'! it 140.00 Williamson Stamp Co. 33.00 1 1 July 16, 1951 405 Hearing on Application for Rezoning Pursuant to notice published in the St. Louis Park Dispatch June 27, 1951, a public hearing was had on the petition of Mrs Louise H. Schroeder for rezoning of a portion of Lot 1, Block 9, Brookside Addition, from Residential Use to Commercial Use. A petition dated July 3, 1951, signed by Lawrence W. Sauter, 4053 Alabama Avenue and others in opposition to the rezoning was read. Om motion of Trustee Perkins, seconded by Trustee Jorvig, the petition to rezone a portion of Lot 1, Block 9, Brookside Addition from Residential Use to Commercial Use was denied, with a suggestion that a plan for the use of the property be submitted for review by the Council and Objectors, by unanimous vote of Council Members present. Heari g on Proposed Water Main Extensions Separate hearings were had upon each of the proposed water main extensions listed in the following resolution. G. B. Miller appeared and asked who would pay for same. Trustee Bo]mgren stated that all in the area would be assessed. Resolution On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following resolution was adopted by unanimous vote of all members of the Council: RESOLUTION ORDERING WATER MAIN EXTENSIONS WHEREAS, the Village Council has met at the time and place specified in a notice published in the St. Louis Park Dispatch June 27 and July 4, 1951, relating to the proposed water main extensions hereinafter described and has heard all- interested llinterested persons and determined the necessity for said improvements, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that the following extensions of the Village water mains be hereby ordered in accordance with plans and specifications for the same which have been prepared by the Village Engineer and which are hereby approved. The Village Clerk is directed to advertise for bids for constructing said water mains which will be opened by the Village Council at its meeting to be held August 6, 1951. BE IT FURTHER RESOLVED, that said water main extensions shall be designated as Improvement No. 51-204 at the following locations in said Village: Cedar Lake -Road from Louisiana Avenue to Virginia Avenue Texas Avenue from Cedar Lake Road to Wayzata Boulevard Wayzata Boulevard from Texas Avenue to Zarthan Avenue Louisiana Avenue from Cedar Lake Road to Wayzata Boulevard 18th Street from Louisiana Avenue to Cedar Lake Road Zarthan Avenue from Wayzata Boulevard to Cedar Lake Road Cedar Lake Road from Dakota Avenue to France Avenue France Avenue from Cedar Lake Road to West 24th Street 28th Street from Texas Avenue to Virginia Avenue Virginia Avenue from 28th Street to Cedar Lake Road Forest Road from France Avenue to Forest Lane and thence in Forest Lane to Cedar Lake Road. Hearing on Request for Permit for Double Bungalows Pursuant to notice published in the St. Louis Park Dispatch June 27, 1951, a public hearing was had on the request of Henry Jessen for permits to build three double bungalows on Lots 1, 3, 2, 4, and 5. Block 5, J. F. Lyons Fourth Addition (Hillsboro & Mtka. Blvd.). No one appeared in opposition. ti On motion of Trustee Perkins, seconded by Trustee Jorvig, the Building Inspector was authorized to issue building permits for three two-family bungalows on Lots 13 2, 3, 4, and 5, Block 5, J. F. Lyons Fourth Addition, by unanimous vote of the Council. Water Holes Jerome Segal appeared requesting reinstatement of sewer and water main extensions ordered for Minikanda Park. Several neighboring residents were present who demanded that the water holes in this addition be filled to remove the hazard to children. A discussion between Mr. Segal and the Residents followed. Mayor Erickson advised Mr. Segal to fill the water holes immediately. - Partial Payments on Contract Work On motion of Trustee Perkins, seconded by Trustee Jorvig, the following partial payments on contract work in progress, presented by Village Engineer, Phil W. He was told to come in to Council Meeting on July 23, 1951, at which time Trustee Perkins would have a report. Plat of Westwood Hills Green Addition Approved On motion. of Trustee Perkins, seconded by Trustee Bolmgren, the Plat of Westwood Hills Green Addition was approved, and the Mayor and'Clerk were author- ized