Louisiana Bridge Approaches --
Specifications and Plans Approved
Advertise for Bids
On motion of Trustee Jorvig, seconded by
specifications prepared by Village Engineer Phil
of approaches to the Louisiana Avenue bridge we
instructed to advertise for bids for same to be
unanimous vote of Council Members present.

Storm Sewer at Kay Motors (5101 Mtka. Blvd.)
On motion of'Trustee Bolmgren, seconded by Trustee Jorvig, the Sewer
Department was authorized to purchase 160 feet of 24" sewer pipe @ $3.68 per
foot ($588.80 total), and to rent a dragline by the hour to lay the pipe for
an emergency storm sewer at Kay Motors, 5101 Minnetonka Boulevard, chargine
same as part of paving job now in progress. Motion was passed by unanimous
vote of Council Members present.
Payment for Damages Approved
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, payment in the
amount of $550.00 was approved for damages due to grading to the property of
Frank L. Reinhardt, 2920 Oregon Avenue and Don L. Johnson, 2916 Oregon Avenue,
by unanimous vote of Council Members present.
Replace Streets after Water Main
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Village
Engineer was'±nstructed to go in and replace 35th Street, Aquila, Etc. after
water main construction and charge same to Lametti and Lametti, (Contract No.
110), by unanimous vote of Council Members present.
Retaining Wall Approved
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, Don L. Johnson,
2916 Oregon Avenue and Frank L. Reinhardt, 2920 Oregon Avenue, were authorized
to place a retaining wall on their property, 12' inside the sidewalk line, by
unanimous vote of Council Members present.

gas main extensions were approved by unanimous vote of Council Members present:

Permission for Pav Station Booth - NW Bell Tel. Co.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Northwestern
Bell Telephone Company was granted permission to place a Paystation Booth ad-
jacent to a Northern States Power Companyts pole on West 31st Street between
Pennsylvania Avenue and Quebec Avenue, by unanimous vote of Council Members present.
Northside Water Main
A large group of residents appeared and presented a petition signed by
223 residents in the area of proposed water main project #51-204, the bids for
which were taken August 60 1951, opposing the construction of water main at this
time. After some discussion, it was moved by Trustee Bo1mgren, seconded by
Trustee Jorvig that the project be abandoned. Motion was passed by unanimous
vote of the Council.
Bids Rejected for Water Main Project #51-204
On motion of Trustee Bolmgren, seconded by Trustee Perkins, all bids
received August 6, 1951 for the construction of Water Main Project #51-204 for
Northside were rejected,'by unanimous vote of the Council.

Extension of Time for Black Top and Boulevard Trees

Second Addition
Mr. Cattanach appeared for David P, Jones and Company and requested
.an extension of time to October 1, 1952 for the application of black top sur-
facing and planting of boulevard trees in South Westwood Hills Addition and
"South Westwood Hills Second Addition under agreement dated November 8,
1950.
On motion of Trustee Perkins, seconded by Trustee Jorvig, the above
request was granted, and term of completion extended to October 1, 19522
'with the understanding that the Contractor's Bond furnished to secure per-
formance be changed and extended to the same date by the Surety, and the
Mayor and Clerk were authorized to execute supplemental agreement to that
'effect. Motion was passed by unanimous, vote of the Council.
Petition for Alley Vacation
A petition signed by Donald E. Jaoobson, 3317 Texas Avenue and others,
,dated August 27, 1951, for the vacation of Alley in Block 301, Rearrangement
• of St. Louis Park (From 33rd Street to South Lines of Lots 37 and 12), was
' read.
On motion of Trustee Perkins, seconded by Trustee Jorvig, the above
petition was referred to the Planning Commission for checking and recommenda-
tion, by unanimous vote of the Council. -
Bid Awarded for Sanitary Sewer 2-K
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the bid
of Phelps -Drake Company, Incorporated received August 20, 1951, for the cons-
truction of sanitary sewers for Sanitary Sewer District 2-K, was deemed to be
the lowest bid of a responsible bidder, and the Mayor and Clerk were authorized
to enter into a contract with Phelps -Drake Company, Incorporated for the work
at price bid of X6176,992.50 (Regular Bid), by unanimous vote of Councilmen
present.
Petition for Water Main. -
On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
petition was referred to the Village Engineer and Chairman of the Water
Department Committee for checking and recommendation, by unanimous vote of
the Council.

was read, and September 24, 1951 was set as date of hearing on the work, by
unanimous vote of Council Members present.

