Hearing on Proposed Opening and Widening of Natchez Avenue
Pursuant to notice published in the St. Louis Park Dispatch July 4 and 11,
19515 a public hearing was had on proposed opening and widening of Natchez Avenue
from 28th Street to 26th Street. No persons appeared.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above
matter was referred to the Committee of the Whole for checking and recommendation
by unanimous vote of the Council.
Permission to Place Buried Cable
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Northwestern
Bell Telephone Company was granted permission to place buried cable crossing
West 37th Street, East of Joppa Avenue, by unanimous vote of the Council.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution'was adopted by unanimous vote of the Council:
RESOLUTION CANCELING WEED CUTTING ASSESSMENT
BE IT RESOLVED by'the Village Council of the Village of St. Louis Park,
that the following assessment levied for weed cutting be refunded for the reason
that a house was situated on this property and no weed cutting was done there,
and that the Mayor and the Clerk be hereby authorized, upon receipt of a signed
verified claim, to refund the amount paid.

Resolution
On motion of Trustee Bolmgren, seconded by Trustee Jbrvig, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION SETTING ASSESSMYNT HEARINGS
WHEREAS, the Village Clerk with the assistance of the Village Engineer
has calculated the proper amount to be specially assessed for each of the follow-
ing improvements against every assessable lot, piece or parcel of land within the
prespective districts affect6d without regard to cash valuation in accordance
with Section 54, Chapter 119, Laws of 1949, and the proposed assessment so made
has been filed with the clerk and is open to public inspection, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the Clerk be hereby directed to publish notice in the official newspaper
August 1, 1951, that the Village Council will 'pass upon said proposed assess=
ments at its meeting to be held September 4, 1951.

Hearing on Proposed Street Improvements
As per notice published in the St. Louis Park Dispatch July 4 and 11, 1951,
a public hearing was had on the following proposed street improvements ----
51-195 Grading of Lynn Avenue from 28th Street north to south line
of Peabody Addition
51-196 Application of 3" tar mat to Lynn Avenue from south line of
Peabody Addition to 26th Street,
51-197 On 26th Street from Lynn Avenue to France Avenue, and
51-198 On 28th Street from Lynn Avenue to Toledo Avenue
(The foregoing proposed improvements will be made necessary if
proposed modification of the route of busses operated by the
Twin City Rapid Transit Company is put into effect)
The following persons appeared:
Mr. Alberts, 2721 Lynn Avenue appeared. Said at least 100 children walk
on Lynn Avenue from 25th Street to school, thru rain. Said a race track will be
made of Lynn Avenue from 28th Street to 26th Street. Mr. P. 0. Leonard, 2533
Joppa Avenue said he was in favor of the improvements. Mrs. E. M. Friedman,
2517 Joppa Avenue said children should be taught to watch out. Asked if the bus
Company would give bus service if approved. Trustee Bolmgren said yes. She is
in favor of the improvements.
Mr.•T. H. Herman, 2532 Joppa Avenue said he was opposed to the improvements
for a bus route. He presented a petition in opposition to same with 40 or more
names affixed. Elmer Magnuson, 2710 Kipling Avenue said he was strongly in
favor, even if it went in front of his house. J. S. Locketz, 2613 Inglewood
suggested a trial run. L. C. Perlman, 5100 West 28th Street said there was no
sidewalk, curb & gutter on 28th Street and the school children have to walk in
the street. He feels bus route would be dangerous.
S. W. Silverberg, 2605 Lynn Avenue suggested that we secure bids for
curb and gutter, sidewalk and tar mat along the proposed route so that the child -
rens safety would be cared for. . Mrs. A. T. Leonard, 2724 Lynn Avenue asked if
it would be more econominal to increase tar mat on I}glewood than to ay a new
mat. Mr. Kirschbaum, 2617 Lynn Avenue said he has two children in High School
and wants the bus route badly. Mr. Taylor said he was moving to 2585 Lynn Avenue
in October, and approves the route. Said where he now lives, children are not
hurt by street cars or busses. Mrs. Swanson, 2716 Lynn Avenue asked why fill
in Lynn. Why not stay on Inglewood and have the folks walk from -,Monterey'.?
Trustee Bolmgren said Lynri Avenue would open up the district for better fire and
police service. Six petitions were presented in favor of the bus route
containing 117 names.
Mr. Herman suggested that a Committee be appointed of those ir favor and
those opposed to meet with the Committee of the Whole. He said he w uld be
pleased to work on same. Mayor Erickson said he approved this and suggested
that they choose their own Committee to work out the problem with the Committee
of the Whole.
Om motion of Trustee Bolmgren, seconded by Trustee Perkins, thE above
matter was referred to the Committee of the Whole, by unanimous vote of the
Council.
Quit Claim Deed A
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Quit Claim
Deed furnished by Wallace T. Bruce and Katherine Bruce, husband and vrife as
parties of the first part, and the Village of St. Louis Park as party of the
second part, for the following described property for use as public street,, was
approved and accepted, by unanimous vote of the Council:
FOR USE AS A PUBLIC STREET, the East thirty (30) feet of that
part of the NW4 of the NEw of Section 8, Township 117, Range 21,
lying south of the south line of Cedar Lake Road and north of
the south line of West 22nd Street extended, it being the intention
of the grantors to dedicate the same as a public street being a

