Erickson at 8:30 P. Park Construction Company 25,519.00 On motion of Trustee Perkins, seconded by Trustee Jorvig, the above bids were referred to the Village Engineer and Chairman of the Street Department Com- mittee for tabulation and recommendation, by unanimous vote of Council Members present. M. 1.951 Licenses On motion of Trustee Bo1mgren, seconded by Trustee Perkins, the following applications for 1951 licenses were approved, and the Mayor and Clerk were authorized to issue licenses to expire December 31, 1951) by unanimous vote of the'Council. (Contract #115). CONTRACTOR'S BOND with J. E. Ashworth, H. E. Ashworth and Betty Ashworth, Copartners, DBA Ashworth & Son as principal, and Peerless Casualty Company as surety, dated August 27, 1951, covering Contract #122 for the `? application of bituminous seal coat to various streets in the Village, in the amount of $11,107.20. CONTRACTOR'S BOND with Victor Carlson and Sons, In- corporated as principal, and American Automobile Insurance Company as surety, dated September 10, 1951, in the amount of $26,000.00, covering construction of curb and gutter at various locations in the Village. Resolution On motion of Trustee Perkins, seconded by Trustee Jorvig,,the following resolution was adopted by unanimous vote of all members of the Council: RESOLUTION AUTHORIZING SUPPLEMENTARY CONTRACT FOR PAVING WHEREAS, the Village Council has heretofore under date of July 9, 1951, entered into a contract with Anderson & Sons, Inc. for paving of Minnetonka Boulevard from Joppa Avenue to State Highway No. 100, and the Village Council has heretofore ordered by resolution an extension of said paving of Minnetonka Boulevard from State Highway No. 100 west to a point 50 feet westerly of the west line of Lake Street where the same intersects Minnetonka Boulevard and also for paving of Lake Street for a distance of 50 feet westerly from its -intersection with Minnetonka Boulevard, and it appearing that the said contractor is willing to enter into a supplementary contract providing for extension of said paving to said points at the unit prices stipulated in the original contract and that the contractor will make separate arrangements with the County of Hennepin for the payment of one-half of the expense, therefore, BE IT RESOLVED by the Village Council of the Village of St/Louis Park that the Mayor and Clerk be hereby authorized to enter into a supplementary con- tract with said Anderson & Sons, Inc. for paving Minnetonka Boulevard and a portion of Lake Street as above described according to plans and specifications prepared by the County Highway Engineer at the unit prices specified in said contract dated July 9, 1951, the Village to pay one-half the cost of said ex- tension, and the work to be completed within 60 days from date hereof. Resolution On motion of Trustee Perkins,. seconded by Trustee Jorvig, the follovring resolution was adopted by unanimous vote of Council Members present: RESOLUTION ORDERING GRADING IMPROVEMENTS WHEREAS, the Village Council held a hearing April 9, 1951, on proposed grading improvements Nos. 51-2 to 51-15 inclusive on May 14, 1951, adopted a resolution ordering all of said improvements except 51-2 which was ordered by the Village Council as a part of motion referring the bids to the Engineer passed by the Village Council May 21, 1951, and it appears desirable that the order contained in said motion be confirmed by resolution, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that Grading Improvement No. 51-2 of Alley, Block 2, Blakeman's Third Addition and Block 2, Oak Lawns, adjacent to Lots 1 to 5 and 20 to 25 be hereby ordered, and inclusion of said improvement in contract authorized by the Village Council May 28, 1951, is hereby confirmed. Deferred Action on Offer to Sell Lots to Village L, Terry Brothers, Inc. A letter from Yngve and Yngve, Attorneys for Terry Brothers, Incorporated, presented to the Village Council September 10, 1951, offering to sell Lot 30, Block 170 and Lot 28, Block 330, Rearrangement of St. Louis Park for the sum of 510,000.00, and action being deferred to this meeting, was again brought be- fore the Council. �# September 17, 1951 Resolution On motion of Trustee Jorvig, seconded by Clerk Justad, the following resolution was adopted by unanimous vote of Council Members present, except Trustee Perkins, not voting: RESOLUTION AUTHORIZING CONDEMNATION PROCEEDINGS RESOLVED, by the Village Council of the Village of St: Louis Park, Hennepin County, Minnesota, that the Village Attorney be authorized to commence condemnation proceedings in District Court of Hennepin County, in behalf of the Village to acquire Lot 28, Block 330, and Lot 30, Block 170, Rearrangement of