A regular meeting of the Village Council was called to order by Mayor
0. B. Erickson at 8:10 P. M., with the following Council Members present at
roll call as follows. --

approved as read.

On motion of Trustee Jorvig, seconded by Trustee Perkins, the following
verified claims were approved, and the Mayor and Clerk were authorized to issue
warrants covering same, by unanimous vote of Council Members present, by roll

Hearing on Proposed Street Improvements
Pursuant to notice published in the'St. Louis Park Dispatch, September 6
and 13, 1951, separate public hearings were had on the following proposed street
improvements --- 51-227 to 51-233 inclusive, 51-252 to 51-259 inclusive, and
51-261. Clarence Bros appeared in favor of 51-232.

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of Council Members present:
RESOLUTION ORDERING STREET IMPROVEMENTS
WHEREAS, the Village Council has met at the time and place specified in
a notice relating to the street improvements hereinafter described published in
the St. Louis Park Dispatch September 6 and 13, 1951, and has heard all interested
persons appearing at said meeting and determined the necessity for said improve-

Assessment Hearings for Street Improvements
Separate hearings were had upon'each of the proposed assessments described
in the following resolution. No one appeared.
Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote_of Council Members present:
ASSESSMENT RESOLUTION
WHEREAS, the Village Council has met at the time and place specified in
a notice of assessment stating the general nature of the following improvements
and the area proposed to be assessed published in the St. Louis Park Dispatch
August 22, 1951, and has held a public hearing on each of said assessments and
passed upon all objections thereto, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the proposed assessments on file in the office of the Village Clerk cover—
ing the cost of the following described improvements be hereby adopted and shall
constitute a special assessment against the lands named therein in the respective
amounts therein set forth which assessment with accruing interest thereon at
the rate of 4% -per annum shall be a lien upon the property included therein con—
current with general taxes, and all sidewalk, street and alley, and curb and
gutter improvements described in the following list shall be payable in three
equal installments, the first of which installments shall be payable condurrent
with taxes levied in the year 1951 and payable in the year 1952. Deferred
installments shall bear interest at the rate of 4% per annum from the,date of
this resolution until August 15th of the year,in which the installment is payable.

Dog Problem Existing at Lenox School Wm. P. Libb
William P. Libby, 3112 Hampshire Avenue appeared. After explaining the
dog problem at the Lenox School, asked what could be done about it. Someone
in the audience suggested that the parents be called and asked to come and get
their dog. After reviewing the situation, Mayor Erickson said that St. Louis
Park did need a dog catcher, and will hire one as soon as they can find one.
Letter Re: Doa Problem at Lenox School Mabel Beck, Principal
A letter from Mabel Beck, Principal of Lenox School, dated September 202
1951, describing the dog problem at the school, was read and ordered filed.
Petition for Bus Extension 26th to Montere
A petition signed by Sidney Locketzm 2618 Kipling Avenue and others,
dated September 24, 1951, requesting that the Village Council contact the Turin
City Rapid Transit Company about extending the Bryn Mawr bus from its present
terminus at 22nd Street up France Avenue to 26th Street, and up 26th Street to
Monterey, and to make use of a turn around on Monterey Avenue between 25th and
26th Streets, on the property owned by the Village, was read.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of Council Members present:
RESOLUTION REQUESTING BUS LINE EXTENSION
WHEREAS, the Village Council has determined that extension of the St.
Louis Park -Kenwood bus line from present France Avenue Terminus into the Village
via Lynn Avenue is not feasible, and that extension of such bus line 6n France
to 26th Street and on 26th Street west to Monterey Avenue where turn around
will be arranged on Village property is a feasible route and necessary in order
to serve residents in the area with public transportation, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the Twin City Motor Bus Company and Minneapolis Street Railway Company be
hereby requested to extend its Bryn Mawr bus line from present terminus on
France Avenue along the route above described to 26th Street and Monterey Avenue.
Grading Removed from Contract
On motion of Trustee Perkins, seconded by Trustee Jorvig, Improvement
51-195, the grading of Lynn Avenue from 28th Street north to the south line of
Peabody Addition was removed from Terry Brothers contract, by unanimous vote of
Council Members present except Trustee Bolmgren, not voting.