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
bonds were approved by unanimous vote of the Council:

dated August 24, 1951, in the amount of

Permit for Dump Approved
On motion of Trustee Perkins, seconded by Trustee Jorvig, the application
of Zephyr Oil Company for a permit to operate a public dump north of and adjacent
to their gas station property at 5050 Excelsior Boulevard was approved, by
unanimous vote of the Council.
1951 Licenses
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
applications for 1951 licenses were approved, and the Mayor and Clerk were
authorized to issue licenses to expire December 31, 1951, by unanimous vote of
Council Members present.

Resolution
On motion of Trustee Perkins, seconded by Trustee Torvig, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION ORDERING EXTENSION OF STREET PAVING
WHEREAS, the Village Council has met at the time and place specified in
a notice published in the St. Louis Park Dispatch July 25 and August 1, 1951,
relating to extension of paving of Minnetonka Boulevard, and the Council having
heard all interested persons and regularly deferred action on said proposed
improvement until this present meeting and having determined the necessity for
said improvement, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that paving of Minnetonka Boulevard from the east boundary of State Highway No.
10Q west to a point 50 feet westerly of the west line of Lake Street where the
same intersects Minnetonka Boulevard and also that paving of Lake Strbet for
a distance of 50 feet westerly from its intersection with Minnetonka Boulevard
from Joppa Avenue to State Highway No. 100 which is now under contract, be
hereby ordered, the same to be done in accordance with plans and specifications
prepared by the County Highway Engineer and under his direction, and the Mayor

Resolution Ordering Extension of Street Paving, Cont'd,
and Clerk are hereby authorized to execute a contract between the Village
and Anderson & Sons, Incorporated supplementary to contract for paving of
Minnetonka Boulevard from Joppa Avenue to State Highway No. 100 which supple-
mental contract will provide for extension of the paving as herein authorized
on the same unit prices as specified in the original contract but upon the
condition that the County of Hennepin shall before execution of said contract
agree with the Village to reimburse the Village for one-half of the cost of
paving under said supplemental contract.
Salary Set for Hartwig Endres
On motion of -Trustee Perkins, seconded by Trustee Jorvig, the salary
for Hartwig Endres, Village Hall Custodian was set at $260.00 per month,
effective August 16, 1951, by unanimous vote of the Council.
Letter from State Highway Re: Traffic Signals
28th Street and Belt Line
A letter from the Minnesota State Highway Department, dated August 23,
1951, in reply to our letter of August 17, 1951, relative to the installation of
traffic signals at the corner of 28th Street and the Belt Line was read.
Special Police Officer Authorized
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Mayor was
authorized to hire a Special Police Officer for traffic work at 28th Street and
the Belt Line for a period of 30 days, by unanimous vote of Council Members
present.
Letter Opposing Sanitary Sewer
A letter signed by Mr. and Mrs. L. N. Smith, dated August 27, 1951, oppos-
ing the construction of sanitary sewer in Excelsior Boulevard between Hunting
and Joppa Avenues, was read. No action taken.
Application for On -Sale Liquor License - Carl Reiss
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the application
of Carl Reiss, 6900 West Lake Street for an On -Sale intoxicating liquor license
was read and 'referred to the Committee of the Whole, by unanimous vote of Council
Members present.
Application for On -Sale Liquor License - E. J. Danielson
On motion of Trustee Perkins, seconded by Clerk Justad, the application
of E. J. Danielson, 7201 Minnetonka Boulevard for an On -Sale intoxicating
liquor license was referred to the Committee of the Whole, by unanimous vote of
the Council.
Street Light Ordered
A petition for the installation of a street light at the corner of Webster
Avenue and 26th Street, signed by L. W. Fenwick, 2617 Webster Avenue and others,
was read. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the
Northern States Power Company was ordered to install a street light at the corner
of 28th Street and Webster Avenue, by unanimous vote of Council Members present.

Trustee Perkins left the meeting at this time - 10:20 P. M.
Stop Signs Ordered
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Police
Department was ordered to place STOP SIGNS at Walker Street and Rhode Island
and Quebec Avenues, by unanimous vote of Council Members present.
Letter Re: Water Hole
A letter from Leo A. Brecht, 2810 Monterey Parkway, dated August 25, 1951,
relative to a pool of water alongside the street east of Monterey Parkway and
north of 29th Street which he considers dangerous, was read.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above
matter was referred to the Village Engineer for attention, by unanimous vote
of Council Members present.
Street Signs Ordered
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Street
Commissioner was instructed to place street signs on 28th Street at Monterey
Parkway, Ottawa and Princeton Avenues, by unanimous vote of Council Members
present.
Building Inspector's Weekly Report
The Building Inspector's weekly report for week ending August 24, 1951,
showing that 27 building permits were issued totaling $179,600.00, was read and
ordered filed.