St. Louis Park, for park purposes. Permission to Place, Poles On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Northern States Power Company was granted permission to place poles at the following locations, by unanimous vote of Council Members present: iTwo (2) poles north of Parklands Lane ,on Parkland Road. Annlication for On -Sale Intoxicating Liquor License On motion of Trustee Perkins, seconded by Trustee Bolmgren, the applica- tion of John C. Mc Nulty, Secretary of Hyland Homes Company, for a license to sell intoxicating liquor on=sale at Westwood Hills Golm Course, dated September 13, 1951, was referred to the Committee of the Whole, by unanimous vote of the Council. Application for Off -Sale Intoxicating Liquor License On motion of Trustee Perkins, seconded by Trustee Bolmgren, the application of Harold Kaplan, 2846 Huntington Avenue, for a license to sell intoxicating liquor off -sale, dated September 7, 1951, was referred to the Committee of the Whole, by unanimous vote of Council Members present. Petitions Ooposing Liauor Licenses A petition signed by Reuben M. Moherz, 2924 Hampshire Avenue and others, dated September 14, 1951, opposing the issuance of either Off -Sale or On -Sale ` liquor licenses to any places of business located near the corner of Minnetonka Boulevard and Louisiana Avenue, or on Lake Street and Brownlow Avenue; also petition of DeLoyd Anderson, 3045 Louisiana Avenue and others opposing the issuance of Off - Sale or On -Sale liquor licenses at the address known as 7201 Minnetonka Boulevard, were read and referred to the Committee of the Whole. Petition for Water Main On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following petition was referred to the Village Engineer and Chairman of the water depart- ment committee for checking and recommendation, by unanimous vote of Councilmen present. Sager, 6600 Minnetonka Boulevard and others, dated September 13, 1951, for the construction of water main in BRUNSWICK AVENUE FROM 28TH STREET TO 27TH STREET. Petitions for Street Improvements On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following petitions were referred to the Village Engineer and Chairman of the Street Department Committee for checking and recommendation, by unanimous vote of the Council: P-954 PETITION FOR LOWERING ROAD LEVEL, signed by Mr. and Mrs. C. G. Peterson, 2801 Oregon Avenue and others, dated September 13, 1951, for the lowering of road level between 28thdStreet and Oregon Ave. to a point between Maryland and Nevada Avenues where street grade falls, enough to afford proper drainage of 28th Street and Oregon Avenue. P-957 PETITION FOR TAR MAT, signed by M. L. Levitch, Inc. for the application of tar mat to RHODE ISLAND AVENUE FROM 31ST STREET TO 32ND STREET, dated September 17, 1951. P-958 PETITION FOR GRADING, signed by Town Realty Company and others, dated September 17, 1951, for the, grading of BRUNSWICK AVENUE FROM 27TH STREET TO 28TH STREET September 17, 1951 Ywaa ;,•1 Building Inspector's Weekly Report The Building Inspector's weekly report for week ending September 14, 1951 showing that 21 building permits were issued totalling $117,850.00, was read and ordered filed. Request to Name New Road "Cedar Shore Road" A request from Harry Bloom, owner of Lot 1, Block 1, Cedarwood Addition, dated September 12, 1951, to have the new road which is an extension westward from France Avenue of the existing road recently constructed in the adjoining Basswood Addition, which curves westward from Cedar Lake Boulevard along the shore of Cedar Lake; then along the north side of the boulevard westward to France Avenue and then as aforesaid, crosses France and extends further westward through previously mentioned property, called "Cedar Shore Road", was read and referred to the Planning Commission, on motion of Trustee Perkins, seconded by Trustee Jorvig, and passed by unanimous vote of the Council. Rodman for Engineering Department On the recommendation of Village Engineer, Phil W. Smith, it was moved by Trustee Bolmgren, seconded by Trustee Jorvig, that Mr. Gilbert Senst be em- ployed as a rodman for the Engineering Department at $1.45 per hour, by unanimous vote of the Council. Effective this date. Street Signs Ordered On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Street Commissioner was ordered to place street signs at the following locations, by unanimous vote of the Council: Corner Flag Avenue and Franklin Hillsboro Avenue and Franklin Hillsboro Avenue and 16th Street Hillsboro Avenue and 18th Street Y of Independence Avenue and 16th Street. Street Lights Ordered On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Northern States Power Company was ordered to place street light at