Petition Opposing Inferior Dwellings '
A petition signed by John Ebner, 3125 Utah Avenue and others, dated
September 243 1951, opposing the construction of inferior dwellings on Utah
Avenue such as the one built at 2829 Brunswick Avenue, was read. The house
is only 24' x 241, with no basement. Adolph Fine, Builder. The Village
Attorney was asked to check to see if anything can be done, to report October
12 1951. If building permit has not been issued, the Building Inspector is
to contact the Village Attorney before issuing same. The Street Commissioner
was ordered not to do the tar work on Utah Avenue between Minnetonka Boulevard
and 32nd Street, at present time.

Rental Space for H. C. Rural Public Health Nurses
A letter from Jeanette Vroom, Director, Hennepin County Public Health
Nursing Service, dated September 14, 1951, requesting permission to rent the
two large rooms and one small room on the second floor of the Village Hall to
house their nursing staff, was read.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above
request was approved, to be rented on a month to month basis at $125.00 per month,
with the understanding that a notice of sixty days would be given should the
time come when the Village needed the space. Motion was passed by unanimous
vote of the Council Members present.
Quit Claim Deed
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the quit claim
deed with Frans 0. Wallander and Velma W. Wallander, husband and wife as parties
of the first part, and the Village of St. Louis Park as party of the second part,
for the following described property, was approved and accepted by unanimous
vote of Council Members present:
FOR USE AS A PUBLIC STREET, the east thirty (30')
feet of Lot Fifteen (15), Auditor's Subdivision No.
302, Hennepin County, Minnesota, according to the
plat thereof on file and of record in the office of
the -Register of Deeds of said Hennepin County.
Annlication for Licenses to Sell 3.2 Beer - Off -Sale and On -Sale
On motion of•Trustee Perkins, seconded by Trustee Bolmgren, the application
of Thomas J. Lyons, 3389 Sumter Avenue, St. Louis Park for licenses to sell 3.2
beer - Off -Sale and On -Sale at 8016 Minnetonka Boulevard was read and referred
to the Committee of the Whole, by unanimous vote of the Council Members present.
Application for Off -Sale Intoxicating Liquor License
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the application
of Robert M. Stevens, partner in the firm of Keller and Stevens, dated September
212 1951, for an Off -Sale Intoxicating Liquor License to be used at 5601 West
Lake Street, was referred to the Committee of the Whole, by unanimous vote of
Council Members present.
Application for Off -Sale Intoxicating Liquor License
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the application
of Elwood Lewis Mason, 4100 Alabama Avenue, dated September 21, 1951, for on
Off -Sale Intoxicating Liquor License to be used at 5101 Excelsior Boulevard , was
referred to the Committee of the Whole, by unanimous vote of Council Members
present.
Claim for Damaizes - Oscar Anderson
A letter dated September 18, 1951 from Oscar Anderson, 2606 Idaho Avenue,
requesting that the Village pay for one-half of the damages to his property,
due to changing the grade on Idaho Avenue, which caused him considerable expense,
was read. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the
above matter was referred to the Village Engineer for checking and recommendation
by unanimous vote of Council Members present.