Curb and Gutter Removed from Qontract
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Village
Engineer was instructed to take out of Contract #115 with Victor Carlson and
Sons contract for curb and gutter, the piece adjacent to Lots 6 and 7, Block 73,
St. Louis Park Addition which is part of Project 51-32, on the north side of
39th Street between Yosemite and Xenwood Avenues, by unanimous vote of Council
Members present.
State Liquor and Cigarette Apportionment
The Village Clerk reported the receipt of $10,869.12 for State liquor
tax apportionment, and $10,1$9.80 for State cigarette tax apportionment, from
the State of Minnesota.
Request to Grade Street
A letter from Terry Brothers, Inc. dated May 29 1951, in which they
propose to grade Dakota Avenue from Cambridge Street north to the Block Plant
at no cost to the Village, or to the property owners, was read.
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the above
matter.was referred to the Village Engineer for checking and recommendation,
by unanimous vote of Council Members present.
Hearing Date Set for Grading
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, September 24,
1951 was set as date of hearing for the grading of Flag Avenue from Cedar Lake
Road north to -North Line of S2. of Section 7, Township 117, Range 21, by un-
animous vote of Council Members present.
Resolution Ordering Sanitary Sewer Extensions
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following.
resolution was adopted by unanimous vote of all Members of the Council present:
RESOLUTION ORDERING SANITARY SEWER EXTENSIONS
WHEREAS, the Village Council has met at the time and place specified in
a notice published in the St. Louis Park Dispatch relating to proposed Sanitary
Sewer Extension number 51-203 and has legally deferred consideration of said
improvement until its present meeting and having heard all interested persons
and determined the necessity for said improvement, therefore
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that Sanitary Sewer Extension number 51-203 be hereby ordered at the following
locations:
Raleigh Avenue from 26th Street to 27th Street
Salem Avenue from North End of present sewer to
26th Street
26th Street from Salem Avenue to Quentin Avenue
in accordance with plans and specifications which have been prepared by the
Village Engineer and which are hereby approved, and the Clerk is authorized to
advertise for bids for the construction of said sewers to be opened at the
meeting of the Council to be held September 4, 1951•
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of Council Members present:
RESOLUTION SETTING ASSESSMENT HEARING
SANITARY SEWER DISTRICT NO. 1-S
WHEREAS, the Clerk with the assistance of the Village Engineer has pre-
pared in duplicate proposed assessment covering the cost of construction of
sanitary sewers for Sanitary Sewer District No. 1-S which is on file in the office
of the Clerk and open for public inspection, therefore,
BE IT RESOLVED by the Village Council that said proposed assessment be
hereby approved as such, and the Clerk be authorized to publish notice that hear-
ing will be had on said proposed assessment at the Village Council meeting on
September 4, 1951.

AN ORDINANCE DETERMINING COST OF GARBAGE
COLLECTION AND OBLIGATING PROPERTY OWNERS FOR PAYMENT
THEREOF FOR YEAR 1950-1951
The Village Council of the Village of St. Louis Park ordains as follows:
Section 1. The total cost incurred by the Village of St. Louis Park for
regular collection and disposal of garbage and refuse from dwellings and places
of business within said Village pursuant to contract for the period, September
11 1950 to August 31, 1951, is hereby determined to be Sixty Thousand Four
Hundred Ninety -Nine and 44100 Dollars ($60,499.44). The total number of dwel-
lings and places of business served by such regular service during said period
or any portion thereof was as follows:

Section 2. The proportionate cost of such service to the respective
property served during said period is hereby determined to be as hereinabove
set forth, and the owners of the respective properties served for the respective
portions of said twelve month period above set forth shall be obligated to pay
the Village of St. Louis Park the respective sums above set forth depending
upon the length of time of service received, said sums to be due and payable
October 1, 1951. In default of payment, the Village Council shall levy an
assessment on October 3, 1951, against each lot or parcel of ground so served
on the basis of the service charge above set forth and as now set out in the
proposed assessment roll on file with the Village Clerk.
Bid Awarded for Sidewalk Construction - 51-223
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the bid of
Victor Carlson and Sons received August 6, 1951, for the construction of sidewalk
at various locations in the Village (Project No. 51-223), was deemed to be the
lowest bid of a responsible bidder, and the Mayor and Clerk were authorized to
execute contract with Victor Carlson and Sons for the Village for the work at
price bid of 15¢ for removing old sidewalk; 45¢ for construction of 32" walk,
and 25¢ for the construction of 2111 walk, by unanimous vote of Council.Members
present.
Partial Payments on Contract Work
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
partial payments on contract work in progress, presented by Village Engineer,
Phil W. Smith, was approved, and the Mayor and Clerk were authorized to issue
warrants covering same, by unanimous vote of Council Members present:
