Type of building,
by unanimous vote of all Members of the Council present.

Separate hearings were had on proposed assessments for sidewalks, grading
of streets and alleys, seal coat and tar mat street surfacing, sanitary sewer
and water main house connections, storm sewer and sanitary sewer extensions des-
cribed in the following resolution. No persons appeared.
