REGULAR MEETING JANUARY 7. 1952
A regular meeting of the Village Council was called to order by Mayor
C. L. Hurd at 8:00 P. M., with the following Council Members present at roll
call as follows: Trustee Bolmgren, Trustee Middleton, Clerk Justad, Mayor Hurd.
Trustee Jorvig, absent.
Rev. Paul Francis Obenauf was called on to give invocation.
Verified Claims:
On motion of Trustee Bolmgren, seconded by Clerk Justad, the following
verified claims were approved, and the Mayor and Clerk were authorized to issue
warrants covering same, by unanimous vote of all Members of the Council present

Assessment Hearing for Street -Improvement
Separate hearings were had on proposed assessments for each of the improve—
ments described in the following resolution. No persons appeared.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee -Middleton, the following
resolution was adopted by unanimous vote of.all members of the Council present:
RESOLUTION ADOPTING ASSESSMENTS FOR CURB AND GUTTER,
SIDBIIALK. SEAL COAT AND TAR MAT IMPROVEMENTS
WHEREAS, the Village -Council has met at-the'time and place specified in a
notice published in the St- Louis Park Dispatch November 29, 1951, and has heard
all interested persons, separate hearings being held as to each of said assess—
ments, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park

payable in equal annual installments -extending over a period of three years, the
first installment being payable concurrent -with general taxes levied in 1952
and collected in 1953, deferred installments to bear interest at the rate of -

On motion of Trustee Bolmgren, seconded by Trustee Middleton, the follow-
ing resolution was adopted by unanimous vote of all members of the Council
present.
RESOLUTION CANCELING LIFT STATION 2GL #493 ASSESSMENT
WHEREAS it -appears that by resolution of the'Village Council adopted
October 16, 1950, levying assessments for -Lift Station 2GL #493, the following
property was inadvertantly assessed, whereas this lot was not served by this
Lift Station, therefore
BE IT RESOLVED that the 1951 installment of such assessment heretofore
paid in the respective -amount -hereinafter set forth be refunded to the respective
property owner, and, upon receipt of a signed verified claim and a paid tax
statement, that the Mayor and the Clerk -be hereby authorized to issue warrants
in payment of such refunds to the respective property owner.

.On motion of Trustee Bo1mgren, seconded by Trustee Middleton, the following
petition was referred to the Village Bngineer and Chairman of the Water Depart-
ment Committee for checking and recommendation, by unanimous vote,of all members
of the Council present:
P-1009 PETITION FOR WATER MAIN EXTENSION, signed by
Melvin P. Johnson, 4367-Browndale Avenue, dated
December 20, 1951, for the construction of
water mains in QUEBEC AVENUE FROM MINNETONKA
BOULEVARD NORTHERLY TO A POINT THREE HUNDRED
FEET NORTH.
Permission to Place -Poles
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the Northern
States Power Company was granted permission to place poles at the following
locations, by unanimous vote of all members of the Council present:
One (1) pole, lay #6 street light cable in
Boulevard in front of 4366 Browndale Avenue
Two (2) poles on West 42nd Street and Princeton
Avenue.
Village Attorney Appointed for 1952
On motion of Trustee Bolmgren, seconded by Trustee Middleton, Edmund T.
Montgomery, was appointed as Village Attorney, and John A. Yngve as Assistant
Village Attorney for the year 1952 as proposed by Mayor, C. L. Hurd, by unanimous
vote of all members of the Council present.
Village Health Officer Appointed for 1952
Mayor C. L. Hurd proposed the name of H. W. Darby, M: D. as Village Health
Officer for 1952. On motion of Trustee Middleton, seconded by Trustee Bolmgren,
Dr. H. W. Darby, M. D. was appointed as Village Health Officer for the year 1952,
by unanimous vote of all Council Members -present.
Village Engineer Appointed for 1952
Mayor C. L. Hurd proposed the name of Philip W. Smith as Village Engineer
for 1952. On motion of Trustee Bolmgren, seconded by Trustee Middleton, Phil
W. Smith was appointed as Village Engineer for the year 1952, by unanimous vote
of all members of the Council present.

Village Weed Inspector Appointed for 1952
On motion of Trustee Bolmgren, seconded by Trustee Middleton, Kenneth
Johnson was appointed as Weed Inspector for the year 1952, by unanimous vote
of all members of the Council present.
Partial Payment on Contract Work
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the follow-
ing partial payment on contract work in progress, presented by Phil W. Smith,
Village Engineer,'was-approved, and the Mayor and clerk were authorized to issue
warrant covering same, by unanimous vote of all members of the Council present:

$600,000.00 at any one time, and the Treasurer is hereby authorized to open or
continue an account or accounts with said Bank on such terms as have been
required by said Bank heretofore, in the name of the Village, and to deposit,
or cause to be deposited in such account or accounts, any money, checks, drafts,
orders, notes or other instruments for the payment of money.
RESOLVED FURTHER, that checks, warrants, or other withdrawal orders
issued against the funds of this Village on deposit with said Bank shall be
signed by C. L. Hurd as Mayor; Joseph Justad as Village Clerk; and Mildred H.
Melbourne as Village Treasurer.
Resolved further, that this notice shall continue in'force until a
written notice of its recision or modification has bden received by said Bank.
RESOLVED FURTHER, that said Bank deposit with the Federal Reserve Bank
of Minneapolis as security -for suoh-deposit, such securities as may be approved
by the Village Council in the amount required by law.

only to the NORTHWESTERN NATIONAL BANK OF MINNEAPOLIS for deposit to the account
of the Village.
BE IT FURTHER RESOLVED that this notice shall continue in force until
written notice of its recision or modification has been received by said Bank.
BE IT FURTHER RESOLVED -that said Bank deposit, such securities as may be
approved by the Village Council in -the amount required by law, with the First
National Bank of Minneapolis as security for such deposit.

