Motion was passed by unanimous vote of the Council. Y Contract for Grading & Graveling . On motion of Trustee Perkins, seconded,by Trustee Bo]mgren, the bid of Terry Brothers, Inc. received May 21, 1951 for grading and graveling Jobs. 51-2 thru 51-15, was deemed to be the lowest bid of a responsible bidder, and the Mayor and Clerk were authorized to enter into a contract with Terry Brothers, Inc. for.the work at price bid of $13,558.75, by unanimous vote of the Council. Hearing on Proposed street Improvement and Bridge Construction A hearing was had on proposed reconstruction of bridge over Great Northern Railway right-of-way at Louisiana Avenue. No persons appeared: Rcaanl 11+A nn On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following MO June 4, 1951 Resolution, Continued resolution was adopted by unanimous.vote of all members of the Council present: RESOLUTION ORDERING STREET IMPROVEMENT AND BRIDGE CONSTRUCTION WHEREAS, the Village,Council has met at the time and place specified in a notice of hearing published in the St. Louis Park Dispatch May 16, and 23, 1951 relating to improvement of Louisiana Avenue and reconstruction of bridge over Great Northern Railway tracks and has held a public hearing thereof and heard all interested persons and determined the necessity for the proposed improvement, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that improvement of Louisiana Avenue by reconstruction of bridge extending said Louisiana Avenue over the right-of-way and tracks of the Great Northern Railway Company and regrading of the Louisiana Avenue approaches to said bridge be hereby ordered, and BE IT FURTHER RESOLVED that the work of reconstructing said bridge, as proposed by the Great Northern Railway Company in accordance with plans and speci- fications prepared by its Engineering Department on the basis of payment of one-half of the cost thereof by the Village, is hereby approved subject to direction by the Railroad and Warehouse Commission of the State of Minnesota that the cost of said bridge be divided on that basis and the Village Attorney is hereby authorized to petition said Commission for an order of direct division of the cost and upon receipt of such order the Mayor and Clerk of the Village are authorized to execute in '�ehalf of the Village the contract for reconstruction of said bridge which has been submitted by the Great Northern Railway Company, and BE IT FURTHER RESOLVED that the grading of the approaches to the recons- tructed bridge shall be done by -contract in accordance with plans and specifications prepared by the Village Engineer, advertisement for bids to be published by the Clerk upon being advised by the Village Attorney that proper easements for the necessary slopes have been obtained from adjoining property owners, and upon being advised by the Village Engineer that the work on the bridge has progressed to the point where construction of the slopes should commence. Hearing on Proposed Street. Paving A hearing was had on the proposed street paving of Mimnetonka Boulevard. No persons appeared. Resolution On motion of Trustee Bo1mgren, seconded by Trustee Perkins, the following resolution was adopted by unanimous vote of all members of the Council present: RESOLUTION FOR PAVEMENT OF MINNETONKA BOULEVARD WHEREAS, the Village Council has met at a time and place specified in a notice of hearing published in the St. Louis Park Dispatch May 16 and 23, 1951 relating to proposed paving of Minnetonka Boulevard from France Avenue to State Highway. No. 100 and the Village Council has heard all interested persons and determined the necessity for such paving. Therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that paving of Minnetonka Boulevard from France Avenue to State,Highway No. 100 as a joint project of County of Hennepin and Village of St. Louis Park be hereby ordered, and the Mayor and Clerk of the Village are hereby authorized to enter into a contract on behalf of the Village with the County of Hennepin providing for said paving in accordance with the plans and specifications which have been prepared,by the County Highway Engineer and which contract has been submitted to the Village by the County providing for division of the cost on the basis of one-half.to the VillagQ and one-half to the County. Electrical License Approved On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following application for 1951 license was approved, and the Mayor and Clerk were authorized to issue same to expire December 31, 1951, by unanimous vote of the Council: Oliver T. Electrical Bond - Heating On motion of Clerk Justad, seconded by Trustee Bolmgren, the following bond was approved, by unanimous vote of the Council: HEATING LICENSE BOND, with Clifford J. Browne as principal, and Western Surety Company as surety, dated April 26, 1951, in the amount of $1,000.00. Resolution On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following resolution was adopted by unanimous vote of the Council: RESOLUTION CORRECTING 2-0 SANITARY SEWER ASSESSMENT WHEREAS it appears that by resolution of the Village Council adopted October 16, 1950, -levying assessments for 2-0 Sanitary Sewer, -the following lot was in- advertantly assessed for 128 feet instead of 78 feet, therefore BE IT RESOLVED, by the Village Council of the Village of St. Louis Park that installments of said assessment