Resolution
On motion of'Trustee Bolmgren, seconded by Trustee Middleton, the follow-
ing resolution was -adopted by unanimous vote of all Members'of the Council
present:
RESOLUTION REFUNDING 0-6 WATER MAIN #496 ASSESSMENT
WHEREAS it appears that by resolution of the Village Council adopted
June 5, 1950, levying assessments for 0-6 Water Main #496, Parcel #6530, Plat
#49731, Sec. 31, T. 29, R. 24 was inadvertantly assessed instead of Parcels
#6690 and #6694; therefore
BE IT RESOLVED that the 1951 instal.nent of said assessment heretofore
paid in the respective amount hereinafter set forth be refunded to the respective
property owner, and upon receipt of a signed verified claim and a paid tax
statement, that the Mayor and the Clerk be hereby authorized to issue warrant
in payment of such refund to the respective property owner.

Ownership Status of Brennan Propert
A letter from John A. Yngve, Assistant Village Attorney, dated January
19, 1952, stating that the records have been checked to ascertain status of
ownership of "South,Twenty (20) Feet of Lot Two (2), Block One (1), The Bronx",
and the last record owner was William Brennan -- Mr. Brennan has not -paid any
taxes since 1943• The 1944 and 1945 taxes were paid by Joseph W. Zalusky,
and the 1946 thru 1950 taxes have not been paid, and with penalty and interest,
the amount is $75.00.
On motion of Trustee Middleton, seconded by Trustee Jorvig, the Village
Attorney was instructed to purchase from Mr. Zalusky his interest for $25.00,
to obtain gravel, by unanimous vote of all Members of the Council present.
Hearing Date Set for Vacating Alle
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the petition
signed by Mr. and Mrs. C. M. Cree, 7725 West Lake Street and others, dated
January 16, 1952, for vacating ALLEY IN BLOCK 1", REARRANGEMENT OF ST. LOUIS
PARK was read and referred to the Planning Commission for checking and recom-
mendation; and February 25, 1952 was set as date for hearing on same, by unani-
mous vote of all members of the Council present.

Final Payment on Contract for Paving Minnetonka
Boulevard from Joppa Avenue to 50 Feet
West of Highway #100
The final payment on contract of Anderson and Sons, Incorporated for
the paving of Minnetonka Boulevard from Joppa Avenue to -50 Feet West of High-
way No. 100 was presented by Village Engineer, Phil W. Smith.
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the final
payment on contract of Anderson and Sons, Incorporated for the paving of
Minnetonka Boulevard from Joppa Avenue to '50 Feet West of Highway No. 100, in
the amount of $$36023.35 was approved, pending the receipt of a certified
check from Anderson and Sons, Inc. in the amount of $$500.00, to guarantee the
disposal of trees, stumps, etc. put on Hedberg and Freidheim and Company
property; check to be returned after the work has been completed to the satis-
faction of the Village Engineer, by unanimous vote of all Members of the Council
present.

Report on Investigation of Water Supply
of Village of St. Louis Park
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the report
from Minnesota Department of Health, dated November 21, 1951, on investigation
of water supply of the Village was read and referred to Water Superintendent,
Ira Vraalstad for explanation of loss of two points in quality, by unanimous vote
of all Members of the Council present.
Report on Plans and Specifications on Pumping
Equipment, Pump Mounting, Pump House, and
Connecting Water Mains
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the report
from Minnesota Department of Health, Division of Municipal Water Supply, dated
January 14, 1952, on plans on Pumping Equipment, Pump Mounting, Pump House and
Connecting Water Main was read and referred to the Water Department, by unani-
mous vote of all Members of the Council present.
Letter Commending Village Council for Action
On Liquor Licenses
On motion of Trustee Middleton, seconded by Trustee Jorvig, letter from
Roy 0. Sewall, dated January 16, 1952, commending the Village Council for deny-
ing intoxicating liquor licenses was read and ordered filed, by unanimous vote
of all Members of the Council present.
Building Inspector's Weekly Report
The Building Inspector's weekly report for week ending January 18, 1952,
showing that five building permits were issued, totaling $71,500.00, was read
and ordered filed.