Refund for Gas Station License
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the application
of Western Oil and Fuel Company for a refund of $30.00 paid by them for a license
to operate•a four -pump gas station at 5600 West Lake Street (Receipt #8967-A,
July 2, 1951) was approved, due to the fact that they had already paid for said
license on the 19th day of December, 1950, and the Mayor and Clerk were authorized
to issue check for $30.00 upon receipt of a verified claim signed by Western
Oil and Fuel Company. Motion was passed by unanimous vote of the Council.
Report on Plans for Water Main Extensions
By Minnesota Department of Health
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the report
of the Minnesota Department of Health, dated July 12, 1951, approving plans for
water main extensions 51-188, 51-189, 51-190, 51-191 and 51-199, was read and
ordered filed, by unanimous vote of the council.
Building Permit Authorized
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the applipation
of Midway Millwork Company for a building permit to construct a building for the
manufacture of millwork on Lot 16, Block 324, Rearrangement of St. Louis Park
was approved, and the Building Inspector was authorized to issue building permit
for same, by unanimous vote of Council Members present.
Building Permit for Store Building
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the application
of Self Storing Window Company, Incorporated, for a building permit to construct
a building 80' x 100' on their property located on Wayzata Boulevard between
Zarthan Avenue and the Minneapolis, Northfield and Southern Railroad R/W. was
approved, and the Building Inspector was authorized to issue building permit for
same, by unanimous vote of the Council.
Purchase of Power Chain Saw Authorized
On the recommendation of R. B. Connery of the Park Board, Kenneth Johnson
of the Street Department, and Andy Nelson of the Police Department, it was moved
by Trustee Jorvig, seconded by Trustee Bolmgren that the Clerk be authorized to
issue a purchase order for the purchase of One (1) Disston DH 120 Power Chain
Saw, 12 H. P., two cylinder engine, 36" rail and chain, complete with tools and
and fuel can at a cost of $655.00, to the Eide Saw Company, by unanimous vote of
the Council.
Reauest for Permit to Construct Gas Station - The Texas Co.
On motion of Trustee Perkins, seconded by Trustee Bolmgren,.the request
of the Texas Company, dated July 23, 1951, for permission to construct a gasoline
service.station on the SE corner of the intersection of Minnetonka Boulevard and
Louisiana Avenue (Lots 5, 6, 7, Block 8, Lenox Addition) was read and referred
to the Planning Commission for checking and recommendation, by unanimous vote of
Council Members present.
Also an easement over and upon the West 83 feet of that
part of the Sw3 of the NE4 of said Section 8, Township 117,
Range 21, lying south of Cedar Lake Road and north of the
R/W of the Great Northern Railway Company, said easement
being for the purpose of depositing and forever maintaining
soil thereon required for the support of Louisiana Avenue
when the grade of the same shall be raised in connection with
the reconstruction of the bridge extending Louisiana Avenue
over the R/W of the Great Northern Railway Company; the soil to
be so deposited as to form the slope above described shall be
permitted to forever remain upon the premises. This easement
is given upon the understanding that the soil so deposited
will slope at an angle which will stabilize and that the banks
of the slope will promptly be planted with sod, and it is also
understood that the grantor shall have the right to construct
a building within that part of the said west 83 feet lying
east of the east line of Louisiana Avenue, provided that the
foundation wall of such building will be so constructed as to
support the adjacent street to its permanent grade and provided
further that zoning and building ordinances are complied with.
Refund for Gas Station License
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the application
of Western Oil and Fuel Company for a refund of $30.00 paid by them for a license
to operate•a four -pump gas station at 5600 West Lake Street (Receipt #8967-A,
July 2, 1951) was approved, due to the fact that they had already paid for said
license on the 19th day of December, 1950, and the Mayor and Clerk were authorized
to issue check for $30.00 upon receipt of a verified claim signed by Western
Oil and Fuel Company. Motion was passed by unanimous vote of the Council.

