Hearing on Application for Double Bungalow Permits - M. P. Johnson Pursuant to notice published in -the St. Louis -Park Dispatch, June 27, 1951, a public hearing was had on the application -of M. P. Johnson for special permits to construct double bungalows on each -of Lots 4, 5, and 6, Block 2, Supreme Park First Addition. No persons appeared. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the request of M. P. Johnson for special permits to construct double bungalows on each of Lots 4, 5, and 6, Supreme Park First -Division -was approved, and the Building Inspector was authorized to issue same, by unanimous vote of Council Members present. Hearing on Proposed Street Grading Improvements - Pursuant to notice published in the St,"Louis Park Dispatch June 20 and 27, 1951, separate public hearings were had on each of the following proposed street grading improvements ----- 51-88 Virginia Avenue from 28th Street to Cedar Lake Road 51-89 27th Street from Kentucky avenue to -Jersey avenue 51-90 27th Street from Raleigh Avenue to Quentin Avenue 51-91 35th Street from Rhode -Island Avenue to Quebec Avenue 51-92 32nd Street from Pennsylvania Avenue to Oregon Avenue 51-93 32nd Street from Colorado Avenue to 150 feet East The following persons appeared: H. Licenses On motion of Trustee Jorvig, seconded by Trustee Perkins, the following applications for 1951 licenses were approved, and'the Mayor and Clerk were authorized to issue licenses to expire December 31, 1951, by unanimous vote of Council Members present: Deters Plumbing & Heating Heating Conner's Plumbing Company Plumbing Bond Approved On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following bond was approved by unanimous vote of Council Members present: PLUMBING LICENSE BOND with-Conner's Plumbing Company, Inc. -as -principal, and -Commercial - Insurance Company as -surety, dated June 26, 1951, in the amount of $4,000.00. Petition for Curb and Gutter On motion of Clerk Justad, seconded bjr Trustee Bolmgren, the following petitions were referred to the Village Engineer and Chairman of the Street Department Committee for checking and recommendation, by unanimous vote of Council Members present: PETITION FOR CURB AND GUTTER, signed by Mr: and Mrs. Charles R. Street Light Ordered On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Northern States Power Company was ordered to instal -a street light -on 16th Street on the West side of State Highway No. 1002 by unanimous vote of Council Members present. Robert Basart Placed on Engineering Payroll On motion of Trustee Bolmgren, seconded by Trustee Jorvig, on the recom- mendation of the -Village Engineer, Phil W: Smith, Robert Basart was placed on the Engindering payroll, effective July 9, 1951, at the rate of $1.45 per hour, by unanimous vote of Council Members present. Bingo A letter from -the St. Louis Park Volunteer -Firemen, dated June 11, 1951, requesting permission to -play -Bingo at their annual carnival to be held July 170 16, and 19, 1951 at the Firemen's Park on Wooddale Avenue and West 37th St., was read. No objections were raised. No action taken. Hearing Date Set - Special Permit to Use Basement for Plastic Assembly Work The Planning Commission's report dated July 9, 1951 on the request of Wm. Hearing Date Set for'Rezoning Mrs. A. W. Hammerlund The Planning Commission's report dated,July 7, 1951, on the request of Mrs. A. W. Hammerlund,-7623 North Street, owner of -Lots 10 and 11, Block 319, Rearrangement of St. Louis Pa"rk;-to-rezone-these lots, -from Residential Use District and "C" Density District to Multiple Dwelling Use District and I'D" Density District for the purpose of moving and adding to, and improving a two and one half story frame structure to be 26' x 401 in size and changing it,to a multiple dwelling of five units, was read. Work Authorized on Retubing Firebox Boiler in -Village Hall On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Wm. Bros Boiler & Manufacturing Company was authorized-to'retube"the firebox boiler in the Village Hall at price bid of $640.00, complete, by unanimous vote of Councilmen present. Commercial Electric Service Authorized-- On uthorized-On motion of Trustee Jorvig, seconded -by Trustee Bolmgren, the Mayor and Clerk were authorized to sign application for commercial -electric service to energize the sewage lift station at NE Corner -of Colorado Avenue and