Sanitary Sewer added to Phelps -Drake Contract
On the recommendation of Phil W. Smith, Village Engineer, it was moved
by Trustee Bolmgren, seconded by Trustee,Perkins that sanitary sewer be cons-
tructed in Florida Avenue between 28th Street and 29th Street, and in 28th Street
from Florida Avenue to Edgewood Avenue; said work to -be added to Phel-Drake
Company's contract #113, by unanimous vote of the Council.
Sanitary Sewer added to Phelps -Drake -Contract
On the recommendation of Village Engineer, Phil W. Smith, it wa moved by
Trustee Bolmgren, seconded by Trustee Perkins, that sanitary sewer be constructed
in Brunswick Avenue between Hamilton Street and 34th'Street; said worR to be
added to Phelps -Drake Company's Contract #113, by unanimous vote of the Council:

Hearings on Proposed Sanitary Sewer Extensions
Separate hearings were had on proposed sanitary sewer extensions described
in the following resolution. No one appeared.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of Council Members present: .
RESOLUTION ORDERING SEWER EXTENSIONS
WHEREAS, the Village Council has met'at the time and place specified in a -
notice published in the St. Louis Park Dispatch July 18 and 25, relating to pro-
posed sanitary sewer extensions hereinafter described and has heard -all interested
persons appearing at said meeting and dete mined the necessity for said extensions,
therefore, —
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that sanitary sewer extensions be hereby ordered at the following locations in
said Village: -

Hearing on'Proposed Alley Grading.'Cont'd.,
On motion of Trustee Perkins, seconded by Trustee'Bolmgren, action"on
above alley grading was deferred to meeting of August 13, 1951, by unanimous
vote of Council Members present.
Application for 3.2 Beer On -Sale License
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the application
of H. E. Kent for 'a license to sell 3.2' Beer-On=Sale at -6325 Minneto a Boulevard
was referred to the Committee of the Whole, by unanimous vote of Council Members
present.
Storm Sewer Extension
On motion of Trustee Perkins,"seconded by Trustee Bolmgren, the Village
Engineer was instructed to prepare plans to extend -storm sewer now teimihating
at 28th Street and Xenwood Avenue, by unanimous vote of Council Members present.
Cigarette License Approved
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the application
of L. V. Foye for a license to sell -cigarettes -at 5000 Excelsior Boulevard was
approved, and the Mayor and Clerk -were -authorized --to issue license to expire
December 31, 1951, by unanimous vote of Council Members present.
Petition for Street Improvements
On motion of Trustee Bolmgren,-seconded by Trustee Perkins, the following
petition was referred to the Village Engineer and Chairman -of the Str et Department
Committee for checking and recommendations, by unanimous vote of Council Members
present:

Traffic Signals Ordered
On motion of Trustee Perkins; seconded by Trustee Bolmgren, the Clerk was
instructed to write to -the -Minnesota -State Highway Department, reques ing the
installation of traffic signals at the -intersection of 28th Street an the Belt
Line (State Highway #100), by unanimous vote of Council Members present.
Deferred Action on"Hearink-on Proposed Water'Mairi-Extension (Denied
Due to sufficient opposition, it was moved -by Trustee Bolmgren, seconded
by Trustee Perkins, that water main not be constructed in Ottawa Aven a from the
south line of Lot 6, Block 2, Wooddale Park to 422 Street, by unanimo s vote of
Council Members present.
Membership Dues in League of Minnesota Municipalities
On motion of Trustee Perkins;-secoinded by Trustee Bolmgren, th

Bid Awarded for Water Main Extensions

extensions 51-188 thru 51-1959 and 51=199, in the amount of $32,793.