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the report
of the Minnesota Department of Health, dated July 12, 1951, approving plans for
water main extensions 51-188, 51-189, 51-190, 51-191 and 51-199, was read and

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the applipation
of Midway Millwork Company for a building permit to construct a building for the

was approved, and the Building Inspector was authorized to issue building permit
for same, by unanimous vote of Council Members present.
Building Permit for Store Building
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the application
of Self Storing Window Company, Incorporated, for a building permit to construct
a building 80' x 100' on their property located on Wayzata Boulevard between
Zarthan Avenue and the Minneapolis, Northfield and Southern Railroad R/W. was
approved, and the Building Inspector was authorized to issue building permit for
same, by unanimous vote of the Council.
Purchase of Power Chain Saw Authorized
On the recommendation of R. B. Connery of the Park Board, Kenneth Johnson
of the Street Department, and Andy Nelson of the Police Department, it was moved
by Trustee Jorvig, seconded by Trustee Bolmgren that the Clerk be authorized to
issue a purchase order for the purchase of One (1) Disston DH 120 Power Chain
Saw, 12 H. P., two cylinder engine, 36" rail and chain, complete with tools and
and fuel can at a cost of $655.00, to the Eide Saw Company, by unanimous vote of
the Council.
Reauest for Permit to Construct Gas Station - The Texas Co.
On motion of Trustee Perkins, seconded by Trustee Bolmgren,.the request
of the Texas Company, dated July 23, 1951, for permission to construct a gasoline
service.station on the SE corner of the intersection of Minnetonka Boulevard and
Louisiana Avenue (Lots 5, 6, 7, Block 8, Lenox Addition) was read and referred
to the Planning Commission for checking and recommendation, by unanimous vote of
Council Members present.

Excelsior Boulevard to 42nd Street was read and referred to the Police Department

Letter Re: Partial Payments for Minnetonka Boulevard Paving
A letter from Anderson & Sons, Incorporated, Contractors for the paving
of Minnetonka Boulevard from Joppa Avenue to State Highway No. 100, regarding
partial payments on contract work, was read.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Mayor and
Clerk were authorized to execute an addenda to the Minnetonka Boulevard paving
contract, which will authorize progress payments equal to 85% of estimates
prepared by the County Engineer, providing that Contractor shall not be in default
under the contract. _Motion was passed by unanimous vote of the Couticil.

Street Department Authorized to Purchase Hose
On motion of Trustee Perkins, seconded by Trustee,Bolmgren, th Street
Department was authorized to purchase 300 feet of Pometus 22 inch double jacket
hose @ x$1.60 per foot, FOB St. Louis Park, from the Quaker Rubber Company, by
unanimous vote of the Council.
Bid Awarded for Snow Plows
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bids of
Ruffridge-Johnson Equipment Company received July 9, 1951, for the furnishing of
Two (2) One -Way Snow Plows, and.One (1) V Type Snow Plow were deemed o be the
lowest bids of a responsible bidder, and the Clerk was authorized to issue a
purchase order for same at prices bid of $894.00 for the V Type Plow, and
$789.25 each for the One Way Plows, at a total of x$2,472.50. Motion was passed
by unanimous vote of the Council.