to sign same for the Village, subject to naming of streets, the Village Engineer's approval, and approval of title by the Village Attorney. Sundblad Check On motion of Trustee Bolmgren, seconded by Trustee Jorvig, Village Check No. 8093, dated May 15, 1945, made payable to E. Sundblad in the amount of $49.20 which was not picked up by him was cancelled due to his death, and a check payable to Agnes Sundblad, daughter and Welander -Quist Company, Funeral Directors for his funeral in same amount was ordered, b_y unanimous vote of the Council. Petitions for Sanitary Sewer On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following petitions were referred to the Village Engineer and Chairman of the Sewer Department Committee for checking and recommendation, by unanimous vote of Council Members present: P-885 PETITION FOR SANITARY SEWER, signed by Bernard E. Dixon, 3804 29th Avenue South and others, dated July 10, 1951, for the construction of sanitary sewer in YOSEMITE AVENUE FROM 27TH STREET TO SOUTH LINE OF LOTS 6 and 5, LAMERE'S ADDITION, ALONG THE SOUTH LINE OF LOTS 6 and 5, LAMERE'S ADDITION, TO XENWOOD AVENUE INTO LIFT STATION. P-891 PETITION FOR SANITARY SEWER, signed by Wilford E. Anderson and others, dated July 16, 1951, for the construction of Sanitary Sewer in WEBSTER AVENUE FROM END OF PRESENT SEWER NORTH TO 26TH STREET. Petition for Water Main ` On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following petition was referred to the Village Engineer and Chairman of the Water Depart- ment Committee for checking and recommendation, by unanimous vote of the Council: P-886 PETITION FOR WATER MAIN, signed by Bernard E. Dixon, 3804 29th Avenue South and others, dated July 10, 1951, for the construction of water mains in 27TH STREET FROM XENWOOD AVENUE TO YOSEMITE AVENUE, - AND IN YOSEMITE AVENUE FROM 27TH STREET TO SOUTH LINES OF LOTS 6 AND 5, LAMERE'S ADDITION. Justice of Peace Report of Fines Justice of Peace Anton Yngve's report of fines, dated July 2, 1951, was read and ordered filed. Bid Awarded for Special Car On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of Bob Knowles -Ford Company received July 2, 1951, for the furnishing of One (1) 'Special Police car according to specifications, was deemed to be the lowest bid of a responsible bidder, and the Clerk was authorized to issue a purchase order for same at price bid of $1,535.00, by unanimous vote of the Council. Building Inspector's Weekly Report The Building Inspector's weekly report for week ending July 6, 1951, showing that 29 building permits were issued, totaling $158,800.00, was read and ordered filed. Ordinance No. 381 On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following ordinance was adopted by unanimous vote of the Council: ORDINANCE NO. 381 AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE VILLAGE OF ST. LOUIS PARK The Village Council of the Village of St. Louis Park ordains: Section 1. Section 4.1-8 of the Zoning Ordinance of the Village of St. Louis Park adopted January 20, 1932, as heretofore amended is hereby furter July 16, 1951 cc Ordinance No. 381, Cont'd. amended to read as follows: �C "4.1-8 A reasonably small number of small animals, kept as pets, provided they are kept in a manner so as not to be a nuisance to ad- jacent residents. Greater numbers of domestic animals or fowl may be housed on property in undeveloped sections of a residence district only on a special permit granted by the Village Council." Section 2. This ordinance shall take effect from and after August 1, 1951, and shall apply to all existing uses of property within the Village as of such effective date. Deferred Action on Hearing Held July 9, 1951 -_Grading Improvements Separate hearings were had on grading improvements 51-88 to 51-93, inclusive July 9, 1951, and action deferred to this meeting. Resolution On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of all members of the Council present: RESOLUTION ORDERING GRADING IMPROVEMENTS WHEREAS, the Village Council has met at the time and place specified in a notice published in the St. Louis Park Dispatch June 20 and 27, 1951, relating to grading improvements numbers 51-88 to 51-93 inclusive, and having heard all interested persons and determined the necessity for said improvements, therefore, - BE