Resolution Setting Assessment Hearing, Continued
RESOLUTION SETTING ASSESSMENT HEARING
BE IT RESOLVED by the Village Council of the -Village of St. Louis Park
that proposed assessment for grading improvement" No. -N=166 in Princeton Avenue
from Wooddale Avenue to Leary Avenue be -considered at the meeting of the
Village Council to'be held September 17; 1951,, -at -8:00 P.--M.-At-the Village
Hall and that a public hearing be had on said proposed assessment at that time.
Bid Awarded for Curb and Gutter
On motion of Trustee Bo]mgren, seconded by Clerk Justad, the bid of
Victor Carlson and,Sons, Inc. received August 61 1951, for the construction of
curb and gutter Projects 51-43 and 51=121 thru 51-139, 51=143, 51-1462 51-147,
and 51-200, was deemed -to -be the lowest -bid of a"responsible bidder, and the
Mayor and Clerk were authorized -to enter -into a contract for the Village with
Victor Carlson and,Sons, Incoiporated-for-the work at price bid of $1.80 per
lineal foot. Motion was passed-byunanimous vote of Council Members present.

The meeting was adjourned by Mayor Erickson at 1:00 A. M., August 14,
1951. '

A regular meeting of the Village Council was called,to order by Clerk
Justad at 8:14 P. M., with the following Council Members present at roll call:

Due to the absence of Mayor Erickson, it was moved -.by Trustee Bolmgren,
seconded by Clerk Justad, that Trustee Perkins act as Mayor for this meeting,

resolution was adopted by unanimous vote of•a3l members of the Council present:
RESOLUTION PROVIDING FOR THE ISSUANCE AND SALE OF
IMPROVEMENT BONDS
WHEREAS, pursuant to resolution adopted by the Village Council August 6,
1951; authorizing advertisement for bids for -Improvement Bonds in the aggregate
amount of $465;000.00, the Clerk has advertised for bids for purchase of the
same -in the St. Louis Park Dispatch issue of August 8, 1951, and Commercial West
of August ll, 1951, and in response to said -advertisement, the following sealed
bids have been received by the Village Clerk and opened and publicly read:

and Associates 3.10%,Interest, plus $1,225.00 Premium
John Nuveen & Company 2 3/4% Interest, plus $613.19 Premium
therefore.,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
as follows:
1. The said bid of John Nuveen -and Company, Harold E. Wood and Company,
Juran and Moody and Kaman and Company; Incorporated, is hereby determined to be
the highest and best bid, and the Acting Mayor and -Clerk are hereby authorized
to execute an agreement for purchase submitted by the successful bidder.
2. Improvement Bonds"on account of Project No, 497 Fund shall be
issued by the Village of St. Louis Park in the total amount of 6465,000.00, said
bonds to he numbered from 1 to 465 both inclusive, in denominations of $1,000
each dated September 1, 1951, and shall bear interest at the rate of 2 3/4 per
cent per annum payable September 1, 1952, and semi=annually thereafter on the
first ,day of September and March in each year and shall mature serially on March
lst .in the years and amounts as follows:
$40,000 March 1, 1953
$65;000 March 1; 1954/55/56
$30;000 March 1, 1957/58/59/60/61/62/63
$101000 March 1, 1964/65
The said maturities in the judgement of the Village Council are -warranted by the
anticipated collection of the assessments t•o be levied against property improved
by said improvements.
3. Said Improvement Bonds shall be payable at Northwestern National Bank
of Minneapolis, and the reasonable charges'of said bank as paying agent shall be
paid by the Village out of said Project Fund.
4. The Said Improvement Bonds and said interest coupons thereto attached