heretofore paid in the respective amounts hereafter set forth be refunded to the respective owner; and that, upon receipt of a verified claim and a paid tax statement, the Mayor and Clerk be hereby authorized to issue warrants in payment of such refunds to the respective property owner. -BE IT FURTHER RESOLVED that the assessment heretofore levied against the following described property in the amounts hereinafter set forth be hereby corrected, and that the Treasurer and the Auditor of Hennepin County be hereby authorized to correct the same upon their respective records: AMOUNTS TO BE REFUNDED AND CORRECTED NAME LOT BLOCK ADDITION REFUND - 1951 Rev. Report on Police Civil Service Examinations A report dated May 31, 1951 from the Police Civil Service Commission, on the examinations held May 25, 1951, incorporating a list of eligibles for appoint- ment, was read. On motion of Trustee Bolmgren, seconded by Trustee Perkins, the above mentioned report was approved and accepted, and the first three names on the eligible list were approved for appointment, subject to passing a physical ex- amination. Motion was passed by unanimous vote of the Council. ReAlat of Morning Park Addition,Approved On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Replat of Morning Park Addition to St. Louis Park was approved and accepted, and the Mayor and Clerk were authorized to sign same for the Village, by unanimous vote of Council Members present. Plat of Oak Hill Manor Second Addition Approved On motion of Trustee Perkins, seconded by Trustee Bolmgren, the plat of Oak Hill Manor Addition was approved and accepted, and the Mayor and Clerk were authorized to sign same for the Village, by unanimous vote of Council Members present. Classification and Salary Change for Maynard Kays On the recommendation of Phil W. Smith, Village Engineer, it was moved by Trustee Bolmgren, seconded by Trustee Perkins, that the classification of Maynard Kays be changed to Assistant Water Superintendent, and salary set at $325.00 per month, effective June 1, 1951, by unanimous vote of the Council. Waae Increase for Instrumentmen On the recommendation of Phil W. Smith, Village Engineer, it was moved by Trustee Perkins, seconded by Trustee Bolmgren, that the hourly pay of Carlisle Madson and Rollin P. Briggs, Instrumentmen in the Engineering Department was increased from $1.75 per hour to $1.85 per hour, effective June 1, 1951, by un- animous vote of the Council. June 4, 1951 Wes Construction of Retaining Wall and Steps Ordered On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Village Engineer was instructed to construct retaining wall and steps at 2920 Oregon Avenue, to compensate for damages due to high bank caused by grading of Oregon Avenue to full width. Motion was passed by unanimous vote of the Council. Oak Park Addition Approved On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Plat of OAK PARK ADDITION submitted by Iverson's Development Company, Incorporated was approved, and the Mayor and Clerk were authorized to sign same for the Village by unanimous vote of the Council. Agreement for Maintenance of Service Drive Oak Park Addition On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Mayor and Clerk were authorized to enter into an agreement for the Village with the State of Minnesota to assume the maintenance of Service Drive to be constructed by the State to serve Oak Park Addition to St. Louis Park as per layout dated September 25, 1950 --- S. P. 2735 - 31 (T H 100), File 102, and further do hereby approve said layout, by unanimous vote of the Council. Fire Department's Monthly Report The Fire Department's report for the month of May, 1951, was read and ordered filed. Construction of Retaining Wall Ordered e On motion of Trustee'Bolmgren, seconded by Trustee Jorvig, the Village Engineer was instructed to'build necessary retaining wall on the West line of Lots"11 and 12, Block 20, Park Manor Addition at an estimated cost of $250.00 as part of alley grading Project #P-74 (Brunswick, Mtka. to 29th), by unanimous vote'of the Council. Stock Pile of Steel Pipe A letter from Adolph Fine, Incorporated, dated'May 31, 1951, relative to their stock of steel pipe located on Lots 22 thru 25,.Block 11, Rearrangement of St. Louis Park, was read. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the request of Adolph Fine, Incorporated for permission to store their stock of steel pipe on Lots 22 thru 25, Block 11, Rearrangement of St. Louis Park for a period of 90 days from May 31, 1951, was approved by unanimous vote of the Council. Fireproof Vault for Village Records On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was authorized to have pump room, East of Clerk's Office recondition as a fire- proof vault for the storage of Village records, by unanimous vote of the Council. Water Main Petition & Hearing Date Set On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the petition of Melvin P. Johnson, 4367 Browndale Avenue, dated June 4, 1951, for the cons- truction of water main in Boone Avenue, Cavell Avenue and West 34th Street in Minnehaha Gables Addition, was read, and July 2, 1951 was set as date for hear- ing on same, by unanimous vote of the Council. 854 June 4, 1951 Quit Claim Deed On motion of Trustee Bolmgren, seconded by Clerk Justad, the Quit Claim Deed from Better Housing Corporation, signed by Harold H.
