On motion of Trustee Bolmgren, seconded by Trustee Perkins, the above bids
were referred to the Village Engineer and Chairman of the Water Deparbment Com-
mittee for tabulation and recommendation, by unanimous vote of the Coancil.
Hearing on Rezoning ---Mrs--. A. W. Hammerlund
Pursuant to notice published in the St. Louis -Park Dispatch, a public
hearing was had on the application of Mrs. A. W. Hammerlund,to rezone Lots 10
and 11, Block 319, Rearrangement of St. Louis Park; from Residential Jse and
ttCt' Density to Multiple Dwelling and I'D" -Density, for the purpose of noving
thereon and remodeling a 21 story frame structure to be 241 x 401 in size, and
to contain five dwelling units. The following persons appeared:
• Mr. Vergil R. March, 3723 Rhode Island•Avenue presented a petit•on against
the -rezoning., -signed by himself and others. • Mrs. Hammerlund appearei in behalf
of her petition, stating that the dwelling units would be made availa le to
teachers at the new Park Knoll School. The question of proper parking space for
five cars as required by ordinance came up. • Council Members said sane would be
enforced. The question was asked if the present building could be left as is.
The answer was that it could unless it became a hazard. It was suggested by the
audience that the petition be denied, and that Mrs. Hammerlund fora permit to
build a two-family dwelling. Mrs. Hammerlund-said she would just as soon
withdraw the petition and make a new request for a two-family dwelling.
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Oetition
of Mrs. A. W. Hammerlund for the rezoning of -Lots 10 and 11, Block 3, Re-
arrangement of the St. Louis Park was denied•by unanimous vote of the Council. >
Building Inspector's Weekly Report
• The Building Inspector's weekly report -for week ending July -21.,
showing that 18 building permits were issued., totaling $54,350.00, s read and
ordered filed.

Hearing on Proposed Water Main Extension
Pursuant to notice published in the St. Louis Park Dispatch July 11 and 18,
1951, a public hearing was had on proposed extension of Village water main in
Ottawa Avenue from the south line of Lot 6, Block 2, Wooddale Park to 422 Street.
The following persons presented a petition opposing the extension:
Winifred R. Warner, 4216 Ottawa Avenue
Alfred E. Baker, 4214 Ottawa Avenue
Edmund T. Dowd, 4212 Ottawa Avenue
On motion of Trustee Bolmgren, seconded by Trustee Perkins, action on the
above was deferred to meeting of August 6,1951, by unanimous vote of the Council.
Hearing on Proposed Acquisition of Property for Park Purposes
- Pursuant to,notice published in the St. Louis Park Dispatch July 11 and 18,
1951, a public hearing was had on the proposed acquisition of Lot 30, Block 170,
and Lot 28, Block 330, Rearrangement of St. Louis Park for public park purposes.
The following persons appeared: George Mc Kinnon appeared for Mr. Bizel,
7705 South Street and Mr. Horn, 7807 South Street, and presented a petition for
a park signed by William Morgan, 3850 Rhode Island Avenue and others.
Barney Gross spoke regarding the length of time of zoning. He also objects
to making a park of -this property due to its smallness; also its closeness to
the Railroad tracks, making it dangerous -for -children. Said property should be
retained as industrial tax providing property; and -spend the same amount for a
much larger piece. He -suggested the abutting property owners purchase the two
lots to save their own property value.
Mr. Ecklund said some of the people who signed the petition did not know
what they were signing. Another man gave Mayor Erickson a postcard that was
mailed to all petitioners, explaining the hearing and urging attendance. The
following hased to have their names taken off the petition: August Collis, Jr.,
7700 Division Street, Don Noel, 3727 Rhode Island Avenue, W. Goodland, 7833
Cambridge Street, and Mr. Blomgren, 3731 Rhode Island Avenue for his wife.
Someone in the audience -asked if the Park Board had approved this property
as suitable for park purposes. Mayor Erickson said that it was not considered
the best, but usable for same. M. P. Johnson said that he sold lots north of
these 2 lots for other owners, and not for Terry Brothers. Someone asked if
the property could be rezoned to residential use. The answer was that it might,
but there would be some legal sides taking value from owners.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the proposed
acquisition of the above property for park purposes was referred to the Village
Park Board for its consideration and approval. In the event of a favorable
report being received from the Park Board, the Council will consider adoption of
a resolution for acquisition of the -property -for park purposes and assessment
of the cost thereof against the property proposed to be assessed as described in
said notice. Motion was passed by unanimous vote of all members of the Council,
except Trustee Perkins who did not vote.
Hearing on Proposed Curb and Gutter Improvements
Separate hearings were had on each of the proposed curb and -gutter im-
provements described in the following resolutioh. The following persons appeared
and were heard: Richard Cross,3236 Colorado Avenue and Vincent Cegla, 3240
Colorado Avenue appeared regarding 51-124.