IT RESOLVED by the Village Council of the Village of St. Louis Park that improvement of the following streets of said Village be hereby ordered by grading the same to grade which has been established by the Village Engineer in plans and profiles for such grading which are hereby approved, said grading to be done by contract, and the Clerk is directed to advertise for bids for same to be opened by the Village Council at its meeting July 30, 1951: IMPROVEMENT NUMBER LOCATION 51-88 Virginia Avenue from 28th Street to Cedar Lake Road 5149 27th Street from Kentucky Avenue to Jersey.Avenue _ 51-90 27th Street from Raleigh Avenue to Quentin avenue 51-91 35th Street from Rhode Island Avenue to Quebec Avenue 51-93 32nd Street from Colorado Avenue to 150 ft. Resolution - On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following resolution was adopted by unanimous vote of all members of the Council present: RESOLUTION ORDERING WATER MAIN EXTENSIONS WHEREAS, the Village Council has met at the time and place specified in a notice published in the St. Louis Park Dispatch June 20 and 27, 1951, relating to proposed water main extensions hereinafter described, and the Council has heard all persons appearing at said meeting in -regard thereto and has determined the necessity for said improvement, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that extension of Village water mains be hereby ordered at the following loca- tions in said Village: IMPROVEMENT NUMBER LOCATION 51-189 Blackstone Avenue from West Lake Street to Lot 15, Del Monte Heights 51-190 Brunswick Avenue from 28th Street to 29th Street 51491 Pennsylvania Avenue from 28th Street to Mtiinnetonka Blvd. said mains to be constructed in accordance with plans and specifications for the same which have been prepared by the Village Engineer and which are hereby approved. The Clerk is authorized to advertise for bids to be opened July 30, 1951. _ 1 l 1 1 1 July 16, 1951 1,409 Action on Hearings on Proposed Street Improvements Deferred Separate public hearings had on July 9, 1951, on proposed street and alley grading, sidewalk construction, and tar mat surfacing of streets and alleys (51-95, Etc), and action deferred to this meeting, was again deferred to meeting of July -23, 1951. Deferred Action on Hearing Held 7-9-51 on Sanitary Sewers Separate Hearings were had on proposed sanitary sewers Nos. 51-202 and 51-203, and action deferred to this meeting. Resolution On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following resolution was adopted by unanimous vote of all members of the Council present: RESOLUTION ORDERING SANITARY S1,9ER EXTENSIONS WHEREAS, the Village Council met on the 9th day of July, 1951, at the time and place specified in a notice published in the St. Louis Park Dispatch June 20 and 27, 1951, relating to hearings on the proposed sanitary extensions hereinafter described and has heard all persons interested and regularly deferred action thereon until this present meeting, and the Council having determined . the nsecessity for the improvements hereinafter. designated as Improvements Nos. 51-20? and 51-203, and having determined that action on the remaining proposed sanitary sewer extensions listed in said notice should be deferred until hearing on proposed additional extensions in the same vicinity, therefore, BE IT RESOLVED by the Village Council that extension of Village sanitary sewers at lage be hereby ordered: IMPROVEMENT NUMBER of the Village of St. Louis Park the following locations in said Vil- LOCATION 51-202 Florida Avenue from 29th Street to 28th Street 28th Street from Florida Avenue to Edgewood Avenue 51-203 Raleigh Avenue from 26th Street to 27th Street Salem Avenue from North end of present sewer to 26th street 26th Street from Salem Avenue to Quentin Avenue and that the same be constructed in accordance with plans and specifications which have been prepared by the Village Engineer and which are hereby approved. BE IT FURTHER RESOLVED that consideration of the proposed extensions in Brunswick, Colorado and Dakota Avenues from 39th Street to Excelsiot Boulevard be hereby deferred until August 6, 1951, at which time all proposed sanitary sewer extensions for Brooklawns Addition will be reconsidered on new notice to be published July 18 and 25, 7951.