Hearing Date Set for Curb & Gutter and Street Widening
On motion of Trustee Perkins, seconded by Trustee Bolmgren, October 222
1951 was set as date for hearing on proposed curb and gutter construction, and
widening of Excelsior Boulevard from France Avenue to State Highway No. 100;
and the Village Engineer was instructed to prepare an estimate of the cost of
same, by unanimous vote of Council Members present.
Village of Morningside - Permission to Connect to Water Main
On motion of Trustee Bo1mgren, seconded by Trustee Perkins, the Village of
Morningside is granted permission to connect the water main extensions on Joppa
Avenue and Inglewood Avenue from West 40th Street to West 41st Street to the
end of our water main on Joppa Avenue and Inglewood Avenue at West 40th Street
with the understanding that St. Louis Park be allowed to have an inspector on the
project while under construction, in the Village of Morningside; and the Village
of Morningside to reimburse the Village of -St. Louis Park for the cost of this
inspector's time on the project, and that the plans be presented to our Village
Engineering Department for their approval; and the Village of St. Louis Park
will take care of reading of the water meters and billing for the water used, at
the same rate as specified in Village Ordinance. Motion was passed by unanimous
vote of the Council Members present.
Letter Re: Stop Signs
A copy of letter to Minnesota State Highway Department, dated September
201$ 1951, from Roger Shanedling, requesting that stop signs be placed on Highway
No. 100 at 16th Street, and at Cedar Lake Road and Highway No. 100, was read
and ordered filed.
Request for WATCH OUT FOR CHILDREN Signs
A letter dated September 24, 1951, signed by Mrs. Frank Fleetham and
others, requesting that WATCH OUT FOR CHILDREN signs be placed at 32nd and 33rd
Streets and Jersey Avenue, was read. On, motion of Trustee Perkins, seconded
by Trustee Bolmgren, the foregoing request for signs was approved, and the
Police Department was instructed to place same, by unanimous vote of Councilmen
present.
Clerk Authorized to Sign Application for Authority
to Permit Contractors doing work for the Village to
Purchase Pumping Equipment, and Steel for Sewage 4
Lift Stations
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Clerk was
authorized to sign for the Village, U. S. Department of Commerce applications for
giving Contractors doing work for the Village, authority to purchase pumping

Hearing Date Set for Water Main Extensions
On -motion of Trustee Jorvig, seconded by Trustee Bolmgren, October 22,
1951 was set as date for hearing on proposed construction of water main in
Brunswick Avenue from West 28th Street to West 27th Street; and in Texas Avenue
from Walker Street to North Service Drive of Highway No. 7; it being understood
that area proposed to be assessed is the lots and tracts of land adjacent to
Biunswick Avenue from West 28th Street to West 27th Street; and Texas Avenue
from Walker Street to North Service Drive of Highway No. 7. Motion was passed
by unanimous vote of Council Members present. <
Advertise for Bids for Water Main Extensions
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Clerk was
instructed to advertise for bids for the construdtion of water main in Brunswick
Avenue from West 28th Street to West 27th Street; also in Texas Avenue from

22, 19512 by unanimous vote of Council Members present.
Letter Commending Police Department
A letter from Pockrandt Lumber and Fuel Company, dated September 24, 1951
commending the Village Police Department for the fine work they did in
apprehending the boys who wrecked their trucks, was read and ordered filed.
Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:

BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that a hearing be set for October 15, 1951, on the construction of proposed storm

Sewer District #27. Plans and specifications prepared by the Village Engineer

of the hearing.
Bid Awarded for Storm Sewer at 26th & Idaho
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of
Bart Carlone received September 10, 1951, for the construction of storm sewer at
26th Street and Idaho Avenue, was deemed to be the lowest bid of a responsible
bidder on the basis that an emergency exists requiring immediate construction
of storm sewer to avoid property damage; and the Mayor and Clerk were instructed
to execute contract with Bart Carlone for the work at price bid on condition
that property owners on the North Side of 26th Street from Hampshire to Idaho
Avenues sign agreement prepared by the Village Attorney consenting to the
assessment and authorizing easement. Motion was passed by unanimous vote of
Council Members present.
Traffic Signals or Highway Separation