West 27th Street, by unanimous vote of Council Members present. Improvement No. 51-44 (Sidewalk) Removed -from Contract On motion of Trustee Bo1mgren, seconded by Trustee Jorvig; Improvement No. 51-4.4 --- Sidewalk`on the East Side of Salem -Avenue -from 41st Street to -42nd Street was ordered removed from'the Victor Carlson & Sons, -Inc. Contract #115, dated June 21, 1951, by unanimous vote of Council Members,present. Liability Insurance for Courtesy Benches - On motion of Trustee Bolmgren, seconded by Trustee Jorvig, Certificate of Insurance (Policy OLT 71317), covering period of July -5,-1951 to July 5, 1952, with Cal Scholtz -as the insured, issued by -Anchor Casualty Company, -covering ten courtesy bus benches at various locations in St. Louis Park, was approved by unanimous vote of Council Members present. Regarding 51-104 - Mrs. John Harmon, 3201 Colorado Avenue opposed sidewalk construction until street is put in shape. Regarding 51-108 - Attention of the Council was called to petition on file in opposition. Regarding 51-113 - Mr. Lackola, A. F. Erickson, L. D. Sanborn, C. E. Olson and A. M. Johnson were opposed dueto excessive assessments at the present time. Regarding 51-150 - Mr. Hunt was opposed due to proposed sewer project. Regarding 51-159•- A group asked that project be deferred until sewer is in. Regarding 51-163 - Attention was called to petition in opposition on file. Regarding 51-112 - Mr. Crexford and Mr. Hollner were opposed due to cost at present time. A letter from Adolph Fine, dated June 28, 1951 was read requesting the cancelation of Projects 51-115, 51-116, 51-1172 51-118, 51-119, 51-120, 51-160, 51-161, 51-162, 51-1633 51-165 and 51-170. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, action was deferred to July 16, 1951 on the above projects except the curb and gutter - projects 51-115, etc. which are to be readvertised, and hearing set for July 30, 1951 due to newspaper publication leaving out the heading CURB AND GUTTER. Motion was passed by unanimous vote of Council Members present. 1 1 i July 9, 1951 T Complaint Re: Garbage & Refuse A group of persons from Aquilla and Boone Avenues and Minnetonka Boulevard, headed by V. H. Peterson, 3012 Aquilla Avenue appeared again in protest to the Suburban Sanitary Drayage Company's dumping village collected garbage and refuse in the Landers-Norblom-Christenson gravel pit east of the Great Northern Tracks and south of Minnetonka Boulevard. A copy of a letter signed by V. H. Peterson, dated July 9, 1951, addressed to the Minnesota Department of Health with regard to this dump was read. After some discussion, it was moved by Trustee Jorvig, seconded by Clerk Justad that a special meeting of the Committee of the Whole be arranged for Wednesday or Thursday of this week if all Members are available to discuss the matter further with the group,_ including Mr. Peterson. Motion was passed by unanimous vote of Council Members present. Village Engineer Authorized to Prepare Plans -- Minn. 21-P1004, 1005 On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village Engineer was authorized to employ draftsmen and assistants at salaries to be approved by the Village Council, and to prepare plans and specifications for Projects Pros. 21-P-1004 and Minn. 21-P-1005, for the proposed construction of deep wells, pumping station and elevated storage tank, and the proposed construction of a concrete underground reservoir, by unanimous vote of Council Members present. MOTL MAINTENANCE ENO In 1942, the State Highway Department bought Lots 7 and 8, Home Addition to St. Louis Park, for the purpose of removing gravel therefrom for use upon State trunk highways. Since the acquisition of this pit, it has been found that there is a coning ordinance in the Village of St. Louis Park which does not permit the opening of gravel pits in this area. We also have a request from your Village for the acquiring of this property by the Village for the purpose of utilizing the area as a Village park. We propose to remove the gravel from Pit No. 2638 under the following conditions: 1. To remove this material during the years of 1951 to 1952, said material to be used on Trunk Highway No. 12. 