The Building Inspector's quarterly -report for second quarter, ending June

Village Engineer's Report on Water in All
The report of the Village Engineer, dated August 6, 1951, on water in alley
between Georgia Avenue and Florida Avenue from 31st Street to Minnetonka Boulevard,
was read, in which a storm sewer was suggested to remedy the condition.
Report of R. & W. Commission Re: Louisiana Avenue Bridge
A -report from the Minnesota Railroad and Warehouse Commission, dated August
1, 1951, in the matter of a petition of the Great -Northern Railway Company and
the Village Council of St. Louis Park, Hennepin County, Minnesota, requesting the
Minnesota Railroad and Warehouse Commission to allocate the -costs of reconstructing
a bridge carrying Louisiana Avenue over the R1W and tracts of the Great Northern
Railway Company in St. Louis Park, was read, approved and ordered filed.
Letter from Minneapolis City and County Employees -Union
A letter dated August 2, 1951, from Minneapolis City and County Employees
District Council -#3, American Federation bf State, County and Municipal Employees,
regarding a 15¢ per hour increase in wages for all Village Employees, was read.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the above
matter was referred to the Committee of the Whole for consideration when making
up the 1952 budget, by unanimous vote of Counbil Members present.
Village Engineer's Report -on Water Hole on W. S. T6xas-34th-35th
A report dated August 6., 1961 from Village Engineer, Phil W. Smith on the
water hole on the West side of Texas Avenue between 34th Street and 35th Street
was read.
On motion of Trustee Bolimgren, seconded by Trustee Perkins, the Village
Engineer was instructed to prepare plans and -specifications for storm'sewer to
drain area West of Texas Avenue from -32nd Street -to the Creek, and determine
the area to be assessed. Motion was passed by unanimous vote of Council Members
present.
Refund Authorized for House Drain Permits
On motion of Trustee BoLngren.,-seconded by Clerk Justad,-the request of
Statewide Plumbing & Heating Company, Inc. for a -refund of $10.00 each for three
house drain permits taken out -and n6t used was approved, and the Clerk was
authorized to refund the sum of $30.00 to Statewide -Plumbing and Heating Co.,
Inc. upon the receipt of a signed verified claim, by unanimous vote of Council
Members present. (Permit Numbers 8724, 8715, 8716.)

Purchase of Front End Loader Authorized
On the recommendation -of Street Commissioner, Kenneth Johnson, it was
moved by Trustee Perkins, seconded by Trustee Bolmgren, the Village -Clerk was
authorized to issue a purchase order for One (1) Front End Loader for an
International tractor at an approximate cost of $350.00, by unanimousvote of
Council Members present.
Resolution `
On motion of -Trustee -Perkins; seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of Council Members present:
RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR THE CO S--
TRUCTION, RECONSTRUCTION AND IMPROVEMENT OF TRUNK HIGHWAY 0. 12
THROUGH THE VILLAGE OF ST. LOUIS PARK
WHEREAS; the Commissioner of Highways of the State -of Minnesota has
designated the location of Trunk Highway No. -12, formerly designated as Trunk
Highway No. 10, through the Village'of St: Louis Park as shown upon t e plan which
is presented herewith and made a part hereof, and
WHEREAS, said Commissioner of- Highways-is--desi"rous of construct' g;" re-
constructing and improving said Trunk -Highway through said Village ani has -pre-
pared plans for said construction, reconstruction and improvement, a Dopy of
which said plans are presented herewith and made a part of this resol tion; and
WHEREAS, the construction, reconstruction -and -improvement of sa'd Trunk
Highway required a change in the grade of the streets -in said Village along and
upon which said Trunk Highway passes, said change of grade being desi ated and
shown on said plans, and
WHEREAS, -it is to the best interests-oi said`Village that said Trunk High-

PURPOSES
WHEREAS, the Village Council has met -on July 30, 1951, -at the time and
place specified in a notice relating to acquisition of the following described
property for park purposes which was published in -the St. Louis Park Dispatch.,
July 11 and 18, 1951; and having heard -all interested persons appear' g at said
meeting and having duly referred the proposal -to the Village Park Board and
having duly received the approval of said proposed acquisition by the Park Board
of the Village, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Lou s Park that
it is hereby determined to acquire -Lot -30, Block 170 and Lot 2$, Bloc -330,
Rearrangement of St. Louis Park, for-iise-as'a public park and playground of the
Village, provided that the same may be purchased from -the owners they of at a
price deemed by the Village Council to be fair and -reasonable, and th Mayor -and
Clerk of the Village are hereby authorized to enter'into negotiation or purchase