The matter of placing traffic signals at the intersection of Cedar Lake
Road and Highway #100 or, -Highway separation was discussed. On motion of Trustee
Bolmgren, seconded by Trustee Perkins, the foregoing matter was referred to
Clerk Justad and Trustee Perkins to contact the State Highway regarding same,
by unanimous vote of Council Members present.
Letter Re: Transportation of Money _-_Brink's, Incorporated
A letter from Brink's, Incorporated, dated September 18, 1951, offering
their services for depositing in Village bank accounts, monies received from the
Village Treasurer on two designated days each week for the monthly -fee of $33.00
was read and referred to the Clerk for a recommendation.
Bid Awarded for Sanitary Sewers 51-201, 51-203, 51-205
On motion of Trustee•Bolmgren, seconded by Trustee Perkins, the bid of
Western Underground Construction Company (Alternate #1) received September 40
1951 for the construction of Sanitary Sewer Improvements Nos. 51-201, 51-203 and
51-205; was deemed'to be the lowest bid of a responsible bidder, and the Mayor
and Clerk were authorized to execute contract for the Village with Western
Underground Construction Company for the work at price bid of $91,043.50; it
being understood and agreed that the Village Council has under consideration,
conflicting petitions from`property owners in regard to sewer extension No.
51-201; and that no work is to be done under this contract for said Improve-
ment No. 51-201 unless ordered in writing by the Village Council. If no action
is taken by the Council ordering said sewer extension No. 51-201 within thirty
(30) days from date hereof`, the same shall be deemed to have been abandoned so
far as'the contract is concerned, and the Contractor shall be -under no obli-
gation to perform any work•in connection with said sewer extensions. Motion
was passed by unanimous vote of Council Members present.
Easements for Public'Streets
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Village
Attorney was instructed to'contact the owners of property adjacent to proposed
26th Street from Hampshire'to Dakota Avenues; also the owners of property where
a proposed road as`an outlet for-Edgewood Avenue to Dakota Avenue between 26th
Street and 27th Street, by unanimous vote of Council Members present.
Permit Granted to Enlarge Gas Station - Shell Oil Co.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the application
of Shell Oil Company for a building permit to enlarge their gas station located
at Glenhurst Avenue and Minnetonka Boulevard, subject to the approval of the
State Fire Marshal, was approved, and the Building Inspector was authorized to
issue permit for same, by unanimous vote of Council Members present.
Removal of Lead Pipe from Underground Construction Work
On the recommendation of the Water Superintendent, it was moved by
Trustee Bolmgren, seconded by Trustee Jorvig, that in all future contracts for
underground construction work, that an item be included in the specifications,
asking for a bid price on replacing existing lead pipe service connections with
coppet pipe, from the mains to curb stops, by unanimous vote of Council Members
present.
Permit Approved for Gas Station -Office -Store Building - Adolph Fine
On motion of Trustee Perkins, seconded by Trustee Bolmgrdn, the request of
Adolph Fine for a building permit to construct a Gas Station -Office -Store Build-
ing on Lots 26 and 27, Block 4, Texa-Tonka Addition was approved, pending the
approval of the Planning Commission, and the Building Inspector was authorized

Earl Perkins, dated September 24, 1951, -for the rezoning of Lot 9, Block 27, St.
Louis Park Addition, Lots 6, 72 8, except the West 10' of Lot 8, Block 45, Re-
arrangement of St. Louis Park; and Lots 25 and 25, Block 27, Rearrangement of
St. Louis Park from Multiple Dwelling Use to Light Industrial Use, was referred
to the Planning Commission for checking and recommendation, by unanimous vote
of Council Members present.

A hearing was had on proposed grading Improvement No. 51-260 of Flagg
Avenue from Cedar Lake Road north to north line of South of Section 7,
Township 117, Range 21. No one appeared.
Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION ORDERING GRADING OF STREET
WHEREAS, the Village Council has met at the time and place specified in
a notice published in the St. Louis Park Dispatch September 6 and 13, 19512
relating to grading Improvement No. 51-260 and has conducted a public hearing
and heard all interested persons and determined the necessity for said improve-
ment, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that Improvement No. 51-260 for grading of Flagg Avenue from Cedar Lake Road
north to north line of South of Section 7, Township 117, Range 21, be hereby
ordered in accordance with plans and specifications for the same which have been
prepared by the Village Engineer.