On motion of Trustee Bolmgren, seconded by Trustee Middleton, the following
bonds were approved by unanimous vote of all Members of the Council present:
HEATING LICENSE BOND with St. Louis Park Plumbing
and Heating Company as principal, and American Surety
Company as surety, dated January 18, 1952, in the
amount of $1,000.00.
PLtMBING LICENSE BOND with St. Louis Park Plumbing
and Heating Company as principal, and American Surety
Company as surety, dated January 18, 1952, in the
amount of $4,000.00.
HEATING LICENSE BOND with Scully Heating and Sheet

Request for Special Permit to Remove, Process,
Store Gravel for Period of One Year
The request of M. G. Astleford, 400 West 78th Street, Minneapolis, Minn.,
dated January 11, 1952, for special permit to remove, process, and'store gravel
from approximately 20 acres of land (f of the NW4 of Section'20, Township 117,
Range 21), for a period of one year was read. No action taken at this time.
Request for Rezoning
On motion of Trustee Middleton, seconded by Trustee Bolmgren, the request
of M. G. Astleford, 400 West 78th Street, Minneapolis, Minnesota, dated January
11, 1952, for the rezoning of approximately 20 acres of land in the East z of
the Northwest 4 of Section 20, Township 117, Range 21, from Heavy and Open
Development to Light Industrial Use, was referred to the Planning Commission
for checking and recommendation, by unanimous vote of Council Members present.

Terry Property - Lot 30, Block 170 and Lot 28, Block 330
_ Rearrangement of St. Louis Park
Mayor Hurd outlined the new proposition made by Terry Brothers, to take
$8,000.00 for Lot 30, Block 170, and Lot 28, Block 330, Rearrangement of St.
Louis Park, and taking the case out of Court. Robert Barthalow spoke for a
group of nine, wanting the park. He said they felt that Terry Brothers should
stand one-half of the loss ($5,000.00) and the property owners in the area
to be assessed, the balance ($5,000.005.
Ralph Steadman and Henry Ryan from the area said they were still
opposed. They feel that the property owners adjacent to the proposed park
should buy the property. They are definitely opposed to any assessment for
same. It was mentioned that a petition on file in the Clerk's Office shows
there were 204 persons in favor of the park, and assessment for same.
Mr. Barthalow suggested that a meeting be held with Terry Brothers and
Residents from the proposed area to be assessed, and that the Village Council
act as moderator. Mayor Hurd said that the Village Council could not act
as moderator as they would have to make the final decision in the case. He
suggested that a meeting be held, and that the matter be brought back to the
Village Council afterwards.
Advertise for Bids for Sale of Property
On motion of Trustee Middleton, seconded by Trustee Bolmgren the Clerk
was instructed to advertise for bids on "That part of the W 1/8 NEt of the Sw4
lying North of South 589.41 thereof and South of South Line of West 27th Street
as opened", (Plat 4973, Parcel 7020)2 to be opened February 18, 1952, by un-
animous vote of all Members of the Council present.
Minutes
On motion of Trustee Middleton, seconded by Trustee Jorvig, the minutes
of meeting held January 14, 1952, were approved as read, by unanimous vote of
all Members of the Council present.
Meeting with Minn Railroad & Warehouse Commission Scheduled
A notice from the Minnesota Railroad and Warehouse Commission, stating
that they will hold a hearing at the Vi112ge`Hall2 at 10:00 A. M., January
29, 1952, on bus line extensions for the Village, was read.
On motion of Trustee Middleton, seconded by Trustee Jorvig, Village
Attorney, E. T. Montgomery and Trustee H. J. Bolmgren were instructed to attend
above mentioned meeting, by unanimous vote of all Members of the Council present.
New Charter Commission Proposed
Mayor Hurd presented a petition to the Council for a new Charter Commission.
After discussion of same, it was moved by Trustee Bolmgren, seconded by Trustee
Middleton that this matter be brought back to the Council on January 28, 1952,
for action, by unanimous vote of all members of the Council present.
Meeting Adjourned
On motion of Trustee Bolmgren, seconded by Trustee Middleton, the meeting
was adjourned at this time - 12:10 A. M., January 22, 1952•