BE IT RESOLVED by the Village Council of the Village of St. Louis Park:
1. That an improvement fund shall be provided for these improvements,
and said improvements shall be hereby consolidated as Project No. Fund.
2. Improvement Bonds on -account of said Project No. Fund shall
be issued in the total amount of $465,000:00, said bonds to -be numbered from 1
to 465 both inclusive, and in denominations of $1,000.00 each and shall be dated
September 1, 1951, and shall bear interest at the rate determined at the sale
thereof, which shall be payable September 1, 1952, and semi-annually thereafter
on the first day of September and March in each year and shall mature serially
on March 1st in the years and amounts as follows:

3. Said improvement bonds shall be payable at any suitable bank or trust
company designated by the purchaser, and the reasonable charges of the paying
agent shall be paid by the village out of the improvement fund.
4. The improvement bonds -and interest coupons thereto attached shall be
in -substantially the form of improvement bonds of the Village issued as of May
15, 1951, and the bonds shall be prepared under the -direction of the Clerk at the
expense of the Village, and the Village will furnish -the purchasers at the expense
of the Village with opinion`of Messrs. Faegre & Benson of Minneapolis, Minnesota,
certifying to the validity of said bonds.
5. The Clerk is directed to advertise for bids for said bonds in the St.
Louis Park Dispatch and Commercial West -which bids will be opened by the Village
Council at its meeting to be held August 20, 1951.
Permit Granted for Gas Station
The Planning Commission's report dated August 3,-1951, on the request of
the Texas Company for permission to construct a gasoline service station on the
SE Corner of Louisiana Avenue and Minnetonka Boulevard, was read.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the request
of the Texas Company for permission to construct a gasoline service station on
Lots 6 and 7, Block 8, Lenox Addition was approved, and the Building'Inspector
was authorized to issue building permit for same, by unanimous vote of Council
Members present.
Plat of Texa-Tonka Second Addition -Approved
The Planning Commission's report dated -August 3, 1951, on the tentative
plat of Texa-Tonka Sedond Addition, was read. On motion of Trustee Perkins,
seconded by Trustee Bolmgren, the tentative plat of Texa-Tonka Second Addition
was approved by unanimous vote of Council Members present.

Governor's Safety Council
s On motion of Trustee Perkins, seconded by Trustee Bolmgren, Mayor Erickson
was authorized to attend the Governor's Safety Council at Duluth, Minnesota on
August 17, 1951, with necessary expenses paid, by unanimous vote of Council
Members present.

Hearing Date Set for Proposed Paving
On motion of Trustee Perkins; seconded by Trustee Bolmgren, August 20,
1951 was set as date for hearing on proposed paving of Minnetonka Boulevard from
the•east line of State Highway No. 100 to 50 -feet west of the intersection of
Minnetonka Boulevard with Lake Street"and also Lake Street for a distance of 50
feet westerly from its intersection with Minnetonka Boulevard. The area proposed
to be assessed is the entire Village of St.'Louis Park.
American Institute -of Park Executives
On the recommendation -of the Park Board, -it was moved by Trustee Bolmgren,
seconded by Trustee Perkins, Russell B. -Connery was authorized to attend the
American Institute of Park Executives"at-Miami Florida, November 12-thru 16, 1951
with necessary expenses paid, by unanimous vote of Council Members present.
Mid -Continent Regional Park and Recreation Conference
On the recommendation of the Park Board, if Ras;:'moved by Trustee Bolmgren,
seconded by Trustee Perkins that Russell -B. Connery and Kenneth Johnson and all
Members of the Park Board be -authorized to attend the Mid -Continent Regional
Park and Recreation Conference to be held -August 24, 25, 1951 at La Crosse, Wise.
with necessary expenses paid, by unanimous vote of Council Members present.
Plans and Specifications for Bus Route -
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the plans -and
specifications -prepared by Village Engineer, Phil W. Smith for the following
proposed street improvements were approved, and the Clerk was authorized to ad-
vertise for bids for the work to be opened August 27, 19512 by unanimous vote

line of Peabody Addition
51-196 Application of 3" tar mat to Lynn Avenue from south line
of Peabody Addition to 26th- Street, and on
51-197 26th Street from Lynn Avenue to France Avenue, and on