2. To remove the material from said Pit No. 2638 in accordance with the typical cross-sections attached hereto and which provide for a 4 to 1 slope adjacent to Louisiana and to all other property line. 3. To strip the top soil from the portion of the land from which gravel is to be taken and to replace a top soil over the finished cross- sections so as to provide a covering for grass. Our soundings and investigations show that there is approximately 1 foot to lz feet of top soil. This will be bladed to a smooth contour and left in a good workmanlike manner. The 4 to 1 slopes will be sown with sufficient seed to provide a suitable ground covering to prevent unnecessary erosion. 4. After the §tate has taken the gravel, the State will be willing to release the property to the Village of St. Louis Park for a nominal sum to cover the cost of the property transfer. It is believed, that if the removal of this material is undertaken as outlined above, that this pit will be in satisfactory shape to provide a recreational area for the adjacent community and will not be an eyesore to the Village of St. Louis Park. Smith, Village Engineer Hazardous Water Hole A petition was presented to the Village Council, signed by Mrs. Don Forchay and others, asking that steps be taken toward the elimination of the hazardous water hole caused by the excavation of t'he'property-south of 39th Street between Glenhurst and Huntington Avenues, was read. A number of the petitioners were present and asked tFlat something be done. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the above matter was referred to the Village Attorney and Village Engineer for checking and recommendation; by unanimous vote of Council Members present. Hearing Date Set for Sanitary Sewer . • On motion of Trustee Bolmgren, seconded by Trustee Jorvig, August 6, 1951 was set as date of hearing -on petition for sanitary sewer in WEST 31ST STREET FROM FRANCE AVENUE TO INGLEWOOD AVENUE, by unanimous vote of Council Members present. 1 1 1 July 9, 1951 Hearing Requested for Bus Extension On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was instructed to write to the Minnesota Railroad and Warehouse Commission, request- ing a hearing in the matter of extending with open doors, the Twin City Buses now running on Minnetonka Boulevard to Georgia Avenue, to Idaho Avenue with a turn- around on Village property at 2926 Idaho Avenue, and granting the Deephaven Bus Company permission to operate with open doors going East to Salem Avenue and Minne- tonka Boulevard, by unanimous vote of Council Members present. Agreement on Setbacks on West 35th Street A group of property owners from West 35th Street appeared in regard to build- ing setbacks on West 35th Street. Resolution On motion of Trustee Bolmgren, seconded by Clerk Justad, the following resolution was adopted by unanimous vote of Council Members present: WHEREAS, under date of July 19, 1948, -and July 26, 1949, the Village entered into contracts with John A. Finstad & Sons. for construction of sidewalks at various locations in the Village, and the Village Engineer has reported that construction of said sidewalks has not been in in accordance with plans and speci- fications, and the contractors and their surety have been so notified within one year of substantial completion but have failed to correct the defects in the work, and the Village Engineer having certified that suffucient cause exists to justify termination of the contract, therefore, BE IT RESOLVED that the said contracts be hereby terminated by the Village on account of failure of the contractors to fully perform the same in accordance with the terms thereof, and the Clerk is hereby directed to advertise for -bids for completion of the work in accordance with plans and specifications which have been prepared by the Village Engineer, said bids to be opened August 6, 1951, and BE IT FURTHER RESOLVED that a copy of.this resolution be mailed to the contractor and the surety upon his bonds, termination of the contracts to be effective as of ten (10) days after such notice. Job 51-17 Removed from Water Main Contract. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village Engineer was directed to remove Job 51-17 from water main contract which would serve Lots 1,.2, 3,-5, 69.7, 81 93 10 and $1, Minikanda Park Addition, by unanimous vote. -of Council Members_ present. Change -in -Bus Schedule On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was authorized to write a letter to the Twin City Bus Company to return the bus leav- ing Brownlow Avenue at 7:46 A.