On motion of -Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION ORDERING CURB AND GUTTER IMPROVEMENTS
WHEREAS, the Village Council has met at the time and place specified in a
notice relating to curb and gutter improvements hereinafter described published
in the St. Louis Park Dispatch July 11 and 18, 1951, and has heard all persons
appearing at said meeting in regard thereto and determined the necessity for
each of said improvements, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that curb and gutter improvements be hereby ordered at each of the following
locations in said Village to be done in -accordance with plans and specifications
for the same which have been prepared by the Village Engineer and which are
hereby approved, -and the Clerk be authorized to advertise for bids for construct-
ing the same to be opened by the Village Council at its meeting August 07, 1951:

Hearing on Application for"Special Permit -to
Use Commercial Premises for Fabrication of
Plastic Articles
Pursuant to notice published in -the St. -Louis Park Dispatch July 18, 1951,
a public hearing was had on the application of William Kusick for a permit to
use the basement of premises at 4815 Excelsior Boulevard for fabrication of
plastic articles. No one appeared in opposition.
On motion of Trustee Bolmgren, seconded -by Trustee Perkins, the Planning
Commission's report dated July 9, 1951 was approved, and William Kusi k was
granted a one year permit us use the basement of -premises at 4815 Exclsior
Boulevard for the fabrication of plastic articles, by unanimous vote f the Council.
Water in Alley
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Village
Engineer was instructed to make a report on how to rid alley of water between
Georgia and Florida Avenues and 31st Street and Minnetonka Boulevard, by unanimous
vote of the Council.'
Action Ordered for Damages to Street
On motion of Trustee Jorvig, seconded by Trustee Perkins, the Village
Attorney was instructed to start action against Roy-Oldon and others responsible
for excavation adjacent to 26th Street -West of Hampshire Avenue for damages to
the Street, and to compel restoration of'soil`to support the street and prevent
improper drainage, by unanimous vote of the Council.
Building Permits -Authorized
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building
Inspector was authorized to issue Building Permits for the constructs n of houses
to face South on Lots 1, 2, 3, 4, 5, Block 7, Minikanda Vista Second kddition,
by unanimous vote of the Council.
Gas Main Extension Approved
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
gas main extension was approved by unanimous vote of the Council:

bound lane, State Highway #7 to 551 S. S. li
East Bound Lane, State Highway #7.
Water Hole - Texas -34th to 35th
On motion of Trustee Perkins, seconded by Trustee Bolmgren, thE Village
Engineer was instructed to make a report on getting water out of low spot on the West
side of Texas between 34th Street and 35th Street, by unanimous vote of the Council.

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Northern
States Power Company was granted permission to place poles at the following loca-
tions, by unanimous vote of the Council.
2 poles on West 34th Street between Aquila and Boone Avenues
1 Pole on West 31st Street between Pennsylvania and Quebec
Avenues
Gas Main Extension Approved
On motion of Trustee-Bolmgren; seconded by -Trustee Perkins, the following
gas main extensions were approved by unanimous vote of the Council:
#265 In Princeton Avenue at '42nd Street West
from Raleigh Avenue -to Lot 15, Replat of
Morning Park Addition on 42nd Street West.
Permit Approved to Reconstruct Oil Station
On motion of Trustee Bolmgren, seconded by Clerk Justad,- the -Building
Inspector was authorized to issue a building permit to Parxoil Company for the
reconstruction of their gas station at 5940 Excelsior Boulevard; with the regular
setback from Excelsior Boulevard of 22 -feet --and on Alabama Avenue of 22 feet
and 22 feet from Brookside Avenue, by unanimous vote of the Council.

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
applications for 1951 licenses were approved, and the Mayor and Clerk were author-
ized to issue licenses to expire December 31, 1951, by unanimous vote of the
Council:

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, Sanitary Sewer

Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of the Council:

WATER MAIN L-90 AND TAR MAT N-82 ASSESSMENTS
WHEREAS it appears that by resolution of the Village Council levying
assessments for M. T. -Sewer #2 and Water Main L-90 and Tar Mat N-82, the follow-
ing described property was inadvertantly assessed incorrectly because of a
division in the property. therefore
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the assessments heretofore levied against -the following described lot in
the respective amounts hereinafter set forth by hereby canceled, and that the
Treasurer and the Auditor of Hennepin County be hereby authorized to cancel the
same upon their respective records.