the following locations, by unanimous vote of Council Members present: Corner Cedar Lake Road and Sumter Avenue Franklin Avenue at Hillsboro Avenue Hillsboro Avenue at 16th and 18th Streets Flag Avenue and Franklin Avenue. Request to Change Name of Plat to Oak Park 2nd Addition On motion of Trustee-Bolmgren, seconded by Trustee Jorvig, the request of Walter H. Richter, dated September 13, 1951, to change the name of their plat from Oak Park to Oak Park Second Addition due to the fact that there is already an Oak Park plat, was approved, and the Clerk was instructed to notify the Office of Register of Deeds of -Hennepin County so that they may change their records. Motion was passed by unanimous vote of the Council. Letter Re: Drainage Problem in Lake Forest A letter from Douglas Rees Associates, Inc. dated September 11, 1951, relative to a drainage problem in Lake Forest, was read. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above matter was reverred to the Village Engineer for checking and recommendation, by unanimous vote of Council Members present. Letter Commending Fire and Police Departments A letter from Samuel J. Held, 3020 Maryland Avenue, dated September 13, 1951, commending the fire department for their efficient and capable manner in ! putting out the fire in his car on September 11th; also thanking the Police M Officer for holding the traffic at that time, was read and ordered filed. Letter Re: Speed Limit Signs A letter dated September 8, 1951, from Mrs. Janice S. Chalfant, 2508 Quebec Avenue, requesting speed limit signs on Cedar Lake Road in the vicinity of Quebec Avenue, was read and referred to the Police Department to put up signs at once. Request to Build Floral Shop Approved The Planning Commission's report on the request of J. A. Westman, 2120 31st Avenue South, Minneapolis for a permit to construct a floral shop on Lots 3 and 4. Block 4, Roanoke Acres, was read. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the request of J. A. Westman for permit to construct a floral shop building on Lots 3 and 4, September 17, 1951 cc Request to Build Floral Shop Approved, Cont'd. C-0 Block 4, Roanoke Acres was approved, and the Building Inspector was authorized to issue building permit for same, providing ample setbacks, by unanimous vote of the Council. Permit for Restaurant Buildiniz Approved On motion of Trustee Perkins, seconded by Trustee Jorvig, the Building Inspector was instructed to issue a building permit to Don Mc Gregor for a commercial building to be used by "Bird Cage Cafe" (Burns) as per recommendation of the Planning Commision in their report dated September 17, 1951) by unani- mous vote of the Council. Advertise for Bids for Traffic Signals On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk was instructed to advertise for bids for traffic signals for Wye at Minnetonka Boulevard and Lake Street, bids to be opened October 15, 1951, by unanimous vote of the Council. Hearing Date Set for Rezoning - Parking, Commercial Ruedlinger On motion of Trustee Perkins, seconded by Trustee Jorvig, October 8, 1951 was set as date of hearing for rezoning Lots 23 and 24, Block 312, Rearrangement of St. Louis Park for parking only; and Lots 27, 28, and 29, Block 312, Re- arrangement of St. Louis Park for Commercial Use, by unanimous vote of the Coun- cil. Request for Rezoning - Ruedlinaer The Planning Commission's report dated September 17, 1951, on the request of A. J. and R. N. Ruedlinger for approval of permit to build a two story build- ing to house a nursery store and apartment on second floor on part of Lots 25 thru 28, Block 312, Rearrangement of St. Louis Park (NE Corner Highway #7 and Texas Avenue) was read. On motion of Trustee Perkins, seconded by Trustee Jorvig, the request of A. J. and R. N. Ruedlinger for permission to build above described building was referred back to the Planning Commission for their recommendation on the re- zoning of Lots 23 and 24, for parking purposes only; and Lots 27, 28, and 29, Rear. to Commercial Use, by unanimous vote of the Council. Readvertise for Bids on Rust Arrestors On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Clerk was instructed to readvertise for bids for the furnishing of cathodic protection equipment for fouri,steelrwater tanks; bids to be opened October 8, 1951, by un- animous vote of the Council. (See Page 483, Minute Book XVI). Hearing Date Set for Rezoninw - Hokenson On motion of Trustee Perkins, seconded by Trustee Bolmgren, October 8, 1951 was set as date for hearing on extension of Commercial Zoning of Hokenson property (Lot 1, Auditors Subdivision 277, to compensate for road easement given by him on front of property as of this date, for road purposes.