RESOLUTION DESIGNATING DEPOSITORY FOR
VILLAGE FUNDS
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the NORTHWESTERN NATIONAL BANK OF HOPKINS, MINNESOTA, is hereby designated
as a depository for funds of the Village, and the -Treasurer of the Village is
hereby directed to deposit in said bank -all receipts of -the Village for licenses,
inspection fees, permits, fines, and such other -funds as may be directed by the
Village Council, -provided that the aggregate amount of said deposits with said
Depository Bank shall not exceed $$150,000.00 at any one time, and procided that
said Bank deposits with the Federal Reserve Bank of Minneapolis, for the Treasurer
of the Village, securities of such kind and amount as to comply with Mason's
Minnesota Statutes, 1927, Section 1973-1, and furnishes the Treasurer of the
Village with an assignment of said securities as provided by said statute; and
BE IT -FURTHER RESOLVED that until further order of the Village Council
by resolution; withdrawals from said account shall be upon the written order of
the Treasurer, countersigned by the Clerk of the Village, payable only to the
Northwestern National Bank of Minneapolis for deposit to the account of the
Village.

A letter from Morten Arneson, dated January 2, 1952, stating that he was
resigning from the Planning Commission as of now, was read.
On motion -of Trustee Bolmgren, seconded by Trustee Middleton, the resig-
nation of Morteri Arneson from the Planning Commission was accepted, and the
Clerk was instructed to write him a letter expressing the Council's appreciation
for the years of service he rendered the Village. Motion was passed by unani-
mous vote of all Council Members present.

On motion of Trustee Middleton, seconded by Trustee Bolmgren, the St.
Louis Park Dispatch was designated as the official paper for the Village Council
for the year 1952, by unanimous vote of all Council Members present.
Acting Mayor Appointed for"1952
On motion of Trustee Bolmgren, seconded by Trustee Middleton, Trustee
Jorvig was appointed as acting Mayor -for the oalendar-year 1952, as required by
Section 15 of the Village Code.; Motion was passed by unanimous vote of all
Members of the Village Council present.

of $4,000.00, in support of his license to -operate an -on -sale liquor business

Onmotion of Trustee Middleton, seconded by Trustee Bolmgren, the Clerk
was instructed to complete request form for EXAMINATION OF ACCOUNTS AND AFFAIRS
OF THE VILLAGE FOR YEAR 1951,'to be done in conjunction with previously approved

New Electric Rates
A letter from the Northern States Power Company, dated January 3, 1952,
enclosing the new rake schedules for electricity to become•effective March 1,
1952, was read and ordered filed.
New Gas Rates
A letter from the Minneapolis Gas Company, dated January 5, 19521 in-
corporating a new gas rate schedule to become effective January 1, 1952, was
read and ordered filed.
Special Permit to Connect to Water Main
On motion of Trustee Bolmgren, seconded by Trustee Middleton, a special
permit was granted to F. B. Finnegan to connect his home at 4708 West 422 Street
to the water main in the intersection of West 422 Street and Ottawa Avenue for
service with the understanding -that he pay an assessment of ?126.00 at the time
he takes out the regular permit.
This payment to be credited to the property when the water main is
constructed past this property.
•The work shall be done under the supervision of the Water Superintendent.
Motion was passed by unanimous vote of all members of the Council present.
Special Permit to Connect to Sewer
On motion of Trustee Bolmgren, seconded by Trustee Middleton, a special
permit was granted to F. B. Finnegan to -connect his home at 4708 West 422 Street
to the manhole in the intersection of Ottawa Avenue and West 422 Street for
sewer service with the understanding that -he pay an -assessment of x$320.00 in
ten (10) installments, the first installment'to be paid at the time he takes
out the regular sewer permit and the remaining nine (9) installments shall be
added to his tax statements. This payment will be credited to the property
when sewer is constructed past said property.
This work shall be done under the direction and supervision of the
Village Engineer.
Motion was passed by unanimous vote of all members of the Council present.
Application for Rezoning r William and Bertha Hodroff
On motion of Trustee Bolmgreiij seconded by Clerk Justad, the application
of William -and Bertha Hodroff for the rezoning of Lots 10, 11, and 12, Block 8,
High Holborn Addition from Residential -Use to Commercial Use, was read and
denied by unanimous vote of all members of the Council present.

Letter Re: Widening Virginia Avenue from 28th North to Cedar Lake Road
A letter from Adolph Fine, Incorporated, dated January 3, 1952, relative
to widening of Virginia Avenue from West 28th Street north to Cedar Lake Road
was read. The Village Engineer having determined that easements were not available
for R1W purposes on the West Side of Virgiriia'Avenue from -Cedar Lake Road to
the Viaduct, it was moved by Trustee Bolmgren, seconded by Trustee Middleton
that the Village Attorney be instructed to start condemnation proceedings to
secure said R/W immediately; so that -the grading of -same may be finished in 1952.