KNOW ALL MEN BY THESE PRESENTS; that -the -Village of St. Louis Park,
Hennepin County, Minnesota, acknowledges itself to be•indebted and for value
-received hereby promises to pay to bearer out of Improvement Project No. 497
Fund of the Village the sum of
ONE THOUSAND DOLLARS
on September 1, 1965, and to pay interest thereon from the date hereof until the
principal amount is paid at the rate of 2-3/4 per cent (2 3/4%) per annum,
-interest to maturity payable semi-annually on -the lst day of March and the 1st
day of September in -each year -in accordance with and upon presentation and sur-
render of the attached interest coupons -as they severally become due. Both
principal and interebt are payable at Northwestern National -Bank of Minneapolis,
in any coin or currency of the United States -of America which -at the time of
,payment is legal tender for public and private debts, and to provide money for
the prompt and full payment of said -principal and interest as the same become
due the full faith, -credit and taxing powers of the village have been and are
hereby irrevocably pledged.
THIS BOND is one of an issue -in the total -principal amount of $465,000
all of like date and tenor except as to maturity, -issued by the Village pursuant
to the Constitution and Laws of the State•of Minnesota, including M.S.A.,
Sections 412.401 to 412.481, for the purpose -of -defraying expenses incurred and
to be incurred for public improvements heretofore contracted or completed by
said Village. G
IT IS HEREBY CERTIFIED AND RECITED, thatall acts, conditions and things
required by the constitution and laws -of the -State -of Minnesota to be done, to
happen, to exist and to be performed precedent to and in the issuance of this
bond have been done, have happened, -do exist and have been performed in regular
and due form, time and manner as required by law and that this bond together
with all other debts of the Village outstanding on the,,date hereof and the date
of its actual issuance and delivery does not exceed any constituional or statu-
tory limitation of indebtedness.
IN TESTIMONY WHEREOF, the VILLAGE OF ST: LOUIS PARK, HENNEPIN COUNTY,
MINNESOTA, by its Village Council has caused this bond to be signed by its mayor
and village clerk and sealed with the village seal -and the interest coupons
hereto attached to be executed and authenticated by the facsimile signatures of
said officers, all as of September 1, 1951.

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of the Council present:

WHEREAS, the Village Council has met at the time and place specified in a
notice published in the St. Louis Park Dispatch August 1 and 8, 1951, relating
to proposed storm sewer construction for storm sewer district No. 17-2D, storm
sewer district No. 26, storm sewer district No. 25, and has heard all interested
persons appearing at said meeting and determined the necessity for each of said
storm sewers. Therefore

Hearing Date Set for Alley Vacation
On motion of Trustee Bolmgren, seconded by Clerk Justad, September 102
1951 was set as date for hearing on vacation of alley
in Block 6, Manhattan
Park, by unanimous vote of Council Members present.
Special Permit to Connect to Water Main
On motion of Trustee Bolmgren, seconded by Clerk
Justad, a special permit
was granted to Russell H. Holter, 2701 Monterey Avenue to connect his home now
under construction on Lot 8, Block 3, Forest Tract, Lake Forest Addition on
North Willow Lane to the water main on Parklands Road for water supply, with
the understanding that he pay an assessment of $272150 at the time he takes out
the regular permit, said assessment to be credited to the above property when
water main is constructed in North Willow Lane past said property.
This work is to be done under the supervision
of the Superintendent of
the Water Department.

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, advertising in

statement of July 31, 1951, in the amount of $177.50, by unanimous vote of
Council Members present.

A petition dated August 16, 1951, signed by Viola Hellam and Melvin P.
Johnson, 100% owners of property involved, opposing the construction of sidewalk
on Texas Avenue from Minnetonka Boulevard to a point 195' more or less South,
was read.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above
sidewalk construction was removed from Contract No. 115, by unanimous vote of
Council Members present.
Deferred Action on Hearing on Proposed Alley Grading
Action on hearing held August 6, 1951, on proposed Alley Grading Projects
Nos. P-227 and P-228 to meeting of August 13, 1951, and at that time -deferred to
this meeting, was discussed.

Bid Awarded for Seal Coat
On motion of Trustee Bolmgren,•seconded by Trustee Jorvig, the bid of
Ashworth and Son received August 13, 1951, for the furnishing of all labor and
material for application of seal coat improvements numbered 51-206 thru 51-222;
also 51-224, 51-225 and 51-226, was deemed to be the lowest bid of a responsible
bidder, end the Mayor and Clerk were authorized to enter into a contract for
the Village with Ashworth & Son for the work at price bid of $11,107.20, by un-
animous vote of Council Members present.
Letter Re: Rats
A letter dated August 18, 1951, signed by Dennis J. Keefe and others who
live in the vicinity of 4115 West Sunset Boulevard, stating that rats are invad-
ing their neighborhood, was read.' On motion of Trustee Bolmgren, seconded by
Trustee Jorvig, the above matter was referred to Dr. H. W. Darby, M. D., Village
Health Officer for checking and report, by unanimous vote of Council Members
present.
Partial Payment on Contract Work
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
partial payment on contract work in progress, presented by Village Engineer,
Phil W. Smith, was approved, and the Mayor and Clerk were authorized to issue
warrant covering same, by unanimous vote of Council Members present:

Letter Re: Salary Increases for Firemen
A letter from the St. Louis Park Fire Fighters Association, Local ¢#993,
dated August 20, 1951 requesting that all Firements salaries be increased
$30.00 per month; also a letter dated August 20, 1951, requesting a classifica-
tion raise apart and away from their request of $30.00 per month cost of living
raise in the amount of $20.00, was read. On motion of Trustee Jorvig,
seconded by Trustee Bolmgren, the above requests were referred to the Committee
of the Whole for their consideration for the 1952 budget, by unanimous vote of
Council Members present.
Plans and Specifications for Storm Sewer Ordered
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village
Engineer was instructed to prepare plans and specifications, and area to be
assessed for storm sewer in the vicinity of Wooddale Avenue and Oxford and Cam-
bridge Streets, by unanimous vote of Council Members present.
Letter Requesting Repairs to Driveway and Garage
A letter from M. X. Jackley, 4211 Brookside Avenue explaining the damages
to his driveway and garage resulting from traffic in and out of playground next
to his home, and asking that the Village repair same, was read.
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Street
Commissioner was ordered to make necessary repairs to Mr. Jackley's driveway and
garage at 4211 Brookside Avenue; by unanimous vote of Council Members present.
Stbp and Go Signals at 28th & Belt Line
*On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Police
Department was ordered to see that the STOP and GO signals at 28th Street and
the Belt Line are kept in operation 24 hours a day until further notice, by -un-
animous vote of Council Members -present.

Storm Sewer at Kay Motors (5101 Mtka. Blvd.)
On motion of'Trustee Bolmgren, seconded by Trustee Jorvig, the Sewer
Department was authorized to purchase 160 feet of 24" sewer pipe @ $3.68 per
foot ($588.80 total), and to rent a dragline by the hour to lay the pipe for
an emergency storm sewer at Kay Motors, 5101 Minnetonka Boulevard, chargine
same as part of paving job now in progress. Motion was passed by unanimous
vote of Council Members present.
Payment for Damages Approved
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, payment in the
amount of $550.00 was approved for damages due to grading to the property of
Frank L. Reinhardt, 2920 Oregon Avenue and Don L. Johnson, 2916 Oregon Avenue,
by unanimous vote of Council Members present.
Replace Streets after Water Main
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Village
Engineer was'±nstructed to go in and replace 35th Street, Aquila, Etc. after
water main construction and charge same to Lametti and Lametti, (Contract No.
110), by unanimous vote of Council Members present.
Retaining Wall Approved
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, Don L. Johnson,
2916 Oregon Avenue and Frank L. Reinhardt, 2920 Oregon Avenue, were authorized
to place a retaining wall on their property, 12' inside the sidewalk line, by
unanimous vote of Council Members present.