Petition Demanding Street Repairs
A petition dated July 25, 1951, addressed to "The City of Minneapolis, the
Village of St. Louis Park, The County of Hennepin, and to the Minneapolis Street
Railway Company, signed by J. D. Shotwell and others, demanding that rance
Avenue between 27th and 28th Streets be immediately repaired so as to eliminate
the roughness and holes and put the street in condition for the opera ion of the
buses and other vehicles, was read.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above
petition was referred to the Village Engineer, by unanimous vote of the Council.
Overtime Authorized for Street Forman
On motion of Trustee -Perkins, seconded by Trustee Bolmgren, Str et Forman,
Burt Zila was authorized to enter claims for his services on Saturday when
ordered to work by the Street Commissioner at -a rate -of $2.85 per ho during
the months of August and September, 1951, by unanimous vote of the Co cil.
Street Light Ordered
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Northern
States Power Company was instructed to install a street light at the intersection
of 25th Street and Huntington Avenue, by unanimous vote of the Council.
Quit Claim Deed
On motion of Trustee Bo1mgren, seconded by Trustee Perkins, the Quit Claim
Deed furnished by Harry B. Rose and Ann Helen Rose; --husband and wife, dated
April 30, 1951, for the following described property was approved'and accepted,
and the Village Attorney was instructed to file same with the Office f Register
of Deeds, Hennepin County, by unanimous vote of the Council:
"FOR USE AS PUBLIC STREET, the -south thirty (30') feet

Special Permit to Connect to Sewer Manhole
On motion of Trustee Bolmgren, seconded by Trustee Perkins, a special permit
was granted to Roy E. Olson, 157 Holly Road, Hopkins, to connect the ouble
bungalows at 4.500, 4502, 4504 and 4506 -West 36th Street -to the sewer nanhole in
the intersection of West 36th Street and Lynn Avenue with the underst nding that
he pay an assessment of $600.00 -at -the time he takes out the regularpermit; this
payment to be credited to said property when sewer. main is conbtructei past said
property. This -work shall be -done under the direction -and supervision of the
Village Engineer. Motion was passed by unanimous vote of the Council.

ADDraisal of Vill&F-e Property Authorized'
On motion of Trustee_Perkins, seconded by Trustee Bolmgren; the proposal
of Appraisal Service Company; dated July 30, 1951, to revise"the appraisal which
they made on Village property April 1,-1946'at a -fee of $250.00 was approved,
and the Clerk was authorized to order the work done, by unanimous vote of the
Council.
Reimbursement for Damakes to Tricvcie
On motion of Trustee Perkins., -'seconded by Trustee-Bolmgren; the -Village
Treasurer was authorized to issue check to -Donald Hill at 2632 Kentucky Avenue,
in the amount of $17.50; to reimburse -him for tricycle -damaged by the Village
Engineering Department's truck on July 5, 19513. by unanimous vote of the Council.
Settlement for Damage to Tricycle
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the check
received from American Associated Insurance Companies, dated July -26, 1951, in
the amount of $17.50, in settlement for damage done to tricycle by Village
Engineering Department's truck on July 5, 1951r said tricycle owned by Donald
Hill, 2632 Kentucky Avenue, was approved and accepted, by unanimous vote of the
Council.

.A report from the Minnesota Department of Health, dated July 27, 1951,
on the condition of Dump "located at the NE Intersection of Excelsior Boulevard
and State Highway No. 100, was read and ordered given to Dr. H. W. Darby, M. D.
to see that recommendations contained therein are carried out.
Letter. Re: Garbage Disposal
.A letter dated -July -27, 1951, -from Attorney George X. Connor, thanking
the Village Council for_their courtesy sh6wn in: regard -to the garbage disposal
matter.at Minnetonka Boulevard adjacent to Aquila Avenue, was read and ordered
filed.

Sanitary Sewer added to Phelps -Drake Contract
On the recommendation of Phil W. Smith, Village Engineer, it was moved
by Trustee Bolmgren, seconded by Trustee,Perkins that sanitary sewer be cons-
tructed in Florida Avenue between 28th Street and 29th Street, and in 28th Street
from Florida Avenue to Edgewood Avenue; said work to -be added to Phel-Drake
Company's contract #113, by unanimous vote of the Council.

On the recommendation of Village Engineer, Phil W. Smith, it wa moved by
Trustee Bolmgren, seconded by Trustee Perkins, that sanitary sewer be constructed
in Brunswick Avenue between Hamilton Street and 34th'Street; said worR to be
added to Phelps -Drake Company's Contract #113, by unanimous vote of the Council:
